1. BACKGROUND

The ages long existence of the mining units and followed by the more recently established robust melting unit of the tin industry and at the same time the rather limited potentials and development of other terrestrial resources, has led the situation to the present condition, where the tin industry as a whole has a very wide and remarkable impact to the socio-economic life of the population throughout the district island of Bangka. Generally speaking, most of the personnel and employees of the industry are regarded formal or informal leaders or at least examples with great influence to the surrounding community members in almost all social and economic aspects; meaning that the majority of the population of the island is directly or indirectly effected by the the industry and its related activities.

The tin industry as a basic industry principally is not intended to diversify its produce and therefore not to undertake other activities outside the tin bussines. On the other hand it is highly concerned with the well being and welfare of all of its personnel and their respective families. It even includes the rela tives and also the retired persons throughout their post-service life time as well. They commonly call themeselves Keluarga Besar Timah (The Extended Tin Family). It is in this respect that the tin industry is eager to providing the employees with various tech nical know-how in its effort to stimulate activities which enable them to earn additional income, either as side job by utilizing their own time or more particularly it is useful to stimulate entrepreneurship for those going to retire in the near future.

Seafarming has been purposely selected among other activities to be introduced and trained to the employees. Besides the suitability to meet the requirements it is also adventageous for rational utilization of the aquatic natural resources and environment. According to informations available and the results of catching trials conducted presently, various cultivable organisms like groupers, seabass and that of seaweeds occur in reasonable quantities in the wild stock in the surrounding waters of the island. Whilst the marketing channel has already developed to a limited extend. Fish traders from the Riau archipelago frequently come to collect these high value fish species from the catch of the Bangka and Belitung fishermen for export to Singapore in live condition. It is also adventageous for the UPTB, that seafarming will be helpfull for the conservation of the natural resources and environmental conditions as well. Furthermore the practise of seafarming by the UPTB employees in their home village by application of the knowledge gathered from the training will not only be developed among the participants themselves, but is expected to have an effective impact for the extension of seafarming throughout the coastal areas of Bangka and the neighbouring islands as well.

2. OBJECTIVE

The main objectives of the training were ;

  1. To provide the employees of the tin industry with general## knowledge and know how on seafarming of groupers and seaweed.

  2. To disseminate the technology of seafarming to rural coastal community by making use of the participants in their position as examples and motivators for development in their home village.

  3. To promote more rational utilization of the potential specific resources without endangering the environment.

3. ORGANIZATION

The training on the farming of groupers and seaweed was organized by the Bangka Tin Mining Unit for Mentok Production Area (UPTB Wilasi Mentok) in collaboration with the National Seafarming Centre and the FAO/UNDP Seafarming Development Project INS/81/008. The UPTB was responsable for providing of accommodation facilities and supply for the conduct of the training including the support personnel as well. The National Seafarming Centre and the FAO/UNDP Seafarming Development Project provided the lecturers and instructors, lecture and demonstration materials and were also responsable for the selection of suitable sites within the Wilasi Mentok.

The Binajaya multipurpose building was made ready for the indoor activities such as lectures, demonstrations and indoor exercises. A tugboat was disposed for the one day trip of site selection, while for the field excercise for floating, anchoring and positioning of the raft at Sungai Pa'it, a smaller motor vessel was provided.

Three senior staff of the National Seafarming Centre, one from the Seafarming Sub-centre of Tanjung Pinang and one national expert from the FAO/UNDP INS/81/008 served as lecturers and practical instructors. A list of lecture topics and lecturers/instructors is found in Annex A.

4. DURATION

The training on Seafarming of groupers and seaweed was conducted at Mentok, the base-town of the UPTB Wilasi Mentok, from the 21st to 26th of September 1987, in which the first day was specially scheduled for the site selection.

5. PARTICIPANTS

The site selection scheduled on the 21st of September, was conducted by the full team members of lecturers and instructors, but only a limited number of staff and technicians of the UPTB were nominated for pacticipating in this activities.

The seafarming training was attended by 26 participants, all consisting of technicians and employees of the UPTB, mostly from the Wilasi and Melting Unit of Mentok and some others from the other production areas of Sungai Liat, Blinyu and Koba. All the participants were active personnel of the tin industry, but they have different background of discipline and experience among each other. They were selected on the basic criteria of their ability and habit or willingness for working within the coastal WATER ENVIRONMENT, a.o. hobbiest of swimming, diving, fishing, collecting of ornamental fish or other aquatic organisms and that of aquarium holders.

6. PROGRAMME OF ACTIVITIES

6.1. Site Selection

In anticipation of the mean training activities, a field observation have been scheduled and conducted on the 21st of September, for the selection of suitable sites for fishculture operations which eventually can be used for the excercise of construction and positioning of the raft practised by the trainees. Besides the main team consisting of the lecturers/instructors for the training, the activities for site selection were participated by a number of staff members and technicians of the UPTB.

As recommended by the Organizing Committee, three sites were visited, namely Sungai Pa'it, Jungku and Tanjung Batumpak. Only Sungai Pa'it however was considered possible to meet the criteria for the purpose. The other two sites were not worth to consider due to lack of protection and therefore vulnerable to heavy winds and waves, especially during the west monsoon, which lasts for about 6 months, mainly from October through March.

6.2. The training course

The training activities consisted of lectures, practical exercises and discussions. The activities were scheduled in the time table of the training (Annex C), but subject to changes with emphasis for enabling to spend more time for practical works. The practical exercise consisted of the construction of culture facilities and related equipments and devises. One unit of raft completed with four net-cages was produced and successfully floated and anchored in due position on the last day of the training course. A number of fish traps and scoupe nets for daily use in the operational activities were also produced.

7. CONCLUSION AND RECOMMENDATION

Owing to the fact that the tin industry as a basic industry had taken initiative with keen interest for conducting a training on seafarming in its intention to find alternative means of subsistence for the employees, it can be regarded as a phenomenon of the excistence of a growing interest to seafarming among the other sectors as well as at the various levels of the society, in places surrounded by favourable resources.

Considering the enthusiasm and full participation of the attendants, the active discussions during the course of the training and the culture facilities and equipments produced in reasonable quantity and quality through the indoor and outdoor practical exercises, it can be concluded that most of the participants have absorbed the knowledge and the technology of seafarming given during the course of the training and were interested in establishing their own farm. Thus the training had obtained the first objective, while the next will be dependent on the follow up of application of the technology realized in the development of seafarming in their respective home village.

In order to maintain the soul of the participants and timingly make full utilization of the facilities already produced within the course of the training, it has been suggested that the UPTB could start with a culture trial. Beginning with the collection of seed from the wild for stocking material, followed by the grow out of the stock into marketable size. A number of trained employees could be assigned as operator for the trial, which will take about 6 months. In the mean time close contact with the National Seafarming Development Centre could be maintained accordingly in order to be able to help solve any techical problems that may arise. The result of the grow out trial can be evaluated at the end of the first growing period and used as background information for further development. In order to obtain sufficient amount of stocking material in due time, professional fishermen might be necessary to be involved under reasonable agreement and provision of sufficient equipments.

It was also suggested that the trained employees could organize themeselves into groups to favour better cooperation and strengthen their ability for the establishment of reasonable size of farms. With the support of the UPTB in its position as protector and motivator for the Extended Tin Family, in form of organizing, providing of channel of soft lone credits, supervision and coordination as appropriate, the seafarming development in Bangka island is prospectuous.
