Preparation of this Document
This document is one of a series of documents prepared during the course of the Project identified in the title page. The conclusions and recommandations given were considered appropriate at the time it was prepared. They may be modified in the light of further knowledge gained at subsequent stages of the Project.
The designations employed and the presentation of the material in this document do not imply the expression of any opinion whatever on the part of the Food and Agriculture Organisation of the United Nations concerning the legal status of any country, territory, city or area or of its authorities, or concerning the delimitation of its frontiers or bounderies.
The opinions expressed by the authors on this document are not necessarly those of FAO or the Governments of the participating countries.
Note from the reviser
The revision and publication of this document could only done a long time after the closure of the project. This has led to some difficulties in finalising the documents and implementing corrections, because authors and contributors as well as some of the original material or files were no longer available.
Therefore contributions from participants and sessions papers annexed to most of the documents were left in their original form. No language corrections were introduced, the content was not modified and left under their respective authors' responsibility.
Considering the above, we hope that the reader will understand that a standard of publication could not be maintained on a level as high as we would have liked it to be.
Abstract
The seminar on Training in the Mediterranean, organised by MEDRAP with the collaboration of IFREMER, in Montpellier on September 11 – 14, 1991, focused on the establishment of a Training Network according to regional priorities, to attain the self-sufficiency in terms of human resources.
After review of the educational possibilities and activities at each national level, and after a priliminary identification of needs for training in various fields, four levels were retained:
- Training of workers,
- Training of technicians,
- Training of managers,
- Training of “trainers” (teachers).
It was emphasised that MEDRAP II would be concerned mainly with training at the higher level, trainers and upper management. Training of workers and technicians will be carried out by each country.
In view of defining the framework and the basic structure of the Network, it was suggested that each country nominate one “focal point” to deal with the identified scientific and technical priority topics. The involvement of the International Organisations such as EC, the Scandinavian NORAD and SIDA, etc… should be explored. Internationally competent institutions with reference to University of Stirling, Scotland, the Fish Culture Research Institute, Szarvas Hungary and CEREMHER, France, and other private Institutions should be associated to the Network conception and mechanism of functioning.
Further investigations on a more detailed identification of needs should be carried out, a list of aquaculture training institutions and services should be provided and the identification of financial assistance to the Network from sources within and outside the region should be undertaken.
A second sessions on Training was decided to be held in 1992.
