1. The Thirty-Third Session of the Council was held in Rome after the close of the Tenth Session of the Conference, on 20 November 1959, under the chairmanship of Mr. Louis Maire.	1. Le Conseil a tenu sa trente-troisième session à Rome, après la clôture de la dixième session de la Conférence, le 20 novembre 1959, sous la présidence de M. Louis Maire.	1. The agenda of the session as given in Appendix A was approved.	Le Conseil a adopté l'ordre du jour de la session tel qu'il figure à l'Annexe A.	Se aprobó el programa del período de sesiones (Apéndice A).
Professor Rasmus Mork (Norway) and Mr. Leonardo Fernandez Sanchez (Cuba) were elected first and second Vice-chairmen, respectively.	Le Professeur Rasmus Mork (Norvège) et M. INCREASE IN THE MEMBERSHIP OF THE COUNCIL	AUGMENTATION DU NOMBRE DES MEMBRES DU CONSEIL	AUMENTO DEL NUMERO DE MIEMBROS DEL CONSEJO

2. At its Tenth Session, the Conference requested the Council to examine the desirability of further increasing the membership of the Council in the light of the admission of new members to the Organization, taking into account the practice of other United Nations specialized agencies and the question of geographical distribution of seats. The Council was instructed to formulate its recommendations on these matters at its session in October-November 1960 (Conference Resolution No. 57/59). The Council therefore requested the Director-General to seek the views of Member Governments on this question, to ascertain the rules which applied to the composition of the governing bodies of other United Nations agencies, particularly as regards geographical distribution and the reflection or otherwise of the appointment of new members in the number of seats, and to report to the Thirty-Fourth Session of the Council. Should the conclusions of the Council result in proposals for amendment of the Constitution, these should be communicated to all Member Nations. Member Nations would also be entitled to submit their own proposals to the Conference and all such proposals should be communicated to the Member Nations at least 120 days before the opening date of the Eleventh Session of the Conference.	2. A sa dixième session, la Conférence a prié le Conseil d'examiner l'opportunité d'augmenter encore le nombre des membres du Conseil, en prenant en considération l'admission de nouveaux membres à l'Organisation, et compte tenu de la pratique suivie par les autres institutions spécialisées des Nations Unies ainsi que de la question de la répartition géographique des sièges. Le Conseil a été invité à formuler ses recommandations sur ces questions lors de sa session d'octobre-novembre 1960 (Résolution de la Conférence N^o 57/59). En conséquence, le Conseil prie le Directeur général de demander aux Etats Membres quel est leur point de vue à ce sujet, de s'informer sur les règles appliquées par les autres institutions des Nations Unies en ce qui concerne la composition de leurs organes directeurs, en particulier pour ce qui est de la répartition géographique et des répercussions que peut avoir la nomination de nouveaux membres sur le nombre de sièges, et de faire rapport à la trente-quatrième session du Conseil. Au cas où les conclusions du Conseil aboutiraient à des propositions d'amendement de l'Acte constitutif, celles-ci devraient être communiquées à tous les Etats Membres; les Etats Membres pourraient également soumettre leurs propres suggestions à la Conférence; toutes ces propositions devraient être communiquées aux Etats Membres au moins 120 jours avant l'ouverture de la onzième session de la Conférence.	2. En su Décimo Período de Sesiones, la Conferencia pidió al Consejo que examinara la conveniencia de ampliar su composición, en vista del ingreso de nuevos Estados Miembros en la Organización, teniendo en cuenta al hacerlo la práctica que vienen observando otros organismos especializados de las Naciones Unidas y la cuestión de la distribución geográfica de los asientos. Se encomendó al Consejo que formulara recomendaciones sobre estos asuntos en el período de sesiones que celebrará en octubrenoviembre de 1960 (Resolución de la Conferencia N^o 57/59). Por consiguiente, el Consejo solicitó del Director General que consultase a los Estados Miembros a este respecto, que estudiara las normas concernientes a la composición de los órganos rectores de otros organismos de las Naciones Unidas, sobre todo en lo que se refiere a la distribución geográfica y a las consecuencias del ingreso de nuevos miembros en el número de asientos, y que informara al Consejo en su 34^o Período de Sesiones. Si las conclusiones del Consejo se tradujeran en propuestas de enmiendas a la Constitución, éstas habrán de comunicarse a todos los Estados Miembros, los cuales, a su vez, podrán presentar a la Conferencia sus propias propuestas y todas ellas habrán de comunicarse a los Estados Miembros por lo menos 120 días antes de la fecha de apertura del 11^o Período de Sesiones de la Conferencia.

CONTRIBUTIONS BY NONMEMBER NATIONS WHICH BECOME MEMBERS OF BODIES ESTABLISHED UNDER THE AEGIS OF FAO	CONTRIBUTION DES ÉTATS QUI, NE FAISANT PAS PARTIE DE L'ORGANISATION, DEVIENNENT MEMBRES D'ORGANES CRÉÉS SOUS L'ÉGIDE DE LA FAO	CONTRIBUCIONES DE LOS ESTADOS NO MIEMBROS AL PARTICIPAR EN ORGANISMOS ESTABLECIDOS BAJO LA EGIDA DE LA FAO

3. In dealing with the question of the membership of non-Member Nations in bodies established under the aegis of FAO, the Conference at its Tenth Session considered that such non-Member Nations should ordinarily be called upon to contribute toward the expenses incurred by the Organization with respect to the activities of these bodies, and requested the Council to suggest an appropriate amendment to the Financial Regulations (Conference Resolution No. 66/59). The Council decided to invite the Finance Committee to study this question in the light of the Conference's discussion at its next session and to report to the Thirty-Fourth Session of the Council.	3. Lors de son examen de la question de la participation d'Etats qui ne sont pas membres de la FAO à des organes créés sous l'égide de l'Organisation, la Conférence, à sa dixième session, a estimé que lesdits Etats devraient normalement être invités à contribuer aux dépenses qu'entraînent pour l'Organisation les activités de ces organes, et elle a prié le Conseil de soumettre l'amendement voulu au Règlement financier (Résolution de la Conférence N^o 66/59). Le Conseil prie le Comité financier d'étudier cette question lors de sa prochaine réunion, à la lumière des débats qui ont eu lieu durant la session de la Conférence, et de faire rapport à la trentequatrième session du Conseil.	3. Noting that when approving the Freedom-from-Hunger Campaign proposed by the Director-General, the Conference at its Tenth Session decided to set up an Advisory Campaign Committee consisting of ten Member Countries plus the Chairmen of the Council, the Program Committee and the Finance Committee as exofficio officers (Conference Resolution No. 13/59),	Notant que la Conférence, en approuvant à sa dixième session la Campagne contre la faim proposée par le Directeur général, a décidé de créer un Comité consultatif de la campagne, composé de dix Etats Membres auxquels s'ajouteront les présidents du Conseil, du Comité du programme et du Comité financier, qui en seront membres d'office (Résolution de la Conférence N^o 13/59),	Advirtiendo que al aprobar la Campaña contra el Hambre, propuesta por el Director General, la Conferencia, en su Décimo Período de Sesiones, acordó establecer un Comité Consultivo integrado por representantes de diez Estados Miembros, más los Presidentes del Consejo y de los Comités del Programa y de Finanzas, como miembros natos (Resolución de la Conferencia N^o 13/59),

Appoints the following countries to serve on that Committee: Australia, Brazil, Colombia, France, Germany, Ghana, India, Lebanon, United Kingdom and United States of America. 4. The Council agreed with the Director-General that the attention of these ten countries should be drawn with the least possible delay to the importance of the early appointment of a highly competent person to take charge of the necessary preparations, in anticipation of a meeting of the Advisory Committee which he would convene in May 1960.	4. 5. The Council noted that the Conference at its Tenth Session had requested it to study the question of giving more precise terms of reference and responsibilities to the Technical Committees of the Conference, with a view to submitting proposals on the subject to its Eleventh Session, and decided to take the matter up at its Thirty-Fourth Session.	5. Le Conseil a noté qu'à sa dixième session la Conférence l'a prié d'examiner comment il serait possible de préciser le mandat et les responsabilités des Comités techniques de la Conférence et de lui soumettre des propositions à ce sujet à sa onzième session; le Conseil examinera cette question à sa trente-quatrième session.	5. AMENDMENTS TO THE RULES OF PROCEDURE OF THE COUNCIL	AMENDEMENTS AU RÈGLEMENT INTÉRIEUR DU CONSEIL	ENMIENDAS AL REGLAMENTO DEL CONSEJO

6. The Council noted that certain amendments to the General Rules of the Organization, adopted by the Conference at its Tenth Session, would entail consequential amendments to its own Rules of Procedure, and decided that these should be drafted and formally adopted at its Thirty-Fourth Session.	6. Le Conseil a noté que certains amendements au Règlement général de l'Organisation, adoptés par la Conférence à sa dixième session, entraînaient des amendements à son propre Règlement intérieur; il décide que ceux-ci soient rédigés et formellement adoptés à sa trentequatrième session.	6.
