NATIONAL AQUACULTURE FEED AND FERTILIZER RESOURCE DATABASE/ATLAS
Guidelines
The future growth of the finfish and crustacean aquaculture sector will depend upon the availability of suitable and economical feed and fertilizer products. Each national aquaculture sector must be made aware of the national agricultural feed and fertilizer resources available to them and when, who is currently using these resources and how, the composition and cost of these resources at source and with transportation, the status of the existing animal feed manufacturing industry and its regulations, and how they obtain and best use the available feed resources (whether they be poultry manure, rice bran or imported fishmeal) within their own dietary feeding strategies. Such an approach is essential if countries are to maximize their use of locally available feed and fertilizer resources, and so reduce their dependence upon imported fertilizers and feed ingredient sources and ready-made compound aquafeeds, and consequently reduce nutrient input costs and base feeding policies and strategies upon the use of sustainable feed ingredient sources and feed lines.
Guidelines on data collection for a national agriculture feed survey for aquaculture planning were first described in 1987 by Tacon, Maciocci & Vinatea (1987). To date, surveys have been conducted for Mexico (Palomo & Arriaga, 1988), Panama (Licona de Macedo, González de Paniza & Sánchez, 1989), Papua New Guinea (Tacon, 1986) and Peru (García Carbajal & Rodríguez Achung, 1989). Recently, FAO has published the “Aquaculture feed and fertilizer resource atlas of the Philippines” by P.S. Cruz (1997), a comprehensive survey concerning the feed and fertilizer resources of a country. To facilitate the search of the data contained in the publication and allow their future update, a database to host the atlas data has been prepared. Its structure can be also utilized to collect data in other countries which will prepare a similar database/atlas.
The information which should be included in a national database can be divided into two major groups:
1) statistics on the economic environment within the country, with particular attention on basic information on agriculture and emphasis on the fishery and aquaculture sectors. This background information will enable the users to form an overall profile of the environment they operate in, and will help to identify the specific constraints which will indirectly or directly affect their choice of feeding strategy. A great deal of this information can be readily abstracted from government statistical reports, national and regional development banks and international support agencies.
2) Information related to the aquaculture feed sector, which includes data on companies, associations, institutions, experts, legislation and bibliography. This information can be gathered by contacting directly national centers dealing with the sector or using the questionnaires prepared for each set of data. The information gathered should contain geographic references, at least at the regional level; this will allow to represent the resources available within the country on geographical maps, improving the capacity of planning a national aquaculture feed policy.
Furthermore, as an useful tool for the users, global data (not updatable) and national data (updatable) on composition of feed ingredients and fertilizers are also included.
