“ The Committee noted that the Council, at its Sixteenth Session had recognized the desirability of establishing closer relations with producers' and consumers' organizations. The Council had requested the Committee to consider and report upon FAO's relations with those organizations and specifically to discuss arrangements for consultation with duly authorized representatives of producers' and consumers' groups within the framework of the Conference. For this purpose the Council, considering it advisable to enlarge the membership of the Committee, had requested the Governments of Colombia, India and the United Kingdom to participate in the work of the Committee on an ad hoc basis.	« Le Comité a noté que le Conseil, à sa seizième session, avait reconnu l'utilité de resserrer les relations avec les groupements constitués de producteurs et de consommateurs. Le Conseil avait demandé au Comité d'étudier les relations actuelles de la FAO avec ces groupements et de rédiger un rapport à ce sujet; il l'avait prié en particulier d'étudier les dispositions à prendre pour les échanges de vues, dans le cadre de la Conférence, avec les représentants qualifiés de groupements de producteurs et de consommateurs. Le Conseil, considérant qu'il serait utile d'élargir la composition du Comité, avait donc demandé aux gouvernements de la Colombie, de l'Inde et du Royaume-Uni de participer aux travaux du Comité en qualité de membres ad hoc.	« El Comité observó que en su 16^o período de sesiones, el Consejo reconoció la conveniencia de mantener relaciones más estrechas con las organizaciones de productores y consumidores. El Consejo solicitó del Comité que preparase un informe sobre las relaciones de la FAO con esas organizaciones, y, en especial, que estudiase la manera de celebrar consultas con representantes autorizados de grupos de productores y consumidores dentro del cuadro de actividades de la Conferencia. Con este objeto, el Consejo, considerando oportuno ampliar el número de miembros del Comité, solicitó de los gobiernos de Colombia, India y el Reino Unido, que participasen en la labor del Comité sobre una base ad hoc.
The Committee thought that appropriate methods of consultation with producers' and consumers' groups at the time of the Conference would be a useful means of building a broader base of public understanding and support for the work of FAO. At the same time, the Committee felt that any measures taken to accomplish this purpose should not modify the constitutional basis of the Organization and the procedure of the Conference, where the sole responsibility is vested in Member Governments.	Le Comité a considéré que l'adoption de méthodes appropriées de consultation avec les groupements de producteurs et de consommateurs au moment de la Conférence contribuerait beaucoup à faire mieux connaître les travaux de la FAO dans le public et à obtenir de celuici un plus large appui. Le Comité a jugé cependant que les mesures adoptées à cette fin ne devraient en aucune manière modifier le fondement constitutionnel de l'Organisation ni la procédure de la Conférence, où la responsabilité appartient aux seuls délégués des Etats Membres.	El Comité estimó que el encontrar medios apropiados de celebrar consultas con los grupos de productores y de consumidores durante la Conferencia, sería una manera útil de crear una amplia base de comprensión y apoyo públicos de la labor de la FAO. Al mismo tiempo, el Comité manifestó que cualquier medida que se tomase para conseguir este objeto, no debía modificar la Constitución de la Organización ni el reglamento de la Conferencia, en la cual sólo deben tener derecho al voto los representantes de los Estados Miembros.
It recommended that the Council should invite the Director-General to draw the attention of Member Governments again to the value of ensuring representation of producers' and consumers' interests in their delegations to the Conference, and that arrangements should be made for consultation with such representatives at the time of the Conference along the following lines:	Il a recommandé que le Conseil invite le Directeur général à attirer de nouveau l'attention des gouvernements des Etats Membres sur l'intérêt qu'il y aurait à inclure, au nombre des délégués qu'ils envoient à la Conférence, des représentants des groupements de producteurs et de consommateurs; il a recommandé aussi que des dispositions soient prises, en s'inspirant des indications ciaprès, pour procéder, au moment de la Conférence, à des échanges de vues avec ces représentants:	Recomendó que el Consejo instase al Director General a señalar nuevamente a la atención de los Estados Miembros la conveniencia de que los intereses de productores y consumidores estén representados en sus delegaciones en la Conferencia, y que se hiciesen preparativos para celebrar consultas con tales representantes durante la Conferencia, de la siguiente manera:
Each Member Government should be invited to indicate, when communicating the composition of its delegation to FAO, whether the delegation included a representative of producers' interests and whether it included a representative of consumers' interests in the country concerned.	Les Etats Membres devraient être invités à indiquer, lorsqu'ils communiquent à la FAO la composition de leur délégation, si celleci comprend un représentant des groupements de producteurs et un représentant des groupements de consommateurs.	Se debe pedir a los Estados Miembros que, al comunicar los nombres de sus delegados, indiquen si en su delegación figura un representante de los intereses de los productores y un representante de los intereses de los consumidores del país.
An informal meeting of these members of delegations should be arranged at an early stage of the Conference, with the essential purpose of inviting comments on items of the Conference agenda concerning FAO's program policies and activities. The meeting should decide whether it wished to break up into two separate groups representing producers' and consumers' interests respectively. Representatives of international non-governmental organizations admitted as observers to the Session of the Conference might attend as observers. The Committee considered the possibility of its Chairman acting as Chairman of this Meeting. It recommended that the final decision on this point should be left to the General Committee of the Conference. A member of the Committee on Relations with International Organizations should also attend the meeting.”	Une réunion officieuse de ces membres des délégations devrait être organisée au début de la session, principalement afin de permettre à ceuxci d'exprimer leurs vues sur les points de l'ordre du jour de la Conférence qui concernent les politiques et les activités de la FAO. Cette réunion décidera si elle préfère ou non se diviser en deux groupes: représentants des groupements de producteurs et représentants des groupements de consommateurs. Les représentants des organisations internationales non gouvernementales, admises en qualité d'observateurs à la session de la Conférence, pourraient assister à la réunion à ce même titre. Le Comité a étudié la question de savoir si son Président pourrait également présider cette réunion. Il a recommandé que la décision en soit laissée au Bureau de la Conférence. Un membre du Comité des relations avec les organisations internationales devrait également assister à la réunion ».	Debe prepararse una reunión extraoficial de estos miembros de delegaciones en las primeras fases de la Conferencia, con el objeto fundamental de conocer sus observaciones sobre temas del programa de la Conferencia relacionados con las políticas y actividades del programa de la FAO. Los asistentes a la reunión decidirán si desean dividirse en dos grupos separados, que representen los intereses de productores y de consumidores, respectivamente. Podrían asistir como observadores los representantes de organizaciones internacionales no gubernamentales, admitidos con ese mismo carácter a la Conferencia. El Comité consideró la posibilidad de que su Presidente desempeñase este cargo en la reunión y recomendó que la decisión definitiva sobre este asunto la tomase el Comité General de la Conferencia. También debería asistir a la reunión un miembro del Comité de Relaciones con las Organizaciones Internacionales.»
