Election of Three Vice-Chairmen, and Designation of the Chairman and Members of the Drafting Committee

Elected three Vice-Chairmen for its Session: I.F. Maria Dos Anjos (Angola), Ms Concha Marina Ramírez de López (Honduras), Ms Mária Kadlecikova (Slovakia) (para. 3).

Elected Per H. Grue (Norway) as Chairman of the Drafting Committee and, as a special arrangement for this session, the following membership: Australia, Burkina Faso, Egypt, Hungary, Japan, Malaysia, Norway, Spain, Sri Lanka, Swaziland, Syria, Thailand, Trinidad and Tobago, United States of America and Venezuela (para. 4).

Invitations to Non-Member Nations to attend FAO Sessions

Approved the participation of the Russian Federation and Ukraine to attend as observers the Hundred and Sixth Session of the Council (para. 5).

Agreed to the Director-General's proposal to invite Ukraine to participate as observer in the Third Technical Consultation of AGRIS and CARIS Participating Centres, Rome, 6-10 June 1994 (para. 6).

Approved the Calendar of FAO Governing Bodies and Other Main Sessions 1994 as reproduced in Appendix D to this Report (para. 10).

Director-General's Review of the Programmes, Structures and Policies of the Organization

- Conclusions

Approved the Director-General's proposals for resource shifts to programme priorities established in the 1994-95 Programme of Work and Budget (PWB) approved by the 1993 Conference and to launch the following two new priority programmes: Special Programme on Food Production in Support of Food Security in Low-Income Food-Deficit Countries (LIFDCs); Emergency Prevention System (EMPRES) for Transboundary Animal and Plant Pests and Diseases (para. 41.1).

Approved the Director-General's proposals for changes in the structure of the Organization, including, in particular: the transformation of the present Development Department into a new Technical Cooperation Department; the establishment of a new Department of Sustainable Development, drawing on existing units in the AG and ES Departments; the establishment of a new Agriculture and Economic Development Analysis Division in the Economic and Social Policy Department (ES); and the establishment of an Office for the Coordination of Normative, Operational and Decentralized Activities (para. 41.2).

Approved the Director-General's proposed new policy of progressive decentralization away from Headquarters, and the redeployment of FAO staff in the remaining Joint Divisions with the UN Regional Economic and Social Commissions, and in particular: the strengthening of the Regional Offices; the Establishment of Subregional Offices for each of the following subregions: North Africa, Southern and East Africa, Pacific Islands, Caribbean, Central and Eastern Europe; the progressive establishment of a cadre of national professional officers in country representation offices (para. 41.3).

Urged all Member Nations to take an active part in the events to commemorate FAO's Fiftieth Anniversary (para. 46).

Review of the Methods of Work of the Programme and Finance Committees

Approved the recommendation of the Committees that the provisional agenda and the related list of Committee documents be distributed to all Member Nations and that documents be made available to interested Member Nations on request, while bearing in mind those limited cases, which could particularly arise in the case of the Finance Committee, where confidentiality might need to be safeguarded, and could be determined by the Committee on a case-by-case basis (para. 48).

Date and Place of the Hundred and Seventh Session of the Council

Decided that its Hundred and Seventh Session should be convened in Rome from 15 to 24 November 1994 (para. 49).
