APROBACION DEL INFORME

LE PRESIDENT: Nous avons eu neuf jours de travail intense, utile et constructif au cours desquels chaque délégué a pu faire connaître le point de vue de son gouvernement. De nos travaux, se sont dégagées des sensibilités différentes. Nous sommes arrivés aujourd'hui à l'élaboration du rapport fait par le Comité de rédaction que vous avez choisi, et qui est appelé à refléter d'une manière aussi fidèle que possible les différentes sensibilités et les décisions ou recommandations auxquelles est parvenu notre Conseil, de manière à enrichir les documents de base de la prochaine Conférence dans des conditions qui permettraient à cette prochaine Conférence d'aider notre Organisation à poursuivre sa mission.

Aujourd'hui, ce qui nous est demandé, c'est d'analyser le rapport établi par le Comité de rédaction et de l'adopter après modifications éventuelles bien sûr, sans avoir à reprendre le fond du débat puisque nous avons tous eu l'occasion de nous exprimer sur tous les sujets possibles.

V.K. SIBAL (Chairman, Drafting Committee): It is my privilege and pleasure to present the report of the Drafting Committee to the 91st Session of the Council of the FAO. The Drafting Committee met in five sessions, and the results of its labours are before you. Considering the large agenda and the diversity of views expressed on it, the Committee applied itself in a spirit of camaraderie and understanding, accommodation and consideration and indeed good humour to the task of reflecting as accurately as possible the tenor and gist of the conclusions of the Plenary. I must express my sincere gratitude to each one of my colleagues whose invaluable contributions to this task were marked by constructiveness and a positive desire to reflect the variety of views expressed and the consensus reached on the issues discussed.

The Council had yesterday constituted a contact group consisting of the United States, Mexico, Turkey, Denmark and India, to reach a consensus on an additional item for the provisional agenda of the November Conference regarding the review of certain aspects of FAO's organization. The contact group met yesterday afternoon and submitted its conclusions to the Drafting Committee as charged by the Council, and the views of the Drafting Committee on it are incorporated in the report.

I would like to take this opportunity of expressing my and the Committee's appreciation for the valuable support and assistance given to us by the Secretariat in our work. We would also like to thank the interpreters who kept the dialogue going in our meetings and the valuable support given by the staff and messengers to our efforts. With these words I place before you the report of the Drafting Committee with the request that it be taken into consideration.

DEPUTY DIRECTOR-GENERAL: I am sorry if I make a suggestion that creates confusion, but I would like to point out that there is one small piece of the Council's Draft Report which has to be reproduced for consideration by the UN Economic and Social Council. ECOSOC will be meeting on this subject next Tuesday so that there is extremely little time to get the Council's final text from here to Geneva and get it reproduced in time for consideration by governments in Geneva. I just suggest to the Council that it would be desirable to consider first this section which is REP/ 3, paras 21 to 27. It is part of item 13. Either the Council could take up the whole item or else just the key paragraphs which have to be reproduced over the weekend for ECOSOC. If the Council is willing to look at these paragraphs first-and I do not believe they are controversial-I will point out that there is a small error in paragraph 27 which, instead of paragraphs 2 to 8, should read paragraphs 21 to 27.

Est-ce que le Conseil peut retenir cette suggestion?

S'il n'y a pas d'observations, nous pourrons peut-être considérer que cette partie est approuvée et donner la possibilité au Secrétariat de la FAO d'y travailler aujourd'hui de façon à envoyer ce document à Genève avant mardi.

As I said in my introductory remarks, the contents of this document reflect the conclusions of the Drafting Committee as to the conclusions on the issues which were considered in this document. If you permit, you may like to put this item paragraph by paragraph to the Plenary for their views thereupon so that either it is accepted, if it is acceptable in the form it is presented, or if there are any modifications those can be put through the Plenary and discussed and a view taken thereon.

DEPUTY DIRECTOR-GENERAL: I would like to propose, if the Council agrees, the addition of one paragraph to the summary of the Director-General's statement. This would come between the present paragraph 13 and paragraph 14.

"Concerning relations with the Host Government the Director-General informed the Council that satisfactory practical solutions had been found for the problems which had arisen over the implementation and application of the Headquarters Agreement and the issue of the Organization's immunity from legal process in Italy. He expressed his thanks to the Permanent Representative of the Host Country for his role in these developments".

Gonzalo BULA HOYOS (Colombia): Tengo observaciones que espero no serán controvertidas sobre los párrafos 20 y 21.

En primer lugar voy a referirme al párrafo 20, que es muy largo: en la última frase del párrafo 20 propongo la siguiente adición: "El Consejo reconoció que", y lo siguiente es la adición que propongo, "que la Ronda Uruguay era una ocasión excepcional que no debería desaprovecharse y de el éxito de las negociaciones etcétera" seguiría el párrafo tal como está.

Esto lo dijeron muchas delegaciones y creo que además corresponde a la opinión unánime del Consejo. Soy consciente de que más adelante, en el párrafo 4 del REP 3 sobre el Comité de Seguridad se habla de ocasión unica de la Ronda Uruguay, pero aquí en el contexto de la situación alimentaria es mucho más importante que conste este concepto.

LE PRESIDENT: Je vais répéter la proposition faite par le délégué de la Colombie. A la fin du paragraphe 20, il propose de dire: "le Conseil a reconnu que les Négociations d'Uruguay représentent une occasion exceptionnelle et qu'il ne faut pas perdre de vue que le succès des négociations dépendrait dans une large mesure d'une amélioration...", etc.

Le Conseil accepte-t-il cette rédaction? Je considère qu'elle est approuvée.


Leopoldo ARIZA HIDALGO (Cuba): En este bloque del 16 al 28 queremos hacer pequeñas observaciones; algunas creo que no van a tener ningún problema.

Primeramente, íbamos a apoyar la proposición de Colombia que ya ha sido aprobada.

Tenemos una pequeña corrección en la línea número 7 del párrafo 17 que creo que en español debe quedar bien claro. Cuando se dice "muchos países en desarrollo debían hacer frente a una deuda abrumadora", poner la palabra "externa" para saber qué tipo de deuda es porque hay muchos tipos de deudas, es la deuda externa, que tiene su nombre muy claro. Queríamos proponer incluir esa palabrita solamente.

En el mismo sentido en el párrafo 27, la tercera línea "el alivio de la carga de la deuda externa", incluir otra vez la palabra "externa", que creo que es la que define la situación para todos.

Ahora, Sr. Presidente, después de haber estado de acuerdo con lo que planteó Colombia en el párrafo 20, nosotros en el párrafo 21 queremos hacer una observación. No entendemos la última parte de la redacción de dicho párrafo 21, me refiero cuando dice "muchos miembros señalaron que la FAO debería participar activamente en la Ronda Uruguay, sobre todo proporcionando asistencia técnica a los países en desarrollo participantes en la negociación". El párrafo subsiguiente dice: "sin embargo, otros miembros pusieron de relieve que la FAO no debería intervenir en el proceso de negociación". Quisiéramos saber qué interpretación se da, si este segundo párrafo niega el primero porque no se refiere en nada al primero; proporcionar asistencia técnica no es participar en la negociación. Creo que estamos en presencia de la misma situación de un órgano como la Comunidad Económica Internacional que participa no como miembro de FAO sino como asistente de la Comunidad y no participa entonces la FAO en el GATT. Lo que se plantea es que proporcione apoyo logistico y asistencia técnica a los países en desarrollo, que nada tiene que ver con que participe en el proceso de negociación. Si este párrafo final se pone como negativo del anterior no consideramos que tenga validez.

LE PRESIDENT: L'intervention du délégué de Cuba porte sur deux points. Le premier concerne le para. 17. Il suggère que nous ajoutions, à la septième ligne du para. 17, le mot "extérieur": "un endettement extérieur écrasant". Le même mot serait ajouté au para. 27.

Le Conseil est-il d'accord sur la proposition du délégué de Cuba?

Le deuxième point concerne le para. 21. Je voudrais donner la parole au Président du Comité de rédaction sur cette question.

V. K. SIBAL (Chairman, Drafting Committee): The contents of para. 21 seek to give the balance of view expressed in the course of the Plenary where the number of members emphasized that FAO should participate actively in the Uruguay Round, and another view was given by other members that FAO should not be involved in the negotiating process, so the Drafting Committee is of the view that this formulation expresses what passed in the Plenary, but possibly if we were to add the word "directly" in the last sentence. "Other members emphasized that FAO should not, however, be directly involved in the negotiating process." If that satisfies the concerns of Cuba and others we will do it in the same way. That is for the Plenary to decide.

LE PRESIDENT: On nous suggère donc de conserver cette rédaction en ajoutant tout au plus le mot "Directement": "La FAO ne devrait toutefois pas intervenir directement dans le processus de négociation!'.

Le Conseil retient-il cette rédaction?


Esau S.S. NEBWE (Zambia): I intervene not to raise any substantive issue but merely to reinforce what is stated in para 27, line 9, to appreciate the commendable work that IFAD is doing in assisting, particularly the third world countries, in alleviating their economic problems. As the sentence stands now it reads as follows "It appealed to donor countries to step up their commitments, such as those connected with the International Special Fund for Agricultural Development, and in particular those intended for its Special Programme for Africa (US $300 million)."

I think we should really reinforce this statement to reflect the efforts which IFAD is making in this regard, particularly in assisting drought-stricken countries in Africa such as my country. I therefore propose, Mr Chairman, that we should include the following paragraph. It could be agreed or edited by the Drafting Committee it if proves to be too lengthy. "The Council, noting with satisfaction the achievement of IFAD in alleviating hunger, poverty, and malnutrition, calls upon the industrialized countries to make a greater effort for increased participation in IFAD's third replenishment, and urges other contributors to the fund in a position to do so, to make additional efforts to contribute to the resources of the fund with a view to ensuring the best possible level of replenishment while preserving the Institution and its unique structure". Subparagraph: "The Council also appeals urgently to the international community, particularly to the donor countries which have supported IFAD's Special Programme for African Countries affected by drought and desertification, to contribute effectively to the programme so as to enable it to achieve other areas of possible debt which is stated of US$ 300 million as a further tangible sign of their support for the United Nations Programme of Action for African economic recovery programme 1986-90."

Leopoldo ARIZA HIDALGO (Cuba): Nosotros queremos apoyar en todas sus partes el párrafo que ha propuesto la representación de Zambia en estos momentos. Aunque parezca que el párrafo es un poco largo, creemos que realmente merece la atención de este Consejo que esto que fue expresado por varias delegaciones en esta sala se reconozca, y creemos que el párrafo tiene bastante equilibrio e información.

Por lo tanto, queremos solicitar se incluya en todas sus partes como ha sido propuesto por Zambia.

V.K. SIBAL (Chairman, Drafting Committee): I would just like to say here at this stage that this particular paragraph was not considered in the Drafting Committee. Zambia was a member of the Drafting Committee, and had we had the benefit of having this para before us I can assure you, we would have given our full attention to it. However, since it has been raised in the Plenary I think it is for the Plenary to take the view, and if the Plenary is of the view that it should be incorporated, action can be taken accordingly.

LE PRESIDENT: Quel est l'avis du Conseil sur le point précis posé par le délégué de la Zambie?

Gonzalo BULA HOYOS (Colombia): Creo que lo que ha propuesto el colega de Zambia, como ya lo dijo el Embajador de Cuba, es perfectamente coherente con lo que hemos dicho aquí en este Consejo. Tal vez convendría para facilitar la labor, que el colega de Zambia enviara su texto a la secretaría a fin de que pudiera leerse más detenidamente, pero repito, apoyamos plenamente el contenido de la propuesta de Zambia.

Zhenhuan LI (China) (original language Chinese): I would just like to say Mr Chairman that the Chinese delegation supports the Zambian proposal.


Giulio Cesare GARAGUSO (Italie): Comme vous le savez, je faisais partie du Comité de rédaction, si cet amendement y avait été présenté, nous l'aurions appuyé.

M. Afzal QADIR (Pakistan): I wanted to make a statement relevant to that made by the delegates of Cuba and Colombia that we endorse the amendment suggested by the delegate of Zambia. Having gone through the amendments suggested by the delegate of Zambia, I think the paragraph should be couched in a way as to suggest it was discussed in the past, so that it should be written in the past tense-instead of saying "calls upon", we should say "called upon". Simultaneously, where we say "urges" we should say "urged." In the second paragraph, first line, instead of "the Council also appeals" we should say "the Council also appealed."

Mrs. Sandra VOGEIGESANG (United States of America): We were participants in the Drafting Committee and I would like to indicate, as all my colleagues know, that we are indeed major supporters of IFAD. If this had been a matter before the Drafting Committee and we would definitely have been enthusiastic supporters. Therefore, we would like our recommendations on this point included in the record.

LE PRESIDENT: Si les interventions futures ont pour objet d'appuyer ce qui a été proposé, je crois que nous pourrions convenir que le Conseil serait d'accord sur la proposition du délégué de la Zambie a charge pour le Secrétariat de rédiger quelque chose de précis pour cet après-midi.

Temel ISKIT (Turkey): As a Member of the Drafting Committee I would like to support the declarations made by the delegates of Italy and the United States.

Ismael DIAZ YUBERO (España): A mi me gustaría conocer lo que aprobamos con tanto entusiasmo porque, sinceramente, no me ha dado tiempo a tornar nota. Yo también lo apoyo con entusiasmo, pero es que no sí bien lo que apoyo.

LE PRESIDENT: Nous sommes convenus que le Secrétariat rédigerait un texte qui sera soumis cet après-midi ou tout à l'heure à notre Conseil, qui sera distribué et vous pourrez ainsi vous prononcer sur un texte rédigé par le Comité de rédaction pour position définitive. S'agissant d'un texte du Comité de rédaction, il faut que chaque mot soit étudié par les délégués.

Ismael DIAZ YUBERO (España): Quizá, Señor Presidente, yo no lo había entendido bien. ¿Hemos aprobado la propuesta de Zambia o se nos va a someter posteriormente para aprobación?. No sé si lo hemos aprobado ya.

LE PRESIDENT: La proposition est approuvée dans son principe. Nous aurons à examiner le texte lui-même pour la rédaction; c'est le texte lui-même qui pourra donner lieu à quelques suggestions de forme. Voilà ce que je propose.

Igor MARINCEK (Suisse): Ma délégation a pris la parole sur ce point de l'ordre du jour dans une intervention qui concernait à la fois le point 4 et le point 5. Nous sommes prononcés en faveur


d'un point de vue un peu différencié du protectionnisme. Cette vue est reflétée dans l'article 6 du CL 91/REP/3, mais nous pensons qu'une phrase similaire devrait également figurer sur le point 4 de l'ordre du jour. On pourrait reprendre la même phrase et la placer par exemple entre le paragraphe 20 et le paragraphe 21 ou après le paragraphe 21. La phrase se lit ainsi le CL 91/REP/3: "Quelques membres ont exprimé l'avis que pour stimuler la production nationale aux fins de la sécurité alimentaire, il est nécessaire dans certains pays d'accorder au secteur agricole un degré raisonnable de protection, tour en veillant à ne pas favoriser ainsi l'accumulation d'excédents".

C'est donc le paragraphe 6 du CL 91/REP/3 qui à notre avis devrait aussi figurer dans la partie 20.

LE PRESIDENT: La Suisse propose que le texte du paragraphe figurant dans le CL 91/REP/3 soit répété in extensio dans le CL 91/REP/1.

V.K. SIBAL (Chairman, Drafting Committee): What is being suggested here is that a concern already reflected in CL 91/REP/3 should also be reflected in CL 91/REP/1. Possibly the idea is that the representation would then be more balanced and to the point. We see no objection to doing that if the Council so desires.

Gonzalo BULA HOYOS (Colombia): Leyendo el párrafo 6 del CL 91/REP/3, como podrán comprobarlo, el colega de Suiza se refiere específicamente a los "fines de seguridad alimentaria", y fue dentro del contexto de la seguridad alimentaria que se planteó ese punto. Sin embargo, a fin de no prejuzgar, quisiera repetirle al colega de Suiza que sigamos estudiando el tema 4 tal como está y que luego cuando lleguemos al CL 91/REP/3 consideremos de nuevo la situación, si insiste, a la luz de la clarificación, que creo adecuada, que estoy suministrando.

V.K. SIBAL (Chairman, Drafting Committee): I want to submit to you a suggestion for your consideration, Mr Chairman, and of Council. It is that we should take this paragraph by paragraph. It will make the discussion more clear because now we are proceeding on a number of suggestions simultaneously and shifting back and forth, which will create some difficulties. May I suggest that we take the items paragraph by paragraph and as we go along, we can consider amendments when necessary, if that meets with your agreement and that of Council.

LE PRESIDENT: Je souhaite que nous prenions position sur la proposition de la Suisse. Il y a une rédaction qui a été faite au point 6 du CL 91/REP/3 concernant la sécurité alimentaire; ce que vient de proposer la Colombie c'est que la Suisse modifie sa rédaction pour ne pas avoir à se répéter.

Igor MARINCEK (Suisse): De l'avis de ma délégation, le point 4 ne reflète pas la discussion telle qu'elle s'est déroulée. Il y a une condamnation un peu facile du protectionnisme dans ce paragraphe. Nous pensons que le protectionnisme a des limites, qu'il y a des nuances à mettre au protectionnisme et ceci devrait figurer. Si j'ai proposé la même phrase dans le CL 91/REP/3, c'était pour faciliter les discussions. On pourrait raccourcir la phrase pour ne pas alourdir le rapport.

LE PRESIDENT: On pourrait ne pas faire référence aux fins de la sécurité alimentaire. Pourriez-vous donner une rédaction plus courte?


Igor MARINCEK (Suisse): Une rédaction plus raccourcie pourrait être celle-ci: "Quelques membres ont exprimé l'avis que pour stimuler la production nationale, aux fins de sécurité alimentaire, il peut s'avérer nécessaire d'accorder au secteur agricole un degré raisonnable de protection".

V.K. SIBAL (Chairman, Drafting Committee): What we are now doing is merely saying what we have said in the report in the relevant place because we are talking of food security there. That is where the relevant comments have been made. I am not sure we are achieving any additional benefit by bringing it out here where we are not dealing with food security as such.

LE PRESIDENT: Si vous devez reprendre la rédaction, peut-être pourriez-vous ne pas faire référence à la sécurité alimentaire. Peut-être s'agirait-il ainsi d'un complément et non pas d'une répétition. Ce qu'il faut éviter, c'est de faire référence à la sécurité alimentaire dans un paragraphe qui traite d'autre chose. On vous laisse réfléchir à une rédaction plus concise qui puisse ne pas faire explicitement référence à la sécurité alimentaire.

Waliur RAHMAN (Bangladesh): I have two brief comments to make. My delegation endorses the view of the Chairman of the Drafting Committee that it will be better for the Council to go through the report paragraph by paragraph in order to approve the draft which has been presented to us for consideration and approval.

Secondly, with your permission, Mr Chairman, this relates to the amendment made by the delegate of Zambia on IFAD and its contribution. With all due respect to the clarification that we heard in response to the enquiry of the delegate of Spain, I am a little confused about the status of the amendment tabled by the delegate of Zambia. It is the understanding of my delegation that the amendment tabled by the delegate of Zambia has been enthusiastically-to quote the words of some distinguished Members-approved by the Council. The only point left to us is the language, the phraseology, but in principle we have accepted and approved that.

LE PRESIDENT: Sur le second point de l'amendement de la Zambie, nous sommes bien d'accord, il est approuvé avec enthousiasme. Cependant, comme le Comité de rédaction peut améliorer les choses, est-ce que le Conseil veut approuver le document paragraphe par paragraphe, ce qui demandera beaucoup plus de temps que point par point? Est-ce que nous suivons cette méthode point par point qui peut être efficace et faire une économie de temps? C'est au Conseil d'en décider.

Leopoldo ARIZA HIDALGO (Cuba): Nos parece que, a partir de este momento que estamos discutiendo, para no interferir ya lo que hemos aprobado, debemos seguir las precisiones que ha hecho la distinguida delegación de la India, el Presidente del Comité de Redacción, de ir párrafo por párrafo porque tenemos el problema de que tenemos que ir atrás, adelante y se crean algunas confusiones que nos retrasan el trabajo.

LE PRESIDENT: Je mets aux voix les paragraphes 16, 17, 18, 19, 20. Approuvés. Le paragraphe 21.

Gonzalo BULA HOYOS (Colombia): Cuando mi colega de Cuba presentó su observación sobre la frase final del párrafo 21, el Sr. Sibal, Presidente del Comité de Redacción, explicó muy bien el equilibrio de ese párrafo 21.

A la luz de ese hecho y de que la segunda frase del párrafo 21 expresa "por muchos miembros", quisiéramos agregar algo que se dijo en los debates insistentemente y que consideramos importante. Se diría en la segunda frase: "Muchos miembros señalaron que la FAO debería participar en la


Ronda Uruguay,..." y aquí viene lo que propongo:"aportando sus experiencias y conocimientos", y luego seguiría. Sobre todo esto es importante, esto lo dijimos además, es procedente, porque es lo que queremos que los conocimientos y la experiencia de la FAO contribuyan a la mejor consideración del sector agrícola en esa Ronda.

LE PRESIDENT: La proposition de la Colombie est la suivante: Ajouter après le terme "... Négociations d'Uruguay". "La FAO devrait prendre une part active aux négociations en apportant son expérience et ses connaissances..." On reprendrait ensuite la rédaction du texte proposé.

V. K. SIBAL (Chairman, Drafting Committee): The amendments suggested by the delegate from Colombia seeks to make explicit what is already implicit in this paragraph. We are already talking of technical assistance to be given by FAO. Obviously, FAO's capacity to give such assistance is based upon the knowledge and experience of FAO. We do not think that it adds anything new to the paragraph, but if the Council wishes to amplify the paragraph, it is for the Council to decide.

Georges EGAL (France): Le Président du Comité de rédaction me paraît parler raison. C'est contenu implicitement dans le texte.

Gonzalo BULA HOYOS (Colombia): Cuando se habla de ofrecer asistencia técnica a los países en desarrollo, es obvio y natural que la FAO allí hace uso de sus experiencias y conocimientos, pero no se trata solamente de eso. Queremos que, al mismo curso de las negociaciones, la FAO ofrezca todos los datos que tiene sobre proyecciones, comercio, producción; ése es el objetivo de nuestra propuesta.

LE PRESIDENT: Est-ce que le Conseil voit une objection à adopter la proposition de la Colombie?

Antonio GAYOSO (United States of America): It may be due to the translation, I do not know, but is it the request of the delegate of Colombia that there should be an FAO person sitting in the negotiations to answer a question such as, "What has happened to the price of cocoa?" and then that person to say "I have it here." There will be Member countries participating in these negotiations, and the thought of this paragraph, if I remember correctly in the Drafting Committee, was precisely that the FAO would be available to provide whatever data or information would be necessary.

I share the sentiments of the Chairman of the Drafting Committee that additional language makes the paragraph unwieldy and it says the same thing. That is exactly what we are after the FAO to do, to be there when Member nations are negotiating to provide technical assistance as needed immediately.

I have no major problems with the Colombian suggestion; it is just that I think that it is already in the paragraph in more simple language.

V.K. SIBAL (Chairman, Drafting Committee): I want to submit that I did not say that the language suggested by the delegate of Colombia made the paragraph unwieldy. I said only that it made something explicit which was already implicit.


Gonzalo BULA HOYOS (Colombia): En primer lugar, quiero recordar nuevamente que aquí se trata de lo que dijimos muchos miembros, que lo dijimos, Sr. Presidente, y estamos tratando de reflejar el debate.

En segundo lugar, el colega Gayoso conoce muy bien el castellano y no creo entonces que deba argüir a la mala interpretación. Se trata, simplemente, de que la FAO ofrezca a la Secretaría del GATT todo el material de que disponga y la Secretaría del GATT hará uso en la medida en que lo considere oportuno. Creo que esto es claro. La Secretaría de la FAO in los países en desarrollo tienen tanto dinero como ciertas delegaciones poderosas para hacer lo que el colega Gayoso se imagina, pero esto es una cosa elemental.

E. Patrick ALLEYNE (Trinidad and Tobago): In the debate I think we will recall that some Members did emphasize the viewpoint that FAO should actively participate. I do not think that we want to confine it to providing technical assistance to developing countries. Even as it is written here, it says "particularly", which does not rule out active participation in addition to providing assistance to developing countries. Therefore, there is some advantage in emphasizing that the reason why we want FAO actively participating is because of its knowledge and experience.

LE PRESIDENT: Je répète ma question: y a-t-il une objection à ce que nous retenions la proposition de la Colombie en ajoutant que la FAO devrait prendre une part active aux Négociations d'Uruguay en apportant son expérience et ses connaissances?

George Henry MUSGROVE (Canada): I am a little confused. I think the intervention by the delegation of Switzerland refers to another paragraph. Did we conclude with paragraph 21, including the Colombian amendment, and if so, would it be possible for the Chairman of the Drafting Committee to read out the sentence as it is in its entirety with the amendment?

V.K. SIBAL (Chairman, Drafting Committee): The first sentence of paragraph 21 remains unchanged. The second sentence will read as follows: "Many Members emphasize that FAO should participate actively in the Uruguay Round, contributing its experience and knowledge, particularly by providing technical assistance to developing countries participating in the negotiations. Other members emphasized that FAO should not, however, be directly involved in the negotiating process."

LE PRESIDENT: Si j'ai donné la parole au Représentant de la Suisse, c'est parce qu'on avait laissé entre parenthèses une proposition de rédaction sur le point qu'il avait évoqué auparavant.

Gonzalo BULA HOYOS (Colombia): Por el momento tengo dos reacciones frente a la propuesta Suiza. En la primera se trata de que él ha usado la forma neutra, o sea, que, aún así, sibilinamente, trata de incluir la opinión de todos los miembros del Consejo, del cual hace parte Colombia y, obviamente, no podemos compartir semejante principio retrógrado y conservador.

La segunda observación es que esto, si lo dijo, fue una delegación y lo dijo en el tema sobre Seguridad Alimentaria, en el tema 5, y aquí estamos considerando ahora el tema 4.

Guillermo Enrique GONZALEZ (Argentina): Mi intervención es similar a la realizada por el distinguido representante de Colombia.

Mi delegación quisiera solicitar a la Secretaría nos informe si, efectivamente, esto fue dicho durante el tratamiento del tema actualmente en cuestión. Si así fuera, obviamente habría que señalar que solamente una delegación se refirió a este tema. Si por el contrario, cosa que no afirmo obviamente, no se hubiera dicho en este caso, si no que se hubiera dicho al tratarse el tema del Comité de Seguridad Alimentaria, mi delegación no tendría objeción en aceptarlo y, al mismo tiempo, quiero adelantar en ese sentido que me parece que el párrafo, la frase que se utiliza en el REP/3 es mucho más aceptable por lo menos para mi delegación que el texto que nos propone ahora la distinguida representación Suiza.

Por lo tanto, insisto en que quiero saber si fue dicho en esta ocasión y, si fuera así, que se deje claro de que se trató solamente de una delegación.

Joäo Augusto de MEDICIS (Brazil): I want to endorse what has been said by the Colombian delegate and also the amended paragraph as stated by the Chairman of the Drafting Committee.

As the delegate of Switzerland himself has said, he spoke on both items at the same time. If his statement is reflected on item 5, I do not see any reason why it should be reflected on item 4, as it refers to the specific point of food security. I would be very much against having it reflected in two items when it refers to only one item.

Leopoldo ARIZA HIDALGO (Cuba): Es para apoyar las proposiciones y palabras que han expresado aquí las distinguidas direcciones de Colombia, Argentina y Brasil. Además, creemos que tratar de abrir, porque nos parece que todo es una maniobra para tratar de abrir o introducir algún elemento de protección al proteccionismo, no es válido.

Creo que esa delegación debe atenerse a lo que dijo y que se recoja donde lo dijo una delegación. No podemos aceptar otra cosa.

LE PRESIDENT: Je crois que c'est clair. Nous sommes devant deux suggestions. Ou bien on met: "line délégation a exprimé l'avis que..." ou bien: d'autres délégués ont demandé de ne le faire figurer qu'une fois dans l'ensemble du rapport du Conseil.


Bashir El Mabrouk SAID (Libya) (original language Arabic): Having heard all these remarks and the reactions to the proposal made by Switzerland, and having heard the reply given by the Chairman of the Drafting Committee, I see no reason to include this concept here in the report. It is very difficult to agree to the statement of a single delegation being included in the report. This is customary in our normal way of working.

Guy FRADIN (France): Je voudrais signaler au Conseil que la delegation française,en s'exprimant sur le point 5 de l'ordre du jour de la sécurité alimentaire, a aussi exprimé cette idée. Pour ma part il me suffit que cette idée figure au point 5, telle qu'elle est libellée actuellement dans le rapport.

LE PRESIDENT: Si la Suisse n'y voit pas d'objection, on pourrait s'en tenir au projet actuel de rapport étant entendu que dans le document cette idée a été exprimée avec beaucoup de force et de clarté.

Les paragraphes 22,23,24 et 25 sont approuvés. Le paragraphe 26?

Gonzalo BULA HOYOS (Colombia): En este párrafo 26 tenemos una propuesta de fondo porque, después de leer el párrafo 26 y no encontrar nada distinto en párrafos anteriores ni posteriores, tenemos la impresión de que con esta redacción se pretende hacer recaer toda la responsabilidad de cualquier modificación de la situación sobre las políticas de los países en desarrollo. Sin embargo, hemos redactado la adición de la manera más flexible posible para evitarle complicaciones.

Después de la primera frase de párrafo 26 que termina con las palabras "producción alimentaria y agrícola", se agregaría lo siguiente: "y se convino en que los esfuerzos internos de esos países-o sea, de los países en desarrollo-deberían ser complementados con adecuadas asistencia externa, técnica y financiera y la liberalización del comercio".

Esto es lo más suave, lo más flexible que podemos proponer, pero no podemos aceptar la redacción actual que, repito, parece indicar que sólo el cambio de política de nuestros países vaya a determinar un cambio. Esto lo dijimos muchas delegaciones y espero que no ofrezca dificultades al Consejo.

V.K. SIBAL (Chairman, Drafting Committee): This is a new suggestion which has come up. During the deliberations of the Drafting Committee, this suggestion was not before us so we did not take a view. However, I personally have one comment to make on this and, with your permission, Mr Chairman, I would like to make it. If we say that the "internal efforts of these countries should be extended to include adequate technical and financial assistance", it becomes logically a little difficult because the assistance comes from outside, and the internal efforts cannot be extended to cover such assistance. Possibly we could achieve the purpose which the distinguished delegate of Colombia has in mind by saying "should be accompanied by" so that you have the internal efforts and the external assistance.

Gonzalo BULA HOYOS (Colombia): Debe ser un matiz de redacción; yo usé en español el término "complementada" que es lo que ha dicho el Presidente del Comité de Redacción.

João Augusto de MEDICIS (Brazil): I would just like to suggest an amendment to the Colombian proposal. Rather than have "liberalization of" I would prefer "changes in international trade policies" which would reflect more what is needed than does the word "liberalization".

Gonzalo BULA HOYOS (Colombia): Me excuso por intervenir, pero ya estoy casi terminando con mi tarea y trato siempre de no presentar puntos controvertidos, aunque mi opinión sea más fuerte.

Párrafo 28, al final cuando se habla del estudio para América Latina y el Caribe, muchísimas delegaciones se refirieron a la necesidad de reconsiderar la posición de nuestra región fuera de indicadores obsoletos. Proponemos que se diga al final del párrafo 28: "en relación con América Latina y el Caribe diera también lugar a orientaciones basadas en indicadores actualizados". Espero que el profesor Islam pueda corregir mi intención porque él conoce mejor lo que quiero decir, pero entendemos que es un concepto que hemos expresado siempre y nos interesa.

V.K. SIBAL (Chairman, Drafting Committee): This also is a new suggestion which was not considered in the Drafting Committee. You may find it useful to hear Professor Islam's views on it but I can see no objection to it.

Nurul ISLAM (Assistant Director-General, Economic and Social Policy Department): We have no observations. It is perfectly all right to add these words.

Temel ISKIT (Turkey): I have a question on paragraph 27 which apparently we have already adopted. However, we are still awaiting the IFAD wording. Shall we therefore be changing the wording of paragraph 27 when it comes because otherwise there will be repetition?

LE PRESIDENT: Vous avez parfaitement raison. Dès que le Secrétariat nous fournira cette rédaction, qui est actuellement à la traduction, elle sera distribuée aux délégués.

Mlle Faouzia BOUMAIZA (Algérie): Je voudrais tout d'abord remercier le Comité de rédaction et en particulier son Président. Nous avons lu avec beaucoup d'intérêt les para. 16 à 28 du document et notre délégation ne peut que regretter que la section réservée au point 4 ne fasse pas mention de la proposition que nous avions formulée lors du débat sur cette question. Nous souhaiterions donc que le rapport contienne la formule suivante:

Le Conseil recommande à la Conférence la réalisation par la FAO d'une étude sur les conséquences de la politique d'apartheid et des agressions de l'Afrique du Sud contre les pays de la ligne de front sur la situation alimentaire et le développement de l'agriculture en Afrique australe. Le Conseil recommande également qu'une étude similaire soit réalisée dans les territoires arabes occupés par Israël.


V.K. SIBAL (Chairman, Drafting Committee): I would like to inform you that these issues were not posed to the Drafting Committee on which all regions were represented and therefore they were not considered. However, based upon what was stated in the discussions, and the views of the Plenary, you may wish to take a view here upon this formulation.

Raphael RABE (Madagascar): En fait, le rapport doit refléter les débats et nous avons aussi, fort heureusement, des rapports analytiques sur les déclarations des délégations.

Nous avons bien entendu la déclaration de la délégation de L'Algérie et nous avons nous-mêmes, à plusieurs occasions, traité de la première partie de cette déclaration, à savoir des effets néfastes de la politique d'apartheid.

Peut-être les délégués des régions ont-ils omis de relever cet aspect de la quest ion,mais nous sommes sûrs qu'il a été évoqué, traité et appuyé par de nombreuses délégations qui sont préoccupées de la situation.

Nous appuyons donc cette proposition.

Leopoldo ARIZA HIDALGO (Cuba): Nosotros queremos unirnos al apoyo que ha dado la representación de Madagascar a la proposición que ha hecho la distinguida representación de Argelia y queremos unirnos en el mismo sentido; creo, que nuestra delegación se refirió también a la difícil y grave situación que atraviesan los países de enfrente por la política de Sudafrica que les impide regularizar y mantener una política agrícola y alimentaria dentro del contexto de la humanidad civilizada por las constantes agresiones y constantes medidas de desestabilización. Creo que sencillamente recogiendo ese sentido, independientemente que dentro del Comité de Redacción no se haya planteado, es válida la proposición de la distinguida representación de Argelia.

Antonio GAYOSO (United States of America): Let me preamble my intervention by saying that the United States position on apartheid is well and widely known. Apartheid is for us an abhorrent system which we deeply deplore. There is no question where we stand. We condemn it most unequivocally. That said, we really feel that this is a different forum. These issues are discussed continuously in the proper fora. I am not denying that one delegation raised this issue during one of the debates. It was not in the agenda; it was never put in the agenda; it was never even referred to in the summaries. It, in my view, detracts from the focus that this Council is supposed to be focussing on and emphasizing. I fully respect the opinion of my Algerian colleague with regard to apartheid, but it seems to me that we have to keep the FAO on course, and the FAO is a techincal

agency. This is a technical forum, and we should not detract from that, particularly since this theme is under continous review in the proper organs of the United Nations. That said, I do not see how my delegation could go along with the phrase"the Council recommended "in either of the two items that he has introduced.

Humberto CARRION M. (Nicaragua): Nicaragua ha sido una de las delegaciones que se ha unido constantemente no sólo, digamos, a la denuncia de la politica desestabilizadora militar del gobierno de Sudàfrica en los Estados Africanos que tiene enfrente, Africa Austral; también hemos apoyado la solicitud de que a estos estados desequilibrados se les preste mayor asistencia por parte de la comunidad internacional.

Ahora, en realidad no podemos aceptar que el tema de la seguridad alimentaria sea considerado un tema fuera de programa o fuera de orden, no estamos discutiendo nada en este Consejo.

En el REP 3 en el párrafo 7 se habla de estos asuntos planteados por la representante de Argelia; ese párrafo 7 dice textualmente que: "Muchos miembros se refirieron a la desestabilización causada por Sudàfrica, que había socapado grandemente la seguridad alimentaria de los Estados de primera línea del Africa Meridional. El Consejo insistió en apoyar los esfuerzos de esas Estados, etcétera". No está


fuera del orden un asunto tan importante como es el derecho que tiene toda nación de poder defender incluso su soberanía para poder producir alimentos para su pueblo; eso es un principio que nosotros no podemos dejar de apoyar. Por lo tanto, estamos de acuerdo con el planteamiento hecho por la representación de Argelia y en estos foros dentro de la FAO hemos hecho un llamado constante a que no haya una política desestabilizadora en el Africa Austral y que acepta la seguridad alimentaria de países africanos, obviamente se desprende que podemos solicitar que se haga un estudio sobre el impacto que tiene esta desestabilízación en la producción de alimentos, en su distribución. De eso creo que estamos hablando. Apoyamos firmemente la propuesta de Argelia.

Ngama MAPELA (Zaïre): Je prends la parole pour lever quelque equivoque qui risque de se glisser lorsqu'on a parlé des délégués de la région de l'Afrique qui étaient au comité de rédaction.

Nous ne sommes pas ici pour essayer d'Ouvrir un débat, mais nous savons ce qui se passe à la FAO. Le Comité de rédaction n'est pas un organe qui décide sans appel. Je crois que le Comité de rédaction aide le Conseil ou l'organe de tutelle à préparer le rapport. Si nous avons omis quelque chose, nous, de l'Afrique, je ne pense pas qu'on puisse nous mettre la corde au cou. La plénière est réunie en ce moment, comme l'a si bien dit la déléguée de l'Algérie, pour adopter le rapport. Si quelque chose manque, on doit l'ajouter. Mais je n'aimerais pas que l'on dise que les délégués de l'Afrique n'ont rien dit au Comité de rédaction. Je crois que c'est faux.

Raphaël RABE (Madagascar): Je voudrais seulement compléter mon intervention en attirant votre attention sur le fait que l'ordre du jour de la quatre-vingt-onzième session traite de ces questions. Et j'appuie ce qu'a dit le délégué du Nicaragua, car, effectivement, il est nécessaire que l'on fasse référence à la partie III-notamment, au titre du point 13. On traite bien de cette question au para, 7, puis au para. 41 du document CL 91/REP/3. C'est donc vraiment une question ]a l'ordre du jour et nous devons la traiter correctement et, en tout cas, refléter fidèlement ce que les délégations' ont dit à ce sujet au Conseil.

Leopoldo ARIZA HIDALGO (Cuba): Perdóneme, Señor Presidente, por tener que intervenir por segunda vez en un punto que nos parece claro, pero quiero hacer una precisión.

No estamos fuera del tema y creemos que Nicaragua tiene razón. Estamos analizando una situación de alimentación en el mundo y aunque algunos no lo entiendan así, Africa Austral pertenece al mundo. Está ahí en el mundo, en medio de un mundo bastante complicado. Quiero hacer una aclaración, cuando nosotros aprobamos ayudas alimentarias para refugiados que están en mala situación, y por culpa de hechos de la mano del hombre, de políticas que no entramos nunca a analizar, de por qué un refugiado es refugiado, pero hemos entrado a analizar la situación, el estudio de los problemas de esos refugiados para poder dar la ayuda alimentaria. Entonces, por qué no podemos hacer ahora un estudio de la situación que confronta esos países por la política de apartheid. Ho vamos a decir que estamos contra la política de aparth eid, ni entrar en discusión de política de apartheid, que corresponde específicamente a Naciones Unidas, pero sí la situación económica agrícola y alimentaria que está afectada por efecto de la mano de un hombre, igual que la de los refugiados; ¿por qué no se puede hacer un estudio para ver qué ayuda y cómo los protegemos aquí multilateralmente?

Creemos que hay una similitud en eso, y la palabra apartheid hay que pronunciarla independientemente, aunque tenga reminiscencias, recuerdos porque no podemos decir otra. ¿Qué otra podemos decir? Esa es la que han impuesto ellos. Tenemos que decir una palabra que identifique la situación. No creo que podamos evitar que esto se discuta en un tema como es la situación actual de la alimentación en el mundo. Esos países tienen problemas de alimentación, de agricultura, provocado específicamente por una situación del apartheid. No vamos a discutir el apartheid, eso se lo dejamos a Naciones unidas; si discutiéramos el apartheid tendríamos que pedir que se cumpliera lo que Naciones unidas ha aprobado, y no lo vamos a pedir, pero todos sabemos aquí, porque todos somos Miembros de Naciones Unidas, somos representantes de Gobierno y no podemos reconocer dónde están. Ahora, que se pida un estudio a la FAO de esta naturaleza no creo que se pueda evitar cuando varias delegaciones aquí lo expresaron.


Georges EGAL (France): La délégation française prend entièrement à son compte ce qu'a déclaré le délégué des Etats-Unis d'Amérique. Condamner l’apartheid est une chose-et la France le condamne-et les travaux de l’apartheid en est une autre.

Mlle Faouzia BOUMAIZA (Algérie): A vrai dire, nous sommes très étonnés des réactions opposées à l'inscription de notre proposition parce qu'en vérité, nous n'avons mis nulle part que nous demandions une étude politique ou une condamnation. Nous avions simplement demandé que la FAO fasse une étude sur la situation en Afrique australe et dans les territoires arabes occupés et je vais vous dire pourquoi nous l'avons demandé.

Nous avions demandé cela parce que, lorsqu'on parle de la situation grave en Afrique australe du fait de l'agression de l'Afrique du sud, dans certains pays, on nous rétorque que ce n'est pas l'affaire de la FAO. Justement, cette étude permettrait peut-être de voir plus clair et d'arrêter un débat inutile sur la question; en effet, cela fait simplement deux ans que je suis ici et cela fait déjà plusieurs fois qu'on nous rétorque les mêmes arguments. Notre délégation réfute totalement ces arguments et nous demandons aux délégations qui s'opposent à notre proposition de réfléchir sur la formulation que nous avons proposée.

Bashir El Mabrouk SAID (Libya) (Original language Arabic): In the light of the explanation provided by Algeria I hardly have much to add, but I would like to reaffirm that this is not a political matter. This is rather a matter of the present food situation in the world. The proposal made by Algeria concerns matters which affect the world food situation. Therefore, we would like to support the proposal by Algeria on this subject.

Frederick SUMAYE (Tanzania): I just want to reinforce what the Honourable Ambassador from Cuba has said, and I would support what the Algerian delegation has presented. This destabilization of the front line states in the Southern African Region is not a new agenda item. It was actually in the Committee Report, and I am quite sure we discussed it. Tanzania was one of the countries which talked on this. I think Zambia was another one, and some other countries. This really is not a new agenda item. What Algeria is proposing is that we recommend a study. Four out of the five poorest countries which suffer from hunger are in this region. So what Algeria is saying is that we recommend that FAO does a study. The study might bring out how we can help these countries. It is not a condemnation of apartheid we are talking about. The study, I am sure, will not go to the extent of condemning the policies. It would just indicate how FAO can help this region because it is hit hard. We know it is hit hard by apartheid but we are now talking of the food situation. If we are not going to do this study, what it means is we are agreeing in principle that we are leaving out this region and we are not concerned about its problems as far as food is concerned. So Mr Chairman I very strongly support the proposal put forward. This item is not on our agenda but this region is really hard hit and because we all discussed it, we know. It is in the Committee Report and it is even in the verbatim report. It has come out from different participants.

Esau S.S. NEBWE (Zambia): I have deemed it necessary to intervene on this issue because, like the other front line states, Zambia is directly affected by what we are talking about.

Now to drive this point home so that it can be appreciated why it is abominable, this terrible situation of apartheid does affect the food situation in Zambia. Zambia has a number of borders, two of which are in relation with another front line state, and the other border is in relation with another country that is struggling to liberate itself.

Now in these border areas our womenfolk, and we were at pains to avoid referring to the point when we were discussing the role of women in agriculture, have terrible difficulties in assisting men in cultivating land because of fears of abduction and harrassment, and I can inform this Council that


some parts of Zambia which could otherwise be tilled, cannot be tilled because of the fears our people have got of certain elements trying to abduct them, and therefore this issue cannot be disassociated from the normal food situation in this Organization.

I would therefore like to first of all express, on behalf of my delegation, agreement with the intervention by our sister delegate from Algeria for having made reference to this point. I do appreciate that in terms of political strategy to apartheid, my leadership back home has made this point time and again at various fora, but I think that terrible policy should be appreciated even if FAO, in so far as it prevents people from producing food which they are capable of producing for themselves.

We also have an influx of refugees, of people who have not been allowed to stay in their countries because of the situation prevailing in those areas, and this is because of this same policy.

I would like to appeal to the distinguished delegates to at least recognize the fact that apartheid does affect the situation regarding food and agriculture security, particularly in the front line states, and I believe that my colleagues, brothers and sisters in Zimbabwe suffer from the same problem, and I would really urge this Council to accept and recognize the fact that apartheid is affecting the development of the agricultural industries in these countries.

I wish to thank you Mr Chairman for giving me the floor. It is a very sensitive issue and I really do not want to become emotional about it.

James D. AITKEN (United Kingdom): If I may, like my distinguished colleague from the United States, I would like to preface my intervention with some comments on the United Kingdom's position on apartheid. We share the general abhorence of apartheid and of the repressive measures associated with it. We want to see apartheid ended too. We believe relations between states should be conducted on the basis of non-violence and non-intervention in internal affairs and respect for borders. We condemn the use of violence in South Africa from whatever quarter it may come. With our partners in the European Community we have called on the South African Government to respect the sovereignty, independence and territorial integrity of our neighbours. I think Mr Chairman that makes our position clear on this specific point.

Turning to the discussion before us, our sense of the debate certainly was that there was not a consensus that FAO should undertake these studies. It was a situation in which several members had suggested that FAO should undertake these studies. Certainly in our view these studies were not a specific item on the agenda, and in the present form as put before us, we believe that it would be more appropriate that the commission of such studies should be considered in the United Nations General Assembly or in ECOSOC rather than a technical body like FAO.

Rainer PRESTIEN (Germany, Federal Republic of): My Government has on various occasions condemned South African policy on apartheid and the oppressive measures associated with this policy. As I understand the proposal submitted by one delegation and supported by various other speakers, this proposal did not only refer to the problem of apartheid alone.

However, FAO is a specialized agency of the United Nations which by virtue of its statutes is a technical organization in which it is not appropriate to deal with political questions which come within the province of other United Nations bodies. I therefore wish to associate myself with what has been said by the distinguished delegates of the United States, United Kingdom and France.

DEPUTY DIRECTOR-GENERAL: I am afraid I am only making an interim comment at this stage, but I would like to say that the proposal which has been put before the Council may perhaps be less controversial than it appears because FAO, in cooperation with the UN and UN bodies, has already done quite a bit of work in these areas. I would like, if you permit Sir, to make a factual statement in a few minutes when we have put together a list of what FAO has already done, so that the Council can see what further work needs to be done and can be fully aware of what is already in the record book, so to speak.

Ibrahim OUMAROU (Niger): Ma délégation tientà affirmer que ce point figure bien à notre ordre du jour puisqu'il s'agit d'examiner la situation de l'alimentation dans le monde. Nous nous étonnons que des Etats qui affirment être contre l’apartheid soient contre une étude sur les conséquences de cette politique sur la situation alimentaire. Certains Etats, et en particulier le Nicaragua, ont été très explicites, nous tenons à affirmer que notre délégation soutient la proposition de l'Algérie.

Sur le plan purement de l'avancement de nos travaux, je pense que ce texte doit être inséré avec, peut-être, une nuance dans la rédaction faisant comprendre que certaines délégations n'ont pas adhéré à une telle étude. C'est tout. Sinon, nous pensons que cela doit figurer dans notre rapport.

Boniface N. NDIMANDE (Zimbabwe): I would like to give my support and endorsement to the inclusion of the paragraph which is proposed by Algeria. I feel, in fact, in my view we are necessarily belabouring the point because the way apartheid has come in is merely one of the factors which has contributed to the insufficiency in food. As such I think it must be stated as it is. It is not that we are turning this into any political forum, but all we are saying is that one of the factors that is responsible for food shortages is apartheid, and as such the factor must be studied as any other so that if there are any possibilities of alleviating the situation, then we can do it.

M. Afzal QADIR (Pakistan): Pending the submission of a definitive report on the question by the Director-General, I would like to say that the proposal made by the Algerian delegate, which has received widespread support in the Council, is deserving of our support too. All that she calls for, the distinguished delegate of Algeria, is that FAO should carry out a study to determine the effects of the practices of apartheid on the agricultural situation in Africa.

This study would be carried out, we expect, in an objective manner. It would not be condemnatory of the apartheid practices which could have had a deliterious effect on the agricultural sector in Africa. Then when we have the report, and if we find that agriculture in South Africa has suffered grievously because of the practice of apartheid, it would be up to a political forum in the United Nations to decide what kind of statement is to be made, what kind of condemnatory statement should be made based on the findings of the FAO report.

This I would like to suggest. I have also heard the contention made by certain delegations here opposing the Algerian amendment. I think we could find a way in our drafting or in our amendment; we could find a way by which we can record our views taking into account their views too. We could just simply say that the Council by an overwhelming majority decided on so and so, but I think this should be a formulation.

Thomas YANGA (Cameroun): Dans le rapport que nous avons eu à examiner concernant la situation alimentaire mondiale, je crois qu'il est fait expressément mention que la situation s'est améliorée dans une grande partie de l'Afrique, sauf dans cinq Etats où on assiste à des pénuries alimentaires anormales, et parmi ces cinq états, beaucoup d'entre eux sont des pays de la ligne de front. C'est donc un fait que nous devons examiner. Nous avons déjà eu l'occasion d'en débattre avec nos collègues de certains pays qui sont opposés à ce qu'on discute du problème ici et je voudrais dire que ce n'est pas la première fois que cette question est soulevée et mentionnée dans le rapport de la FAO. Donc, au vu des débats et des déclarations qui se sont succédé, je voudrais savoir si la question porte sur le fond ou sur la forme de la proposition algérienne. Je crois que le fond concerne une étude sur la situation alimentaire et le devenir agricole dans ces régions; quant à la forme, il s'agit peut-être de la mention de l’ apartheid ou de l'Afrique du Sud ou de tout autre pays. Je voudrais savoir s'il s'agit d'opposition sur le fond ou sur la forme. Quant à nous, nous sommes d'accord sur la proposition de la délégation algérienne qui a été soutenue par de nombreux Etats et nous pensons qu'elle mérite de figurer dans notre rapport.


Amadou Moustapha KAMARA (Senegal): La delegation sénégalaise approuve la proposition de l'Algérie relative à une demande d'étude par la FAO concernant les incidences de l'apartheid sur la situation alimentaire en Afrique australe. Nous sommes également d'accord pour que cette proposition soit répercutée au niveau du rapport de la FAO.

Ma délégation considère qu'il n'est pas décent de vouloir éluder une question aussi importante en la qualifiant simplement de question politique à débattre au niveau d'autres instances du système des Nations Unies.

Je me permets de rappeler que beaucoup de délégations qui sont intervenues pour s'opposer à la proposition algérienne ont bien insisté, lors de l'examen du rapport du Comité de l'agriculture, sur la nécessité pour la FAO de se concentrer sur les politiques et stratégies de développement agricole. L'étude demandée entre bien dans ce cadre, la délégation algérienne a été bien précise. Il ne suffit pas de citer des résolutions et des recommandations relatives à l’apartheid.

Milutin TAPAVICKI (Yugoslavia): I would just like to associate myself with the proposal of the delegate of Algeria and also to express our agreement with the explanations which have been given, especially from the delegations of the frontline states who are present.

Joăo Augusto de MEDICIS (Brazil): I would like to support the proposal made by the Algerian delegation. It really surprises me that those countries who say they are against apartheid are not prepared to discuss the effects of apartheid. We believe that it is totally within the framework of this Organization to discuss such a problem. It is a political problem, yes, but it is also a technical and humanitarian problem. We are not discussing apartheid, but the effects of it on food production and security.

Chavaly SRINIVASA SASTRY (India): The association that India has with Africa, and more particularly with the frontline states, is well known. Item 4 under consideration deals with the current world food situation. What is being sought in the amendment is only a study. This study need not necessarily have any political implications or other thoughts, nor would any pronouncement of any value judgment on apartheid per se be required. What is being called for is a study to throw light on the effects of apartheid on agricultural production and the food situation in the frontline states. It is recognized that studies of this nature have already been taken up under the United Nations aegis, and also by FAO. We are awaiting the furnishing of information by the Director-General.

Keeping these aspects in view, we suggest that a suitably worded resolution be included in the proceedings of the Conference.

Guillermo Enrique GONZALEZ (Argentina): Mi delegación es una de las que, al tratar este tema en el curso del debate, no hizo una referencia expresa a esta cuestión. Sin embargo, quiero dejar constancia de que la propuesta, en el sentido de que se realicen estudios sobre las consecuencias del apartheid y de la política de agresión de Sudafrica sobre los países de la Línea del Frente, es, a juicio de mi delegación, aceptable y adecuada.

La posición de mi país sobre el particular es bien conocida. La Argentina ha roto sus relaciones diplomáticas con Sudafrica precisamente como consecuencia de la agresión de este país del regimen apartheid sobre los países de la Línea del Frente, con los cuales nos sentimos plenamente solidarios.

Por lo tanto, no vemos que haya ningún inconveniente en aceptar la propuesta tal cual nos ha sido formulada.


José Ramón LOPEZ-PORTILLO ROMANO (Mexico): Siendo miembro del Comité de Redacción, yo por lo general acostumbro a no intervenir luego cuando se aprueba el informe, pero a estas alturas, viendo que estamos apenas en el párrafo 28, que faltan 280 párrafos hasta terminar el REP/4, que son prácticamente las 12.30 y que hemos aquí escuchado, en vez de una consideración sobre la redacción que proponía la delegación de Argelia, un nuevo debate sobre el tema, donde ciertas delegaciones han hecho declaraciones inclusive de principios de posición, nos parece que lo que debemos hacer es aceptar el texto de la delegación de Argelia. Si algunas delegaciones desean agregar algo al mismo, que lo agreguen, y con eso damos por finiquitado este asunto.

Hay una redacción concreta propuesta, hay algunas delegaciones que parece podrían disociarse o querrían disociarse de ésta, expresando que algunas delegaciones no compartieron ese punto de vista o que no es éste el foro lo que quiere decir y pasamos a otros párrafos.

LE PRESIDENT: Nous pouvons dire que dans sa grande majorité le Conseil recommande la réalisation par la FAO d'une étude sur les conséquences de la politique d'apartheid sur la situation alimentaire et le développement agricole des pays de la ligne de front de l'Afrique australe et que certains délégués n'on past adhéré à cette recommandation.

Voilà la proposition du Mexique.

En retenant cette rédaction balancée, cette proposition pourrait être une base de réflexion pour le Conseil.

A.Y. BUKHARI (Saudi Arabia, Kingdom of) (original language Arabic): We wish to associate ourselves with the proposal of the delegation of Algeria. We believe that this is a valuable and appropriate proposal. We have already condemned the apartheid regime and racial discrimination in all its forms. When we look into the financial circumstances affecting FAO we realize that as long as this proposal will be submitted by the Council to the General Conference we can add a small correction urging the General Conference to look into the possibility of undertaking such a study taking into account the financial situation of FAO, in addition to the economic benefits of such a study. But as to the substance of the proposal, we fully agree with it.

Gonzalo BULA HOYOS (Colombia): En todas las instancias, el Gobierno Colombiano ha condenado el apartheid y toda forma de discriminación racial. De manera que estaríamos dispuestos a apoyar plenamente la propuesta de Algeria.

México ha dicho lo que queríamos decir.

Antes de separarnos para el almuerzo, convendría que se solucionara esta situación.

La propuesta que usted ha hecho, basada en la intervención de México, podría ser aceptable, aunque, repito, nosotros no tendríamos inconveniente de ir más allá.

E. Patrick ALLEYNE (Trinidad and Tobago): The position of Trinidad and Tobago on the matter of apartheid is well known and properly recorded elsewhere. I hesitate to enter into what is obviously a delicate situation. However, we have-I would not say proposed-but designed a wording which emphasizes political action, occupation and a request for this study. I will read it, but I will say from the outset that for various reasons it will not be accepted. The wording reads as follows:

"The Council recommended to the Conference that FAO conducts appropriate studies on the negative effects which the untenable and undesirable political situation and other related circumstances undoubtedly have on the food situation in the frontline states and the development of agriculture in Southern Africa. Similarly such a study should be executed in respect of the occupied Arab lands".


But as I said earlier, for various reasons we do feel there will be some difficulty in accepting that. It is the feeling of this delegation that no one can really disagree that the nature of the study is within the capability, and for that matter within the responsibility, of FAO.

One point-I heard some delegates say that there is no question of condemnation. But I observe that the proposal asks for "a study on the consequences of" and one wonders how that will come out.

Because we have to move on, we shall recommend that the Secretariat take into account the various points of view expressed and attempt to distil some kind of wording, something that will be acceptable.

George Henry MUSGROVE (Canada): Much wisdom has been spoken on this matter, including the suggestions you yourself have made, Mr Chairman-I am thinking particularly of the interventions of the delegations of Colombia, India and others. But the essence of the matter is the very serious situation in Southern Africa, particularly that faced by the frontline states. With any political implications aside, I think that in the statement in our draft the essence of the situation should be addressed-that there is a serious food and agricultural situation in those states, and it may be well for this Organization to undertake some study of the food security and production process in Southern Africa.

What I was going to suggest when I asked for the floor was that perhaps some guidance from the Secretariat would be helpful to the debate. I realize we are looking at a report of what was said in the Council, but it may not be inappropriate in this case to tailor the request to the Secretariat in some way-"along with their ability", or "in conformity with ability" to undertake such a study, and perhaps in conformity with requests they have entertained from some elements in the United Nations system in terms of putting together an appropriate report. In this connection, we might say that we have been grateful for and appreciative of the work done by the Organization in the early warning system and in other documentation on other aspects of South Africa.

It may well be that a study could be combined with some of the information that is extant, coupled with some of the information that is currently under preparation within the Organization itself.

LE PRESIDENT: De nos débats il ressort que le Conseil a recommandé la poursuite de la réalisation par la FAO d'une étude sur les conséquences de la politique de l’apartheid sur la situation alimentaire et le développement agricole des pays de ligne de front de l'Afrique australe et que la très grande majorité du Conseil a demandé cette étude, en ajoutant à la fin du paragraphe que certains délégués n'ont pas adhéré à cette recommandation. En ce qui concerne la deuxième partie de la déclaration de la délégation algérienne sur les territoires arabes occupés je ne sais pas quelle est la réaction du Conseil.

En résumé, sur la première partie de la recommandation algérienne, le Comité de rédaction pourrait préparer un texte disant que le Conseil est d'accord sur la demande d'étude par la FAO sur les conséquences de l’apartheid, à l'exception de certains délégués.

Reste la seconde partie sur certains territoires arabes occupés. Est-ce que la déléguée peut nous redire sa proposition?

Mlle Faouzia BOUMAIZA (Algérie): Je dois dire que je suis étonnée que vous ayez scindé ma proposition en deux, parce que lorsque j'ai fait ma proposition je n'ai pas dit qu'il y avait deux parties, c'était une seule et unique proposition. Il me semble qu'aucune délégation n'a dit qu'il ne fallait pas mentionner la deuxième partie.


LE PRESIDENT: Y a-t-il des objections à ce que vient de dire la déléguée de l'Algérie?

Nous considérons que ce point est adopté, et que personne ne s'oppose à la proposition actuelle.

Antonio GAYOSO (United States of America): I must apologize. I was distracted momentarily and I did not hear your conclusion very well.

LE PRESIDENT: La déléguée de l'Algérie considère que sa proposition comprend peut-être deux parties mais qu'il s'agit d'une seule proposition. Elle considère qu'elle n'a pas entendu de réaction négative sur la seconde partie de sa proposition.

Je pose la question au Conseil: est-ce que le Conseil a une réaction sur la deuxième partie de la proposition de la déléguée de l'Algérie?

Antonio GAYOSO (United States of America): I said what I had to say about the Southern Africa issue, and the reason I split the two is because in the report elsewhere we have picked up the notion that, indeed, the frontline states are undergoing serious difficulties. My country bilaterally is one of the major active donors in that area assisting those countries to face the problems we have all discussed.

The second part of the proposal, however, gives me great, great substantive trouble because in essence it opens, whether we like it or not, a new field of action. Is FAO going to be active in all occupied territories? Are we going to be asking for food situation studies in all occupied territories of the world? There are quite a few in the world. So it seemed to me that it was more problematic and less practical. It would put the FAO in a position that would be very much a political position. It would put FAO very, very much in a situation in which it could not even carry out a mandate.

My delegation thinks that it is very inappropriate to ask the FAO to do such a thing. Therefore, I would like to set the record straight by saying that we do not agree with that proposition.

Rainer PRESTIEN (Germany, Federal Republic of):I understood the proposals submitted by the delegate of Algeria as one proposal submitted to the Council. That was why I expressed myself as I did in my intervention, "As I understand the proposal submitted by one delegation, supported by various other speakers, this proposal not only refers to the problem of apartheid alone", before I reserved my position on the proposal submitted by the delegate of Algeria.

M. Afzal QADIR (Pakistan): I would go along with the interpretation that the delegate of Algeria has given as to how she viewed the two proposals. She called for two different studies, of course, but I see the situation in the same way as she does and I agree entirely with the way she has explained the two proposals.

Georges EGAL (France): La France souscrit à ce qu'a dit le délégué des Etats-Unis sur ce problème. Personnellement, je voudrais ajouter que je partage les sentiments exprimés par ma collègue algérienne, mais je voudrais qu'elle fasse le même effort que moi. Par exemple, en allant au bout de cette pensée, on devrait logiquement parler de l'influence des conséquences des conflits sur l'agriculture dans le monde entier. Pourquoi privilégier deux foyers? On n'a qu'à parler de tous les lieux où l'agriculture est affectée par les conflits.


Mlle Faouzia BOUMAIZA (Algérie): Je remercie l'Ambassadeur de France de sa proposition. Notre délégation maintient sa première proposition mais ne s'oppose nullement à celle qui vient d'être présentée par l'Ambassadeur de France.

Bashir El Mabrouk SAID (Libya) (original language Arabic): At the outset I would like to make a general remark to the effect that there are delegations that have the floor more than once. Therefore, I propose that when any delegation asks for the floor for a second time that the delegation should be put at the end of the list in order to give others a chance to speak.

We opened the discussion because, when the Algerian delegate submitted her proposal, we did not consider it as falling into two parts. Therefore, giving the floor again to certain delegations would only allow them to repeat what they have already said. I call upon you to take this into consideration and consider that the Algerian proposal is one proposal.

LE PRESIDENT: Ce qu'a dit la déléguée de l'Algérie, appuyée par le délégué de la Libye, c'est qu'il s'agit d'une proposition unique qui doit être approuvée dans sa totalité.

Ceux qui ont des objections sur cette formulation peuvent les faire connaître et nous pourrons les mentionner dans le procès-verbal.

DEPUTY DIRECTOR-GENERAL: I threatened at an earlier stage to provide additional information to the Council, and I am now in a position to do so. It relates to the Algerian proposal in its entirety.

First of all, on the question of apartheid itself, I would like to recall that in 1982 FAO published a study called, "Apartheid, Poverty and Malnutrition". That was a contribution to International Anti-Apartheid Year.

So far as concerns the effect on the frontline states-this was the real point of the Algerian proposal-I would like to mention that a resolution was adopted by the General Assembly at its last Session. The title is, "Special Assistance to Frontline States", and perhaps I can read the first paragraph of the Preamble to set the context in which the rest of the Resolution takes place: "The General Assembly, deeply concerned at the deteriorating situation in southern Africa, which has aggravated the economic problems confronting the frontline states and other bordering states arising from the apartheid policies of the Pretoria regime...". The General Assembly goes on later in its operative paragraphs to say: "Requests the Secretary General"-that is the Secretary General of the United Nations-"to mobilize organs, organizations and bodies of the United Nations system so that they may respond to such requests for assistance as might be forthcoming from individual states," that is to say, individual frontline states. There are a number of other operative paragraphs that I do not need to read in their entirety.

In accordance with that Resolution, FAO is already providing many items of specific assistance to the frontline states. Furthermore, in our reports and analyses of the agriculture and food situation in the frontline states we very naturally and inevitably take full account of the impact of the security or rather the insecurity situation on the agriculture and food situation in those states. Such information will, of course, continue to be incorporated in full in all of our analyses of the state of food and agriculture in the frontline states.

The only issue before this Council is whether there should be a special study on this matter, and even if there is no consensus in the Council on this matter, I do not believe that the gravity of a division of opinion should be overestimated because we shall, of course, be taking full account in any event in our ongoing work of the actual situation.

So far as concerns the occupied territories, I would like to mention that two studies have been carried out already on the agricultural situation in those areas through the joint ESCWA/FAO


agriculture division. ESCWA is the Economic and Social Commission for Western Asia, a United Nations body, and we have a joint agriculture division with it. One study was completed in 1985 and copies can be made available on request.

Another study is now in the final stages of completion and will become available in July. It is simply a question of the joint ESCWA/FAO Agriculture Division continuing a line of work which has already been established.

Antonio GAYOSO (United States of America): Does the Deputy Director-General have the voting record on this resolution-whether it was approved by unanimity, by consensus, and so on?

DEPUTY DIRECTOR-GENERAL: On the resolution on special assistance to front-line states, there is a long list of countries that voted in favour of it. No country voted against. The United States abstained, and there were some countries that were absent.

LE PRESIDENT: Pouvons-nous considérer que la proposition de l'Algérie est acceptée et qu'il s'agit d'une formulation unique, en disant que la grande majorité du Conseil recommande cette étude mais que certains membres n'ont pas adhéré à cette recommandation? Car, comme ledit le délégué du Mexique, nous avons beaucoup de travail.

Pouvons-nous donc dire que la proposition de la déléguée de l'Algérie est unique, que le Conseil l'a approuvée et qu'elle sera rédigée en conséquence, avec mention du fait que certains délégués n'ont pas adhéré à cette recommandation.

Antonio GAYOSO (United States of America): I really regret that this proposal has been put together when it deals with two completely separate and differing issues. Therefore, I must reiterate the reservation of my delegation on the proposal. I wish to inform you that we intend to provide the Secretariat with a footnote to be shown in the report regarding this paragraph. I will provide the language for the Secretariat momentarily.

Gonzalo BULA HOYOS (Colombia): Nosotros estamos plenamente de acuerdo con su propuesta y, repetimos, podíamos ir más allá, pero si la distinguida colega de Argelia y los demás Miembros del Consejo estuvieran de acuerdo nos atreveríamos a hacer una propuesta en dos puntos dirigidos a obtener un consenso y evitar reservas de manera que la propuesta argelina fuera más efectiva.

James D. AITKEN (United Kingdom): I feel in need of some clarification because my understanding of what the Deputy Director-General said was that, within the remit of the FAO, work was already being undertaken and continuing. Therefore, we were not sure why there was a need for any additional study. But if the feeling of the meeting-and it is confirmed that this is the case by yourself-is that the Algerian proposal on the double study stands, then if we might we would like to have a


footnote associated with this decision in which it says that the United Kingdom considers FAO as a specialized agency of the United Nations which, by virtue of its statutes, is a technical organization in which it is not appropriate to deal with political questions which come within the province of other United Nations bodies.

Waliur RAHMAN (Bangladesh): In view of the clarification submitted by the distinguished Deputy Director-General about the voting in the UN General Assembly, in which the Member States present in the Council took an active part and took a conscious decision reflecting the policies of their concerned governments, I realize that the decision-making process in the Council has been further facilitated. Having said that, my delegation refrains from expressing any view on the proposal submitted by the distinguished delegate of Algeria because our position is well known. The resolution that was referred to by the Deputy Director-General received our full support in New York.

With reference to the proposal from Algeria, I continue to believe that we should try to have a decision without any reservation. That is the view of my delegation: that we should try to have decision without reservation by any country whatsoever. Whilst we fully agree with the compromise formula that you propose, that should be the last resort. Perhaps the proposal made by the distinguished delegate of Colombia merits some consideration which is facilitated by virtue of the fact that we are about to break for lunch. Perhaps we can allow the concerned delegates-particularly the distinguished delegate of Algeria and others concerned-to have a brief moment of consultation so as to arrive at an agreed text. If not, then we entirely support the compromise solution you have proposed.

LE PRESIDENT: Madame la déléguée de l'Algérie accepte-t-elle la proposition du délégué de la Colombie, à savoir que cette recommandation soit formulée en deux parties de façon à obtenir le consensus d'un maximum de délégués?

Mlle Faouzia BOUMAIZA (Algérie): La délégation algérienne est, bien entendu, ouverte à toute proposition qui pourrait obtenir le consensus. C'est pourquoi nous pouvons accepter la proposition de la Colombie et discuter avec les délégations qui refusent notre proposition.

LE PRESIDENT: Nous sommes saisis d'une proposition concrète. Je demande à l'auteur de cette proposition, compte tenu de son expérience, d'essayer d'établir des contacts pour nous donner quelque chose tout à l'heure.

Gonzalo BULA HOYOS (Colombia): Sr. Presidente, con mucho gusto colaboraré con el Sr. Walton y la distinguida representante de Argelia, pero después de almorzar, tengo hambre.

LE PRESIDENT: Il y a encore cinq délégués inscrits avant d'aller déjeuner et j'ai le devoir de leur donner la parole afin que le Conseil bénéficie de leurs interventions.

Atif Y. BUKHARI (Saudi Arabia, Kingdom of) (original language Arabic): We support the Algerian proposal entirely, as it is, as a single proposal and not divided up into two. However, the Council is divided on such a simple and straight-forward matter, especially since this has been clearly indicated by the Deputy Director-General. We do not wish to see views in the Council lean towards division and challenge.


I would like to try and help my friend, Ambassador Bula Hoyos, in his task. I would like to propose the following text for consideration. We could say: "The Council recommends to the general Conference the consideration of the possibility of preparing a study on..."-and this is where we would, insert the Algerian proposal and then continue-"... due account should be taken of the economic, technical and social feasibility of such a study." That is the end of my text, Sir. I make this proposal because we are keen as a member of this Organization on not dragging this Organization into initiating studies that will not benefit the international community. We would like studies carried out by the FAO always to be effective and useful for all mankind and the members of this Organization.

LE PRESIDENT: Je pense que vous pourriez peut-être, au cours de l'interruption de séance, vous rapprocher de la délégation de l'Algérie et voir si votre formulation peut emporter son adhésion, auquel cas nous pourrions la soumettre à notre Conseil.

Georges EGAL (France): Je voudrais dire que la délégation française a la même définition de la mission de la FAO que la définition qu'en a faite le délégué britannique et je ne vois pas très bien ce que cette discussion ajoute à la mission de la FAO.

S. Gblorzuo TOWEH (Liberia): Following the clarification of the Deputy Director-General, we see no need for this proposal. In view of the fact that some members feel that this particular issue is political, and since the FAO is a technical Organization, we doubt seriously that you will get the consensus that you are looking for on this issue.

Humberto CARRION M. (Nicaragua): Qería Señor Presidente, aprovechar esta oportunidad para expresar que también el apoyo de Nicaragua a la propuesta de Argelia fue entendido como un todo, que no estaba dividida en dos partes y que el estudio debía incluir el estado de la agricultura y la alimentación en los territorios ocupados por Israel.

En realidad ha sido afortunado que hablara antes la delegación de Iberia, porque yo también creo que no se ha logrado un consenso en este Consejo sobre la propuesta que se ha realizado de este estudio. Lo que me imagino es que la FAO podrá hacerlo complementando lo que ya tiene y también satisfaciendo el interés del Consejo de que se intensifique este estudio, desde el punto de vista técnico y agrícola, no sé si se puede hablar así.

Si suspendemos la sesión en este momento, cuando ya prácticamente llegamos a un acuerdo con dos reservas, creo que sería inútil perder tiempo haciendo negociaciones que no van a llegar a ningún fin y que vamos a mantener siempre dos reservas en el párrafo, cualquier párrafo que se desee negociar y tendría que mantenerse un debate más amplio del que hemos mantenido hasta ahora. Por ejemplo, si se desean hacer estudios en otros países, Nicaragua preferiría que fueran inspcritos en aquellos países sobre los cuales se pueden hacer estudios en el sector de la agricultura, precisamente por la agresión de los Estados Unidos a mi país. Pero visto que no es así creo que usted, Señor Presidente, podría cerrar este debate y dejar el estudio con dos reservas.


LE PRESIDENT: Effectivement, nous avons opté avec le délégué de la Colombie ainsi qu'avec quelques autres, l'Algérie et l'Arabie Saoudite, pour trouver un compromis. Si cet après-midi, on a une rédaction qui peut être envisagée par le Conseil, tant mieux, et de toute façon, je propose au notre ordre du jour jusqu'à ce qu'on nous apporte un texte qui puisse, le cas échéant, être agréé par le Conseil.
