The Government of Zambia, with technical assistance from the Food and Agriculture Organization of the United Nations and financial aid from the Government of the Netherlands, is engaged in project GCP/ZAM/038/NET Fishculture development in Zambia, whose main objectives are: to continue development of new fish farms in Mwekera and Chipata, define an aquaculture extension programme, provide technical assistance to the Government, private farmers and investors, and organize credit facilities for selected fish-farmers.
As part of the project operations, FAO assigned Mr R. Fulconis as consultant from 1 April to 15 May 1987 with the following terms of reference:
to study the possibility of establishing a credit programme directed to fish-farmers as well as village bodies, cooperative societies, educational institutions, youth clubs, etc.;
to define the modalities for the credit programme to operate efficiently under Zambian conditions;
to advise the project on the type of document each farmer/ organization/institution may need to obtain credit under the programme;
to contact possible, local organizations and assist in the establishment of procedures for a revolving fund operation.
