AGENDA NOTES

The Ninth Session of the Sub-Group on Hides and Skins will open at the Arusha International Conference Centre in Arusha, the United Republic of Tanzania on 2 February 2006, preceded by a one-day informal consultation on hides and skins. The Sub-Group will again meet separately from the Intergovernmental Group (IGG) on Meat and Dairy Products as the IGG has not yet scheduled its next Session.

I. ORGANIZATIONAL MATTERS

A. ELECTION OF CHAIRPERSON AND VICE-CHAIRPERSONS

The Sub-Group has normally elected a Chairperson and two Vice-Chairpersons. At its Eighth Session the Sub-Group elected Mr L.J. Boki, (United Republic of Tanzania) as Chairperson and only one Vice-Chairperson, Mr P. Pearson (United Kingdom).

B. ADOPTION OF AGENDA

The Sub-Group will consider the provisional agenda (CCP: ME/HS 06/1) for adoption.

C. REPORTING PROCEDURES

The Committee on Commodity Problems (CCP), at its 62nd Session, decided that, “on a trial basis and for selected IGGs to be determined in consultation with their chairpersons, the final report of the session recording recommendations and major conclusions will be prepared by the Secretariat or a rapporteur and despatched to participants within two weeks.” The report of the Seventh and Eighth Sessions of the Sub-Group on Hides and Skins were prepared by the Secretariat after the Session concluded and were sent to each delegation with a request that the Secretariat be advised of any omission or error. These reports were subsequently considered adopted on the advice of the Chairman.

It is planned that this practice be continued at this Session. The Secretariat will draft a record of the major conclusions of the session on the basis of the Chairperson’s concluding comments for each item discussed. The draft report will be considered by the Chairperson and Vice-Chairpersons prior to despatch to participants.

II. ECONOMIC, INTERGOVERNMENTAL AND POLICY ISSUES

A. REPORT OF THE CONSULTATION ON HIDES AND SKINS

An oral report will be provided of the consultation which will have been held on Wednesday 1 February, the day prior to the Session.

B. HIDES AND SKINS AND LEATHER – STRATEGY
FOR DEVELOPMENT

The Sub-Group developed a strategy for the development of the sector at its Fourth Session in 1994, and it re-considered this strategy at its Eighth Session in 2003. The Sub-Group endorsed the proposed strategy, which would guide the work of the Secretariat in the coming years. It agreed that the Strategy should be placed regularly on its agenda for review at future sessions, so that progress can be monitored and so that it might be adapted in the light of any changing requirements. The Secretariat will prepare a document, (CCP: ME/HS 06/2) to assist the Sub-Group to monitor progress and consider any other related issues.

C. COMMODITY DEVELOPMENT ACTIVITIES

The Sub-Group on Hides and Skins is a designated International Commodity Body (ICB) under the rules of the Common Fund for Commodities (CFC) and in this role it has promoted projects on hides and skins. The Secretariat will circulate a note (CCP: ME/HS 06/3) which provides details on project activities supported by the CFC.

The Sub-Group may wish to review any additional project profiles submitted for its consideration. Such proposals should reach the Secretary as soon as possible but not later than
3 January 2006.

D. INFORMATION REQUIREMENTS ON HIDES AND SKINS

Statistical intelligence is one of the elements of the Sub-Group’s development strategy. Over the years, considerable progress has been made by the Secretariat in the development of statistical information on the hides and skins sector, but two areas might be identified as requiring attention at this stage. Firstly, the Secretariat does not have access to good information on prices of hides and skins. Secondly, the existing Compendium of Conversion Factors, which was last updated in 1992, appears to be in need of a review. Delegates will be invited to address these issues on the basis of document CCP: ME/HS 06/4.
