ITEM 4     Opportunities for the integration of irrigation and aquaculture

For the attention of Governments

1. Countries should take advantage of un- or under-exploited land and water resources through the development of IIA activities (paragraph 23).

2. Regarding aquaculture development, specifically Integrated Irrigation/Aquaculture (IIA), taking into consideration the limited successes of past efforts, countries should take heed of lessons learned to ensure that previous pitfalls were not once again encountered (paragraph 24).

3. Countries should take special care and note that good site selection and effective beneficiary groups were critical for any IIA developments while these activities should involve the valorisation of existing irrigation schemes and focus on women's participation (paragraph 25).

For the attention of FAO

1. Given that IIA is of great relevance to the Sahel, members endorsed the IIA Programme Profile presented for Integrated Inland Water Resources Management in Drought-prone West African Countries and asked FAO to further develop it and present it to CIFA for approval (paragraph 25).

ITEM 5     Major issues of post-harvest practices in the sub-region

For the attention of Governments

1. On post-harvest issues, acknowledging that innovative technologies for improved fish preservation exist in member countries, but that these were often unknown in the sub-region, countries should share information and appropriate technologies (paragraph 29).

2. Countries should develop a collaborative programme to address post-harvest issues, integrating the recommendation of the regional workshop held on this subject in Grand-Bassam (Côte d'Ivoire) in March 2000 (paragraph 30).

3. Governments should pay more attention to quality assurance issues in order to compete with products coming from other parts of the world (paragraph 30).

4. Governments should also strengthen training and sensitisation of fishworkers, establish a framework to enable fair competitiveness of local fishery products as well as access to credit and services involving well structured groups (paragraph 31).

For the attention of FAO

1. International institutions, including FAO, should play a key role in the validation of non-documented, but apparently low-cost technologies for fish preservation and support research on post-harvest losses as well as assist in the establishment of relevant strategies and capacity building, while intergovernmental organizations such as INFOPECHE should improve the dissemination of market information (paragraph 31).

ITEM 6     Future of the Sub-Committee

For the attention of Governments

1. The Sub-Committee recommended to its parent body, CIFA that in line with Resolution 13/97 adopted by the FAO Conference at its Twenty-ninth Session in November 1997, the CIFA Sub-Committee for Protection and Development of the Fisheries in the Sahelian Zone be abolished and that ad hoc Working Groups be established, as appropriate, to address issues relevant to the sub-region (paragraph. 34).

1. The Sub-Committee called upon FAO to provide assistance in developing harmonised fisheries statistics programmes in the sub-region.

Point 4:     Opportunités pour l'intégration de l'irrigation àl'aquaculture

A l'attention des Gouvernements

1. Les pays doivent tirer profit des terres et ressources en eau non et sous-exploitées à travers le développement des activités IIA (paragraphe 23).

2. Concernant le développement de l'aquaculture, notamment l'Irrigation Intégrée/Aquaculture (IIA), compte tenu des succès limités des efforts précédents, les pays doivent s'inspirer des expériences passées pour éviter la répetition des éches (paragraphe 24).

3. Les pays doivent mettre une attention particulière et noter qu'une bonne sélection du site et des groups bénéficiaires efficaces étaient d'une importance capitale pour tout développement, tandis que ces activités doivent impliquer une valorisation des schémas existants d'irrigation et mettre l'accent sur la participation des femmes (paragraphe 25).

A l'attention de la FAO

1. Etant donné que l'IIA est pertinente pour la zone sahélienne, les pays ont soutenu le profile de programme présenté pour IIA sur la Gestion intégrée des ressources en eaux continentales dans les pays ouest africains prédisposés à la sécheresse et demandé à la FAO de le développer davantage et le présenter au CPCA pour approbation (paragraphe 25).

Point 5     Principales questions post-capture dans la sous-région

A l'attention des Gouvernements

1. Au niveau des questions post-capture, reconnaissant que des technologies innovatrices pour une conservation améliorée du poisson existent dans les pays membres, mais que celles-ci sont souvent inconnues dans la sous-région, les pays doivent échanger les informations et les technologies appropriées (paragraphe 29)

2. Les pays doivent développer un programme collaboratif traitant des questions post-capture, qui intègre les receommendations faites au cours de l'atélier régional organisé sur ce thème à Grand-Bassam (Côte d'Ivoire) en mars 2000 (paragraphe 30).

3. Les Gouvernements doivent accorder plus d'attention aux questions d'assurance qualité dans le but de concurrencer les produits venant d'autres parties du monde (paragraphe 31).

4. Les Gouvernements doivent aussi renforcer la formation et la sensibilisation des professionnels de la pêche, établir un cadre permettant une juste compétitivité des produits locaux de la pêche ainsi que l'accès au crédit et services intéressant des groupes bien structurés (paragraphe 31).

A l'attention de la FAO

1. Les institutions internationales, y compris la FAO, doivent jouer un rôle clé dans la validation des technologies non documentées, mais apparemment à faible coût de conservation du poisson, et dans l'appui à la recherche sur les pertes poste-capture, de même que dans l'assistance à l'élaboration de stratégies pertinentes et le renforcement des capacités, tandis que les organisations intergouvernementales comme INFOPECHE doivent améliorer la diffusion des informations sur le marché (paragraphe 31).
