1. INTRODUCTION AND TERMS OF REFERENCE

The Government of the People's Republic of China, assisted by the United Nations Development Programme and the Food and Agriculture Organisation of the United Nations, are engaged in project CPR/88/077, Fisheries Development in Qinghai Province.

As part of project operations, FAO assigned Dr. I.G. Dunn as Lake Fishery Management Specialist Consultant from 26 April to 2 July and 10 August to 10 October 1990, with the following terms of reference:

“The consultant in lake fishery management will be responsible for planning and execution of the investigations on Qinghai Lake, leading to production of an informed management plan for the lake. He will work in close cooperation with the NPD (National Project Director) and DNPD responsible for the Qinghai Lake work, and will coordinate the work of the specialist consultants in water chemistry, fishery information systems development, etc. He will also be active in the in-service training programme for national project staff. He will prepare a mission report”.

2.2 WORK PROGRAMME

The consultant input was undertaken in two visits. This allowed a period in which it was hoped that the awaited equipment would have arrived on site. In addition it allowed a period in which the investigation team could carry out initial fieldwork without outside supervision and could be assessed on the results of this work before the onset of the winter season.

From 12 – 27 May, the Consultant worked in close cooperation with Consultant Mr Colin Smith in the commissioning of equipment and the development of the programme of lake investigations.

From 22 – 25 September, the Consultant was able to cooperate with Dr James Muir at the start of his consultancy mission during which Dr Muir was, in part, concerned with the part played by the rivers in the reproduction and recruitment of the naked carp.

Between 27 and 29. September, the Consultant undertook a short visit to Henan Province and Dan Jiang reservoir to advise on a proposed tilapia cageculture project.

On 3 October met with Consultant Dr Albert Tacon for a short briefing at the start of his proposed visit to the project.
