MOZAMBIQUE LEGISLATION
-Fee for issuing of licenses will be determined, by joint-order of Secretary of State for Fisheries and Minister of Finances, or inside international agreements or relevant contracts. (Art. 19).

LEGISLATION
-The Council of Ministers will promote negotiation and conclusion of International Agreements for regional cooperation on organization and management of fishery resources, exchange of statistics and coordination of procedure and conditions of licensing of foreign fishing vessel and fiscal system of fishery activities. (Art. 7)
-Access to Mozambique waters authorized only under international agreements or contracts.
-Secretary of State for Fisheries intitled to negotiate with the countries or the international organizations for cooperation agreements which provide for the granting of licenses taking account the resources available and the provisions for fishery development plans; only exceptionally will fishing vessels obtain licence outside an agreement framework. (Art. 32)
-Secretary of State for Fisheries can conclude with foreign companies contracts granting fishing rights to operate in Mozambique waters; these contracts must determine the number of vessels authorized to fish fishing zones, fishing gear, volume of catches and others general conditions of fishing. (Art. 33).

LEGISLATION National fishing vessel:
-state property or vessel chartered by the State;
-property of one/more national individual or national common ownership, or vessel chartered by one/more national individuals or national common ownership; after authorization of Secretary of State for fisheries and vessel registration in Mozambique;
-property of foreigners established in Mozambique. (Art. 1.12).

MOZAMBIQUE LEGISLATION
-Granting of licences to foreign fishing vessels to comply with provisions on international agreements and contracts.
-Licences are granted to operate in fishing zone beyond 12 miles.
-Exceptionally granted for fishing within the 12 miles of territorial sea under the following circumstances: for specific fishing operations and for experimentation and investigations.
-Secretary of State for Fisheries is the only competent authority for the granting of licences to foreign fishing vessels.
-Licence for foreign fishing vessels is valid for maximum 1 year.
-Foreign vessels fishing in Mozambique waters have to comply with national legislation of Mozambique. (Art. 34)

-Issuing of licences to foreign fishing vessels to respect limits ensuing from protection of local fishing and volume of fishing effort. (Art. 2)
-Licence application will be submitted to the Secretary of State for Fisheries, at least 30 days before the beginning of the fishing operations. (Art. 11).
-Master to hold copy of licence on board. (Art. 15)
-Foreign fishing vessels to display identification markings in a prescribed way. (Annex III)
-Secretary of State for Fisheries, can vessel's owner to guarantee facilities in case of contract. (Art. 17)
-Vessel must fly country's flag where registered. (Art. 18)

LEGISLATION
-Master may communicate to relevant authority of fisheries, by radio and through specific frequencies:
- time of entry and departure into/from waters under national jurisdiction, and quantity of each species caught at those specific times;
- geographical position on periodical basis.
-Master to maintain catch report of the different species on board on a daily basis and may send it to the relevant authority before landing of catches. (Art. 17)
