APROBACION DEL INFORME

LE PRESIDENT: Nous avons le quorum et nous pouvons commencer nos travaux. Je vais commencer les travaux de la présente session tout d'abord en vous présentant toutes nos excuses de n'avoir pu tenir la séance de ce matin. C'est tout à fait indépendant à la fois de notre volonté, et de celle du Président du Comité de rédaction.

Je voudrais tout d'abord vous faire une communication, suite à celle que j'ai faite avant-hier matin concernant l'état de la situation de projet de résolution déposé en seconde commission, ou à l'Assemblée générale des Nations Unies, concernant un point de notre ordre du jour: le point concernant les relations entre le Programme alimentaire mondial et la FAO.

D'après les dernières informations que j'ai reçues-et je vous avais promis de vous tenir informés-ce projet de résolution n'a pas encore été déposé. C'est une troisième mouture par rapport aux deux projets précédents. Mais jusqu'à présent, il n'y a donc aucun élément nouveau. Je crois qu'il est important que vous le sachiez, compte tenu de nos travaux d'avant-hier.

Maintenant, je voudrais commencer tout d'abord en adressant à la fois un hommage, et tous nos remerciements, à notre collègue et ami Muhammad Saleem Khan Président du Comité de rédaction qui a, avec une très haute compétence, avec beaucoup d'enthousiasme, de dévouement, de sagesse, présidé un Comité de rédaction particulièrement difficile. Comme vous le savez, nous avons eu des matières diverses, importantes, sujettes malgré tout à pas mal de controverses. Et je voudrais le remercier d'avoir mené dans un temps record tous ces travaux à bien.

Je voudrais remercier également tous les Membres du comité de rédaction, et je crois que la tâche qu'ils ont accomplie nous permet, et nous permettra dans le courant de cet après-midi, l'adoption d'un rapport que j'ai eu l'occasion de parcourir, qui n'est pas encore entièrement imprimé. Il reste trois documents: les document REP/10, REP/11 et REP/12, qui sont en voie de traduction et d'impression, et qui vont être distribués en cours de séance, et vraisemblablement avant 16 h-16 h 30. Cela nous permet de commencer nos travaux. Je vous proposerais peut-être, sur les points qui ne prêtent aucunement à controverse, d'essayer d'aller vite. Je ne vais pas discuter sur le point de savoir si l'on va, pour ces points, regarder paragraphe par paragraphe. Je vous proposerai de parcourir rapidement les premiers paragraphes des premiers documents qui ne posent aucun problème. Et puis nous examinerons dans le détail le rapport. Comme je vous l'ai dit, il serait intéressant, s'il accepte, que le Président du Comité de rédaction puisse peut-être nous faire un rapport de ses sentiments, des ses impressions, concernant le déroulement des travaux du Comité qu'il a bien voulu présider.


Muhammad Saleem KHAN (Chairman, Drafting Committee): Mr Chairman. I would like to thank you for your very kind words about the humble role I have played. I would like to thank Members of the Council for having placed their confidence in me by electing me to chair this very important Drafting Committee. We had an excellent selection of members who really worked very hard through long night sessions, and during the day, even at times when the mind became numb, and it was very difficult to concentrate. However, we trudged along and tried to finish the task which had been assigned to us in the best possible way and in a way which could be acceptable in the Plenary to all Members. We tried to do our best.

Of course, we had the constraints of time. Such a lot has happened here in the Plenary, and it might not have been possible to reflect all of the important things which have been said here in Plenary in the Draft, but the Drafting Committee did as best it could to try to produce a draft which could be widely acceptable and which would give rise to few difficulties in the Way of acceptance.

We went to the Drafting Committee with an excellent composition of extremely qualified and experienced members both Rome-based and from capitals, and always with the assurance of your support, Mr Chairman, behind the Drafting Committee in the way you summarized discussions in the Plenary in a systematic manner and in the way which you gave clear direction to the proceedings, which greatly facilitated the work of the Drafting Committee.

Mr Chairman, as you have yourself mentioned, we have now nine drafts before us from REP/1 to REP/9. Another three drafts are coming. Before we start our discussions I want to bring to your attention one or two minor errors which have crept in through oversight in these drafts. The first one of these is in REP/7, paragraph 5, page 3 of the English text, under the subject of the WFP Headquarters Agreement. The intention was clear but in the typing an error has crept in. There is the word "not" which should not be there. The last sentence of that paragraph should read "A number of members felt that the governance issue should be concluded expeditiously." Please delete the word "not". This correction may not be necessary in other languages, but I do not have the text in the other languages before me. Would you please, however, correct it in the English text.

The next error is in REP/8 at page 9 of the English text, paragraph 32 under the title "The Cash Flow and Recourse to Borrowing." I will read this out. Will you please correct the relevant text. I will read out the whole paragraph because there are certain deletions which have been made during the drafting process which have continued to be included in REP/8.

"The Council noted and shared the grave concern expressed by the Finance Committee in September with the situation, in particular the extraordinary magnitude of outstanding contributions and arrears had led to internal borrowing." The word "which", in the English text, and the words "the need first for the" are deleted, so that it reads "which had led to internal borrowing in August and September." Here again you have four words deleted "which had proved necessary". "… internal borrowing in August and September in amounts totaling US$28 million and to the foreseen need for external borrowing thereafter." The rest of the text is correct.


To take you back to REP/2 paragraph 7 in the English text, in the third line it says "consideration should be given to convening the CFS biannually. The word is "biennially", that is, once every two years and not twice every year.

Going back to REP/1 page 7 paragraph 21, the third line in the English text which ends with the words "including the vital issue of facilitating the individual" and here there is a full line that has been omitted inadvertently. It should read "including the vital issue of facilitating the individual household's access to food supplies and means of promoting, domestic food production." The words "domestic food production" are already there in the English text, so that the words that are omitted are "households' access to food supplies." Then continue "means of promoting", the rest is in the text.

These were the errors which we have noted and are announcing here from the podium. There may be other errors and if any member notes them please point them out. We will try and see whether those can be corrected as we go on.

With those words I would like to thank once again the members of the Drafting Committee, the Secretariat, who have supported us throughout the work of the Drafting Committee, both from the WFP and the FAO and all the other staff: the interpreters, the messengers, and everyone. I would like to thank them all on behalf of the Drafting Committee and my thanks once again on my own behalf and also on behalf of Pakistan for the confidence that this Council has laid in my Chairmanship.

LE PRESIDENT: Je remercie très vivement le Président du Comité de rédaction. Mais je voudrais lui dire que s'il n'eût point été là, les travaux n'auraient point progressé de la façon dont ils ont progressé. C'est grâce à sa grande compétence, à sa grande sagesse, que nous avons un rapport complet, que j'ai eu l'occasion de lire (sauf les trois derniers documents qui vont nous être distribués) et qui me parait un excellent document, qui résume admirablement la synthèse de nos travaux.

Nous allons commencer par le document CL 98/REP/1, qui ne pose pas beaucoup de problèmes particuliers. Je reprendrai quand même point par point, page 1, page 2, page 3… mais sur le début, je crois qu'il n'y aura pas beaucoup de difficultés.

Gonzalo BULA HOTOS (Colombia): En nuestra primera intervención en la sesión de esta tarde, los representantes de Colombia queremos rendir homenaje a la admiración, la inteligencia y la competencia con que nuestro colega y amigo Saleem Khan, de Pakistán, presidió el Comité de Redacción. No hay un solo


corchete en todo este intenso trabajo. Creo que éste es un récord; es algo excepcional en la historia de las reuniones del Consejo. Esto indica el esfuerzo que hizo nuestro Presidente para lograr el consenso. Basado en todo ello, sobre el REP/1 proponemos que se adopte en bloque o que, si esa propuesta no es aceptable, que se adopten por lo menos en bloque los párrafos 1 a 12, que son tres temas formales, y se empiece con el párrafo 13. Pero creo que el REP/1 podría adoptarse sin discusión.

Sra. Margarita LIZARRAGA SAUCEDO (México): Mi delegación reconoce también el trabajo excelente que ha hecho el Comité de Redacción, sin embargo, y aunque nos gustarla mucho adherirnos a la propuesta que acaba de hacer el Delegado de Colombia, nos encontramos en la situación de que creemos que en REP/1 faltan algunos elementos, y aceptaríamos, si los demás asi lo consideran pertinente, adoptar en bloque hasta el párrafo 12; pero preferiríamos ir párrafo por párrafo.

Sra. Margarita LIZARRAGA SAUCEDO (México): Puede ser en este párrafo, señor Presidente, o posteriormente, pero creo que en este párrafo sería sustantivo que un eco que se hizo en este Consejo promovido por varias delegaciones, entre ellas la mía propia, en el sentido de que este Consejo enviara por su conducto una comunicación al GATT con el pronunciamiento claro de este Consejo indicando la importancia de que se llegara a resultados efectivos en la Ronda Uruguay.

Mi proposición, señor Presidente, es que como segunda frase después de donde dice: El acuerdo de Mitad del Período, se incluyera una frase que dijera: Y se pronunció porque se enviara una comunicación pidiendo resultados satisfactorios a la Ronda Uruguay.

EL PRESIDENTE: Pregunto a la Señora Representante de México si se debe enviar al Sr. Dunkel, al Director General del GATT, ya que debemos saber a quien se debe enviar. ¿Quizás se lo debemos enviar a la Dirección del GATT?


Sra. Margarita LIZARRAGA SAUCEDO (México): Si Señor Presidente.

EL PRESIDENTE: Se enviará una comunicación pidiendo resultados satisfactorios a la Ronda Uruguay, que se enviará a la Dirección del GATT. Y a-t-il des objections? Est-ce que quelqu'un désire compléter la demande du Mexique?

Mme. Yvette LANGRAND (France): Je note que la demande de la délégation mexicaine semble être déjà satisfaite par la dernière phrase de ce paragraphe 16 qui indique: "il a instamment prié tous les participants de faire preuve, au niveau le plus élevé, de la volonté politique nécessaire pour garantir le succès des égociations commerciales et aboutir à une économie mondiale florissante et en expansion". Il me semble que l'intention est marquée là.

LE PRESIDENT: Cela est dit d'une façon différente puisque l'intention de l'honorable Représentant du Mexique était d'envoyer une communication spéciale à la direction du GATT, tandis qu'ici le message est adressé aux participants à l'Uruguay Round. Mais en effet la proposition faite par le Représentant du Mexique pourrait se situer à un autre endroit que celui qu'il vient de proposer; elle pourrait très bien se situer à la fin du paragraphe. Je suppose Madame que vous n'avez pas d'objection à ce que votre phrase figure éventuellement à la fin du paragraphe plutôt qu'à la fin de la première phrase de façon à ce que l'on joigne l'observation française à la vôtre. J'aimerais connaître votre opinion.

Sra. Margarita LIZARRAGA SAUCEDO (México): El mensaje que nosotros quisimos dar son unas señales claras; yo dudo si es al Presidente del GATT o al Presidente del Comité de Negociaciones, ya que aquí aludimos a que justamente los involucrados directamente, las partes, tomaran la responsabilidad de dar buenos resultados. Particularmente dijimos que este Consejo sesionaba en un momento particularmente importante, ya que queríamos que el pronunciamiento del Consejo de la Organización dedicada a la alimentación y la agricultura se pronunciara con señales claras y con una comunicación donde dijéramos: esperamos resultados de ustedes.

Señor Presidente su pregunta me ha hecho dudar sobre si es al Presidente del GATT o al Presidente de las Negociaciones.

Gonzalo BULA HOTOS (Colombia): Intervengo, señor Presidente en este punto porque no se trató en el Comité de Redacción y asi no hay respeto ni precedente. Yo creo que de manera sencilla podemos combinar las intenciones de México con la observación de Francia.


Al final del párrafo 16, después de donde dice "crecimiento" se agregaría la siguiente: y a tal respecto, el Consejo pidió al Presidente que dirigiera un mensaje al GATT en este sentido; o sea en el sentido de la última frase que, como lo señaló Francia, habla de buena voluntad, toma de conclusiones satisfactorias, etcétera.

Gerhard LIEBER (Germany): I always listen with great attention and respect to the statements of the delegation of Mexico and normally I am in a position to agree with them. In this case the proposal does not seem to be too logical in itself because we are sending a message to ourselves. The governments in GATT are represented here in the Council also and we all know what we have to do in that. We are underlining things which are more or less self-evident.

Sra. Margarita LIZARRAGA SAUCEDO (México): Vamos a poner las cuestiones por partes. El sentido de lo que está pidiendo mi Delegación, que fue compartido por otras delegaciones, y que en ninguna tuvo un rechazo, por lo cual estimamos que esto fue consensual, es que se habló en el sentido de que había partes, que había responsables de que las cosas no estuvieran saliendo bien y por eso no nos quedamos satisfechos con un mensaje de llamamiento de buena voluntad, porque hay evidentemente actores principales que están dificultando que la Ronda Uruguay llegue a resultados. Nosotros queremos que el Consejo del Organismo dedicado a la agricultura y la alimentación tome una acción recordando que debe de haber resultados, porque no estamos hablando de otras cosas, sino de lo que atañe a la agricultura y a la alimentación. Por eso queremos un pronunciamiento y una comunicación de este Organo en este sentido. Creemos que debe decirse con todas sus palabras y debe hacerse un llamamiento serio.

Paulo ESTIVALLET DE MESQUITA (Brazil): I want to support the proposal made by Mexico. The objection raised by the delegate of Germany I do not think is pertinent in this case because there is a difference, because these things are being said in another context. The Council has a particular role with regard to development concerning food and agriculture and it would be a different thing to have it here.

Besides, I think that the delegate of Mexico could have phrased things in a stronger wording if she had wanted to, but the way she put it we could not possibly raise an objection. She is asking that the Council pronounce itself in favour of satisfactory results in the Uruguay Round. Can someone possibly object to a call for satisfactory results? Is someone going to ask for non-satisfactory results in the Uruguay Round? So I think this is rather a simple matter.

LE PRESIDENT: Je partage votre avis. L'avis du Conseil, plus la somme des avis des 49 membres, équivaut à l'avis du Conseil en tant qu'entité. Il est


clair que chacun des membres représente l'opinion de ce gouvernement et en réfère à ce dernier. Il est clair aussi que les gouvernements ont les mêmes positions dans les mêmes assemblées, mais l'avis du Conseil plénier, c'est l'avis d'un organe en tant que tel, qui a son existence propre.

Michel MOMBOULI (Congo): Je serai très bref parce que ceux qui sont intervenus avant nous ont dit ce que nous voulions dire.

Nous voulions indiquer simplement que nous partagions la préoccupation exprimée par la délégation mexicaine et nous pensons que, telle qu'elle a été formulée par l'ambassadeur de Colombie, nous ne devrions pas avoir de difficultés. En effet la proposition colombienne est assez précise puisqu'elle dit par quel canal on va passer pour adresser cet appel d'une part, à qui on l'adresse et quel en est le contenu puisque la phrase qui est au-dessus dit exactement ce que l'on souhaite voir.

A l'intention de l'Allemagne, je voudrais dire que bien souvent ce sont les mêmes Etats qui se retrouvent à différents niveaux et si nous partons du principe que, étant représentés ici et pas ailleurs, nous ne devons pas nous envoyer de messages, nous ne ferons plus rien. Ici c'est une entité qui a une certaine compétence, qui s'exprime globalement, comme l'a dit le Président du Conseil, et je crois que notre démarche est tout à fait justifiée.

Mme. Yvette LANGRAND (France): Monsieur le Président, le problème n'est pas dans l’intention mais dans la méthode de travail. Nous nous appuyons sur les travaux du Comité de rédaction qui n'a pas constaté qu'il y avait eu une demande faite par le Conseil, à l'unanimité, concernant un message à envoyer. Par conséquent il nous semble difficile de reprendre là une déclaration qui n'avait pas été évoquée en Conseil et qui n'avait donc pas pu être reprise en Comité de rédaction.

LE PRESIDENT: Je me permettrai quand même de faire remarquer que si le Conseil s'exprime dans un sens, il faut que cette expression serve non seulement à l'usage interne du Conseil, mais également à l'usage externe sinon je ne vois plus très bien quel serait le rôle du Conseil vis-à-vis de l'extérieur. Le Conseil n'est pas un séminaire confidentiel.

El Hadj Ibrahim ΚΑΒΑ (Guinée): La délégation guinéenne estime que la proposition mexicaine est acceptable pour la raison bien fondée que les négociations en cours au GATT revêtent une importance capitale pour nos pays, et particulièrement pour les pays en développement. D'autre part l'appel dont il s'agit a été prononcé effectivement au cours de nos débats. Par conséquent, il est important de refléter la réalité du débat. Par ailleurs, notre Conseil est concerné et intéressé par les négociations en cours et je crois qu'il est utile de faire comprendre aux délégués de nos


pays au GATT que nous suivons de très près les négociations et que nous en attendons des résultats tangibles. Je pense que cela n'est pas contradictoire du tout et que les deux organismes constituent des identités différentes. Nous pouvons donc parfaitement adresser un appel dans ce sens et je pense que la proposition faite par la Colombie est tout à fait acceptable en ce qui nous concerne.

Peter FRANKLIN (Australia): I take the floor simply to totally endorse the position taken by previous speakers that this aspect should be covered in our report. I support in particular Mexico because the delegate has taken up a point which we raised specifically on this item. We asked the Council to take a stand and take a position on this matter. It clearly has. There has been no disagreement to the position. I think for delegates simply to take this matter back to their countries is a fairly hollow welcome. I entirely agree with your assessment that as an identity this Council has a right and almost an obligation to convey that message to the appropriate GATT identity.

LE PRESIDENT: Je veux simplement dire que je suis convaincu que l'ensemble du Conseil est de la même opinion, avec peut-être quelques nuances.

Parviz KORBASSI (Iran, Islamic Republic of): I share the view of the delegates of Mexico and Brazil.

Assefa YILALA (Ethiopia): I also want to express my view that we support the proposal made by Mexico for two reasons: one, the completion of a successful and satisfactory conclusion was expressed so many times by so many delegations here in the meeting; also this is not the first time that we send such messages to other intergovernmental bodies and this is quite a normal thing that we did in the past and I do not see any reason to object to this.

Sra. Margarita LIZARRAGA SAUCEDO (México): Creo que está claro. Quiero responder a la distinguida delegada de Francia simplemente en el sentido de que sí hubo pronunciamientos, que sí hubo una clara expresión; mi delegación y varias delegaciones se refirieron a nuestro pronunciamiento. Otras lo hicieron en otro sentido, pero no habiendo habido ninguna Cuestión en contra, es evidente que es un pronunciamiento que no hace daño a nadie.

EL PRESIDENTE: A este respecto, el Consejo pidió al Presidente que enviara un mensaje al GATT en ese sentido. (Sigue en francés.)


Il me vient une idée qui pourrait peut-être nous inspirer pour le reste de nos travaux. Lorsque nous exprimons une opinion, il serait préférable que ce soit ceux qui ne sont pas d'accord qui s'expriment et non pas ceux qui sont d'accord. Cela permettrait d'accélérer nos travaux.

Muhammad Saleem KHAN (Chairman, Drafting Committee): The Drafting Committee did not consider this aspect. We know from the Verbatim Record that it was certainly mentioned by the delegation of Mexico in its statement. It is up to the Council to decide whether it should include the majority feeling and I think the suggestion of Colombia is quite appropriate to incorporate this message at the end of the paragraph according to the wording which he has expressed and say: "To call upon the Independent Chairman to convey the sentiments of the Council in this respect to GATT".

LE PRESIDENT: Je propose simplement de demander l'avis du Conseil pour savoir si quelqu'un a une objection à la phrase telle qu'elle vient d'être lue par le Président du Comité de rédaction.

Y a-t-il une objection à ce que l'on ajoute, à la fin du paragraphe la proposition de l'Ambassadeur de Colombie? Il s'agit de la proposition de faire envoyer un message en ce sens au GATT par le Conseil.

Gian Luigi VALENZA (Italie): Je suis arrivé lorsque la discussion sur ce point était déjà commencée. On m'a mis au courant. Je crois que, dans la première phrase du paragraphe 16, il est très clairement indiqué que le Conseil a insisté sur la nécessité de mener à bonne fin les négociations multilatérales de l'Uruguay. Nous avons donc dit ce que nous avions à dire.

Quant au fait d'envoyer un message ou non, je serais d'avis de l'envoyer d'une façon non pas anonyme mais moins officielle, sans introduire quelque chose dans le paragraphe 16 mais, par exemple, en faisant adresser une lettre par vous-même, M. le Président, jointe à une copie de ce rapport qui dit très clairement ce que nous pensons.

J'ai entendu deux ou trois collègues qui n'étaient pas tout à fait d'accord avec la proposition de la Colombie. Je pense qu'il faut faire une distinction.

LE PRESIDENT: Il y a une proposition précise faite par l'Ambassadeur de Colombie. Je ne dirai pas que le nom de votre modeste président est anonyme mais c'est un nom qui n'est pas spécialement connu au GATT. Il n'est donc pas trop compromettant. Nous pourrions donc transmettre ainsi le voeu du Conseil.

Quelqu'un a-t-il une objection sur cette façon de procéder?


S'il y a un large consensus, ne perdons pas de temps, je vous en prie, sur des modalités qui n'ont rien à voir avec la substance du problème. Nous sommes d'accord sur l'esprit du paragraphe 16. Que ce message soit envoyé par la poste, par fax, par télex ou par un autre moyen, cela importe peu. Je peux simplement vous promettre que ce message partira le plus rapidement possible.

Y a-t-il une objection à cette proposition?

Il en est ainsi décidé et le paragraphe 16 est adopté, tel qu'amendé.

Nous passons au paragraphe 17, qui est important, y a-t-il des remarques à propos de ce paragraphe? Il est approuvé.

Sra. Margarita LIZARRAGA SAUCEDO (México): Mi delegación desearía hacer tres observaciones a este párrafo 24. La primera es de forma y consiste en cambiar en la primera frase "del volumen de capturas de peces" por "del volumen de capturas pesqueras", porque se trata no solamente de peces sino de otras especies. En la línea tercera del texto español y después de "rápido crecimiento del comercio pesquero" matizarlo indicando "si bien éste se había frenado en el último tiempo", porque así lo expresan los documentos, y ahí terminaría la primera frase. Después nosotros querríamos introducir en la tercera frase un elemento que mi delegación dijo en este tema y en otro, que fue apoyado por algunas delegaciones. Aquí diríamos "Algunos países señalaron con preocupación las medidas seudoecológicas vinculadas al comercio pesquero que afectan particularmente a los países en desarrollo en el ejercicio de su soberanía en las zonas económicas exclusivas". ¿Quiere que lo repita o lo captó bien?

EL PRESIDENTE: Creo que Ud. propone cambiar las palabras "de peces" por "volumen de capturas pesqueras". Entonces, después del "crecimiento del comercio pesquero", Usted propuso "si bien éste ha sido frenado en el último tiempo". Y al final del párrafo Ud. propuso una frase completa diciendo: "Algunos países señalaron con preocupación las medidas seudoecológicas que afectan particularmente a los países en vías de desarrollo en el ejercicio de su soberanía en las zonas pesqueras exclusivas". ¿Puede volverlo a leer?

Sra. Margarita LIZARRAGA SAUCEDO (México): Con mucho gusto señor Presidente. No se trata del final del párrafo, sino que sería la tercera frase después de "no ser sostenible" y se diría, en punto y seguido: "Algunos países señalaron con preocupación las medidas seudoecológicas vinculadas al comercio pesquero que afectan particularmente a los países en desarrollo en el ejercicio de la soberanía de su zona económica exclusiva".


F.C. PRILLEVITZ (Netherlands): I have just a simple question. What does "pseudo ecological measures" mean?

Sra. Margarita LIZARRAGA SAUCEDO (México): Varios países estamos sufriendo en estos momentos algo que se ha interpretado, porque no hay pruebas y porque las poblaciones están creciendo, y es que existe una competencia con otras poblaciones que las protegemos nosotros mismos y que curiosamente se vinculan a medidas de carácter estrictamente comercial. Se invocan como ecológicas, pero son estrictamente comerciales. Es un debate internacional. No estamos citando especies ni países en particular, porque en el foro apropiado ya lo hicimos, pero aquí lo volvimos a sacar a colación y fue apoyado por algunos países, señalándolo así de manera muy respetuosa. CHAIRMAN: I will ask the specialist in the field to give his opinion on these propositions.

A.H. LINDQUIST (Assistant Director-General, Fisheries Department): I think the wording "pseudo ecological" is not used very much and perhaps it is not easily understood. I think what the distinguished delegate of Mexico means is measures which could not be proved by scientific scrutiny. That is a long formulation. I would say something like "measures insufficiently proved". Personally I would avoid using the words "pseudo ecological" because this is not a common term.

Ms Jane E. BECKER (United States of America): As an alternative to the insertion of a new third sentence in paragraph 24, as provided by the distinguished delegate for Mexico, my delegation would like to propose instead adding a single word to the last sentence of that same paragraph. In the English text that sentence begins, "Attention was drawn to the possible conflict between economic and social policies and objectives in the fisheries sector" etc. We would like to suggest after the word "economic" inserting a comma, and adding the word "ecological" or "environmental" so the sentence would then read: "Attention was drawn to the possible conflict between economic, ecological and social policies and objectives in the fisheries sector which merited study by FAO's Fisheries Department".

LE PRESIDENT: Je vous remercie très vivement de cette suggestion qui n'enlève rien, évidemment, aux deux premiers amendements qui me paraissent très clairs. Je ne crois pas qu'il y ait d'objection en ce qui concerne ces deux amendements. Nous pourrions donc procéder de manière systématique. Le premier amendement est un amendement de pure forme. Au lieu de dire, dans


le texte espagnol, "de peces" on élargit l'ensemble de la matière en disant "capturas pesqueras", ce qui me parait acceptable. S'il n'y a pas d'objection, il en est ainsi décidé.

Le deuxième amendement consiste à ajouter, à la fin de la première phrase, dans le texte espagnol, "si bien éste ha sido frenado en el último tiempo", ce qui veut dire que le commerce de la pêche a été freiné ces derniers temps. At the end of the first phrase. What do you think about that?

A.H. LINDQUIST (Assistant Director-General, Fisheries Department): I have no objection to that. That is O.K.

LE PRESIDENT: En l'absence d'objection, il en sera ainsi. Nous passons à la partie la plus substantielle, avec l'amendement du Mexique tel que sous-amendé par le Représentant des Etats-Unis. J'aimerais avoir le sentiment de la délégation du Mexique à ce sujet.

Margarita LIZARRAGA SAUCEDO (México): Yo no tengo ninguna dificultad con la proposición de incluir el término "ecológicos" en la última frase, tal como lo propuso la distinguida Delegada de los Estados Unidos. Evidentemente, esto no excluye la introducción de la frase que yo había propuesto como tercera frase, y creo que mi Delegación podría aceptar, en principio, ya sea la proposición que nos ha hecho el doctor Lindquist, o bien, si les da problema la palabra "pseudoecológicas", podríamos poner "pretendidas medidas ecológicas" o "supuestas medidas ecológicas".

Lo que pasa es que como está de moda el tema de lo ecológico, ahora se utiliza esa bandera como una cuestión de carácter comercial. Ese es el problema. Entonces, lo que queremos es que se diga que se trata de medidas que parecen ser ecológicas.

LE PRESIDENT: Seulement, je crois qu'il n'y a pas de contradiction avec la proposition faite par l'honorable Représentant des Etats-Unis, qui propose dans le texte anglais: "Between economy and social policy" de mettre: "Between economy, ecological and social policy". Je crois que M. THE CHAIRMAN: What is the opinion of the Chairman of the Drafting Committee?

Muhammad Saleem KHAN (Chairman, Drafting Committee): The Committee stands guided by the Council. The statement was made by the delegate of Mexico as we have seen in the Verbatim Record, and the understanding of the Chair of the Drafting Committee is that the proposal from the delegate of the United States of America was not a new one, but was in substitution of that which was put forward by Mexico. It is up to the Council whether it accepts the proposal made by the delegate of Mexico or any substitution put forward by the delegate of the United States of America. The difficulty seems to be with the word "pseudo ecological". It is new terminology but it reflects what the delegate of Mexico wants to say. However, it is for the Council to decide.

LE PRESIDENT: Je vous remercie très vivement. Mercedes FERMIN GOMEZ (Venezuela): Como Venezuela está entre los países a los que se refiere la proposición de México y que siente la preocupación por estas medidas unilaterales que se han tomado-como en el caso de los delfines, que ya consideramos aquí anteriormente-, nosotros apoyamos la proposición de México en la posición en que está. Yo no creo que el problema consista en que sean medidas ecológicas o no; el problema, como lo ha dicho muy bien el Sr. Lindquist está con la palabra "pseudo". Pero la palabra "pseudo", para cualquiera que hayamos estudiado un poquito de castellano o de latín, sabemos muy bien que es un término muy correcto y adecuadamente aplicado en este caso. Significa, como bien lo explicó la distinguida Delegada de México, que son pretendidas justificaciones ecológicas, pero que en el fondo no son ecológicas, sino que tienen otra finalidad: concretamente, una finalidad comercial, como ya lo ha dicho. Por eso, el poner "pseudo" es absolutamente correcto. No tiene por qué ser nada ofensivo ni nada inadecuado.

LE PRESIDENT: Evidemment, si c'est l'opinion de quelques pays, cette opinion doit être exprimée comme les quelques pays le sentent. Il me parait difficile que les pays qui ont une opinion contraire parlent de prétendues propositions. Mais je repasse immédiatement la parole à l'honorable Représentant du Mexique, qui aura certainement une proposition constructive à nous faire.

Sra. Margarita LIZARRAGA SAUCEDO (México): Comparto totalmente lo que dice la distinguida Embajadora de Venezuela y para mí el término es claro. Sin embargo, somos flexibles y aceptamos con mucho gusto la proposición hecha por el doctor Lindquist, pero en la proposición del Dr. Lindquist no escuchamos parte de nuestra frase. Entendimos que "se tomaron pretendidas medidas ecológicas", pero deben estar vinculadas también al comercio pesquero, porque ése es el punto. Y a mí no me pareció escuchar esa parte cuando lo expresó el doctor Lindquist. Pero la forma de poner que "se tomaron pretendidas medidas ecológicas" está correcta.

Muhammad Saleem KHAN (Chairman, Drafting Committee): Just to assist you to go forward with a softer wording, perhaps we could replace the word "pseudo ecological measures linked with the fish trade" with the words "ecological restrictions imposed on the fish trade". The sentence will then read: "Some countries noted with concern the ecological restrictions imposed on the fish trade which affected particularly developing countries in the exercise of their sovereignty in the EEZ."-because it is basically restriction; they are ecological and are restricting the fish trade. It was a suggestion which may be acceptable.

THE CHAIRMAN: I am not a specialist on fisheries but I think something different.


Sra. Mínica DEREGIBUS (Argentina): Yo creo que a estas alturas, y dado que el Presidente de nuestro Comité de Redacción está tan cansado porque ha permanecido trabajando día y noche, sería conveniente dejar de consultarlo a él y consultar un poco más al resto de los miembros. Yo creo que, dado que éste párrafo refleja la opinión de una Delegación que ha sido emitida aquí, en el plenario, es lógico que las opiniones de otras Delegaciones que no han sido tomadas en cuenta en el borrador de la Secretaría-y por lo tanto, tampoco en el Comité de Redacción-sean reflejadas en el informe. De manera que yo creo que no hay ningún inconveniente en aceptar la enmienda de México, tal como ha sido formulada por el Sr. Lindquist. BECKER (United States of America): What we were trying to do was to embody the thoughts of all the countries who have spoken on this matter for the change we suggested in our last intervention. There is obviously no agreement as to which measures are ecological and which have a different motivation. Therefore, I think, the Council Report should reflect that.


El Hadj Ibrahim ΚΑΒΑ (Guinée): C'est tout simplement pour dire que si certains pays s'inquiètent, c'est bien d'après "ces certains pays" que ces mesures sont prétendument écologiques. Il n'y a pas encore à répéter "d'après eux".

BECKER (United States of America): The words came from Mr Lindquist in one of his earlier proposals and he suggested language along the following lines, "Some countries expressed concern about measures taken on ecological grounds but not scientifically proven and affecting the fisheries trade of developing countries".


LE PRESIDENT: On pourrait évidemment nuancer en disant: "non encore économiquement prouvées", "non prouvées": ce n'est pas parce qu'elles ne sont pas prouvées maintenant qu'elles ne peuvent pas être prouvées demain matin. Je crois que l'on pourrait peut-être aussi nuancer les termes. "Actuellement non encore prouvées", donc de façon à donner peut-être une flexibilité parce que l'état de la science n'est pas tel, et la science n'est jamais fixiste ni figée dans le temps. Donc, on pourrait peut-être ajouter les mots: "non actuellement prouvées".

Sra. Mercedes FERMIN GOMEZ (Venezuela): Toda esa frase, "no actualmente demostradas", es sencillamente lo que expresa la palabra "pseudo". Es nada más que eso, es una frase explicativa de la palabra "pseudo". Si decimos, "pseudoecológicas", estamos diciendo "medidas pretendidamente ecológicas", como también ha dicho el Sr. Lindquist. El ha dado tres redacciones que equivalen exactamente a lo mismo. Y la última aceptada es ésa: "medidas no científicamente demostradas", es decir, son pseudoecológicas simplemente. Por eso seguimos apoyando la redacción de México, como la hemos apoyado antes.

LE PRESIDENT: Je crois que l'on arrive au terme, et que l'on a fait le tour de toutes les propositions, amendements, sous-amendements, qui ont été discutés. Comme il s'agit de quelques pays, laissons à ces quelques pays la responsabilité de rédiger leur phrase comme ils l'entendent. Si l'on dit "quelques pays", cela veut dire que les autres ont des points de vue différents. Alors je demanderai peut-être simplement à ce que les quelques pays qui ont le moins de points de vue expriment ce qu'ils ont envie d'exprimer. Les autres pays ne sont évidemment pas tenus par l'expression de ces quelques pays. Alors cela permettrait d'aller de l'avant. Et je crois que, sur le plan de la rédaction, l'opinion de l'auteur de l'amendement, l'honorable représentante du Mexique, en symbiose avec le responsable du secteur des pêches, pourrait permettre de conclure et d'aller de l'avant. Je passe une dernière fois la parole à la Représentante du Mexique, et à M. Lindquist; vous vous mettez d'accord sur le texte et nous concluons.

Sra. Margarita LIZARRAGA SAUCEDO (México): Nosotros hemos sido bastante flexibles en tratar de aceptar varios matices, pero el punto fundamental para nosotros es decir "pretendidamente ecológicas", no probadas científicamente. El problema es decir que son medidas ecológicas, cuando bastante demostración hay de que no lo son. Por consiguiente, creo que hay que dejar el matiz de "supuestas" o "pretendidas", si no les gusta "pseudo", pero que exista eso; y aceptamos el matiz que se agregó: "no demostradas científicamente; ya dejamos el beneficio de la duda. Pero, por lo menos, que no se nos dejen dos dudas en la misma frase. Yo creo que es una buena solución de compromiso, y le pediría a la distinguida representación de los Estados Unidos que vea que no estamos mencionando especies ni países ni nada: estamos hablando muy en genérico de algunos


países; lo dijimos, fuimos apoyados por otros y no se dijo nada en contrario.

understand, the agreement would be "some countries expressed concern about measures taken on ecological grounds but not scientifically proven affecting the fisheries trade, particularly of developing countries, in the exercise of their sovereignty."

Creo que en este debate hubo numerosísimas delegaciones que nos expresamos con el problema de que la ayuda externa al desarrollo era desproporcionadamente inferior a la cifra dedicada por los países industrializados al proteccionismo. Me llama mucho la atención que el Consejo subraya simplemente la importancia de ampliar las corrientes, pero yo creo que aquí nos falta: El Consejo deploró la relación entre la asistencia internacional al desarrollo comparándolo con la de los subsidios agrícolas y subrayó la importancia, etcétera.


EL PRESIDENTE: ¿Dónde quisiera introducir esa frase?

Sra. Margarita LIZARRAGA SAUCEDO (México): Es al inicio del párrafo 29: El Consejo subrayó la relación entre la asistencia internacional al desarrollo comparándola con la de los subsidios al comercio agrícola y subrayó…" y allí seguiría lo que ya está.

LE PRESIDENT: Cela me paraît très clair. Je relis: "le Conseil déplore la relation entre la coopération internationale et les crédits de coopération internationale en les comparant avec les subsides octroyés au commerce agricole".

Raphael RABE (Madagascar): Je n'ai aucun problème sur cette phrase mais je souhaiterais tout de même qu'il y en ait une autre, c'est-à-dire qu'il faudrait garder la phrase qui figure dans le paragraphe 29 telle qu'elle est, et que l'on en prévoie une autre.

LE PRESIDENT: Je crois qu'il y a un problème parce qu'il est difficile de dissocier la coopération et les crédits de coopération internationale qui servent à l'allégement de la dette, à la stabilisation des produits agricoles, au système et à toute une série de techniques qui sont des techniques de coopération commerciale dans des types de relations commerciales, donc de systèmes de préférences généralisées. On pourrait ouvrir toute une discussion sur ce point et sur les interprétations entre les crédits de coopération technique internationale et les crédits consentis dans le secteur commercial en les comparant bien sûr aux sommes consacrées au protectionnisme agricole. C'est presque un domaine nouveau et l'idée de Madagascar me paraît intéressante en ce sens que si l'on veut reprendre l'idée de la représentante du Mexique, il faudrait peut-être la dissocier du reste du paragraphe et faire une phrase séparée.

Michel MOMBOULI (Congo): Nous avons suivi avec toute l'attention qu'elle méritait la proposition du Mexique comme vous avez pu en juger, mais nous sommes un peu hésitants car il est dit: "le Conseil a déploré la relation entre…". Il faudrait préciser, parce qu'il y a toujours des relations, il faudrait trouver un mot plus approprié que ce mot "relation" qui ne me semble pas assez explicite.

Au sujet du paragraphe 22, je voudrais faire une petite remarque car il y a une légère distinction entre les textes français, anglais et espagnol. Dans le texte français, on parle de la Commission. On est plus précis dans les autres textes. Il est bien entendu qu'il s'agit de la Commission des ressources phytogénétiques. Il faut le préciser en disant: "Le Conseil a encouragé le Secrétariat de la FAO et la Commission des ressources phytogénétiques…"

En relación con el párrafo que comienza "El Consejo estimuló a la Secretaría de la FAO y a la CRF…" del punto 22, doy la palabra a la Embajadora de Venezuela.

Sra. Mercedes FERMIN GOMEZ: Voy a plantear dos cosas. La primera es que, en vista del texto del punto 21, en donde se reconoce que la FAO es el


organismo que debe "desempeñar un papel central en la formulación y las negociaciones de cualquier futuro documento jurídico que pudiera adoptarse sobre diversidad biológica", cito, propondría al Consejo cambiar el orden del párrafo que ahora se señala con el número 23 para que pasase a ser el número 22, puesto que el texto del número 23 es una continuación de este concepto que hemos citado para el párrafo 21. No hay que modificarlo. Simplemente cambiar el número. En vez de ser párrafo 23 sería el párrafo 22, si está de acuerdo el Consejo.

EL PRESIDENTE: Es una buena proposición. Se trataría de que el párrafo 23 pase a ser el 22 y el 22 el 23. ¿Está todo el mundo de acuerdo con la proposición de la Embajadora de Venezuela?

Sra. Mercedes FERMIN GOMEZ (Venezuela): La segunda cuestión sería insertar, en el párrafo 22, la frase que realmente está en el texto de la resolución propuesta, y que sería, en la última parte del párrafo del texto español en las líneas 15 y 16, después del punto que señala "…las estructuras institucionales creadas en este campo por la FAO", sigue "El Consejo pidió a la Comisión de Recursos Fitogenéticos que"… Aquí propondría insertar la siguiente frase "por ser ella el único organismos intergubernamental permanente que se ocupa del importante aspecto de la biodiversidad", asegurase, etc. Voy a pasar el texto escrito a la Secretaría.

EL PRESIDENTE: Le ruego lea el texto lentamente para facilitar la traducción a los distintos idiomas.

Mercedes FERMIN GOMEZ (Venezuela): Voy a repetir el texto: "El Consejo pidió a la Comisión de Recursos Fitogenéticos-dice el texto-que por ser ella, la Comisión, el único organismo intergubernamental permanente que se ocupa del importante aspecto de la biodiversidad", aquí terminaría la inserción, y continuaría "asegurarse que su larga experiencia se aprovechara plenamente", etc. Lo demás quedaría igual.

LE PRESIDENT: Je relis la proposition de la Représentante du Venezuela. A la fin du paragraphe 23, qui est l'ancien paragraphe 22, on lit la phrase: "El consejo pidió a la Comisión de Recursos Fitogenéticos que asegurase que su larga experiencia se aprovechara plenamente y que se tuvieran en cuenta cabalmente sus opiniones en la formulación y negociación de un instrumento jurídico global para la conservación y utilización sostenible de la biodiversidad." Dans le texte français, on mettrait: "Le Conseil a prié la Commission des ressources phytogénétiques, en tant qu'unique organisme intergouvernemental permanent s'occupant de l'important aspect de la biodiversité…", etc.


Muhammad Saleem KHAN (Chairman, Drafting Committee): It is for the members to decide. Just a small change at the start of what used to be paragraph 22, because it was following paragraph 21, deletion of the words "To this end" so that the sentence would start "The Council recommended" because it was following something which was in paragraph 21. The rest is for the Council to decide.

LE PRESIDENT: La remarque du Président au Comité de rédaction est évidemment très justifiée. A partir du moment où l'on change la numérotation des paragraphes, les mots "à cette fin" devraient être supprimés.

Cela n'a aucune portée de fond; c'est une question de forme. Nous pouvons remercier le Président du Comité de rédaction de la proposition qu'il vient de faire et qui permet d'éviter toute confusion. Cette proposition est donc acceptée.

Duane ACKER (United States of America): I speak to the amendment by my colleague from Venezuela, which I believe was as follows: "which is the sole permanent intergovernmental body dealing with the important aspect of biodiversity". I suggest the word "the" be changed to the word "this". My reason is that the Commission on Plant Genetic Resources deals only with plant materials.

H. de HAEN (Assistant Director-General, Agriculture Department): The

proposed amendment by the delegate of Venezuela is a factual statement, it does not change the contents of the request but just adds a comment on the role which this Commission plays. So I think the secretariat is not affected by the contents of what the Council requests the Commission to do and so far I have no problems with that statement.

F.C. PRILLEVITZ (Netherlands): I had almost the same proposal as my colleague from the United States, but I would like to get some clarification. I think that also UNESCO is dealing with the matter of biodiversity and of course in UNEP. So it is perhaps better at the end of the proposed sentence of the Ambassador of Venezuela that we say: "important issue of agricultural aspects of biodiversity" because it is mainly the committee on agricultural plants and not the whole material of biodiversity.

F.C. PRILLEVITZ (Netherlands): "Dealing with the important issue of agricultural aspects of biodiversity".

H. de HAEN (Assistant Director-General, Agriculture Department): As to the proposal by the delegate of the Netherlands, it is certainly right to specify the mandate of the Commission, but it is not just agriculture, it is also forestry and fisheries which one might want to add.

Instead of saying "agricultural aspects" we might say, "agricultural, forestry and fishery".

LE PRESIDENT: La proposition consiste à élargir, en parlant des aspects agricoles, des forêts et des pêches.

Could you read again the proposal of the Ambassador of Venezuela with the amendment of the United States, the amendment of the Netherlands, and the amendment of Mexico?

H. de HAEN (Assistant Director-General, Agriculture Department): So the amendment would then read: "The Council requested the Commission on Plant Genetic Resources, as the only intergovernmental body mandated to address a large and important area of biodiversity of agriculture and forestry", and so on, with the rest of the sentence.

Duane ACKER (United States of America): We would accept the suggestion by the Assistant Director-General with one suggested change, that the word "only" or "sole" be replaced by the word "primary". It is our understanding that Unesco and UNEP also have some responsibility in the agricultural and forestry arena.

LE PRESIDENT: Je crois qu'ainsi tout le monde a satisfaction. Il y a des aspects qui sont traités dans le cadre d'autres ensembles, qu'il ne faut évidemment pas exclure.

Raphael RABE (Madagascar): Monsieur le Président, pour se conformer au débat et à l'intervention de beaucoup d'Etats Membres, j'ai une proposition à formuler à la fin de ce paragraphe. Elle est la suivante. D'autres Membres ont conditionné la poursuite du système à la réalisation du consensus dans l'adoption du projet de Programme de travail et du budget 1992-1993 et suivant.

LE PRESIDENT: Là, on pourrait réouvrir une très grande discussion sur le terme consensus. Large consensus, petit consensus, grand consensus, majorité, unanimité. Je crois que la proposition risque d'être dangereuse, car elle donnerait à chacun un droit de veto, ce qui n'est certainement pas souhaité. Le consensus, c'est un agrément général qui ne doit pas nécessairement recueillir l'unanimité totale et complète. Alors les termes sur le plan juridique risquent-je me permettrai respectueusement de le faire remarquer-peut-être d'entraîner certaines difficultés dans l’avenir.

Sra. Margarita LIZARRAGA SAUCEDO (México): Señor Presidente, por su conducto, a mi Delegación le gustaría conocer exactamente el texto, porque no lo logramos tomar, y justamente nos preocupa que vaya a haber el


malentendido que usted ha pronunciado. Por eso quisiéramos escuchar exactamente la proposición, si es tan amable.

LE PRESIDENT: Je crois que la proposition de Madagascar était de dire: "D'autres membres ont conditionné la poursuite du système à la réalisation du consensus dans l'adoption du Programme de travail et du budget". Est-ce que je l'ai lu de manière complète, Monsieur le Représentant de Madagascar? Je voudrais demander à Mme. Killingsworth ce qu'elle en pense.

Ms Kay KILLINGSWORTH (Director, Office for Interagency Affairs): Yes, that is how I had taken down the amendment. If Madagascar confirms that this is the wording he had proposed, perhaps he would like to clarify it.

Sra. Margarita LIZARRAGA SAUCEDO (México): Realmente, esta expresión de "condicionar a un consenso" me llama mucho la atención porque en realidad éste fue el espíritu de una resolución que no fue aprobada en 1987, porque se había considerado justamente que implicaba posibilidad de veto. Yo creo que debe de haber algún problema en la formulación, porque, hasta donde yo recuerdo, precisamente el Delegado de Madagascar lo había planteado en esa época. A mí me está causando problema lo que yo he escuchado como frase final. Quisiera que volviéramos a repetir y que el distinguido Delegado de Madagascar meditara bien la situación y viera si no se trata precisamente de este elemento que hace dos años no fue aprobado.

Raphael RABE (Madagascar): Je ne sais pas si, pendant la Conférence l'idée a été retenue. Mais en fait, pendant nos débats, je ne suis pas le seul à avoir dit que la réunion de janvier devrait favoriser l'adoption du budget, et éviter d'aboutir à un vote où des délégations se prononcent par des positions négatives. Donc, on pourrait améliorer cette phrase pour éviter l'ambiguïté. Mais en fait, la session de janvier devrait aboutir à quelque chose, c'est-à-dire à favoriser le consensus. Il faudrait trouver un mot qui soit clair pour tout le monde.

LE PRESIDENT: Je crois qu'en français, il faudrait rédiger: "La poursuite du système au désir d'obtenir la réalisation du consensus". C'est le désir d'obtention du consensus. C'est la volonté d'obtenir un consensus. Mais ce n'est pas la condition sine qua non; sinon, à ce moment-là, vous établissez des instruments de blocage qui me paraissent quand même assez contestables.

Mohammed Saleem KHAN (Chairman, Drafting Committee): I really have nothing to add to this. There are two views. I believe the sentence read out by Madagascar is in response to the preceding sentence which refers to the


view of some members which we had originally included in the draft as the view of a few members. There was a long debate in the Drafting Committee on whether it should be included at all. The view was expressed that it was already included in the verbatim record. Some of the members of the Drafting Committee felt strongly about it. It was also felt that normally in our drafts we do not use the words "few" or "one" or "two" so let us adopt the word "some".

The reference here is to the outline budget which was presented in January on an experimental basis which was never part of the Resolution but was accepted on a one-time basis during the Conference. That is, I think, the reference in the preceding sentence. Some of these members want this to be institutionalized. What Madagascar is saying, as I understand it, is that its institutionalization should depend on its success and whether that would help in a speedy approval of the Programme of Work and Budget in the next biennium.

That was a view expressed by some countries so if we take on one view, we normally also take on the other. The exact wording could be improved, I think.

Ms Kay KILLINGSWORTH (Director, Office for Inter-Agency Affairs): Perhaps it might be possible to phrase it this way-"Other members considered that the continuation of this process as a permanent feature should depend on the achievement of consensus on the Programme of Work and Budget for 1992-93." Would that meet the agreement of everyone?

Sra. Margarita LIZARRAGA SAUCEDO (México): Si al distinguido Delegado de Madagascar, con quien hemos compartido esta posición, le parece correcta, nosotros hemos entendido siempre que, a menos que haya una demostración práctica de que esto lleva al consenso, no debemos por qué llevarla a cabo. Ahora sí está expresado justamente, porque en el primer planteamiento a mí me parecía que indicaba lo contrario. Si el distinguido Delegado de Madagascar está de acuerdo, yo coincido con él.

Peter FRANKLIN (Australia): With regard to paragraph 5 on page 4, Council will recall that I made a suggestion that consideration be given to hold a pre-Session briefing. I would ask that a sentence be added to the effect that, "It noted a suggestion for a brief session to be convened in advance of that meeting to inform Rome-based Representatives of meeting arrangements."

LE PRESIDENT: Je veux bien mais je crois que cela a été repris in extenso dans le Verbatim. Je suis convaincu que tout le monde lit attentivement le Verbatim et la suggestion de l'honorable représentant de l'Australie a été reprise intégralement dans le Verbatim; il va de soi qu'il en sera tenu compte comme de toutes les suggestions. Vous avez demandé une réunion informelle. Faut-il faire figurer dans un document formel le voeu d'avoir une réunion informelle? Je crois que l'on a déjà discuté hier de la différence entre formel et informel. Vous avez demandé une réunion de communication: communication des documents, communication du calendrier… Je vous ai dit que votre demande avait été prise en considération et qu'elle figurait in extenso dans le Verbatim. Faut-il maintenant le reprendre dans le corps du rapport?

Que cela figure au paragraphe 5 ou pas, il en sera tenu compte.

R. ALLEN (United Kingdom): I would just like to support the comments made by my Australian colleague. It would be useful to have it in the record of the meeting that this suggestion was put forward.

Il y a, à mon avis, deux délégations qui en ont parlé.

LE PRESIDENT: Il a été noté la suggestion de certains membres, de deux membres plus exactement. On ne peut pas dire que tout le Conseil l'ait demandé. Personnellement, je n'ai entendu que le Représentant de l'Australie. Au cours de la session, il n'y a pas eu deux membres; il y en a eu un et c'est maintenant qu'il y en a deux mais on ne va pas rouvrir le débat.


Est-ce que l'on va dire maintenant que le Conseil dans son entièreté l'a demandé, parce qu'un membre seulement a fait cette suggestion? Cela me paraît délicat.

Mustapha SINACEUR (Maroc): Monsieur le Président, vous avez répondu à ma place; c'est ce que j'avais l'intention de dire effectivement. Je pense que pendant les travaux du Comité de rédaction, dont j'ai eu l'honneur de faire partie, nous avons toujours oeuvré de manière à essayer de reporter le plus fidèlement possible ce qui a été dit globalement au sein de ce Conseil. Maintenant, on voudrait faire un rajout à ce paragraphe 5. Personnellement, je ne partage pas cet avis parce que quelques délégations ou deux délégations ne constituent pas le Conseil.

LE PRESIDENT: Il y a deux formules: s'en référer au Verbatim en tenant compte de la suggestion de l'honorable Représentant de l'Australie ou mettre: "un membre du Conseil a demandé qu'une réunion informelle se tienne avant le Conseil pour…".

Peter FRANKLIN (Australia): I was a little surprised that such a minor issue was taking so much time. I made the suggestion simply to facilitate the future work of the Council. If delegates do not wish to pursue the suggestion, I am happy to withdraw it. It has taken up a fair bit of time and is recorded in two sets of the Verbatim Record, and if it is not the Council's will to proceed with the suggestion, I will withdraw it.

LE PRESIDENT: Je vous remercie. Je crois que la meilleure formule est de retenir la suggestion. D'ailleurs, quand vous avez fait cette suggestion, je vous ai indiqué qu'il en serait tenu compte et que vous pouviez faire confiance à votre président pour essayer d'améliorer l'information de tous les membres du Conseil par l'intermédiaire des représentants permanents. LE PRESIDENT: Paragraphes 1-4, adoptés. Paragraphe 5? Je crois que nous devons nous baser sur le texte anglais et trouver une meilleure traduction française. Nous faisons confiance aux spécialistes pour ce faire.

Gonzalo BULA HOYOS (Colombia): Nosotros tratamos de evitar las referencias lingüísticas en la traducción porque sabemos que esto lo ajusta después la Secretaria, pero hay casos en que son tan protuberantes en las diferencias de significación que conviene señalarlos.

En la última frase del párrafo 5, ya nuestro competente, y siempre despierto vigilante, nunca está cansado, aclaró muy bien que se había cometido un error y que debía desaparecer la palabra "no" al final del párrafo 5. Al final del párrafo 5, en castellano quedaría lo siguiente: "Algunos miembros opinaban que la cuestión del sistema de gobierno debería resolverse de forma precipitada", lo cual naturalmente, no queda muy bien. Habría que adaptarlo al inglés que dice, expeditamente, ya que en español esto queda horrible.

L. Ross BROWNHALL (Australia): In the third from last line of paragraph 9 it says, "… Director-General and the UN Secretary-General to conclude the WFP Headquarters Agreement…". If we go back to paragraph 7 we find in the second line "… the WFP Headquarters Agreement had been concluded in a satisfactory manner." Thus we have the Headquarters Agreement having been concluded in paragraph 7, and we are asking again in paragraph 9 for the Director-General and the UN Secretary-General to conclude the Agreement.

In that third to last line we would like to substitute the word "sign" for "conclude", that being the next step in the process.

LE PRESIDENT: Vous me posez une question à laquelle seul le Conseiller juridique pourrait répondre.

Je crois que c'est la même chose. En effet, conclure un accord cela veut dire conclure. Conclure, cela veut dire finaliser et finaliser, cela veut dire terminer. Je ne sais pas si l'on peut aller très au-delà.

LEGAL COUNSEL: Might I just explain what the delegate of Australia has picked up as being an apparent contradiction in the texts between paragraph 7 and paragraph 9. I think, in fact, there is no contradiction in the text. Paragraph 7 refers to the negotiations on the text having been concluded in a satisfactory manner and paragraph 9 refers to the actual conclusion of the Headquarters Agreement.

Est-ce que ce sont les membres qui sont opposés?

LE PRESIDENT: Dans le texte français, cela veut dire qu'il y a des membres qui sont préoccupés, qui sont opposés. Certains membres sont seulement préoccupés sans être opposés; d'autres sont opposés sans préoccupation.

Il y a une nuance. Y a-t-il une formule, en français, pour régler ce problème?

Mustapha SINACEUR (Maroc): Monsieur le Président, la formule dont vous venez de parler est très simple. Il faudrait dire: "se sont déclarés être très préoccupés… voire opposés à cette solution".

Muhammad Saleem KHAN (Chairman, Drafting Committee): There is a minor addition to this paragraph, in sub-paragraph (g) which was mentioned. We discussed this paragraph at great length and it was decided that we would maintain the texts more or less in line with the way in which it came forward from COFO in terms of the findings of the review. There was one change we made to sub-paragraph (g). We felt it was necessary because since then, some developments have taken place, and that has been omitted in the text. In the third line of the English text before the words "an ad hoc group of experts" insert the words "in association with them", so the sentence will read, "for FAO to continue its contacts with the World Bank, UNDP and the World Resources Institute, as co-sponsors of the TFAP, to establish as soon as possible and in association with them, an ad hoc group of experts…". The idea was that originally it would be FAO who continues contact, but we would establish them altogether. There are other changes which we would come to later.

Muhammad Saleem KHAN (Chairman, Drafting Committee): There is one correction flowing from the Drafting Committee. The second sentence of this paragraph reads, "The Council supported the choice of Indonesia"-and the words which we have agreed upon at the proposal of the host Government were "…the choice of Indonesia for holding this meeting…" instead of "to host this meeting". We are replacing that with the words "for holding this meeting".

I have another suggestion now from the Secretariat. This was not discussed within the Drafting Committee, but as Chairman I feel this improves the text and makes it more specific and clear. In the first sentence, "The Council welcomed the intention of the co-sponsors to hold the meeting in a developing country."-The Secretariat would like to be more specific and say "The Council welcomed the intention of the co-sponsors to hold the meeting in pursuance of paragraph 4(g) in a developing country." So the words added are "in pursuance of paragraph 4(g)". We know it is the TFAP meeting which is mentioned in paragraph 4(g).

LE PRESIDENT: Je crois qu'il faut dire "paragraphe g) above". Il s'agit du paragraphe g) du 4. Pour que ce soit bien clair, "paragraphe g) above", cela veut dire "paragraphe g) plus haut", qui se trouvait au paragraphe 4.

crept in which are somewhat inconsistent with what was adopted in certain paragraphs or sentences in the Drafting Committee.

The words "further expand the extra-budgetary funding" have been amended to "further strengthen the extra-budgetary funding". This was proposed by one member, and it was adopted as such by the Drafting Committee. So I felt it would be right to point it out.

Sra. Margarita LIZARRAGA SAUCEDO (México): En español, en el pequeño a), está cortada la frase. Yo creo que aquí falta algún renglón o renglones. Después de "ejecución de los PAFT nacionales, empleando los", termina y no se sabe lo que se sigue.

LE PRESIDENT: Il est clair qu'il y a toute une ligne qui a sauté dans le texte espagnol, qui n'a pas sauté dans le texte anglais ni dans le texte français, parce que dans le texte français, on dit: "en recourant aux mécanismes financiers existants qui sont actuellement parmi les moyens les plus appropriés pour une action rapide. Et dans le texte anglais, on dit "using existing financial mechanisms as appropriate channels for prompt action". Alors, c'est une correction qui va de soi et il faudrait reprendre, dans le texte espagnol, ce qui se trouve dans le texte anglais et dans le texte français, puisqu'il y a une ligne qui a disparu dans le texte espagnol.

Augusto OPORTA (Nicaragua): Era para hacer esas mismas observaciones.

Paulo Estivallet DE MESQUITA (Brazil): On paragraph 10 I would like to suggest a minor change in the second sentence where it reads that the Council agreed that FAO "should make a substantial contribution…". I suggested that we should change that to read"…would have a substantial contribution to make…". Therefore. the second and the last sentence would read: "Recognizing FAO's leadership role… the Council agreed that FAO would have a substantial contribution to make to the development of the legal, technical and intellectual content of such an instrument."

Michel MOMBOULI (Congo): Je reconnais que beaucoup d'efforts sont faits pour arriver à quelque chose mais je dois avouer que malgré tout ce n'est pas très clair. Si la FAO doit contribuer à l'élaboration d'un tel instrument, cela voudrait dire qu'il y a quelqu'un qui est responsabilisé. La FAO contribue mais qui est responsable de l'affaire. Paulo Estivallet DE MESQUITA (Brésil): Monsieur le Président, la question est pertinente, mais l'idée est justement que les responsables sont les

LE PRESIDENT: C'est très clair puisque c'est une contribution additionnelle qui dépend bien sûr de la volonté des gouvernements, qu'appuient les gouvernements selon les voeux et les décisions politiques prises. Cela me paraît très clair.

Je vous demanderai de marquer votre accord sur le texte anglais et puis nous nous efforcerons de trouver la meilleure traduction française pour refléter l'idée du Représentant du Brésil.

Retenons donc le texte anglais. L'esprit de ce que nous avons dit se retrouvera dans le Verbatim. Je ne pense pas que cela pose de problème. Je demande au Congo s'il a une objection.

Michel MOMBOULI (Congo): J'ose croire que cela sera tel qu'il l'a dit mais c'est tout ce que je peux répondre.

Cheah KAM HUAN (Malaysia): I would like to propose some minor changes to paragraph 11, the first sentence reads as follows: "The Council requested that FAO should make a substantial contribution to the comprehensive report on the Forests and Forestry for the Second UNCED Preparatory Committee in Geneva in March 1991,"-and this is where the new words come in-"and some delegations requested the inclusion of and you delete the word "including".

Augusto OPORTA (Nicaragua): Creo que es también posiblemente problema de traducción. En la última línea dice: "impedir el que le lograron procesos". En la línea anterior dice: "realización de progresos en un instrumento no debería impedir el que se lograran procesos en otros.

CH. MURRAY (Assistant Director-General, Forestry Department): My recollection of the debate leads me to suggest that it was one or perhaps just two countries which made the proposal, and I would be inclined to be negative on that point. I am inclined to the view that the original text as proposed here more accurately reflects the debate, but it is a decision of the Council.

Peter FRANKLIN (Australia): I would suggest that the latter part of that sentence be deleted. I do so for three reasons. One is that the general contribution of FAO is quite adequately covered in paragraph 10, as amended. Secondly, I do not think it is necessarily appropriate for us to specify the contribution of the FAO to the UNCED process. That is something to be done in consultation with the UNCED Secretariat. Thirdly, I recall a very large number of countries suggesting that work be done in support of the UNCED Preparatory Committee Meeting, but I do not recall anyone making that linkage and actually specifying the nature of the work that should be done in support of that process. On those three points, I would suggest that it would be preferable to delete the second half of that sentence beginning with "including" and ending with "initiatives",

Vishnu BAGHWAN (India): What I have to submit is that "during the discussion there were many delegations who requested that FAO make a contribution to the UNCED and supply the imputs which were requested" but I think there were a few delegations who did suggest on the technical and legal scope of the content of the possible international instrument, so I think it will be better to correctly reflect the discussions here if we have the suggestion made by Malaysia.

Muhammad Saleem KHAN (Chairman, Drafting Committee): This was really not discussed in the Drafting Committee at any great length and the Drafting Committee endorsed the text as it had come out in the draft. I think the suggestion made by Malaysia should not create any difficulties, like the delegate of India has pointed out, because it does improve the text to some extent. In the initially formulated sentence, in fact, it places more emphasis on this view because it assigns the whole idea to the Council. Now by using "some delegations" the sense is still included but it is less emphatic.

Victoriano Β. LEVISTE (Philippines): As a follow-up to what the delegate from Australia was suggesting, deleting the phrase from the word


"including", I think it is possible since the sense here is already covered in paragraph 10 in the last sentence when it says "that FAO should make a substantial contribution to the development of the legal, technical and intellectual content of such an instrument."

Winston RUDDER (Trinidad and Tobago): I merely have one observation to make on this issue. It is really a concern in that I know I had made a contribution on this particular topic and so did some of my colleagues in the Council, including Canada. It seems that at the end of paragraph 10, which we have accepted, we are saying that FAO would have a substantial contribution to make but we are seeking in paragraph 11 to avoid indicating where, in some kind of context this contribution will be made, it cannot be made in vacucand having regard to the tenor of the discussions that took place on the issue the distinct impression I gained, and it seems that the consensus that Council arrived at was that FAO should not go off on a tangent and begin work on the preparation of legal, technical matters relating to an instrument, but that work should be done in the context of the activities related to the UNCED. I do not see any difficulty therefore in us going ahead with the acceptance of the text as it is.

Paulo Estivallet DE MESQUITA (Brazil): I would almost take the same arguments taken by the delegate of Trinidad and Tobago but I would arrive at a different conclusion. In fact on the one hand I do not have difficulties with the suggestion made by Malaysia even though if it were to be taken up I would suggest two sentences be made but I really do prefer the suggestion put forward by the delegate of Australia. It avoids confusion, it avoids a reflection of the Report of the Council of something, it raised a number of divergencies during the debate here and in fact it is true that some delegations really requested the inclusion of those details on the technical and legal scope. On the other hand, a number of other delegations requested that FAO's contribution do not include any detailed ideas on the technical and legal scope. So perhaps to avoid difficulties and this reference to what some delegations requested I think we could just stop after March 1991 there and delete the rest of this sentence.

LE PRESIDENT: Je crois que c'est la voix de la sagesse parce que dans le débat que j'ai suivi avec intérêt il y avait le même sentiment qui se dégageait.

Vanrob ISARANKURA (Thailand): I would like to support the proposal by the Australian delegation because I think paragraph 11 is broad enough, I think the FAO can do everything, it can make such a contribution, it can do what it wants. We do not have to stick on paragraph 11, we do not need it. Paragraph 10 means FAO can do anything they want.


Cheah KAM HUAN (Malaysia): If it helps the work of this committee and this Council I would go along with the proposal made by the delegate from Australia.

C.H. MURRAY (Assistant Director-General, Forestry Department): We have two proposals, in effect. One proposal is to retain the first portion of the first sentence of paragraph 11, that is to say "The Council requested that FAO should make a substantial contribution to the comprehensive Report on Forests and Forestry for the Second UNCED Preparatory Committee in Geneva in March 1991" and then delete the rest of that sentence, i.e., from "including" in the third line to "international initiatives" in the third last line. The other proposal is that made by the delegate from Malaysia that we should insert the phrase "and some delegations requested the inclusion of more detailed ideas" etc. It is for the Council to decide which of those alternatives we are going to retain.

Paulo Estivallet DE MESQUITA (Brazil): The impression that I have is that there is in fact only one suggestion. Now, since Malaysia has already agreed with the proposal made by Australia we would have just one proposal on the table, that is the deletion of the second part of the first sentence. Supposing that this is agreeable to the Committee there would need to be a minor change in the sentence where it says "ought to be complimentary with these other initiatives". Since there would be no previous reference to "other initiatives" we would have to delete "these" and perhaps add after "initiatives concurrently under way" that would be an option. So the last sentence would read "some members observed that any eventual instrument on forest ought to be complimentary with other initiatives currently under way and progress on any one instrument" etc., etc.

CHAIRMAN: Can you agree with this proposal, Malaysia?

Cheah KAM HUAN (Malaysia): Yes.

Ms Jane E. BECKER (United States of America): We think it would be beneficial to include in the first sentence of paragraph 7, after the word "regional" the two words "economic integration". The first sentence would then read: "The Council noted that regional economic integration organizations in other parts of the world might be interested in possible membership in FAO" etc., just for clarification's sake.

Muhammad Saleem KHAN (Chairman, Drafting Committee): I think that is the intent. The sentence, as it has come in here, has come in because originally the text presented to the Drafting Committee kept on talking about the EEC. There was a need to include this sentence here. In fact, the whole examination is in the context of regional economic integration organizations and not in the context of just the EEC. I think the Secretariat might look into it and make the first sentence broader. This would serve what the Philippines desire. Before that most of the text kept on referring to the EEC and the Drafting Committee felt that was not correct because the whole examination of the issue was in the context of all regional economic integration organizations. That text has unfortunately continued in this first sentence. I think the Secretariat will probably look after this with a proper formulation.

LE PRESIDENT: Je suis très heureux d'entendre le Président du Comité de rédaction, parce qu'il a exactement l'opinion que j'ai.

Joseph R. TURKSON (Ghana): I think I have to agree with the Chairman of the Drafting Committee. I was going to explain that but he has done it for me.

The text, as is contained in the present second sentence, poses some difficulty conveying the meaning which was intended by the sentence. It says: "In this context, the Council noted that there were amendments to the Constitution to be approved at the forthcoming Twenty-sixth Session…". This is not correct. The correct wording would be that "the Council noted that were there amendments"-I think that would be the correct language-"to the Constitution to be approved at the forthcoming Twenty-sixth Session…". It just inverts the words "there" ana "were".

LE PRESIDENT: Je crois que sur le plan juridique, le Président du Comité de rédaction a parfaitement raison.

DIRECTOR-GENERAL: First, let me congratulate the Council on finishing a lengthy and heavy Agenda, this, Mr Chairman, is a mark of the importance which our Member Nations attach to the deliberation of this body, and also a tribute to your able conduct of the proceedings.

I wish to congratulate also the Chairman and the Members of the Drafting Committee who have deployed heroic efforts to complete their work. The forthcoming weekend should help them to recuperate their many hours of lack of sleep.

Mr Chairman you have covered a vast range of subjects of no small import.

Even the standard reports on the World Food and Agriculture Situation were fraught with more than usual difficulty, in view of the status of the negotiations in the Uruguay round.

I will not refer to all of the topics you have covered, but would like to make a few comments on some of them including the Financial Situation.

Before doing so, I want to assure you that my colleagues and myself will pay the utmost attention to your decisions and will do our best to implement them in the light of our financial resources, and taking into consideration the time frame you have set for their implementation, as well as the other priorities you have already indicated to us.

I have already referred to the Uruguay Round and would only add that even if things do not now go as well as we have all hoped, the Organization will need to continue its work as best it can, to facilitate an agreement.

I share the conviction of so many Member Nations that FAO has an important role to play in cooperation with GATT, in the area of sanitary and phytosanitary measures and barriers to trade.

As regards plant genetic resources, the decision of the United States and Japan to join the Commission and the withdrawal of reservations by seven countries, must surely be greeted with satisfaction by all those countries which supported the original initiative to draw up the undertaking and establish the Commission.

I share their satisfaction, and welcome the encouragement, albeit cautious in some respects, to move ahead in the field of biodiversity.

The Council devoted a great deal of attention to the Report of the Committee on Forestry.

Regarding the Tropical Forestry Action Plan, the review which I initiated almost a year ago, has been taken a stage further by the Council.

I have been impressed by the desire of countries in all regions to see a strenghthening of the TFAP in general, and of FAO's role in particular.

I also welcome the support expressed for the joint initiatives currently being taken by the four co-sponsors of the TFAP, namely, FAO, the World Bank, UNDP and the World Resources Institute.

Among the system-wide issues with which you dealt was the question of operational activities.


I was grateful for the constructive debate and the support given to FAO for its approaches to the issues in hand.

We cannot of course gloss over the problems. In view of the size of its UNDP-funded programme, FAO will face considerable administrative and human difficulties if there is any shortfall in income as a result of the new system.

It would be quite inappropriate for FAO to have to share the cost as well. Nor is it. I fear, realistic to hope that the new system will not have any adverse effect on the regular programme.

But, given adequate transitional arrangements, we can minimize the damage and loyally implement the new system.

At this Council you have dealt with something unique: the interest of the European Economic Community in obtaining membership of the Organization.

I am always happy when a country wishes to join FAO: it is an evident sign of belief in the Organization's continuing relevance and vitality. This feeling is multiplied when several countries, already individual members themselves, also want to share in a new, collective membership.

Such a wish obviously raises all sorts of problems, and many of them have been underlined during the debate. I do not minimize the difficulties of providing-in time for the next council session-the analyses and the options requested.

However, we will carry out this task to the best of our ability, to facilitate your task next June.

Turning now to the implementation of the review of FAO, it was gratifying to my colleagues and myself that our work so far-amid so many difficulties and constraints-on implementing Resolution 10/89, was so well-received by the Council.

We will continue our efforts but I must stress that, unless we receive sufficient regular programme and extra-budgetary resources, progress in the future will be hampered.

We will present the medium-term plan next year. I can assure you, that the plan will address FAO's major thrusts in the coming six years. It will pay particular attention to cross-sectoral and cross-programme priorities and action plans and will reflect FAO's cooperative efforts with other UN Agencies.

It will also show the organic link which must exist, between the medium-term plan and the successive programmes of work and budget, which will constitute our means of implementing the plan.

Coming to the question of personnel, I should like to thank the Council for showing its confidence in my management, by delegating to me its authority to determine the effective date of application of the new salary scale for the General Service Staff.

Mr Chairman, I said I would come back to the problem of the Organization's finances.


I have to do so, as it is fundamental to the life and vitality of the Organization, that contributions are paid in full and on time.

There is no way we can make cash flow projections when we do not have the information we need from Member Nations as to the extent and timing of such payments.

At the precise moment that I am speaking to you, FAO does not have the financial resources to pay salaries for the month of January.

We shall start 1991 with no money in the Working Capital Fund of the Special Reserve Account, and with a dept of 28 million dollars obtained by means of internal borrowing, plus several million dollars worth of outstanding bills.

Under these circumstances, how can you expect me to plan our activities for 1991, when their cost is 284 million dollars, not counting the activities for 1990 which have had to be postponed.

If the situation has not been worse this year, it is due to those contributors who have made special efforts to pay their contributions on the date due, or as soon as possible thereafter.

I want to thank those contributors again for what they have done this year, and in advance for the effort I hope they will make to do the same next year.

Mr Chairman, I cannot stress it enough. The progress we can make in implementing the Conference and Council's directives depends to a large extent on how soon we can resolve the problem of unpaid contributions and arrears.

As I leave you, this is my greatest preoccupation.

The Programme of Work and budget for 1992-93 was not on the Agenda of the Council.

The first outline is still in preparation. It will be submitted to and considered by the January sessions of the Programme and Finance Committees, as the basis for an eventual consensus.

I will not speak about its content now, but I think it would be fair to all of you to give some indication-if you like, a signal-about my present and probable thinking on the budget level.

On costs, I am at the mercy of systems controlled by others. Travel costs have increased by more than 15 percent since August this year.

The rate of inflation in Italy and in many countries where our activities are carried out, is steadily increasing.

Staff increases are controlled by the ICSC and the 5th Committee of the UN.

I have never sought to over-estimate these cost increases, nor others, in whatever category they fall.


I have never ceased to search for greater efficiency and economy, but I must declare that there is no more room for significant savings in costs through further economies in services.

However, you can be sure that cost increases in the next biennium will not be over-estimated.

As regards the Programme, if only there were resources enough, the declarations, the programmes of action, the resolutions, the requests, the demands, here and elsewhere, for more and better from FAO, would be like an ancient roman banquet for the programmers.

However, present and foreseeable financial circumstances make the programmers' life a nightmare.

I am bound by the Conference and/or Council decisions to continue to provide in the next Programme of Work and Budget for 1992-93, resources for 16 FAO special action programmes, and for half a dozen action plans and activities launched by the General Assembly of the United Nations.

Furthermore, the present Council has commissioned the Secretariat to prepare two more plans, three studies and one additional intersectorial programme, without providing the resources required.

We will do our best, as always, to present a balanced, current, integrated programme which responds to your decisions. But I must warn you now that it will not be possible to do all that you want, or all in the same measure that you would like.

Many of our larger contributors have reiterated their position that budget growth in the Organization should be contained.

In addition, I cannot ignore the fact that there are many countries which would wish to see the Organization's Resources increased, but which are too poor or too constrained to be able to meet their obligations promptly.

Their need for FAO assistance remains pressing, but their capacity to pay even their limited contribution is eroding constantly, due to factors beyond their control.

I cannot in all conscience contemplate aggravating their payment problems in order to increase provisions, even for well-established programme priorities.

Taking all of these factors into account it is my firm intention to contain the programme budget level, when formulating my proposals to the Programme and Finance Committees.

The decision is of course up to the member countries. I hope they will reach consensus, and that is the objective of the outline and the January meeting.

I have always wanted and sought consensus and I will continue to do so. 1 want to have not only a good Programme, but one I can execute with the full support and enthusiasm of all Member Nations.


I leave you with this thought, and with my very best wishes to you all and your families for a Happy New Year.

LE PRESIDENT: Je voudrais remercier sincèrement le Directeur général pour son excellent discours et pour ses voeux que nous lui retournons de tout coeur. Nous savons qu'il assume une tâche et une responsabilité très lourdes. Je pense que la 98ème session de notre Conseil a été fructueuse. Nous avons étudié un nombre de points difficiles mais passionnants et nos débats ont été francs, directs et loyaux. Nous pouvons considérer que nos méthodes de travail sont satisfaisantes bien que nous puissions encore les améliorer. Mais c'est surtout la bonne volonté des hommes et des femmes qui permet un dialogue de qualité, constructif pour répondre aux questions qui nous sont posées.

Dans quelques jours le Directeur général devrait adresser à tous les Etats Membres la lettre traditionnelle, demandant le paiement des contributions 1991. Déjà en 1989 et 1990, un certain nombre de pays avaient fourni un effort particulier pour régler rapidement leurs contributions. Nous avons le devoir de lancer le même appel, compte tenu de cette contribution financière, aux pays qui ont compris leur responsabilité en émettant le voeu que ceux qui n'ont pas pu rejoindre ces Etats le fassent rapidement s'ils le peuvent-et beaucoup le peuvent.

Nous avons noté, au cours des discussions de ce Conseil, une réelle volonté d'intégration des efforts de notre Organisation pour répondre à tous les défis que nous rencontrons dans le domaine de l'agriculture, au sens le plus large, en y incluant les Forêts et les Pêches, tous les problèmes d'alimentation, sur lesquels nous avons eu d'intéressants échanges, les problèmes de nutrition et les problèmes de financement.

Bien que je souhaiterais faire un discours, je n'en ai pas l'intention maintenant parce que vous êtes tous fatigués. Cependant je dirai que nous devons définir nos objectifs ce qui implique également faire l'impossible pour adapter les moyens à ces objectifs. Ce serait un très mauvais exercice que de définir les moyens et de fixer les objectifs en fonction de ces moyens parce que dans le monde de demain, nous avons à répondre à une série de défis. Le monde connaît actuellement une situation dramatique et angoissante. Or les moyens dont nous disposons sont notoirement insuffisants pour atteindre tous les buts que nous nous sommes fixés. Dans tout plan, qu'il s'agisse du plan chenille, qu'il s'agisse du plan glissant, ou du plan à moyen terme, nous devons également tenir compte des besoins du monde pour tenter de répondre à nos objectifs. Or, répondre à ces objectifs, c'est répondre à l'angoissante interpellation du monde de la faim, de la misère et d'un monde qui doit se tenir debout dans un dialogue permanent avec les pays riches pour que tous ensemble nous arrivions à une véritable solidarité.

Nous avons parlé du rôle des organisations économiques et régionales et des transferts de souveraineté. Je pense que dans le monde de demain-c'est une opinion personnelle-les transferts de souveraineté devront se réaliser au niveau des grandes organisations internationales. Notre organisation, dans le secteur de l'alimentation, de l'agriculture, de la nutrition, a un rôle capital parce qu'il n'y a pas de développement possible sans améliorer la situation des plus pauvres et des plus démunis.


Voilà les quelques observations que je voulais faire en soulignant combien j'ai apprécié la qualité et la teneur de nos débats empreints de courtoisie. Le climat de Rome est propice aux échanges loyaux.

Ja voudrais vous remercier et je voudrais remercier le Secrétariat qui a été particulièrement présent à toutes les séances de notre Conseil, remercier tous ceux qui ont contribué au succès de ce Conseil, les interprètes, les collaborateurs, les messagères. Tout ceci a fait que ce Conseil sera pour moi un moment important de mon existence. Vous y avez contribué et je ne puis vous dire qu'une chose: merci.

Duane ACKER (United States of America): The United States Delegation expresses sincere satisfaction at the rapidity with which the Council has moved through a very complex and rich agenda. We have made much progress by means of a cooperative spirit. The Secretariat, the Drafting Committee and all concerned deserve our sincere thanks. The United States believes that the FAO is a very important Organization, and we join the Director-General and the leadership of this Organization in acknowledging and expressing our appreciation to and for all of the employees of FAO.

CHAIRMAN: I would like to agree wholeheartedly with the representative of the United States. I would now like to call on the representative of Poland, a Vice-Chairman of our Council.

Tadeusz STROJWAS (Poland): As a member of the Delegation of Poland, I wish to express my sincere thanks to all those delegations from Europe and other regions of the world who submitted, and supported, me as a candidate to the Vice-Chairmanship of this session of the Council, and who spoke warmly of my modest self as Vice-Chairman.

To the Director-General and you, Mr Chairman, for your excellent-as always-guidance and cooperation, to the distinguished Secretary-General of this Session and his assistants who encouraged me before and during the session, to the interpreters and other members of the Secretariat for their assistance, may I say thank you.
