CHAIRMAN : Good afternoon, ladies and gentlemen. As I mentioned at the concluding part of our meeting this morning, the first part of this afternoon's session will take some time to express our gratitude to two of the outstanding officers of FAO. One has just retired, and the other is to retire shortly, or before our next Council: Mr. Yriart and Mr. Skoufis.

LE DIRECTEUR GENERAL : M. le Président, avec votre permission je voudrais, devant le Conseil, rendre hommage, au moment de leur départ de la FAO, à deux de mes proches collaborateurs, parmi les plus distingués et les plus dévoués, h. Juan Felipe Yriart et M. Peter Skoufis sont bien connus de tous les membres du Conseil. Je n'ai pas besoin de les présenter. Je voudrais toutefois rappeler devant cette assemblée les services éminents rendus par ces grands serviteurs de la FAO au cours de leur carrière.

M. Yriart a été associé à la FAO depuis sa fondation en tant que signataire de l'Acte de consti­tution de la FAO au nom de son gouvernement. Lorsqu'il a été nomme Représentant régional pour l'Amérique latine, M. Yriart a apporté avec lui la plus riche expérience d'un diplomate chevronné une connaissance intime de cette région et de multiples contacts avec les gouvernements. Cette expérience et son savoir-faire, sa courtoisie et son éloquence l'ont conduit a assumer la respon­sabilité d'un des plus importants départements de la FAO, le Département du Développement. M. Yriart a été ensuite mon assistant spécial pour des missions très délicates au plus haut niveau politique. Et dernièrement, à un moment où le Programme alimentaire mondial se trouvait sans Directeur exécutif, ni Directeur exécutif adjoint, c'est encore aux qualités et a la longue expé­rience de M. Yriart que j'ai fait appel durant cette période difficile.

Dans chacune de ses missions, M. Yriart a montré son inlassable attachement aux buts et aux idéaux de notre Organisation, et en même temps un rare sens des relations humaines.

M. Skoufis, quoiqu'ayant passé un temps relativement court avec la FAO, a pu quand même se faire apprécier de tous par son sérieux, son dévouement et sa très longue expérience d'administrateur. Il a conduit avec rigueur et efficacité le Département des finances et de l'administration de la" FAO, à un moment où j'ai dû introduire une série de mesures visant à une meilleure gestion et à une économie des ressources. M. Skoufis a joué aussi un rôle important dans nos rapports adminis­tratifs avec d'autres organisations des Nations Unies, et dans des négociations difficiles sur le plan financier et dans les rapports avec le personnel de la FAO.

M. le Président, au nom du Secrétariat et en mon nom personnel, j'ai voulu apporter le témoignage de la reconnaissance de l'Organisation a M. Yriart et a M. Skoufis pour leurs éminents services et leur souhaiter, ainsi qu'à leurs familles, bonheur, bonne santé et prospérité.

CHAIRMAN : Thank you very much, Mr. Director-General. Before I add my own words, would any dele­gation like to take the floor?

G. BULA HOYOS (Colombia): Vacilamos un poco en intervenir porque habíamos imaginado que losVoceros regionales, pudieran hacer uso de la palabra ya que estoy seguro muchos miembros del Consejo querrán hablar en estos momentos; sin embargo, vamos a hacerlo a nombre de la delegación de Colombia y trataremos de interpretar él sentimiento de los colegas de nuestra región.

Para mí personalmente el Sr. Yriart representó siempre uno de los amigos y colaboradores que más eficientemente sirvió a la Organización y en particular a nuestra región de América Latina y el Caribe. Como lo dijo el Dr. Saouma la vinculación del Dr. Yriart a la FAO data de mucho tiempo atrás; pero yo tuve ocasión de empezarle a conocer y a tratar en la Conferencia Regional de la FAO en Jamaica en 1968, Conferencia en la cual por primera vez el Dr. Yriart asumió el cargo de Subdirector General representante de la FAO para América Latina y el Caribe. Recuerdo que en esa ocasión el Dr. Yriart hizo una manifestación que cumplió a cabalidad posteriormente. El dijo que asumía el cargo no sólo de representante del Director General en la Región, sino a la vez de representante de la Region ante el Director General. Efectivamente él cumplió ese propósito con mucha lealtad, con mucha consagración y con mucha inteligencia. Posteriormente el Dr. Yriart fue llamado a dirigir el Departamento de Desarrollo y aquí continuó esa labor eficiente y admirable que siempre hemos apoyado los representantes de Colombia. Sus gestiones posteriores son bien conocidas de todos. El se retira ahora acompañado, estoy seguro, por la satisfacción del deber cumplido. Todos les vamos a echar mucho de menos.

Mi vinculación al Dr. Skoufis es más reciente, pero igualmente le tenemos en el mejor concepto como amigo, como caballero y como funcionario atento y eficaz, sencillo y cordial. Le toco, como dijo el Director General, atender uno de los aspectos más serios y responsables de la marcha de la Organización como es la administración y las finanzas, pero él supo estar a la altura de sus respon­sabilidades .

Por estas consideraciones, Sr. Presidente y distinguidos Miembros del Consejo, permitan que la delegación de Colombia apoye las palabras del Director General agradeciendo a los Sres. Yriart y Skoufi sus servicios a la Organización y deseándoles lo mejor en el futuro en sus actividades y en su vida particular.

R.A. SORENSON (United States of America): Our distinguished Director-General and Ambassador Bula Hoyos have spoken much more eloquently than I possibly could with respect to the great affection and admiration we all have and share for these two distinguished gentlemen who are now going on to further their careers in other areas.

I knew Ambassador Yriart by reputation long before I had the great pleasure of meeting him and I must say, when I came here and had the great pleasure of meeting him personally, I found him to be always unfailingly kind and helpul, and to embody the best traditions of hutnanitarianism and concern for mankind, that one would expect in an Organization such as FAO. I have deeply appreciated the help that he has given myself and my delegation and I am very proud of the ties that he has to my country through his lovely wife and through his children, and through his former activities in the United States as his country's ambassador to my country.

I first got to know Mr. Skoufis when he was our Minister for Administrative Affairs in London, where he won a great reputation as one of the foremost officers in our administration for handling administrative matters. It takes a man of outstanding ability to keep an organization like our Embassy in London together. Since coming here, he too has been enormously helpful and has shown himself to be in everv wav a dedicated international public servant whose work will, I think, be appreciated long after he has left.

I would like to join with others in paying tribute to these two eminent international civil servants and to join with others in wishing them health and Godspeed and success and happiness, not only to them but to their wives and families, in their future lives.

Mrs. G. ROSSI PEROTTI (Italy): As representative of the host country of FAO where they have spent such a long time and where we hope they will often return, we wish to place on record our deepest and most sincere appreciation for the services of Mr. Yriart and Mr. Skoufis, who have always demonstrated that they have served FAO with the best dedication possible.

J. TCHICAYA (Congo): Je voudrais, au nom du groupe africain et en mon nom personnel, nous associer aux hommages mérités qui viennent d'être rendus aux deux hauts fonctionnaires de la FAO qui vont bientôt quitter l'Organisation.

Le groupe africain, qui apprécie hautement les éminents services qu'ils ont apportés à l'Organisation, voudrait leur témoigner par ma voix tout le bien qu'il pense d'eux. Ils ont été dans notre Organisation des fonctionnaires modèles et des serviteurs infatigables. Leur dévouement pour servir l'Organisation leur a valu l'estime et la confiance de tous et plus particulièrement du groupe africain.

Nos deux personnalités - je veux parler de M. Yriart et de M. Skoufis - s'en vont, j'en suis sûr, avec le sentiment du devoir accompli. C'est pourquoi nous accueillons ces deux départs comme une grande perte pour l'Organisation, mais il ne nous reste plus en ce moment qu'à leur souhaiter nos meilleurs voeux.

W.A.F. GRABISCH (Germany, Federal Republic of): My delegation at this moment has mixed feelings: on the one hand we regret that the two outstanding officers, Dr. Yriart and Dr. Skoufis, will no longer make themselves available to the work of the Organization, because of their retirement. On the other hand, my delegation very happily wishes to echo the warm words of thanks expressed to them by the Director-General and by the delegates of Colombia, the United States of America, the Congo and Italy. We too wish to thank them very very much for the close and fruitful cooperation we enjoyed, in particular knowing that they always bad their door open for everybody. We wish them all the best for the future.

S. HASAN AHMAD (Bangladesh): My delegation is extremely happy to share the sentiments expressed by the Director-General of FAO and several other delegations about Mr. Yriart and Mr. Skoufis on the occasion of their retirement from the services of FAO. From what we have learned about their efficiency, courtesy, eloquence and experience, and if, as we know, FAO is really the men who work for it, there can be no shade of doubt that these gentlemen can feel proud of having to their credit the most distinguished and devoted service. I am sure they can look back and feel satisfied at having contributed their part in mankind's struggle to alleviate hunger and poverty. Nothing is so satisfying as the satisfaction one derives from a job well done; and so nothing I can possibly say can give them as much satisfaction as they must be deriving from a long period of devoted and selfless service with this Organization.

All the same, we feel privileged to have this opportunity of paying our tribute for their eminent services and we wish to place on record our most sincere appreciation for their services. At the same time, we wish them well, and also the members of their families: long life and happiness in the future and success in whatever they wish to undertake in retirement.

G.J. BOXALL (New-Zealand): We would like to take this opportunity also to associate ourselves with the comments made by the Director-General and other speakers before us. There is little that we can add except to say that we shall miss the professionalism and personal charm of both men. We wish them and their families well in the future.

Señora Doña M. IVANKOVICH DE AROSEMENA (Panamá): Mi delegación desea unirse al homenaje que este Consejo rinde a dos valiosos hombres que han dedicado parte de sus vidas al servicio de esta Organi­zación, y como consecuencia al servicio de los Estados Miembros de la FAO. Hoy, que vemos que se alejan físicamente, estoy segura que lo hacen con la alegría de saber que han cumplido con su misión y que han contribuido a engrandecer la Organización, a hacerla más eficiente y cada vez más necesaria a los países en desarrollo. Por este motivo, señor Presidente, deseo dejar constancia de que mi delegación se une a este merecido homenaje que le hace el Consejo al Señor Yriart y al señor Skoufis, deseándoles todo lo mejor en compañía de sus familias.

I.P. ALVARENGA (Observador por El Salvador): En mi calidad de Presidente del Grupo Latinoamericano deseaba intervenir para unirnos al homenaje ciertamente merecido que se está brindando a dos perso­nalidades cuyos méritos son abundantemente conocidos.

Los que hemos mantenido una relación con la FAO sabemos desde luego el papel importantísimo que ésta desarrolla y sabemos cuan difícil es su administración interna, cuanto es de complicado y complejo el problema de personal y sabemos también con cuanta capacidad el señor Skoufis ha sabido enfrentar las tareas de tanta complejidad y tanta delicadeza que hemos mencionado.

Las tareas que el señor Yriart ha desarrollado han sido varias e igualmente importantes y complejas. La Organización, por consiguiente, pierde dos personalidades de un grandísimo valor. Para nosotros los latinoamericanos por supuesto, la partida del doctor Yriart tiene un particular significado; aparte de sus méritos como profesional, como funcionario, lo hemos conocido como un amigo, como una persona a la cual hemos buscado siempre que hemos necesitado un consejo, una ayuda de cualquier tipo y hemos apreciado aún más sus cualidades humanas. De modo, pues, que estoy seguro de interpretar el sentimiento de nuestro Grupo cuando les doy a ambos funcionarios nuestra despedida deseándoles, al igual que los que me han precedido en el uso de la palabra, el mejor de los futuros para ellos y para sus familias.

CHAIRMAN: I should now like on behalf of the entire Council, as well as on my own behalf, to associate myself fully with what has been said so far. It is obvious that both have rendered outstanding services to FAO and I am particularly happy that, starting from the Director-General and ending with the last speaker, El Salvador, the human qualities -apart from their professional capabilities- have been stressed. My impression of both of them is that they both have some similarity: both Dr. Yriart and Dr. Skoufis, whenever I met them, the impression is they are always smiling.

In this context I must tell you that a great politician-saint of India who only died about fifteen days ago, Vinobha Bhave, and who was always considered to be the moral successor to Mahatma Ghandhi, used to say that a happy, successful and wealthy man or woman would observe the following in their habits. I am going to say what he said in terms of proportion of what you do in a day: eat once, drink twice -no alcoholic drinks but "acqua minerale", ie water - work thrice, and laugh four times. If this proportion is maintained, then you are efficient, you are happy both at home and in an office, and I think this is the secret of these two people: they laughed four times in relation to, probably, what they eat and drink and so on.

So, may I say how very privileged we feel to have known both of you. We thank you for your service to FAO and I know that a Council like this cannot function but for the dedicated support, late hours, hard work, of the staff, so we are very grateful. We would like to wish you and your families great happiness and success and good health in the next phase of your careers. I request all Members to join me in showing appreciation by applause.

YRIART (Programa Mundial de Alimentos): Señor Presidente, señor Director General, señores miembros del Consejo: Como pueden imaginarse es con profunda emoción que he venido hoy a despedirme del Consejo; solo puedo responder a vuestras palabras de despedida con el más profundo y más sincero agradecimiento.

Mi vida ha transcurrido enteramente en el campo internacional sirviendo primero a mi país y después a la FAO. Tengo la gran esperanza de que mi labor en la Organización haya sido útil a todos los gobiernos miembros.

Desde mis primeros contactos con la FAO, al principio como miembro de la Comisión Interina,presidida por el gran estadista que fue Mike Piersson, después como delegado de la Conferencia y Consejo, como Presidente del Comité de Productos Básicos y como delegado de la Conferencia Regional para la América Latina siempre pensé que la eficacia de nuestra Organización se basa en la íntima relación, diría la interdependencia entre los órganos rectores y la Secretaría liderada por el Director General.

Cuando después de una ausencia de varios años tuve la honra de ser invitado a pertenecer a la Secre­taría ese pensamiento se volvió en certeza; en mi vinculación con la FAO tuve la extraordinaria buena fortuna de gozar de la amistad y de trabajar cerca de André Meyer, de Lord Bruce, del Doctor Sen, del doctor Boerma y en los últimos años del señor Saouma.

El pasado de la FAO y su afianzamiento como la Organización en el mundo de la agricultura se debe a ellos y a muchos otros que como ellos la condujeron, ya sea de vuestro lado o de este lado de la mesa.

Es imprescindible para el progreso del mundo que en el futuro la FAO tenga cada vez más una acción más significativa en la Comunidad Internacional. Usted, señor Presidente, vosotros señores miembros del Consejo, usted señor Director General son garantía de que así será.

Finalmente, señor Presidente, quiero decir cuánto he gozado en los últimos años de la oportunidad de colaborar con el Consejo. Quiero agradecer la benevolencia y cortesía que el Consejo siempre me dispensó y culmina hoy con el honor que me concede despidiéndome. Muchas gracias, señor Presidente.

P.J. SKOUFIS (Assistant Director-General", Administration and Finance Department): I am most grateful to you and to the Director-General for your kind and generous words and to the members of the Council for their very moving comments. They will be something that I can take into my future in the days ahead and I welcome particularly the remarks of our friend from Italy, the representative from Italy, because I intend to spend some more time in her country and I am looking forward to that pleasure very, very much. It was particularly gratifying for me to observe that our departure constituted a consensus and a unanimity among the members of this Council.

CHAIRMAN: We thank both of them. Of course, throughout this Council meeting there has always been unanimity on every issue!

We shall now proceed with the consideration and the adoption of the report and I am requesting my colleague Vice-Chairperson, Ambassadress Ivankovich de Arosemena, to take the chair for this session.

Before I relinquish the chair I would be remiss in my duty if I did not thank all Council members for their consideration and cooperation. I think we can say in the last twelve days together we have accomplished, it may not be very much, it depends on what you consider, but I think substantial issues have been discussed with great depth and I am most grateful to the Council members, the observers and non-governmental organizations and other UN organizations and so on, for the great consideration they have shown me and I am grateful to the three vice-chairmen, Mr. Hassan Ahmad who took the chair for the very important session of WCARRD, and the other one, Signora Ivankovich de Arosemena, and Dr. Grabisch, who will be chairing the adoption of the report today and tomorrow.

I should also like to thank the Director-General particularly,for whatever may be variety is the spice of life, people think differently, but whatever may be our feelings I think there is unanimity in one thing; we have a Director-General who is totally dedicated to the effectiveness of the Organization and the cause of the irradication of hunger and it is because of his leadership the entire staff and the Council has enjoyed tremendous support and I want to thank you for sparing so much of your time to be with us. I also want to thank Mr. West and all the ADGs and particularly Mr. Sylla and Mr. de Caprona who silently sit at my side, while we are speaking they are going on working, preparing the material and so on. But tomorrow my colleague, Dr. Grabisch, will give the proper thanks to everyone at the appropriate time, which is the concluding one.

I must say a few words about two groups of people for whom I have the greatest admiration and almost envy. One is the group who while we are sitting here are all again doing this wonderful job while we are talking, and that is the verbatim writers and the other group is the interpreters, because I think they break the language barrier. One never feels that language is a barrier to what you are saying thanks to the interpreters. Everyone here, whether they are ushers, whether they are messengers, everyone, we are grateful to them. I thought before I left it was my duty to thank everyone who has made this Council meeting so very productive and so very enjoyable.

Finally, there are those many permanent representatives, of course, who will be meeting here, but the others who will depart from this beautiful city of Rome and naturally will be meeting probably only in the New Year, and I would like to take this occasion to wish everyone a very happy year, to those of you who commemorate Christmas, a very happy Christmas. This is the season of goodwill and peace all over the world because Christmas, whatever one's religion, is somehow associated with peace and goodwill. We hope 1983 will be a good year for every Council member from their own personal overall point of view, for our Organization, for the respective countries and, above all, the cause for which this Organization exists, the fight against hunger.
