5. THE INTEGRATED MODELS

In order to portray a range of development opportunities, four models were generated by applying different weights to the criteria. The first model, the basic one, emphasizes the importance of land and water:

K1 = KL + 0.5 (KI + KM + KW + KF)

where KL is the Land and Water Index, KI and KM are inputs and marketing indices, respectively, KW is the Welfare Index and KF is the index of “other factors”: extension, agglomeration and development.

The second model (K2) does not take welfare into account:

K2 = KL + 0.5 (KI + KM + KF)

The third model (K3) emphasizes the importance of inputs and markets for fish farming development:

K3 = KL + KI + KM + 0.5 (KW + KF)

The last model (K4), by not including agglomeration, gives consideration to districts that otherwise may have good opportunities for development, but in which there is little or no fish farming at present:

K4 = KL + 0.5 (KI + KM + (KF - AG))

where AG is the agglomeration component of the index KF.
