1. The Hundred and Ninth Session of the Council was held in Rome from 18 to
21 October 1995 under the Chairmanship of José Ramón López Portillo, Independent Chairman of the Council. The Session was held immediately following the Fiftieth Anniversary Commemoration in Quebec City (16 October 1995). The Chairman noted that the limited time available required that the Council concentrate its efforts on budgetary and financial matters.
ADOPTION OF THE AGENDA AND TIMETABLE1
2. The Council noted the Statement of Competence and Voting Rights submitted by the European Community and adopted the Agenda and Timetable for the session with the deletion of Item 14.4: "Changes in Representation of Member Nations on the Programme and Finance Committees" and the addition of a Sub-item: "Appointment of a Second Alternate Chairman of the FAO Appeals Committee" under Item 15: "Any Other Business". The Agenda is given in Appendix A to this report.
ELECTION OF THREE VICE-CHAIRMEN AND DESIGNATION OF THE CHAIRMAN
AND MEMBERS OF THE DRAFTING COMMITTEE2
3. The Council elected three Vice-Chairmen for its Session: Ms Elena Suett-Askerstam (Estonia), Ahmed Suleiman Al-Aquil (Saudi Arabia, Kingdom of) and Che Ani Saad (Malaysia).
4. The Council elected Jacques Laureau (France) as Chairman of the Drafting Committee with the following membership: Australia, Cameroon; Canada, Chile, Egypt, France, Germany, Honduras, Japan, Korea (Republic of), Syria, Thailand and Uganda.
