ABSTRACT

In Latin America and the Caribbean, new information and communication technologies are drastically reducing the costs of recording and administering data in a secure environment, critical elements of property registration. This report by the FAO Investment Centre Division, drawn from studies carried out under FAO’s Cooperative Programme with the World Bank, focuses on information systems for rural land administration. The focus is on five countries where the World Bank supports land administration projects: El Salvador, Honduras, Guatemala, Nicaragua and Panama. Common objectives of these interventions are to increase the security of rural property rights, and to improve the legal and institutional framework and increase the information available to government, citizens and investors so that land markets function efficiently. The experience in these countries is used to derive lessons and provide recommendations to improve the effectiveness of information systems and land administration projects.
