339. The Major Programme will continue to assure an FAO focus on Sustainable Development in the context of the follow-up to the World Food Summit (WFS), the United Nations Conference on Environment and Development (UNCED) and the accompanying conventions on natural resource management and conservation. It will also provide the thrust to mainstream the concerns of other major international conferences, including the Social Summit and the Population Conference, in FAO and in national agricultural and rural sectors. Policy inputs to the work of the Commission on Genetic Resources for Food and Agriculture (CGIAR) system will continue to be assured through the Major Programme which also provides for direct support to the Special Programme for Food Security (SPFS).
340. In the context of global trends towards more decentralized patterns of development
and the declining role of government, with correspondingly greater reliance on private and
civil society initiative, the Major Programme will work to assure that adequate attention
is given to the disadvantaged, including women and the rural poor, and that rural society
strengthens its democratic and participatory base. Five priorities have been identified
for the medium-term. These are the support of member countries' capacity and provision of
services in:
Changes in Resources at Major Programme Level
341. The overall change in the programme of work related to the Major Programme amounts to a reduction of US$ 31 000, which combined with a proposed decrease in income of US$ 105 000 primarily for technical support services related to SPFS, results in an increase of US$ 74 000 in the net budget. However, since redistribution of the Computer Pool Account increases the overall budget by US$ 539 000, the Regular Programme resources for substantive work within the Major Programme are therefore proposed to decline by US$ 465 000. Shifts between programmes include a transfer of US$ 590 000 from Programme 2.5.2. Women and Population to Programme 2.5.1. Research, Natural Resources Management and Technology Transfer to provide gender perspectives and women in development inputs to the technical project 251A1 Integrated Use of Data and Information for Sustainable Development. A number of transfers of resources from Headquarters to decentralized offices are proposed: US$ 320 000 including an agricultural education officer post from the Research, Extension and Training Division (SDR) to the Regional Office for Asia and the Pacific (RAP) within Programme 2.5.1., US$ 291 000 including a rural development officer post from the Rural Development Division (SDA) to the Regional Office for Latin America and the Caribbean (RLC) within Programme 2.5.2. and US$ 231 000 including a rural development officer post from SDA to the Sub-regional Office for Southern and East Africa (SAFR) within Programme 2.5.2. A new rural development officer post is proposed in SDA to provide support to the Administrative Committee on Coordination (ACC) Network on Rural Development and Food Security. Funds totalling US$ 200 000 have also been set aside within Programme 2.5.1 to support cross-sectoral activities related to environment and sustainable development.

342. Objective: Comprehensive data and information accessible to countries for the integrated analysis of the environmental, social and economic dimensions of development and sustainability issues at global, regional and national levels.

Guides and training materials on participatory planning of non-formal education and income-generating activities. Support for network development and training for 300 rural youth professionals.
346. Objective: Improved understanding, access and use of biotechnology in agriculture
with development and application of appropriate monitoring and control protocols.
347. Outputs: Support to expert consultations, organization of an electronic forum for
policy-makers and issues, establishment of two regional biotechnology networks. Support
for one joint inter-country project, bio-safety legislation in two countries,
harmonization of regulations and effective functioning of regulatory body. Training on
risk assessment.
348. Objective: Enhanced access to, dissemination and adoption of policies, strategies, guidelines and tools for improving integrated agricultural knowledge and technology development in Members.
349. Outputs: Guidelines and tools on national agricultural research, education and extension policies and strategies, for human, financial and physical resource development. Development of comparative analysis methods for research and technology transfer systems, communication needs of specific groups and gender considerations. Comparative studies of national systems and identification of success stories. Training of nationals in research management and in communication. Support to and guidance for research networking and assistance to countries in strategic planning. Development of pilot national activities in extension and communication, particularly to improve gender and environmental sensitivity.
350. Objective: Availability to FAO programmes such as Food Insecurity and Vulnerability Information Mapping System (FIVIMS) and Global Information and Early Warning Systems (GIEWS) and to Members of up-to-date geo-referenced data for the management of natural resources and food security, including contributions to early warning.
351. Outputs: Databases for agrometeorology, the African Satellite environmental Monitoring System ARTEMIS, Global Terrestrial Observing System (GTOS) and land cover and environment (e.g. Africover). Support for improvements in data access and handling and tools and guidelines. Improved indicators, models and guidelines on environment and natural resource assessment, land tenure, integration of ground based physical data, remote sensing and socio-economic information in GIS.
352. Objective: Integrated implementation of international conventions on biodiversity, climate change and desertification through coordinated FAO support to Members and the convention secretariats.
353. Outputs: Liaison within FAO and preparation of inter-disciplinary documentation, methodologies and tools. Support for expert discussions on current cross-sectoral issues.
354. Objective: Innovative and sustainable applications of information and communication technologies developed to improve agricultural research, extension and education systems in FAO Members.
355. Outputs: Information and communication applications for the REE components of rural telecentres. Pilot testing of Internet-based virtual extension-research networks. Support for farm information networks (FARMNETs) linking farmers' organizations with REE institutions, NGOs and service providers. Methodologies for assessing information needs of REE systems and users. Training materials for distance learning and software tools for applying FAO information. Identification of indicators to monitor, evaluate and assess impacts of dissemination and training efforts.
356. Objective: Effective functioning of the TAC to provide independent advice on CGIAR priorities and strategies and review of the quality and relevance of science of the CGIAR centres for achieving the systems' goals of poverty eradication, food security and environmental protection.
357. Outputs: Technical, administrative and logistical support to TAC in (a) recommending CGIAR priorities, strategies and resource allocation, including the annual review of CGIAR research agendas and financing plans; (b) preparing strategic studies in selected topics including: locus and level of poverty, the 2010 portfolio of international public goods, and the role of the CGIAR in strengthening NARS; (c) conducting six to eight External Programme and Management Reviews of individual CGIAR Centres.
358. Objective: Provide advice and technical assistance in the areas of research,
extension, education, communication, rural youth, and cross-sectoral issues related to the
environment and the management of natural resources for sustainable agricultural
development.
Adjustments arising from the Growth Scenario: The growth scenario shows a net increase of US$ 310 200 including US$ 260 000 which addresses statistical analysis of gender specific constraints and issues in socio-economic and development contexts. The programme would also benefit from improved language coverage. |

359. Objective: Improved application of the SEAGA methodology in participatory planning and development processes and strengthened gender responsive policies, legislation and institutional capacity in national governments, the private sector and civil society.

366. Objective: Members develop and adopt policies, programmes, best practices and tools for land tenure to facilitate access to land, ensure user rights and improve land markets.

Assistance concerning demographic issues of land tenure; tenure and sustainability of natural resource use. 370. Objective: Mainstreaming of participatory approaches in both national agricultural development and FAO programmes
371. Outputs: Support to FAO units in integrating participatory approaches with emphasis on SPFS, including preparation of training materials and organization of regional workshops. Analysis of participatory approaches and methods including case studies of FAO projects, electronic conferences and regional workshops. Development of a database on expertise in participatory approaches.

Objective: Mobilization of government efforts to implement the World Food Summit (WFS) Plan of Action and rural development and food security programmes; reinforcement of ties, information exchange and collaboration between UN Organizations and other stakeholders to foster complementarities and synergies.
373. Outputs: Support to country level Thematic Groups including backstopping missions. Publication of guidelines, technical issue papers and training materials and preparation of participatory methods and approaches to support Thematic Groups. Organization of two email conferences on selected rural development issues; monthly updating in English, Spanish and French of ACC Network Website, and establishment of a database for monitoring ongoing activities of Thematic Groups.
374. Objective: Provision of direct advice and support to Members and the FAO Field Programme, including the SPFS, with particular emphasis on the mainstreaming of poverty concerns and participatory approaches.
Adjustments arising from the Growth Scenario: An amount of US$ 300 000 is included in the growth scenario to strengthen the management and support of the ACC Network on Rural Development and Food Security. The balance will allow this programme to also benefit from improved language coverage. |

375. The SPFS aims at supporting Low-Income Food Deficit Countries (LIFDCs) in their
efforts to:
376. This programme covers overall coordination for the SPFS in the Field Operations Division (TCO) and includes provision for exploratory and formulation missions, but the major part of the budget allocation is to support pilot phase activities, eventually leading to the SPFS Expansion Phase implementation, in LIFDCs. Country-level activities are also to be carried out under extra-budgetary funding. Backstopping services will be provided on a reimbursable basis by the pertinent segments of the Organization, at Headquarters and in Regional and Sub-regional Offices.
377. It is recalled that the Pilot Phase is made of four inter-related components addressing: small-scale water harvesting, irrigation and drainage systems; intensification of sustainable plant production systems; diversification of production, including aquaculture and small animals; and analysis of socio-economic constraints to food security. Country activities are planned and implemented by concerned governments and involve a participatory approach, with particular emphasis on multidisciplinarity, social equity and gender sensitivity.
378. A particular feature of the programme is South-South Cooperation. Under this scheme, advanced developing countries send field technicians and experts to specific recipient countries for up to two or three years during which they work directly with the rural communities involved in the programme.
379. Part of the resources under Programme 2.5.6 is subject to transfers, as reimbursement of administrative and operational services (AOS) and technical support (TSS) provided by TCO and technical units respectively. The related provision for these expenditures in support of SPFS are US$ 300 000 for AOS under Major Programme 3.3 and US$ 775 000 for TSS under technical programmes.
