Rationale

  • Development problem to be addressed: actions taken to address food insecurity and vulnerability are often not well targeted, highly sectoral and institutional in focus, with no assessment carried out of their impact and benefits. Therefore, decision makers need reliable, accurate and consistent information on the extent and magnitude of food insecurity and vulnerability, at sub-national, national, regional and global levels for the design, implementation and monitoring and evaluation of pro-poor policies and interventions.
  • Proposed contribution to problem resolution: improved information on food insecurity and vulnerability at sub-national level will lead to more appropriate and effective action. It should support: better targeting of resources and interventions; effective monitoring of progress towards achieving national food security and other relevant development goals; and improved efficiency in the utilisation of institutional resources.
  • Intended end beneficiaries: all food insecure and vulnerable groups will benefit from better targeted interventions.

Objective

  • Assist Members and the international community in the formulation, implementation and evaluation of policies and programmes to achieve the food security goals of the WFS and other international conferences, by providing accurate and timely information on the incidence, nature and causes of food insecurity and vulnerability at the national and sub-national levels.

Indicators

  • Countries where FIVIMS outputs were used as justification for national budget allocations supporting food security targets.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • Six FAO divisions have continued to make an important contribution to this broad intradepartmental entity, providing normative and operational guidance in strengthening FIVIMS methods and techniques for food-security analysis and reporting at country levels, while also providing a greater understanding of the magnitude and trends in hunger, food insecurity and malnutrition at global, regional and national levels. Key achievements include the following: Normative work has benefited from a number of pilot studies by ESA to develop a methodology for "vulnerable livelihood profiling", leading to an improved understanding as to why certain population groups are more vulnerable to becoming food insecure than others. Lessons drawn from these studies and other FAO units' experiences were published in papers on food security and vulnerability analysis that also make recommendations for strengthening future work in this field. A new and improved format for Nutrition Country Profiles, now covering more than 60 countries in total, was published on the Internet and CD-ROM by ESN, providing a much-improved understanding of food insecurity and malnutrition in these countries. This work is complemented by the development of new tools for assessing dietary diversity as a measure of household food security. After several years of development, the GIEWS Workstation, originally designed to strengthen early warning and food-security analysis primarily at FAO headquarters, has undergone major improvements and now includes database modules covering a wide range of sectoral data. It is also being prepared for deployment at country level. While continuing to keep track of trends in hunger reduction at global and regional levels and preparing estimates and comparisons for the annual The State of Food Insecurity in the World (SOFI) publication, ESS has enhanced the understanding of hunger and malnutrition also at country level through training sessions for estimating undernourishment at subnational level, derived from food-consumption data from household surveys. During this biennium, the External Assessment of FIVIMS conducted during 2003-04 on behalf of the FIVIMS Inter-Agency Working Group (IAWG) was also concluded. The assessment found that while the Inter-Agency FIVIMS work did not achieve as great an impact at country level as had been desired, the FIVIMS concept continues to be of high relevance and importance, not only in the context of World Food Summit follow-up, but also in regard to the Millennium Development Goals and Poverty Reduction Strategy Paper processes.

Rationale

  • Development problem to be addressed: this entity is complementary to the preceding one in being of an ongoing nature, as opposed to the one-time, highly focused exercise covered under 220A2.
  • Proposed contribution to problem resolution: close monitoring of progress towards World Food Summit and Millennium Development Goals (MDGs) and fostering of information exchange, debate and consensus building on policy issues, will result in more effective implementation of food security policies, strategies and action plans, thus helping to reduce the number of hungry people.
  • Intended end beneficiaries: the vulnerable groups in developing countries suffering from hunger and poverty are also the main beneficiaries.

Objective

  • An operational mechanism is set up, monitoring progress towards the attainment of the WFS goals and helping decision makers in governments, donor agencies and civil society to implement policies and manage food security interventions and take corrective action, as necessary.

Indicators

  • Number of countries and international organizations providing and extracting information to and from the monitoring system.
  • Example of corrective measures taken in part thanks to the monitoring system (e.g. additional financial commitments, new policies and programmes, changes in approach).

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • More than 50 countries submitted their report on World Food Summit (WFS) commitments to the Thirtieth Session of the Committee on World Food Security (CFS) in 2004. A revised format was prepared to facilitate the reporting and the exchange of information. The Hunger Task Force completed its functions, and FAO provided an important contribution to the report "Halving hunger: it can be done". Reports were disseminated through the CFS Web site and linked to the Web site on follow-up on the WFS Plan of Action. A special report, "FAO and the challenge of the Millennium Development Goals: the road ahead", provided a framework for FAO's contribution towards the Millennium Development Goals (MDGs). The report was discussed on the occasion of the Thirty-first Session of the CFS. Six countries were assisted in the preparation of food-security policies or strategies, and Bhutan and Mozambique have included food security as a cross-cutting theme in their overall poverty reduction and planning exercises. FAO co-authored the Millennium Development Goals Report 2005 of the United Nations, presented to the General Assembly. FAO revised and provided updated estimates on undernourishment at country, regional and global levels for populating the MDG database. FAO Food Security Statistics was launched and made available. Inputs from household income and expenditure surveys and other household surveys collecting food expenditure and income (or total expenditure) were updated in order to improve the estimation of the country distribution of dietary energy consumption.
