ABSTRACT
The third session of the Committee on Fisheries Sub-Committee on Aquaculture was held in New Delhi, India, from 4 to 8 September 2006 at the kind invitation of the Government of India. It was attended by 48 Members of FAO, by representatives from one specialized agency of the United Nations and by observers from four intergovernmental and four international non-governmental organizations. The Sub-Committee appreciated the effort of the FAO Fisheries Department in responding to the recommendations of the second session of the Sub-Committee. Several working documents, including State of world aquaculture 2006 and Prospective analysis of future aquaculture development, were presented by the Secretariat for information, discussion and decision by the Sub-Committee. They were received with compliments. The Sub-Committee agreed to the International Principles for Responsible Shrimp Farming. The Sub-Committee requested the Secretariat to ensure implementation of priority activities during the intersessional period. Recognizing the constraints in the Regular Programme budget of the FAO Fisheries Department, the Sub-Committee recommended that additional resources should be sought within the Regular Programme or through Extra-Budgetary resources to undertake aquaculture activities. The Sub-Committee expressed its appreciation to the Government and people of India for their hospitality and the excellent facilities that were provided for the session. The Sub- Committee agreed that its next session should be held in 2008 and appreciated the offer by the Government of Chile to host it.
RÉSUMÉ
La troisième session du Sous-Comité de l’aquaculture du Comité des pêches s’est tenue à New Delhi (Inde) du 4 au 8 septembre 2006, à l’aimable invitation du Gouvernement de l’Inde. Y ont participé 48 Membres de la FAO, des représentants d’une institution spécialisée des Nations Unies et des observateurs de quatre organisations internationales intergouvernementales et quatre organisations internationales non gouvernementales. Le Sous-Comité s’est félicité des efforts déployés par le Département des pêches de la FAO en vue de donner suite aux recommandations formulées lors de sa deuxième session. Le Secrétariat a soumis au Sous-Comité plusieurs documents de travail, dont un sur la situation mondiale de l’aquaculture 2006 (State of world aquaculture 2006) et un autre sur l’analyse prospective du développement futur de l’aquaculture (Prospective analysis of future aquaculture development), pour information, examen et décision. Ces documents ont été accueillis favorablement. Le Sous-Comité a approuvé les Principes internationaux pour une crevetticulture responsable. Le Sous-Comité a demandé au Secrétariat d’assurer la mise en oeuvre des activités prioritaires pendant la période intersessions. Reconnaissant l’insuffisance des moyens financiers consacrés au Département des pêches de la FAO dans le budget du Programme ordinaire, le Sous-Comité a recommandé que des ressources supplémentaires soient mobilisées dans le cadre du Programme ordinaire ou au moyen de ressources extrabudgétaires, en vue de mettre en oeuvre des activités liées à l’aquaculture. Le Sous-Comité a remercié le Gouvernement et la population de l’Inde de leur hospitalité et des installations remarquables mises à la disposition des participants. Le Sous-Comité est convenu que sa prochaine session se tiendrait en 2008 et a remercié le Gouvernement du Chili de sa proposition d’accueillir cette session.
RESUMEN
La tercera reunión del Subcomité de Acuicultura del Comité de Pesca se celebró en Nueva Delhi (India) del 4 al 8 de septiembre de 2006 por amable invitación del Gobierno de la India. Asistieron a la reunión 48 Miembros de la FAO, representantes de un organismo especializado de las Naciones Unidas y observadores de cuatro organizaciones intergubernamentales y cuatro organizaciones no gubernamentales internacionales. El Subcomité elogió al Departamento de Pesca de la FAO por las medidas adoptadas en respuesta a las recomendaciones hechas por el Subcomité en su segunda reunión. La Secretaría presentó al Subcomité varios documentos de trabajo para información, debate y decisión, entre ellos un informe sobre el estado mundial de la acuicultura en 2006 (State of world aquaculture 2006) y un análisis prospectivo del desarrollo futuro de la acuicultura (Prospective analysis of future aquaculture development), por los que se felicitó a la Secretaría. El Subcomité acordó los Principios Internacionales para el Cultivo Responsable de Camarón. El Subcomité pidió a la Secretaría que velara por la realización de las actividades prioritarias durante el período entre reuniones. Reconociendo las limitaciones del presupuesto del Programa Ordinario del Departamento de Pesca de la FAO, el Subcomité recomendó que se buscaran nuevos recursos en el ámbito del Programa Ordinario así como recursos extrapresupuestarios para llevar a cabo las actividades relativas a la acuicultura. El Subcomité expresó su agradecimiento al Gobierno y al pueblo de la India por su hospitalidad y por los excelentes servicios e instalaciones que había proporcionado para la reunión. El Subcomité acordó que su próxima reunión se celebrara en 2008 y manifestó su aprecio por el ofrecimiento del Gobierno de Chile de acogerla
