INTRODUCTION - PROCEDURE OF THE SESSION
1. The Hundredth Session of the Council was held in Rome from 5 to 8 November 1991 under the Chairmanship of Antoine Saintraint, Independent Chairman of the Council.
Adoption of the Agenda and Timetable

2. The agenda and timetable of the Session were adopted, with the deletion of Item 14 - Operational Activities for Development which would be examined under Item 12. The Agenda is given in Appendix A to this report.
Election of Three Vice-chairmen, and Designation of the Chairman and Members of the Drafting Committee

3. The Council elected three Vice-chairmen for its Session: Mian Riaz Samee (Pakistan), José V. Romero (Philippines), and Milan Beranek (Czechoslovakia).
4. The Council elected Mustapha-Menouar Sinaceur (Morocco) as Chairman of the Drafting Committee with the following membership: Australia, Canada, Colombia, Cuba, Egypt, France, Germany, Ghana, India, Korea (Republic of), Libya, Morocco and Sweden.
