Rationale

  • Development problem to be addressed: Members need to identify, formulate, implement and monitor sound agricultural and rural development policies, including generation of investment in the sector. However, there are still vast requirements for trained personnel in all regions, which can be met in a cost-effective manner through access to distant-learning resources.
  • Proposed contribution to problem resolution: through the imparted training, the formulation of sound policies would be based on proven analytical work and knowledge, including other countries' experiences. This would fasten agriculture and rural development, and lead to more investment in these sectors, thereby contributing to poverty reduction.
  • Intended end beneficiaries: policy makers in the public sector and other agents involved in national food, agriculture and rural development processes. Their enhanced skills should translate into improved policy frameworks.

Objective

  • Wide availability to interested governments and academic or training institutions of electronic learning resources for enhancing policies in food, agriculture and rural development.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • In 2004-05, TCAS developed EASYPol, a Web-based multilingual repository of modular resources for agricultural and rural development policy-making, addressing several types of audience, with more than 50 cross-linked modules structured in four training paths, comprising documents in PDF format, PowerPoint slides for self-training and presentations, and exercises on spreadsheets. EASYPol provides several facilities for searching and downloading modules by topic and type of material (thematic overviews, conceptual and technical materials, analytical tools, applied and other resource materials) A campaign for the launch of EASYPol, including events at headquarters and in the regions, was organized and publicity materials (brochures, e-presentations and press releases) were produced. A CD-ROM version of EASYPol was also produced and widely disseminated to broaden and facilitate access to the system. Mailing lists of potential and actual users were created and feedback from users is being received. The Web site is monitored for frequency of site visits and number of downloads: results indicate a monthly average of more than 1 000 site visits and several hundred downloads.

Rationale

  • Development problem to be addressed: policy assistance work being largely decentralised, the regional and sub-regional teams should get adequate guidance and support from Headquarters, particularly as relates to new areas where countries are requesting policy assistance. It is also important that policy assistance to Members builds on the results of normative work conducted by the technical departments, with TCA ensuring the necessary interface between normative and operational policy work.
  • Proposed contribution to problem resolution: coordination of, and regularly updated guidance to the decentralized units would enhance their capacity to assist Members and to draw on all aspects of FAO's work having a bearing on policy formulation in food and agriculture.
  • Intended end beneficiaries: by contributing to coherent action by the decentralized policy teams, this entity would ultimately lead to enhanced policy and institutional frameworks in countries.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • Outputs related to policy work conducted by Policy Assistance Branches and Units (PABs/PAUs) were reviewed. The review and update of National Strategies for Food Security and Agricultural Development to the Horizon 2015 was partially completed. Strategies prepared mainly covered African countries, for which the work was linked to supporting the implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) of the new Partnership for Africa's Development (NEPAD) and the formulation of National Medium-Term Investment Programmes and Bankable Investment Project Profiles. Extensive and continuing technical support and backstopping for CAADP implementation was provided to NEPAD and African Union secretariats, as well as to African regional economic integration organizations (REIOs). Specific technical support in policy harmonization and trade facilitation was provided to REIOs, especially in Africa, the Caribbean, Central Asia and the Pacific, in the context of Regional Programmes for Food Security (RPFS) and other policy-related initiatives. In addition, support was provided to diagnostic studies undertaken by decentralized units in the regions. A Web site was created to host and disseminate all the materials developed, including the analytical paper, technical notes, ten country case studies and other background materials. The diagnostic studies were complemented by the identification and development of methodologies for analysing the social, economic and environmental impacts of trade liberalization policies; these methodologies are in the process of being finalized.

Rationale

  • Development problem to be addressed: Members place increasingly diversified demands on FAO technical cooperation services. In a context of decentralized field operations, outposted policy units need to ensure that the field programme address the core issues of agricultural development and food security and builds on the programme approach. Their action in support of field programme development needs to be well coordinated.
  • Proposed contribution to problem resolution: the field programme is the principal instrument for direct action by FAO at national and regional levels. Well coordinated activities to ensure steady development of the field programme would contribute to making it fully responsive to demands, while remaining consistent with FAO's strategic objectives.
  • Intended end beneficiaries: rural populations and agricultural producers would directly benefit from an enhanced field programme, as they are being encouraged to make sustainable innovations, diversify production and better market their produce, taking advantage of successful experiences and FAO's store of knowledge.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • TCA supported and coordinated the programming missions carried out by decentralized units to develop programme frameworks and field programmes at the country level, including sector reviews, country task forces and multidisciplinary formulation missions. Since late 2004, the Division has also led the core group that developed the methodology and has been coordinating the progressive implementation of the National Medium-Term Priority Frameworks (NMTPFs) in close collaboration with OCD and the FAORs concerned. By the end of 2005, six pilot NMTPFs in individual countries and NMTPFs in 15 countries adopting a regional approach had been implemented. All FAORs were briefed on the specific approach and methodology used. In terms of lessons learned under this programme entity, the multidisciplinary formulation missions were particularly successful in certain countries undergoing the Sector-wide Approach (SWAp) process and these provided essential inputs for the NMTPF process. This success can be attributed to the involvement of all relevant stakeholders, including government and key donors, and the good coordination of the process. The fact that governments retained full ownership was also a major contributory factor to success in this area.

  • Development problem to be addressed: there are substantial requirements for capacity building in most developing countries and countries in transition, to improve decision making and policy formulation in agricultural and rural development and food security. This translates into a need for materials which can present and update concepts, supportive information and analytical methods at various levels.
  • Proposed contribution to problem resolution: the formulation of sound policies should be enhanced if based on proven analytical work and knowledge, including other countries' experiences, also leading to more investment and contributing to food security and poverty reduction in concerned countries.
  • Intended end beneficiaries: high-level decision makers, policy analysts and professionals in public and non-statal organizations; leaders of rural and agricultural producers' organizations; local level development practitioners.

Objective

  • Improved policy and institutional settings in countries for agricultural and rural development and greater national capacities for sector, sub-sector and local policy making.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • Outputs under this programme entity included the publication of two titles forming part of the Capacity Development in Food and Agricultural Policies Series: "Southland: a case study-based training exercise in policy analysis for the agricultural and rural sector" was published in English and French and has received positive feedback from several training institutions that have used it; and "Agricultural Development Policies: concepts and experiences" was published in Spanish and work was begun on preparing French and Arabic translations. In addition, a training package "Negociatrix" was produced and has been used in several training activities (in FAO as a pilot, by the EC and UEMOA countries, and also by FAO partners). In collaboration with the decentralized units, work was initiated on a Policy Assistance series aimed at documenting lessons learned through experience in applied policy assistance work and policy advice in the different regions. In the context of various technical support and policy advice projects, analytical and methodological tools, such as project/programme monitoring tools, have been developed. The publication "Syrian Agriculture at the crossroads" was published in English and Arabic and a number of studies on the comparative advantage of selected crops in Syria and a nationwide farming systems study were prepared. An annotated outline for the "Operational guidelines for rural development strategies and Policies" was completed and will be tested in the context of a technical assistance project for the preparation of the agricultural and rural policy framework of Mauritania, beginning in June 2006. Several training modules on poverty impact analysis of agricultural and rural development policies were developed, tested and disseminated in Web-based and CD-ROM formats. Methodological materials on social accounting matrices (SAM) for policy impact analysis were also developed. Policy impact monitoring and logframe materials were finalized and released. Materials and software on commodity chain analysis for policy-making have been developed and are being further refined and tested in field activities in several countries.

Rationale

  • Development problem to be addressed: Members face the challenges of globalization and trade liberalization, and should ensure that the state's principal role of providing policy and regulatory frameworks is conducive to sustainable development. This behoves FAO to enhance its knowledge of country conditions and collect and update information on trends in agricultural production, food security and technical cooperation requirements, i.e. the essential ingredients of an effective country focus. Decentralized activities in this respect need to be well orchestrated from Headquarters.
  • Proposed contribution to problem resolution: ensuring a common approach by the decentralised units which are directly engaged in policy assistance and field programme development, would greatly assist in the necessary collection of information for an adequate country focus.
  • Intended end beneficiaries: policy assistance work would obviously benefit from an effective system of country focus, so that enabling environments are in place in countries for sustainable rural development and food security.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • TCAR produced country, regional and subregional briefs in 2004 and 2005. The TCAR Briefs Unit developed and implemented the Briefs On Line system (BOL), a computer-based system that controls the continuous collection and processing of up-to-date economic, social, agricultural, political and project information from various internal and external sources for the production of country briefs covering all major aspects of FAO activity in each country. The BOL has facilitated a significant increase in the production of briefs (800 per year) by eliminating manual routines and has also enabled greater emphasis to be placed on the substance and quality of information. The system provides facilities for the dissemination of country briefs to other units at headquarters and the decentralized offices and an electronic archive of country briefs, as well as a platform for storing consistent sets of key policy assistance documents for each country (being developed in 2006-2007). Other features include the possibility to repurpose the information held, for example to prepare partial or tailor-made briefs for specific users, which are being developed during the 2006-07 biennium.

2004-05 Implementation Progress - Achievements, Success Stories and Lessons Learnt

  • Under this programme entity, training, capacity building and policy support was provided in a number of countries. In Myanmar, a core group of around 30 Ministry of Agriculture (MoA) officers were trained in the basic concepts of policy analysis and formulation. The knowledge acquired was then applied in the preparation of a sector review and investment plan for the country. In Burkina Faso, capacity building in policy analysis and formulation was targeted at the leaders of the National Confederation of Small Farmers and to selected MoA officers. As a follow up to this project, TCAS launched a project, funded by Norway, to provide capacity-building support to rural development ministries in analysing socio-economic policy impacts, and to the farmers' organizations in negotiation techniques and the preparation of policy papers. Policy support was provided to the following countries: Angola (advice on the establishment of a Rural Development and Food Security Fund and preparation of the agriculture sector review); Eritrea (formulation of an agriculture strategy and establishment of monitoring and evaluation mechanisms for the agriculture sector); Sudan (strengthening institutional capacity for planning and economic/policy analysis for the agriculture sector), Mozambique (strengthening the human resources of the Ministry of Agriculture), the United Republic of Tanzania (support to the implementation of the Agriculture Sector Development Programme); and Sao Tome and Principe (project profiles for promoting institution building in the agricultural public sector, preparation of the national agricultural and livestock census, preparation of basic studies for irrigation development, and development of traditional and commercial fisheries). The outputs of the agriculture sector review of Angola were used to prepare the World Band country strategy and as inputs to several projects prepared by national and international organizations. Also under this programme entity, coordination was provided for the FAO-Netherlands Partnership Programme, which is active in 14 countries of Africa, Asia and Latin America.
