FRANCE Licences issued by EEC within the common fishing zone. No fees. See entry under European Community. Access to common fishing zone of EEC governed by bilateral agreements with third countries on a reciprocal basis. LEGISLATION
-Local fishing vessel
defined as vessel at least half owned by French nationals or wholly owned by company whose head office is located in French territory or in a convention state and which meets the following conditions:
-For public companies, the chairman of the board, a majority of the members of the board, the director-general, and the auditors must be French; or
-For partnerships, the managers and a majority of the members of the supervisory Board must be French;
-For limited liability companies, collective name companies, limited partnerships, and civil companies, the managers must be French and half the capital must be held by French nationals.
-French nationality may also be given to vessel on bareboat charter where French charterer assumes full control and management of vessel, and flag state law allows its flag to be relinquished.

% = Reports must be made every 3 days for vessels from Norway, Sweden and Faroes when fishing for herring, weekly when fishing for other species .
O = Logbook to be filled out(radio report to be made) after every fishing operation .
* = Country is a part to the South Pacific FFA arrangement which stipulates that licences will not be issued to foreign fishing vessels unless those vessels are listed in good standing on the FFA - maintained regional register of fishing vessels .
