Quality is what makes the difference between things being excellent or run-of-the mill. Sallis (1996) notes that increasingly in education, quality makes the difference between success and failure. He further indicates the factors that make quality as follows:

During the last SADC Regional CD Committee Networking Meeting held at Zimbabwe College of Forestry, in which Ogongo College participated, important issues leading to quality education were discussed, approved and are to be implemented by all forestry college members of SADC.
The SADC AAA 5.9 Programme supported OAC in implementing a college sustainability programme. The process started during the workshop held at OAC in June 1998 where a strategic development plan was drawn up with the following headings:
To satisfy the needs of the employers, three training needs assessments were conducted by DoF, MAWRD and Ogongo Agricultural College.
To improve the quality of training at the college, short courses were arranged for staff members involved in one way or another in the training of students.
Teachers have been trained on the preparation and use of training materials.
Through training and the networking system, teachers would acquaint themselves with the latest technology to be applied.
This is carried out at the end of each course (Annex 10)
The achievement of the above-mentioned points will assure the creation of a favourable learning environment.
