10 Establishment of one or two Test Countries per Continent

Before embarking on a world-wide project, it is important that the methodology is tested in one developing country from each concerned continent, where statistical sampling, application of remote sensing and partnership with national and international institutions can be tested. The test country should be as much representative as possible of others in terms of area size, ecology and social situations. Thus, the suggestion will be to consider one country from the tropical dry zone, another from the wet regions and a third from a wet to dry transition zone.
