APPENDIX H
METHODOLOGY OF SALARY SURVEY FOR GENERAL SERVICE STAFF
(TERMS OF REFERENCE FOR THE FINANCE COMMITTEE)

  1. The methodology agreed upon by the Director-General and the staff for the conduct of the General Service salary survey shall be examined by the Finance Committee at a special session to be held in January 1975. The Finance Committee shall determine whether the agreed methodology raises any policy issues (not already decided by the Council) which should be decided by the Council. On this question, the Council authorized the Finance Committee to take decisions on its behalf.

  2. The new salary scale drawn up following the salary survey conducted on the basis of the approved methodology shall be proposed by the Director-General to the Finance Committee. The Finance Committee shall examine such proposals, together with relevant data and analyses, submitted to it by the Director-General, and shall make recommendations to the Council at the earliest possible opportunity, in accordance with the Rules XXVII-7(r) and XXIV-3(j) of the General Rules of the Organization.
