FIFTIETH SESSION

INTRODUCTION

1. The Fiftieth Session of the Council was held in Rome, after the close of the Fourteenth Session of the Conference, on 24 November 1967, under the chairmanship of Maurice Gemayel.

2. The Agenda of the Session, as adopted, is set out in Appendix B.

3. Mr. B.A. Umayam (Philippines) and Mr. F. Shefrin (Canada) were appointed First Vice-Chairman and Second Vice-Chairman respectively.

12. 13. Following the decision of the Council at its Forty-Eighth Session to increase the FAO membership on the FAO/UNICEF Joint Policy Committee by one member 3, the Council elected Kenya as the additional member, selected from African Member Nations south of the Sahara.

FAO Appeals Committee

14. In accordance with Article XI of the FAO Staff Regulations, the Council appointed the Independent Chairman and the Alternate Chairman of the FAO Appeals Committee, as follows:

ACTION ARISING OUT OF THE FOURTEENTH CONFERENCE SESSION

Organization of Conference Sessions

15. In accordance with the decision of the Fourteenth Session of the Conference on the role of the Technical Committees of the Conference, as recorded in paragraphs 638 to 645 of the Provisional Report of that Session, and with Resolution 22/67, “Organization of Conference Sessions,” the Council requested the Director-General to provide the appropriate background material for its study of the reforms that should be made in the organization of Conference sessions in order to permit the fullest examination of the basic problems on the agenda, the formulation of guidance to the Director-General and the adoption of a report fully reflecting the conclusions reached in the Conference's deliberations. The Council requested the Program and Finance Committees at their forthcoming sessions (April-May 1968), in the light of the material provided by the Director-General, to submit proposals in this regard to the Council at its Fifty-First Session (October 1968).

Scheduling of Sessions of Council Committees in Relation to Council Sessions

16. Having considered the Director-General's document on scheduling of Sessions of Council Committees in relation to Council sessions, (CL 50/LIM/1), the Council drew attention to the desirability of co-ordinating such sessions also with those of the related organs of ECOSOC and UNCTAD. It referred the matter for further study to the Program Committee at its forthcoming session (April-May 1968), for report to the Fifty-First Council Session.

Membership in FAO Dependant Bodies of Non-Member Nations Who Are Members of the United Nations

17. The Council, having noted the amendment to Rule XXIX-9 of the General Rules of the Organization relative to attendance of non-FAO Member Nations at CCP Consultations, as stated in Resolution 16/67 of the Fourteenth Session of the Conference, and of the Conference recommendation that the general question of membership in FAO dependant bodies of non-Member Nations who are Members of the United Nations be re-examined by the Council and by its standing Committees to which the Council may decide to refer the matter 1, requested the Program Committee to study the matter further and report on it to the Fifty-First Session of the Council.

Review of Contractual Arrangements with non-governmental Organizations for Services in the Field of FFHC

18. At the request of the Fourteenth Session of the Conference 2, the Council decided to refer this matter for prior study to the Finance Committee, for report to the Council at its Fifty-First Session.

Invitation of National Institutes and Private Individuals to Attend FAO Conferences and Sessions

19. At the request of the Fourteenth Session of the Conference 3, the Council invited the Program Committee to study the manner in which national organizations should be invited to take part in conferences and sessions convened by the Organization.

FAO Languages and Practice

20. As requested by the Conference at its Fourteenth Session 1, the Council entrusted the Program Committee with the task of undertaking an initial review of the Organization's language policy and practice, including all future proposals for changes or additions in the light of applicable criteria. This review should be repeated periodically as necessary. The review should include specifically the definition of the concepts of working language and official language for various purposes and the classification of conferences and sessions from the point of view of the use of languages.

FAO Participation in a Joint FAO/UNESCO Ad Hoc Intergovernmental Committee on Agricultural Education (Article VI-2 of the Constitution)

21. The Council discussed the decision taken by the Conference at its Fourteenth Session 2 that it should make suitable arrangements for FAO participation in an Ad Hoc Joint Intergovernmental Committee on Agricultural Education representing UNESCO and FAO. It noted that the Committee should be set up after the May-June 1968 session of the UNESCO Executive Board, with the object of reviewing the position reached in inter-agency consultations, and of agreeing on an effective pattern of co-operation for the future.

22. The Council noted that the UNESCO General Conference had also authorized its Executive Board in Resolution 2.343 to take similar steps and felt that an intergovernmental committee, consisting of representatives of 12 Member Governments, six of which were to be designated by the FAO Council and six by the UNESCO Executive Board respectively, would be adequate for the proposed review. It also took note of the problem that would be created if it proceeded straight away to nominate six representatives of the Committee on behalf of FAO, which would restrict the freedom of the UNESCO Executive Board to exercise its choice in nominating representatives on behalf of UNESCO.

23. In this connection the Council heard a statement from the representative of UNESCO, that UNESCO would have to reserve its position with regard to any procedure which would pre-determine UNESCO's choice of members to serve on the Committee.

24. The Council recognized the force of the argument that no one Governing Body should take any step which would restrict the freedom of action of the other. At the same time it felt that in a matter concerning the governing bodies, the initiative would have to be taken by one of them at some stage. In this connection the Council noted that certain inter-secretariat discussions had taken place towards overcoming this practical difficulty. The Council accordingly authorized the Director-General, in consultation with the Director-General of UNESCO, to prepare an agreed list of proposed Member Governments of the Ad Hoc Committee, which could be circulated to the members of the FAO Council and the UNESCO Executive Board subsequently for approval.

25. The Council accordingly approved the following resolution:

Resolution No. 1/50

FAO/UNESCO AD HOC INTERGOVERNMENTAL COMMITTEE ON AGRICULTURAL EDUCATION

THE COUNCIL

Taking note of the desire of the Fourteenth Session of the FAO Conference that an Ad Hoc Joint Intergovernmental Committee be set up, under Article III of the Relationship Agreement between FAO and UNESCO, in order to review the state of relations between the two Organizations in the field of agricultural education;

Recalling that in Resolution 2.343 the UNESCO General Conference had already authorized its Executive Board to take steps, as appropriate, for the convening of an Ad Hoc Joint Intergovernmental Committee to the same effect;

Following the Conference invitation to the Council to make suitable arrangements for FAO participation in such a Committee;

Decides that, with the concurrence of the UNESCO Executive Board, an Ad Hoc Committee be set up consisting of representatives of twelve Member Governments, six of which to be designated by the FAO Council and the UNESCO Executive Board respectively;

Authorizes the Director-General, in consultation with the Director-General of UNESCO, to prepare an agreed list of proposed Member Governments of the Ad Hoc Committee, which Governments will appoint representatives fully conversant with the programs of FAO and UNESCO and technically and otherwise qualified to deal with the policy issues involved with respect to agricultural education and its impact on agricultural development in the Member Nations;

Requests the Director-General to circulate that list in accordance with Rule XXV, paragraph 14 of the General Rules of the Organization at an early date to the members of the Council for decision;

Further decides, subject to the concurrence of the UNESCO Executive Board, that the Committee may be asked to review the problems of co-operation between the two Organizations in the field of agricultural education, identify areas of initiative for each Agency and areas where joint action is desirable and appropriate, and to make suitable recommendations to the respective governing bodies for an effective pattern of co-operation for the future;

Suggests that in studying the matter, the Committee should examine the FAO/UNESCO Agreement of 1960–61 with regard to agricultural education, other relevant documents, records of discussions at the Secretariat level, the discussions in the respective Governing Bodies, current programs and activities in the field of agricultural education and the staffing pattern effectively to deal with them, and the co-operation in this field with other members of the UN system, notably ILO;

Decides to transmit this resolution to UNESCO to be placed before its Executive Board for consideration and appropriate parallel action so as to permit the two Directors-General to convene the Ad Hoc Committee soon after the May/June session of the Board;

Further authorizes the Director-General of FAO to continue his inter-secretariat negotiations in the matter, and to report the results to the first meeting of the Ad Hoc Committee.

26. In order to facilitate the implementation of the above resolution, the Council prepared the following tentative list of members on behalf of FAO for use by the Director-General in his discussions with the Director-General of UNESCO in arriving at an agreed list of 12 members for further action in accordance with the resolution: Ecuador, India, Ivory Coast, United Arab Republic, United Kingdom, United States of America, with Ceylon, Denmark and the Sudan as alternate members.

OTHER MATTERS

Date and Place of the Fifty-First Session of the Council

27. The Council decided that its Fifty-First Session should be convened in Rome in October 1968, the precise dates to be determined by the Director-General in consultation with the Independent Chairman of the Council.
