ABSTRACT

The contribution of the Committee on Fisheries (COFI) to global fisheries governance is presented by identifying trends and issues which formed its work from 1977 to 1997. This Circular describes the establishment and functions of COFI, and the trends and issues for the following topics: Exclusive Economic Zone Programme, Strategy for Management and Development and accompanying Programmes of Action, Vessel and Gear Marking, Food Security, Aquaculture, International Trade, Driftnet Fishing, Sustainability as a Goal, Women in Fisheries, Agenda 21, Code of Conduct for Responsible Fisheries, the Compliance Agreement, the UN Fish Stocks Agreement, FAO Regional Fishery Bodies, Small Island Developing States, Capacity, By-catch and Discards, and Monitoring, Control and Surveillance. The Circular also reviews the manner in which they have been dealt with by the Committee. The document also addresses policy inputs to the Committee for decision making and the major outputs from COFI.

The FAO Fisheries Circular is a vehicle for distribution of short or ephemeral notes, lists, etc., including provisional versions of documents to be issued later in other series.
