-Fishing licenses issued on payment of royalties to the government: ECU 20/ton of net tonnage of each vessel. (Art. 8)
-Each licensee may pay a licence fee equivalent to ECU 5 per gross ton of the vessel, to the Government (in a convertible currency).

LEGISLATION
Agreement shall include the following:
-amount of licence fees and royalties payable to the Government of Maldives;
-reasons for suspension or cancellation of licence;
-options for the government to send officers on board for inspection of foreign fishing vessels;
-bait, if required, to be caught according to traditionnal means and methods of Maldives;
-contravention to the agreement to be tried in Maldivian courts. (Art. 6)

-Commercial fishing in the EEZ by foreigners, or Maldivians jointly with foreigners, shall require authorization of Ministry of Trade and Industries. (Art.
5)
-Fishing operations in EEZ to be under licence or agreement, after payment of fees. (Art. 6)
-Unlicensed fishing vessels entering EEZ to obtain prior permission and under control of Ministry of Fisheries. (Art. 7)
-Permission for research fisheries shall be granted by the Ministry of Fisheries under specified conditions. (Art. 9)

-Licence issued for specific areas and for one year.
-Volume of permitted catch in EEZ for every year is to be determined within pre-established maximum and minimum limits.
-Licences issued only for pole and line fishery, longline fishing and trawling; bait fisheries reserved for traditional fishermen.
-Number of vessels to be used by each party is to be determined by Ministry of Trade and Industry.
-Government may station officials on board vessels at operator's expense.
-Government may require free training for Maldivian nationals.

% = Reports must be made every 3 days for vessels from Norway, Sweden and Faroes when fishing for herring, weekly when fishing for other species .
O = Logbook to be filled out(radio report to be made) after every fishing operation .
* = Country is a part to the South Pacific FFA arrangement which stipulates that licences will not be issued to foreign fishing vessels unless those vessels are listed in good standing on the FFA - maintained regional register of fishing vessels .
