-Identification marks and numbers to be displayed on sides and cabin top or deck so as to be visible from above, in characters (English alphabet and Arabic numerals) not less than 60 cm. in height, 10 cm. in width, and spaced not less than 25 cm. apart, in colour that contrasts with background.
-Foreign fishing boats may not fish within 75 n.m. of baselines from which territorial sea is measured.
-All such vessels must have a minimum of navigational equipment in working order, i.e., gyrocompass and radar steering gear.
-All such vessels must be in possession of at least two anchors.
-All such vessels must have on board at least one person, preferably an officer, who can speak a minimum of English (Seaspeak).
-Master may not fish in contravention of the Fisheries Act, 1972 and Fisheries Regulations.
-All such vessels must have adequate large scale charts of Bermuda waters.
-Agents must be appointed and maintained in Bermuda to receive and to respond to any legal process.
-Failure to comply with conditions may result in suspension or revocation of licence.

Note: A maximum of 10 foreign fishing vessels will be licensed to fish the outer 125 miles of Bermuda's Exclusive Fishing Zone.
LEGISLATION
The owner or operator of each fishing vessel must keep a logbook relating the operation of the vessel. Such statistics are required for each line set and are to be submitted to Department of Agriculture, Fisheries and Parks at end of fishing activities in Bermuda's Exclusive Fishing Zone (annually).

LEGISLATION
-All fishing vessels taking marine products in the exclusive fishing zone must be licensed annually. The owner or agent of any vessel engaged in such activities is required to be in possession of a licence granted by the Minister. (Reg. 7(1))
-The owner or agent of a foreign commercial fishing boat that is registered in another country must apply in writing to the Minister for a licence; Minister has full discretion to refuse such licence. (Reg. 7(3))
-A fishing boat licence may be transferred to the new owner of vessel if certain conditions are met (request + fees). (Rep. (2))
-Identification marks to be displayed on commercial fishing boats. (Reg. 11) (Fisheries Rules, 1982) -Other licence conditions include the following:
- by-catch to be landed at BVI fishing company in good condition at end of each trip;
-Upon Government request, observer may be placed on board swordfish fishing boat at owner's expense.

-Any foreign fishing vessel applying for a licence shall nominate a fisheries representative approved by the Governor. (Sect. 3)
-Every application shall be made in prescribed form and submitted to the Governor with all required information. (Sects. 5 and 6)
-Governor may require submission of fishing plan including the following information: intended fishing areas and number of fishing boats; estimated times of arrival and departure; proposed duration of plan; proposed transhipment, landing and other operations. (Sect. 8)

-Governor may, by Order, prohibit all or specified fishing in zone except under licence.
-Licence may contain conditions concerning areas, periods, times, fish quantities, methods, type of gear, training of Pitcairn Islanders, use, transfer, transhipment, landing and processing of catch, effort and position of vessel, fisheries research program, equipment installation and maintenance, identification marks, and information regarding fishing operations.

LEGISLATION
-Master of foreign fishing vessel shall maintain a ship's log and a separated fishing log in English, recording all information related to boat's and fishing activities and to be held on board at any time. (Sect. 25)
-While in National waters, vessel shall carry the latest edition of the "International Code of Signals" to be used in every communication by radio, flag or light with Pitcairn Authorities. (Sect. 27)
-Vessel shall report at specified times, name, call sign, country of registration, position and quantity and species of fish caught, to the Island Magistrate. (Sect. 28)
-Fisheries representative of the vessel shall notify the Governor when the taking of apportioned catch quota has been completed. (Sect. 29)

-Unless otherwise expressly provided in licence issued under reg. 6, where licensee is a company or partnership, no sale or transfer of licence which affects the controlling interest (as defined by Business Licensing Ordinance, 1983, is permitted without written consent of issuing authority. -For licences issued under regs. 6(1)(b),(c),(d) and (f) (processing and export, aquarium, scientific research, coral), Fisheries, Public Health, or Customs officers must be permitted to inspect land premises, vessel, equipment, marine products, documents.
-Conservation measures which must be complied with include restrictions on means of taking marine products and harmful activities, regulations on prohibited areas and species (e.g., marine mammals), legal size of species, minimum size of mesh used in fish pots.
-No transhipment of catch unless authorized by licence. (Reg. 25)
-Any fish aggregating device (allowable when specifically provided for by access agreement) placed in fishery limits must be clearly marked with vessel name and equipped with radar reflector and lights.

LEGISLATION
For licences issued under regs. 6(1)(b),(c),(d) and (f), licensees shall keep records and returns as required including a return to be submitted to Chief
Fishery Officer within 14 days of end of each month, showing number, weight, and type of all marine products taken, purchased, processed, or exported.
