ABSTRACT
The Ad Hoc Meeting of Experts on the External Evaluation of
the General Fisheries Commission for the Mediterranean (GFCM) Committee on
Aquaculture (CAQ) and its Networks was held in Rome, Italy, from 29 to 30 March
2004. The meeting was attended by six experts from CAQ in their personal
capacity and by the consultant recruited for undertaking the evaluation.
Initially only an external evaluation of the SIPAM network (Information System
for the Promotion of Aquaculture in the Mediterranean) was recommended at the
third session of the Committee and endorsed by the Commission at its
twenty-seventh session. Subsequently, the call for a full external evaluation of
CAQ, including all of its networks, since its inception was requested by the
Commission at its twenty-eight session in view of the forthcoming entry into
force of the GFCM autonomous budget. On the basis of the report of the
consultant, the Meeting of Experts reviewed and summarized major achievements of
CAQ and its networks. It identified strengths and weaknesses of its modus
operandi and provided recommendations towards addressing the limitations
faced by the Committee over recent years. In support of a sustainable
development of the Mediterranean aquaculture sector and in the context of the
autonomous budget, the Meeting concurred that the size and composition of an
expanded GFCM Secretariat would have the desirable influence on the functioning
of the CAQ and its networks.
RÉSUMÉ
La Réunion ad hoc d’experts sur
l’évaluation externe du Comité de l’aquaculture (CAQ) de
la Commission générale des pêches pour la
Méditerranée (CGPM) et de ses réseaux s’est tenue
à Rome, Italie, les 29 et 30 mars 2004. Six experts du CAQ participaient
à cette réunion à titre personnel ainsi que le consultant
recruté pour réaliser l’évaluation. A l’origine,
seule une évaluation externe du réseau du Système
d’information pour la promotion de l’aquaculture en
Méditerranée (SIPAM) fut proposée, lors de la
troisième session du Comité et, par la suite, fut approuvée
par la vingt-septième session de la Commission. Plus tard, la Commission,
à sa vingt-huitième session, exprima le désir
qu’une évaluation externe du CAQ et de tous ses réseaux soit
réalisée dans son intégralité, à dater de sa
mise en œuvre, en vue de la prochaine entrée en vigueur du budget
autonome de la CGPM. Sur la base du rapport du consultant, la réunion
d’experts a revu et résumé les principales
réalisations du CAQ et de ses réseaux. Elle a identifié les
points forts et les faiblesses de son modus operandi et a émis des
recommandations quant à la manière d’aborder les restrictions
auxquelles le Comité à dû faire face récemment.
Pour contribuer à l’obtention d’un développement
durable du secteur de l’aquaculture méditerranéenne et dans
le contexte d’un budget autonome, la réunion est d’avis que si
le Secrétariat de la CGPM était amplifié, sa taille et sa
composition auraient une influence bénéfique sur le fonctionnement
du CAQ et de ses réseaux. |
