INTRODUCTION - PROCEDURAL AND CONSTITUTIONAL MATTERS

Introduction

1. The Hundred and Sixth Session of the Council was held in Rome from 30 May to 1 June 1994 under the Chairmanship of José Ramón López Portillo, Independent Chairman of the Council.

Adoption of the Agenda and Timetable1

2. The Agenda and Timetable of the session were adopted with the addition of a sub-item, under item 8, Any Other Business, entitled "FAO Fiftieth Anniversary Celebrations, Quebec City (Canada) 1995". The Agenda is reproduced in Appendix A to this Report.

Election of Three Vice-Chairmen, and Designation of the Chairman and Members of the Drafting Committee2

3. The Council elected three Vice-Chairmen for its Session: I.F. Maria Dos Anjos (Angola), Ms Concha Marina Ramírez de López (Honduras), Ms Mária Kadlecikova (Slovakia).

4. The Council elected Per H. Grue (Norway) as Chairman of the Drafting Committee and, as a special arrangement for this session, the following membership: Australia, Burkina Faso, Egypt, Hungary, Japan, Malaysia, Norway, Spain/Sri Lanka, Swaziland, Syria, Thailand, Trinidad and Tobago, United States of America and Venezuela.

Invitations to Non-Member Nations to attend FAO Sessions3

5. In accordance with paragraph B-l of the "Statement of Principles relating to the Granting of Observer Status to Nations " ,4 the Council considered the request made by the Russian Federation and Ukraine to attend as observers the Hundred and Sixth Session of the Council, and approved their participation.

6. In accordance with paragraph B-2 of the aforementioned Statement of Principles, the Council agreed to the Director-General's proposal to invite Ukraine to participate as an observer in the Third Technical Consultation of AGRIS and CARIS Participating Centres, Rome, 6-10 June 1994.

7. The Council was also informed that since its Hundred and Fifth Session, the Director-General, on being so requested, had extended invitations to Ukraine and the Russian Federation to attend as observers the Eighteenth Session of the European Inland Fisheries Advisory Commission (EIFAC), Rome, 17-25 May 1994 (FI-727).

Changes in Representation of Member Nations on the Programme and Finance Committees5

8. As provided for in Rule XXVI-4(a) of the General Rules of the Organization (GRO), the Council was advised that Ms Sabria Boukadoum, Counsellor, Ministry of Foreign Affairs of the People's Democratic Republic of Algeria, had replaced Ms Amina Boudjelti as the Government Representative for the Sixty-ninth Session of the Programme Committee.

9. As provided for in Rule XXVII-4(a) of the General Rules of the Organization (GRO), the Council was advised that Mr Abdesselem Arifi, Alternate Permanent Representative of the Kingdom of Morocco to FAO, had been designated as the new Representative of Morocco on the Finance Committee, as from the Seventy-eighth Session.

10. The Council was informed of and approved the Calendar of FAO Governing Bodies and Other Main Sessions 1994 as reproduced in Appendix D to this Report.
