AGENDA NOTES

1. The Twenty-seventh Session of the Committee on World Food Security (CFS) will open at 10.00 hours on Monday 28 May 2001 at FAO Headquarters. Provision has been made for the Session to continue up to Friday 1 June 2001.

I. ORGANIZATIONAL MATTERS

(a) Adoption of Agenda and Timetable

2. The Provisional Agenda for the Twenty-seventh Session has been prepared in consultation with the Chairperson, taking into account the Committee's Terms of Reference, the Committee's recommendations at the previous Sessions and the views of member countries.

(b) Statement by the Director-General or his Representative

3. The Session will be addressed by the Director-General or his Representative.

(c) Membership of the Committee

4. The Committee is open to all Member Nations of the Organization and all states which are members of the United Nations. It is composed of those states which notify the Director-General in writing of their desire to become members of the Committee and of their intention to participate in its work. Membership is for the biennium. The Secretariat will circulate a list of members of the Committee for the biennium 2000-2001 at the opening of the Session.

II. ASSESSMENT OF THE WORLD FOOD SECURITY SITUATION

5. Under this item the Committee will consider the current world food security situation, including trends and prospects. The report will present latest results obtained through the Food Insecurity and Vulnerability Information and Mapping Systems (FIVIMS) initiative, including a review of additional indicators of food security, as recommended by various delegates during the previous session. The Committee will also be asked to review and endorse an IAWG-FIVIMS (Inter-Agency Working Group on FIVIMS) proposal for a full set of core FIVIMS indicators for global monitoring, building on and completing the preliminary set of status indicators endorsed by CFS/26.

III. STANDING ITEM ON NUTRITION: THE IMPACT OF HIV/AIDS ON FOOD SECURITY

6. The Standing Item on Nutrition was transferred from the Committee on Agriculture (COAG) to CFS by the FAO Conference in 1995, and the CFS, at its Twenty-fourth Session, agreed that a nutrition-related theme, related to implementation of Commitment II of the WFS Plan of Action should be taken up at its next session, with the precise topic to be determined under the guidance of the Bureau. Since then it has been decided that a Standing Item on Nutrition would be included on the CFS agenda every other year, alternating with a review of the progress in the Implementation of the WFS Plan of Action. The CFS at its Twenty-sixth Session felt that the most appropriate topic for the Standing Item on Nutrition at CFS/27 would be: "The Impact of HIV/AIDS on Food Security".

IV. THEMATIC ISSUE: THE APPLICATION OF APPROPRIATE AGRICULTURAL TECHNOLOGY AND PRACTICES AND THEIR IMPACT ON FOOD SECURITY AND THE ERADICATION OF POVERTY -- LESSONS LEARNED FROM SELECTED COMMUNITY BASED EXPERIENCES

7. The Committee at its last Session agreed that the thematic issue for consideration at its Twenty-seventh Session should be "The application of appropriate agricultural technology and practices and their impact on food security and the eradication of poverty -- lessons learned from selected community based experiences". The Committee will consider this issue on the basis of a review of selected success stories representing different types of community-based experiences that led to the adoption of improved technologies and practices relevant to food security and that had visible positive impact on the target beneficiaries. The review will conclude with a summary of lessons learned from these cases, and recommendations for follow-up action that could extend these successful experiences more widely.

V. WORLD FOOD SUMMIT: FIVE YEARS LATER

8. Under this item, the Committee will consider proposals for the process to be followed in preparing for and conducting a high-level event on the "World Food Summit: Five Years Later", during the 31st Session of the FAO Conference in 2001. It will also review and comment on draft documentation prepared by the Secretariat as background for this event.

VI. OTHER MATTERS

(a) Arrangements for the Twenty-eighth Session

9. Under this item, the Committee will consider any matters that may require decision regarding the date and agenda for its next Session, keeping in mind that the Committee had decided to monitor the WFS Plan of Action in even years of each biennium and hold its meetings in these years after all Regional Conference Sessions have finished their work, so that contributions from regional debates could be incorporated in the CFS monitoring process. Document CFS:2001/6 "Proposal for Thematic Issues to be considered at CFS/28" will be taken up under this agenda item. According to its Terms of Reference, the Committee should normally hold two Sessions during each biennium, and if required may hold additional Sessions during the biennium on the call of the Director-General in consultation with its Chairman, or on request submitted in writing to the Director-General by the majority of the members of the Committee.

10. The Committee, in line with its Terms of Reference, will submit a Report, including its recommendations, to the Council.

 


 

INFORMAL PANEL DISCUSSION ON SUSTAINABLE USE OF SOIL AND WATER

Following the Informal Panel discussion at CFS/26, it was decided that at the next Session another Informal Panel discussion should be held, this time focusing more sharply on a specific issue. The Bureau selected Sustainable Use of Soil and Water as the issue to be considered by the Informal Panel at CFS/27, as this subject emerged as a key concern of the participants in the panel discussion last year. An assessment of the state of the world's soil and water resources will be presented by FAO, and two recognized experts will be invited to present papers on the subject, with an emphasis on policy aspects. The presentations will be followed by open discussion, during which all participants will be given the opportunity to speak on an equal footing. As was the practice at CFS/26, no official record will be kept of the proceedings.
