El Estudio de tendencias y perspectivas del sector forestal en América Latina y el Caribe al año 2020 (ESFAL) forma parte de la serie de estudios regionales sobre perspectivas iniciados por la FAO en colaboración con países miembros. El presente informe corresponde al estudio nacional de Venezuela y tiene como objetivo ofrecer una perspectiva a largo plazo analizando las tendencias y las fuerzas impulsoras de tendencias que determinarán la dinámica del sector en los próximos años. Este trabajo además ha sido presentado y discutido en un taller llevada a cabo en Octubre de 2004 con la presencia de varios actores del sector.
Aunque Venezuela dispone amplios recursos forestales, todavía no ha logrado definir una estrategia que permita generar un crecimiento económico significativo del sector. Actualmente se postulan enfoques encontrados acerca de la actividad forestal y el papel que debe jugar la industria forestal en el desarrollo del país. Por una parte se propone estimular el crecimiento de la industria enfocándola casi exclusivamente bajo el enfoque de la actividad forestal de plantación aplicable para una gama de productos limitados. Por otra parte, se mantiene la idea de la explotación de los bosques naturales bajo las modalidades tradicionales de las concesiones. Dentro de este contexto, muy recientemente se ha institucionalizado una tercera opción fundada en el Manejo Forestal Comunitario, según Resolución del Ministerio del Ambiente y los Recursos Naturales Nº 248 de fecha 17-12-05, publicada en la Gaceta Oficial Extraordinaria Nº 5.755 el 05-01-05.
Según las ultimas cifras aportadas por el MARN (Anuario Estadísticas Forestales Nº 7. Años 2000-2001), el 54,19% del territorio de la República Bolivariana de Venezuela, se encuentra bajo bosques de muy diverso tipo, y representa una superficie de 49,67 millones de has. Las Áreas para la Producción Forestal Permanente alcanzan una superficie de 16,3 millones de has, de las cuales, apenas se considera como Áreas Bajo Planes de Ordenación y Manejo Forestal 1,89 millones de has. Las Reservas Forestales (11,87 millones de hectáreas) están principalmente orientadas al mercado de la industria mecánica de la madera.
Para la actividad de pulpa y papel se dispone de 9,3 millones de hectáreas que han sido decretadas (Decreto 1660. Gaceta Oficial Nº 34.384 del 12-06-92) como Áreas para Plantaciones Forestales, de las cuales apenas hay una Superficie Plantada Acumulada (hasta 2001) de 0,75 millones de hectáreas y una Superficie Anual de Plantaciones Forestales de 0,03 millones de hectáreas.
El empleo generado por a cadena forestal, es relativamente bajo en comparación con otros sectores de la economía y en comparación con el generado por este mismo sector en otros países del la región. Sobre el particular no hay registros sistemáticos, que permitan establecer sus tendencias de manera desagregada y periódica, con respecto a los demás sectores de la economía nacional y a los diferentes momentos de la actividad forestal venezolana.
No obstante, las cifras más recientes muestran un crecimiento en la actividad forestal por la vía de las Plantaciones Forestales ya no sólo por los programas de organismos públicos, principalmente de Pino caribe, sino también por Plantaciones Forestales de Teca, Melina, Eucaliptos y Acacia, promovidas por el Sector Privado. De igual manera se observa un modesto aunque significativo crecimiento en la producción de productos elaborados.
La nueva Política Nacional de Bosques permitirá, en el mediano y largo plazo, la posibilidad de garantizar el manejo sustentable y el uso múltiple del bosque, la participación comunitaria en la toma de decisiones, la aplicación de tecnologías de bajo impacto y la valoración de los bienes y servicios asociados.
La ampliación de la frontera forestal y la integración de la cadena forestal, como factor para dinamizar las economías locales y regionales, constituyen el mayor impacto del sector forestal nacional, en el desarrollo del país.
En base a las tendencias y situación actual del sector forestal, así como las fuerzas impulsoras que lo impactan, el escenario más probable del desarrollo del sector forestal, a mediano y largo plazo, corresponde con el desarrollo de la cadena forestal a partir de:
• La ampliación de la cobertura forestal mediante Plantaciones Forestales de especies nativas y exóticas, promovidas por el Sector Privado e integradas a la Industria Mecánica y Química de la Madera.
• La ampliación de la superficie plantada por el Sector Público, con fines de Producción, Protección, Recreación, Bienes y Servicios Múltiples y Sistemas Agroforestales, en virtud de los cambios políticos, sociales y económicos ocurridos recientemente en la República Bolivariana de Venezuela, que sin duda alguna, abren grandes perspectivas de desarrollo para el Sector Forestal Nacional.
• Los cinco equilibrios que conforman la estrategia del Plan Nacional de Desarrollo, descansan en la promoción y fortalecimiento de economías locales y regionales que, visto el patrimonio forestal nacional y la disponibilidad de tierras de vocación forestal, descansarán en buena parte en el desarrollo de la cadena forestal bajo modalidades muy diversas, de alto impacto social y económico.
• Los cambios institucionales en los despachos ministeriales, muy particularmente en el Ministerio del Ambiente y los Recursos Naturales, la creación de la Dirección General de Bosques y los lineamientos de la Política Nacional de Bosques, con un fuerte componente fundado en el Manejo Forestal Comunitario, auguran nuevos horizontes para el Sector Forestal de Venezuela.
