The following member countries were elected to the Drafting Committee for the COFO report: Australia, Costa Rica, China, Côte d'Ivoire, Finland, Guatemala, Iran (Islamic Republic of), Japan, Kenya, Poland, Portugal, Saudi Arabia, Sri Lanka, and the United States of America. The representative of Japan was elected to chair the Drafting Committee and the representative from Guatemala was elected as vice-chair.
