Agenda Notes

The first session of the Intergovernmental Working Group (IGWG) for the Elaboration of a Set of Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security will open at 10.00 hours on Monday 24 March 2003 in the Plenary Hall at FAO headquarters. Provision has been made for the session to continue up to Wednesday 26 March 2003.

I. Welcome address of behalf of the Director-General

As convenor of the First Session of the IGWG, the Director-General or his representative will open the meeting and act until a Bureau Chair is elected.

II. Election of Officers

The IGWG will elect a Bureau consisting of a Chair and six Vice-chairs, as well as a rapporteur.

III. Adoption of the Agenda

A more detailed revised Provisional Agenda is proposed to facilitate the work of the IGWG.

IV. Presentation of views and proposals as to the elements of the Voluntary Guidelines

a) Presentation of the Synthesis Report prepared by the Secretariat based on submissions received prior to 28 February 2003

b) Verbal presentations by Members and stakeholders wishing to make submissions on the topic

c) Discussion of written and verbal submissions

V. Future organization of work

a) Inter-sessional activities

Based on the submissions made and the subsequent discussions, the meeting will be asked to suggest a future plan of work to be executed before the second session of the IGWG.

In addition to sessions of the IGWG, the IGWG or its Bureau or Chair may decide, in consultation with the Director-General, to hold other consultations or meetings, as needed and feasible within time and budget possibilities. Such consultations or meetings could be specialized, thematic and/or regional in nature and may include consultations on specific issues with a view to resolving them ahead of the production of the draft voluntary guidelines.

b) Arrangements for the Second Session of the IGWG

The IGWG will recommend dates for the Second (and Third) Sessions(s) of the IGWG, keeping in mind that the IGWG will report to the 29th Session of the CFS in May 2003 and to its 30th Session in 2004 (provisionally 20-24 September).
