1. En su 32º período de sesiones (noviembre – diciembre de 2003), la Conferencia decidió que su 33º período de sesiones se celebrara en Roma, del 19 al 26 de noviembre de 20051.
2. En el Apéndice A puede encontrarse el programa provisional del período de sesiones de la Conferencia, que contiene sólo los asuntos que requieren la adopción de medidas por parte de la Conferencia, y una lista de los documentos de información que se distribuirán durante el período de sesiones.
3. Se establecerán dos comisiones: la Comisión I (cuestiones de fondo y de política en materia de alimentación y agricultura) y la Comisión II (cuestiones relacionadas con el programa y el presupuesto).
4. En el Apéndice B se presenta el calendario provisional del período de sesiones de la Conferencia. El calendario se ha preparado considerando que la labor de la Comisión I y la Comisión II no requerirán más de tres y cuatro días, respectivamente. Las sesiones se celebrarán normalmente de las 9.00 a las 12.30 horas y de las 14.30 a las 17.30 horas.
5. Las delegaciones normalmente estarán presididas por ministros. Al decidir la composición de sus delegaciones, los Miembros tal vez deseen tener presente la necesidad de lograr una participación efectiva en la labor de las Comisiones, así como en las sesiones plenarias.
6. De conformidad con el Artículo III de la Constitución, cada Miembro de la Organización estará representado por un delegado, al que podrán acompañar suplentes, adjuntos y asesores (véase el Apéndice C).
7. Además de aprobar enmiendas a la Constitución y los reglamentos de la Organización, aprobar convenios y acuerdos, etc., la Conferencia tiene los siguientes deberes constitucionales específicos:
8. Incumbe a la Conferencia, como autoridad suprema de la Organización, la admisión de nuevos Miembros y de todos los asuntos relacionados con la composición. En la fecha de preparación del presente documento se había recibido una solicitud de ingreso (Belarús). En virtud del Artículo XIX-2 del Reglamento General de la Organización (RGO), pueden recibirse solicitudes hasta 30 días antes de la inauguración del período de sesiones de la Conferencia, es decir, el 20 de octubre de 2005. La admisión de nuevos Miembros se lleva a cabo por votación secreta y exige una mayoría de dos tercios de los votos emitidos, siempre que el número total de votos a favor y en contra emitidos sumen más de la mitad de los Estados Miembros de la Organización. La calidad de Miembro pasa a ser efectiva en la fecha en que la Conferencia apruebe la solicitud. Este tema del programa está programado para el sábado 19 de noviembre de 2005.
9. De conformidad con el artículo VII de la Constitución y el artículo XXXVI del RGO, la Conferencia nombra al Director General. Con arreglo a lo establecido en el artículo XXXVI-1 a) del RGO, el Consejo, en su 127º período de sesiones (noviembre de 2004), había fijado el 8 de abril de 2005 como fecha límite para la recepción de candidaturas al cargo de Director General. En dicha fecha sólo se había recibido la candidatura del Sr. Jacques Diouf (Senegal), la cual se comunicó a todos los miembros mediante carta circular ref. G/CF 4/2, de 12 de abril de 2005.
10. A pesar de que sólo se ha presentado un candidato, se debe celebrar una votación secreta. Así lo exige el artículo XII-10 a) del RGO, en virtud del cual el nombramiento del Director General se decide por votación secreta, tal como confirma la práctica de la Organización en situaciones pasadas en las que sólo se presentó un candidato y se celebró una votación secreta. Así lo confirma igualmente un caso en el que todos los candidatos menos uno retiraron su candidatura y se celebró no obstante una votación para elegir al candidato restante.
11. La última frase del artículo XXXVI-1 a) del RGO estipula que “El Comité General fijará y anunciará la fecha de la elección con la mayor prontitud posible después de la apertura del período de sesiones de la Conferencia, entendiéndose que la designación de Director General en un período de sesiones ordinario se iniciará y, en la medida de lo posible, se efectuará dentro de un plazo de tres días hábiles después de la fecha de apertura de ese período de sesiones”. Se propone que la votación se celebre el sábado 19 de noviembre por la tarde.
12. De conformidad con el Artículo V-2 de la Constitución y el Artículo XXIII-I del RGO, la Conferencia nombra el Presidente Independiente del Consejo.
13. En el Artículo XXIII-1 (b) del RGO se estipula que el Consejo determinará el plazo en el cual los Estados Miembros puedan presentar al Secretario General de la Conferencia las candidaturas para el cargo de Presidente Independiente del Consejo. Asimismo, el Consejo fija la fecha para la que el Secretario General deberá haber comunicado dichas candidaturas a todos los Miembros de la Organización. Teniendo en cuenta la práctica habitual, el Consejo tal vez considere oportuno establecer las 12.00 horas del viernes 9 de septiembre de 2005 como plazo para la presentación de las candidaturas para ese cargo, y el viernes 16 de septiembre de 2005 como fecha en la que el Secretario General deberá notificarlas.
14. La elección del Presidente Independiente del Consejo está programada para el viernes 25 de noviembre de 2005.
15. De conformidad con el Artículo V-1 de la Constitución, la Conferencia elige a los Miembros del Consejo. Se distribuirá como documento C 2005/11 de la Conferencia un documento aparte sobre la elección de los Miembros del Consejo, en el que figurarán los formularios para la presentación de candidaturas. De conformidad con el Artículo XXII-10 (a) del RGO, la Conferencia decide la fecha en que se celebrará la elección y el plazo en que deberán presentarse las candidaturas para la elección del Consejo. En el calendario adjunto (Apéndice A) se propone que la elección se celebre el viernes 25 de noviembre de 2005. Tal como se estipula en el Artículo XXII-10 (c) del RGO, toda candidatura deberá ser apoyada por escrito por los delegados de dos Estados Miembros a la Conferencia, distintos del delegado del Estado Miembro propuesto, debiendo ir acompañada de una aceptación oficial por escrito de éste último. En el Artículo XXII-10 (d) se especifica asimismo que el Comité General comunicará a la Conferencia las candidaturas válidas recibidas por lo menos tres días hábiles antes de la fecha fijada para la elección. Teniendo en cuenta estos requisitos, el Consejo tal vez considere oportuno recomendar que el plazo para la recepción de candidaturas se fija a las 12.00 horas del sábado 19 de noviembre de 2005.
16. De conformidad con el Artículo XXIV-5 (b) del RGO, se pide al Consejo que en su 128º período de sesiones (junio de 2005) proponga a los países que elijan candidatos para los cargos de Presidente de la Conferencia y Presidentes de sus Comisiones. Se le pide también que proponga candidaturas para el Comité de Credenciales, cuya composición es de nueve Estados Miembros (véase la Resolución 4/99 de la Conferencia, de noviembre de 1999, párrafo dispositivo a)). Los miembros del Comité que sean nombrados iniciarán sus trabajos en los 15 días que preceden a la Conferencia. En su 129º período de sesiones, que habrá de celebrarse inmediatamente antes de la Conferencia, el Consejo nombrará el Presidente de la Conferencia y los Presidentes de las Comisiones, que a su vez serán aprobados por la Conferencia en su 33º período de sesiones. Los vicepresidentes de la Comisión I y la Comisión II serán aprobados por la Conferencia por conducto del Comité General. En su 129º período de sesiones, el Consejo propondrá también a la Conferencia candidaturas para las tres vicepresidencias de la Conferencia y los siete miembros elegidos del Comité General de la Conferencia.
17. En las dos primeras sesiones plenarias de la Conferencia del sábado 19 de noviembre de 2005 se tratarán principalmente cuestiones relativas al procedimiento.
18. En la primera sesión plenaria de la mañana del sábado 19 de noviembre, la Conferencia elegirá a su Presidente y a sus tres Vicepresidentes, asimismo elegirá a los siete países que habrán de ser miembros del Comité General y a los nueve países que habrán de ser miembros del Comité de Credenciales (Artículo VIII del RGO) y se pronunciará la 24ª disertación en memoria de McDougall. Seguidamente, se suspenderá la sesión plenaria para que el Comité General pueda celebrar su primera reunión.
19. En la segunda sesión plenaria de la tarde, la Conferencia, a la vista del primer informe del Comité General, aprobará el programa, establecerá las Comisiones, nombrará los miembros del Comité de Resoluciones (véanse los párrafos 25 y 26 a continuación) y se ocupará de la admisión de observadores y de otras cuestiones relativas al procedimiento. En la segunda sesión plenaria se aprobará también el primer informe del Comité de Credenciales. La votación relativa a la admisión de nuevos Miembros está prevista para esa misma tarde, a la que seguirá la ceremonia de admisión de los mismos. Durante el recuento de los votos, tendrá lugar la ceremonia de entrega de los Premios B. R. Sen correspondientes a 2004 y 2005, del Premio A. H. Boerma, del Premio Edouard Saouma y de la Medalla Margarita Lizárraga. Tras la ceremonia de entrega de premios, se celebrará la votación para elegir al Director General.
20. La tercera sesión plenaria empezará con la declaración del Director General a la Conferencia sobre la labor de la Organización, seguida de la declaración del Presidente Independiente del Consejo y se dedicará seguidamente al examen del Estado mundial de la agricultura y la alimentación. Este examen se reservará para las declaraciones de los jefes de delegación y se proseguirá hasta la octava reunión plenaria.
21. Dado que sólo se dispone de tres días para las declaraciones y la gran mayoría de los jefes de delegación presentes en la Conferencia desearán hacer sin duda declaraciones, el Consejo tal vez desee recomendar que la duración de las declaraciones se limite a un máximo de 5 minutos cada una.
22. El Consejo tal vez desee recomendar que se reserve la mañana del viernes 25 de noviembre para la votación del Programa de Labores y Presupuesto para 2006-07, y la tarde, para la elección del Presidente Independiente y los Miembros del Consejo.
23. Se propone que en las sesiones plenarias del lunes 21 al sábado 26 de noviembre se terminen de examinar los temas restantes del programa y se apruebe el informe de la Conferencia. El Consejo tal vez desee recomendar que la Conferencia designe un Relator que prepare el proyecto de informe de los temas examinados en las sesiones plenarias para su aprobación en el último día de la Conferencia.
24. El Consejo tal vez desee recomendar el establecimiento de un Comité de Resoluciones de la Conferencia cuya composición es de siete miembros, uno de cada una de las regiones de la FAO.
25. El Consejo tal vez desee reiterar también la opinión, manifestada en anteriores ocasiones, de que las resoluciones deben reducirse al mínimo y limitarse a cuestiones que exigen una decisión oficial de la Conferencia. En el Apéndice C se establecen los criterios relativos a las resoluciones de la Conferencia y las funciones y procedimientos para la actuación del Comité de Resoluciones, que aprobó la Conferencia en su 18º período de sesiones y períodos de sesiones sucesivos desde 1975.
26. Las Naciones Unidas, sus organismos especializados, así como el Organismo Internacional de Energía Atómica tienen derecho a estar representadas en los períodos de sesiones de la Conferencia, aunque sin derecho a voto. Otras organizaciones intergubernamentales que hayan concertado acuerdos con la FAO que contengan cláusulas específicas a tal efecto tienen derecho a asistir en calidad de observadores. Las organizaciones no gubernamentales que estén reconocidas como entidades consultivas tienen también derecho a enviar observadores a los períodos de sesiones de la Conferencia.
27. Otras organizaciones intergubernamentales y no gubernamentales reconocidas como entidades consultivas especiales o de enlace, podrán ser invitadas provisionalmente por el Director General a reserva de la aprobación de la Conferencia. Por esta razón, en el programa provisional figura un tema titulado “Admisión de observadores”.
28. Las disposiciones anteriores figuran en el Artículo XVII del RGO, así como en la “Política de la FAO acerca de las relaciones con las organizaciones internacionales no gubernamentales” (Textos Fundamentales de la FAO, Volumen II, Sección P).
29. Se invitará a los observadores de organizaciones no gubernamentales a asistir a las reuniones oficiosas que habrán de celebrarse el sábado 19 de noviembre de 2005.
30. El Consejo tal vez desee tomar nota de la propuesta del Director General de invitar a la Organización de Liberación de Palestina a asistir al 33º período de sesiones de la Conferencia, en calidad de observador.
31. El Consejo decidió establecer el plazo para la recepción de candidaturas al cargo de Presidente Independiente del Consejo a las 12.00 horas del viernes 9 de septiembre de 2005.
32. El Consejo acordó presentar a la Conferencia para su aprobación el programa y el calendario provisionales y los preparativos que figuran en el proyecto de documento y, en particular, recomendó que:

LA CONFERENCIA
(Disposiciones que rigen la composición de las delegaciones)
1. La Organización contará con una Conferencia, en la que cada Estado Miembro y Miembro Asociado estarán representados por un delegado. Los Miembros Asociados tendrán derecho a participar en las deliberaciones de la Conferencia, pero no podrán desempeñar cargo alguno ni tendrán derecho a voto.
2. Cada Estado Miembro o Miembro Asociado podrá nombrar suplentes, adjuntos y asesores de su delegado. La Conferencia podrá fijar las condiciones relativas a la participación de los suplentes, de los adjuntos y de los asesores en sus deliberaciones, pero tal participación será sin derecho a voto, excepto en el caso de que un suplente, un adjunto o un asesor actúe en lugar de un delegado.
3. Ningún delegado podrá representar a más de un Estado Miembro o Miembro Asociado.
4. Cada Estado Miembro tendrá un solo voto. Un Estado Miembro que se encuentre atrasado en el pago de sus cuotas a la Organización no tendrá derecho a voto en la Conferencia si el importe de su deuda es igual o superior al de las cuotas que debe por dos años civiles anteriores. La Conferencia podrá, no obstante, permitir que tal Estado Miembro vote si considera que la falta de pago se debe a circunstancias fuera del alcance de ese Estado Miembro.
