LE PRESIDENT: Mesdames et Messieurs les délégués, je déclare ouverte la cent unième session du Conseil de l'Organisation.
Le premier point que nous devons examiner est l'adoption de l'ordre du jour. Vous avez certainement sous les yeux le document CL 101/1. Notre ordre du jour comprend principalement l'élection des Vice-Présidents du Conseil et des Présidents et membres des divers comités.
Je vous proposerai une petite modification, étant donné que la procédure de vote pour le Comité des questions constitutionnelles et juridiques prendra plus de temps eu égard au nombre de candidatures par rapport au nombre de postes disponibles.
Je vous propose, si vous n'y voyez pas d'objection, d'élire les Présidents et les membres du Comité du programme et du Comité financier, puis de procéder à l'élection des membres du Comité des politiques et programmes d'aide alimentaire du PAM, ensuite d'examiner les calendriers des sessions 1992-93 du Conseil et de ses organes subsidiaires - point qui ne présente aucune difficulté - et, enfin, de passer à l'invitation d'Etats non membres à des réunions de la FAO et de fixer la date et le lieu de la cent deuxième session du Conseil. Nous examinerons en dernier le point de l'ordre du jour relatif à l'élection des membres du Comité des questions constitutionneles et juridiques.
Y a-t-il des remarques en ce qui concerne l'ordre du jour? L'ordre du jour est adopté.
LE PRESIDENT: Nous allons passer maintenant au deuxième point de l'ordre du jour, à savoir l'élection des trois Vice-Présidents du Conseil. Il s'agit d'une formalité qui est importante en ce sens qu'il n'est pas requis beaucoup de travail des Vice-Présidents mais qu'ils resteront en charge jusqu'à la prochaine réunion du Conseil, qui se tiendra en 1992. Bien sûr, il n'y a pas d'ordre de préséance entre le premier, le deuxième et le troisième Vice-Président.
Y a-t-il des propositions relatives à la Vice-Présidence?
Horacio C. CARANDANG (Philippines): I have the honour to nominate His Excellency George Lamptey, Ambassador and Permanent Representative of Ghana to FAO, as first Vice-chairman of this Session of the Council.
As we all know, Mr Lamptey has taken an active interest in matters within the purview of FAO, and I am sure he will be able to serve effectively as a Vice-chairman of this Session.
Gerhard LIEBER (Germany): My delegation takes great pleasure in supporting the nomination which we have just had from the delegate of the Philippines, and not just because Ghana is our esteemed neighbour on our right at this meeting. We know Ambassador Lamptey and we think he will be an excellent Vice-chairman.

Gonzalo BULA HOYOS (Colombia): Los Representantes de Colombia nos sentimos muy complacidos, señor Presidente, de trabajar hoy nuevamente bajo su dirección, al iniciar usted su segundo mandato, para el cual fue merecidamente reelegido por la Conferencia. Nuestras felicitaciones también al recién elegido primer Vicepresidente - aunque no hay orden de prioridades - el distinguido Embajador de Ghana, George Lamptey, por el que los Representantes de Colombia sentimos viva simpatía.
Nos honra, señor Presidente, cumplir el grato encargo de presentar la candidatura de nuestro colega y amigo el Embajador Juan Nuiry Sánchez, Representante permanente de Cuba, para una de las Vicepresidencias. El Embajador Nuiry Sánchez es una persona muy bien conocida, tiene amplias experiencias, muchos conocimientos y, además, goza de simpatía personal generalizada entre todos nosotros. Por todas esas condiciones, estoy seguro de que el Embajador Nuiry Sánchez será un excelente Vicepresidente.
Waliur RAHMAN (Bangladesh): Mr Chairman, it is nice to see you again chairing this meeting of the Council for the second time. I will have occasion to say a few words in this connection on a subsequent occasion.
I have the great pleasure and privilege to propose the name of Mr Amin Abdel-Malek, the Permanent Representative of the Lebanon, for the post of the third Vice-chairman of the Council. First, second and third are only numerical figures to identify the period of succession but do not in any way mean a difference in the qualities which all the Vice-chairmen will bring to bear in assisting the Chairman. We have seen Mr Abdel-Malek carrying out Council activities, his dedication, commitment and the seriousness with which he has always pressed forward the views to which he is wedded, to allow the Council to hear them. We have been impressed with his personality, with the work that he has done, and with the contribution that he has made.
I am sure that if elected as a Vice-chairman of the Council he will acquit himself to the satisfaction of everybody.

My delegation has great pleasure in seconding the nomination by Bangladesh of Mr Abdel-Malek of Lebanon to the post of Vice-chairman. Mr Malek has been a colleague of mine on the Finance Committee. In that time I have come to very much respect his views. I have also come to see the excellent way in which he presents the views of his Region. I would like to strongly second his nomination as Vice-chairman.

LE PRESIDENT: Je voudrais remercier très sincèrement nos trois Vice-Présidents. Je voudrais également souhaiter la bienvenue à tous les nouveaux Membres du Conseil. Nous avons eu une session de la Conférence particulièrement intéressante, avec un programme particulièrement chargé.
Je voudrais également saluer la présence du représentant de la Communauté économique européenne. Vous savez qu'en vertu de modifications des statuts en matière de compétence exclusive, le représentant de la Communauté économique européenne pourra être appelé, à l'avenir, à prendre la parole - et nous trouverons une formule à ce sujet - au Conseil dans les matières relevant de sa compétence.
Je voudrais demander au Conseiller juridique, M. Moore, d'expliquer brièvement la méthode à suivre, étant entendu que le problème ne se posera qu'à notre prochaine session, c'est-à-dire l'an prochain.
LEGAL COUNSEL: As you said, Mr Chairman, I would like to inform the Council . that, in accordance with Article II.9 of the FAO Constitution, the EEC as a Member Organization is entitled to participate in Council on matters within its competence.
I should also point out that this will require a change in the physical seating arrangements, which will take some time to arrange. The EEC will therefore retain its present seat until such time as seating can be arranged for it in the main body of the Council block.
As you will note, in practice the main items to be considered by this Council Session are in any case limited to matters regarding elections, in which Member Organizations are not entitled to participate under Rule XLIV.2 of the General Rules of the Organization.
LE DIRECTEUR GENERAL: Monsieur le Président, Mesdames et Messieurs les délégués, comme vous le savez, la présence à mes côtés d'un Directeur général adjoint m'a manqué pendant ces quatre dernières années. Je suis toutefois content de vous informer que je suis maintenant en mesure de nommer un titulaire pour cet important poste. J'ai décidé, en effet, de nommer à ce poste M. Howard Hjort, que certains d'entre vous connaissent sans doute déjà puisqu'il a été, de 1984 à 1990, Directeur de la Division de l'analyse des politiques. Ensuite, étant donné l'importance de nos relations avec l'Amérique du Nord, je l'ai nommé, en 1990, Directeur du Bureau régional pour l'Amérique du Nord. Je peux vous assurer qu'il a mené ces deux importantes missions à ma très grande satisfaction. M. Hjort est diplômé en économie agricole de l'Université du Montana. Il a occupé des postes de haut niveau au sein du Département de l'agriculture des Etats-Unis avant de rejoindre la FAO. Je suis convaincu que M. Hjort est tout à fait qualifié pour m'aider à me décharger de mes responsabilités. Je suis également convaincu qu'il saura se faire apprécier des délégués de nos Etats Membres et qu'il leur donnera satisfaction. Je m'empresse de dire que M. Hjort est mon choix personnel, que ni son Gouvernement ni personne d'autre n'est intervenu pour influencer ma décision ou pour me conseiller. Cela a d'ailleurs été le cas pour les quatre directeurs généraux adjoints précédents que j'ai nommé sans devoir informer à l'avance leur gouvernement. Je crois que c'est une bonne règle.
En proposant la nomination de M. Hjort, j'ai aussi l'obligation de récompenser mon collègue et mon plus proche collaborateur, M. Vikram Shah, qui a rendu et ne cesse de rendre à l'Organisation d'éminents services. M. Shah a été dans le passé Directeur de mon cabinet. Il est responsable du programme et du budget et, à plusieurs reprises, je lui ai demandé de me remplacer ici, au Conseil, quand j'étais absent.
Je sais qu'il est très apprécié de vous tous et je crois que vous serez d'accord si je lui accorde le titre et le grade également de Directeur général adjoint ad personam. A 1'Unesco, il y a deux directeurs généraux adjoints, à 1'UNIDO il y en a trois, au BIT également. Ici il y aura M. Hjort, comme Directeur général adjoint, mais M. Shah continuera à assumer les responsabilités pour la préparation du Programme de travail et budget. Pour le suivi de la mise en oeuvre, il fera directement rapport à moi dans ses fonctions actuelles, et M. Hjort aura beaucoup à faire pour m'aider dans toutes les autres activités.
L'article XXXIX du Règlement général stipule que "le Directeur général nomme le Directeur général adjoint, sous réserve de confirmation du Conseil".
J'ai donc l'honneur de soumettre ces deux nominations aux membres du Conseil. J'ose espérer qu'ils me feront confiance en les approuvant.

LE PRESIDENT: Je voudrais, avant de donner la parole aux membres du Conseil, m'associer à la décision que vient de prendre le Directeur général. Je crois qu'elle est importante.
Je connais relativement peu M. Hjort, mais j'ai sous les yeux son curriculum vitae. J'en ai entendu parler à de très nombreuses reprises. Nous connaissons son dynamisme, sa compétence, sa grande connaissance du monde. Il est également important de souligner qu'il connaît la maison de l'intérieur. C'est un homme très ouvert, et je suis convaincu qu'il sera un excellent appui pour le Directeur général.
En ce qui concerne M. Shah, nous le connaissons tous. J'ai pu l'apprécier particulièrement en ma qualité de Président du Conseil. M. Shah est un homme d'une gentillesse, d'une compétence, d'une affabilité qui ne se démentent à aucun moment.
Je suis très heureux, et je le dis du fond du coeur, des décisions que vient de prendre M. le Directeur général, M. Edouard Saouma, et je voudrais très cordialement féliciter M. Hjort et M. Shah pour les très importantes promotions qu'ils viennent d'avoir.
Amin ABDEL-MALEK (Liban) (Langue originale arabe): C'est un grand plaisir que d'exprimer, au nom de la délégation libanaise et en mon nom personnel, nos félicitations les plus sincères à vous, M. le Président, pour votre réélection à la présidence du Conseil et nous vous souhaitons un plein succès dans l'accomplissement de votre tâche.
Nous avons écouté la déclaration du Directeur général qui indiquait sa décision de promouvoir à la fois M. Hjort et M. Shah aux postes de Directeur général adjoint. Nous apprécions beaucoup cette initiative du Directeur général.
Le choix de M. Hjort, alors que le poste de Directeur général adjoint était vacant depuis quatre ans, est un choix dont nous nous félicitons, car l'expérience de M. Hjort au sein de l'Organisation est très vaste et il a l'habitude de traiter avec les gouvernements. Nous le connaissons bien, nous connaissons ses talents. Dernièrement, il a fait la preuve de ses capacités en représentant le Directeur général à Washington et il a montré qu'il est capable d'assumer les plus hautes responsabilités.
Il va sans dire que le Directeur général est la personne le mieux placée pour choisir ses collaborateurs.
Quant à M. Shah, nous le connaissons depuis longtemps. Il a toujours donné l'exemple d'une personne intelligente dans l'accomplissement de ses fonctions. Chaque fois que je l'entends présenter un point de l'ordre du jour ou traiter une question particulière, je l'envie pour son esprit de synthèse, ses capacités et ses talents. Lorsqu'il parle, les mots viennent aisément dans une séquence superbe avec une vision globale des problèmes. Il nous a toujours beaucoup impressionné par ses prestations lors des débats. C'est un homme qui sait de. quoi il parle. Il a toujours les éléments de réponse à portée de la main, et ses arguments sont irréfutables. Et tout ceci, il le fait avec aisance et avec classe. Lorsque M. Shah a été promu au poste de Sous-Directeur général, je l'ai rencontré en face des locaux du siège, il était très ému et très heureux et j'ai même cru voir une larme dans ses yeux. Lorsque je lui ai demandé pourquoi, il a répondu: je viens d'appeler mon père et je l'ai mis au courant de cette promotion. J'ai tout de suite compris qu'en dehors de ses engagements professionnels, M. Shah avait des liens familiaux très forts qui font que cet homme considère que le bonheur est un sentiment qu'il faut faire partager, que ce n'est pas une émotion égoïste et qu'il faut en faire profiter sa famille, ses amis et son entourage, et que la réalisation pour lui, c'est le bonheur.
On peut donc dire qu'il a fait partager son bonheur à toute l'Organisation. L'Organisation, pour lui, c'est sa famille, c'est le monde auquel il appartient et c'est également le symbole de sa réalisation.
Nous félicitons le Directeur général pour ce choix si judicieux et si heureux, à savoir la promotion de M. Hjort et de M. Shah aux fonctions de Directeur général adjoint. Je suis persuadé qu'ils seront en mesure de l'assister dans l'accomplissement de ses nombreuses tâches.
Je félicite M. Hjort et M. Shah pour leurs promotions, et je les félicite d'autant plus qu'ils travailleront sous la direction d'une personnalité très compétente, M. Edouard Saouma, qui sait récompenser les talents et donner à chacun son dû.
Permettez-moi, M. le Président, par votre truchement, d'exprimer à Mme Shah, présente avec nous aujourd'hui, une parole toute spéciale d'appréciation, tout en lui souhaitant santé et bonheur et je voudrais en particulier féliciter Mme Shah d'être la femme d'un homme aussi talenteux, j'ai nommé Vikram Shah.

Gonzalo BULA HOYOS (Colombia): Señor Presidente, después de haber recargado su propio y ya intenso trabajo, el Director General ha tenido el acierto de escoger como Director General Adjunto al señor Hjort, a quien tuve el placer de conocer personalmente cuando desempeñó de manera muy competente el cargo de Director de la División de Análisis Económico.
Después he seguido con atención las nuevas funciones del Sr. Hjort, en Wáshington, y en cada oportunidad que le encuentro confirmo sus condiciones de hombre muy preparado, capaz y ponderado, con dotes de gran cordialidad y sencillez.
El Sr. Hjort afrontará una nueva prueba de responsabilidad al trabajar como Adjunto del Director General. Estamos seguros de que el Sr. Hjort superará esa prueba, con el buen éxito que le deseamos al felicitarle muy sinceramente.
El Sr. Shah pertenece al fuero íntimo de la gran amistad, del profundo afecto. Siento inmensa admiración por la inteligencia, las amplias capacidades y la ejemplar consagración con que mi amigo el Sr. Shah cumple sus altas responsabilidades. El Sr. Shah es un trabajador incansable. Posee el raro don de la imaginación rápida y creativa, del logro de las soluciones inmediatas y acertadas. Realiza todo ello con enorme ponderación, excepcional equilibrio, respeto por todos los delegados, lealtad sin sombras al Director General. En reuniones importantes, tener al lado al Sr. Shah, es contar con un apoyo valioso, la asesoría adecuada y justa, el consejo oportuno, la más válida y segura asistencia que garantiza el buen éxito. Las calidades humanas del Sr. Shah son verdaderamente sobresalientes. El Sr. Shah honra la noble y brillante tradición diplomática de su ilustre padre, quien fue distinguido Embajador de la India. De manera muy afortunada en su forma de ser, el Sr. Shah conjuga la sabiduria oriental de la India legendaria con el pragmatismo, la seriedad y la rectitud británicas. Sobre todo en los últimos tiempos, cuando vemos sobresalir al Sr. Shah en situaciones que parecen muy difíciles, tenemos la impresión fundada de que él actúa la benéfica influencia de una gran fuerza espiritual, que le asiste para superar las inquietudes y preocupaciones que seguramente él lleva muy dentro de su alma.
En esta Sala Roja, hoy nos honra con su grata compañía mi amiga dilecta, señora Tina Shah, compañera devota, esposa amantísima, gran señora de nobles y esclarecidas virtudes. En un magnifico hogar, sagrado templo del amor, decorado por la unidad, la paz, la armonía y el pleno entendimiento, Tina y Vikram comparten, con angustia y con fe, sus desvelos y esperanzas.
Generalmente cada ser humano cree en su propio Dios. El habrá de permitir que este merecido reconocimiento al Sr. Shah represente otro fuerte complemento espiritual que depare a mis amigos Tina y Vikram muchos años más felices, confiados en los designios imponderables de la Divina Providencia, que les permita disfrutar de la satisfacción que en este momento justamente les embarga.
Con la humildad del amigo, quiero pedir a Tina y a Vikram que me permitan sentirme hoy mucho más cerca de lo que les he estado siempre, para tener el privilegio de compartir con ellos esta honrosa y bien ganada distinción.
Gerald J. MONROE (United States of America): May I begin by welcoming all new members of the Council.
As we have heard today, the Director-General has selected Mr Hjort to serve in a notable position of trust and responsibility on the basis of his professional merit and personal qualities. We applaud this decision. Mr Hjort is well known in the united States and world agricultural service as a dedicated professional. He has served the international agricultural community for over thirty years. His career has included noteworthy service in government, the private sector, in non-governmental organizations and since the early 1980s, the FAO. We are convinced that his broad expertise, knowledge, motivation and analytical capacity will serve the Organization and the membership well. The United States delegation extends our very best wishes and congratulations to Mr Hjort and incidentally, to wish him a very happy Thanksgiving.
Permit me to convey also my very warm personal as well as my delegation's sincerest congratulations to Mr Shah. I personally have worked closely with him on a number of highly complex issues involving some of the most important elements relating to the Organization and its operations, for example, the Budget and Programme formulation. I know him to have an encyclopaedic grasp of the FAO and its many and diverse activities. To my observation, and I am sure many of those who have served closely with him on the committees of this Council share my view, he has dealt with those frequently very difficult tasks with grace, with a degree of elegance and most important I think, unswerving dedication to the Organization and the multilateral community. Mr Shah amply, deserves this recognition that we applaud this morning.
J.C. MACHIN (United Kingdom): It gives me considerable pleasure to join with other speakers in responding to the statement of the Director-General. It is clearly important that FAO has in place the most appropriate top management structure that the Director-General considers best meets the demands and requirements of our Organization. My delegation finds Dr Saouma's arguments in this respect convincing. Therefore, we are very pleased indeed to give our support to his decision to appoint Mr Hjort as Deputy Director-General and wish Mr Hjort well in his new and particularly important position.
As you know, Mr Chairman, I am a relative newcomer to FAO. Nevertheless, starting with my attendance at the June Council and subsequently, I have observed with increasing admiration the central role played in this Organization by Vikram Shah. His reputation does, of course, long precede my own involvement with FAO, but I have come quickly to appreciate the outstanding service he has given to the Organization. On behalf of the UK delegation I would therefore like very warmly to welcome and fully endorse the decision of the Director-General to recognize Mr Shah's exemplary performance by promoting him to the personal rank of Deputy Director-General. It gives me great personal pleasure to make this statement and to offer my delegation's sincerest and warmest congratulations to Mr Shah.
Waleed A. ELKHEREIJI (Saudi Arabia, Kingdom of) (Original language Arabic): Mr Chairman, allow me first of all to welcome you and congratulate you on your re-election as Chairman of our Council.
We have listened to the statement made by the Director-General on his choice with reference to the two Deputy Directors-General, Mr Hjort and Mr Shah. On behalf of the Near East Group and the Kingdom of Saudi Arabia - also on my own behalf - I express anew our confidence in the Director-General and endorse his choice. I have said before in the general Conference that the Director-General is a man of renewed and ever-present vigour. This is quite clear in his choice of Deputy Directors-General. Frankly, I do not know Mr Hjort personally but we are fully confident in the choice of the Director-General.
As regards Mr Shah, I think we all know his abilities, his great qualities. I do not think we can ever give him his due because this gentleman has had a great and very discernable impact on the performance of this Organization, particularly in the difficult times it has gone through.
We are particularly happy because of this appreciation on the part of the Director-General in promoting him to the post of Deputy Director-General. (continues in English) I want to speak to you directly. I have never worked with you but I have talked with you many times, and I could see intelligence and hard work. I wish you long life, more success and a happy new assignment.
Joseph TCHICAYA (Congo): Tout d'abord la délégation congolaise souhaite exprimer toute la joie qu'elle ressent de vous voir à nouveau à la présidence du Conseil. Comme je le prédisais à la fin du rapport de la centième session de cette instance, la Conférence vient, fort justement, de vous renouveler sa confiance. Vous pouvez compter sur notre disponibilité durant l'accomplissement de votre mandat. Félicitations à nos trois vice-présidents dont les compétences sont connues de nous tous.
Pour ce qui nous concerne, le choix de Monsieur Hjort comme Directeur général adjoint ne peut être qu'applaudi. Il s'agit là d'une décision du Directeur général visant non seulement à combler un vide, mais à bénéficier des services d'un collaborateur qu'il connaît parfaitement de par ses qualités professionnelles et humaines. Nous accueillons, pour notre part, Monsieur Hjort à bras ouverts et lui accordons toute notre confiance, certains qu'il en tirera la vitalité nécessaire pour accomplir dans la sérénité son importante mission. Les qualités qui lui ont été reconnues par Monsieur Edouard Saouma sont en effet celles que les Etats Membres de la FAO sont en droit d'attendre d'un cadre supérieur qui aura à dialoguer avec nous durant l'exercice de ses fonctions. A Monsieur Hjort, toutes nos félicitations pour cette promotion et tous nos souhaits de bon succès dans sa noble mission.
Je voudrais ensuite dire que ma délégation se réjouit sincèrement de la confiance renouvelée dont vient de bénéficier Monsieur Shah de la part du Directeur général. Cette confiance méritée, nous la partageons. En effet, Monsieur Shah a su se montrer un cadre compétent et dévoué à la cause de notre Organisation et de ses Etats Membres et il a toujours suscité admiration et respect de notre part à tous. Que Monsieur Shah fasse preuve d'une solidité morale, nous le savons tous. Solidité morale que nous louons et qui lui permet de continuer à s'acquitter avec lucidité de sa tâche au milieu de multiples difficultés. C'est sans doute cette force morale qui, ajoutée à ses compétences - discrétion, expérience - constituent à n'en point douter des qualités majeures qui en font aujourd'hui un pilier de la FAO. La promotion dont il vient de bénéficier et qu'il mérite amplement met à l'honneur non seulement lui-même mais aussi et surtout le Dr. Saouma qui récompense ainsi des efforts continus d'un des cadres supérieurs les plus remarquables de notre Organisation. Ce faisant, le Directeur général élève à sa juste valeur un haut fonctionnaire qu'il apprécie et qui bénéficie de notre estime. Monsieur Shah, avec qui j'ai souvent travaillé au sein de notre Organisation, peut compter demain, comme hier et aujourd'hui, sur le soutien actif de mon gouvernement dans l'accomplissement de sa nouvelle tâche.
Frederik Ch. PRILLEVITZ (Netherlands): The announcements just made by the Director-General concerning the appointment of Mr Howard Hjort as Deputy Director-General and the upgrading of Mr Shah to that same level have pleasantly surprised us. I use the words us because I am allowed to speak on behalf of my colleagues of the EEC Council Member countries, Germany, France, Italy, United Kingdom, Portugal and my own country, and also on behalf of the other six Member States of the Community.
We welcome the decisions of the Director-General. It was felt in our group quite soon after Mr Walton left the Organization that the post of Deputy Director-General should be filled again. Although we know from you, Mr Saouma, that it is cheaper to work for special assignments with the former Deputy Directors-General, we prefer from a management point of view to have the post permanently filled. It is better for you, from the burden-sharing aspect, for your staff, and for us, the representatives of the Member Nations for our necessary contacts with the top management of the Organization.
Now something about your choice. Personally I think it is a good one. I had the opportunity a couple of years ago when Mr Hjort served the Organization as Head of the Policy Analysis Division within the Economic and Social Policy Department to meet him several times and talk to him during the process of preparing the reform of FAO. As we all know, that process has resulted, inter alia, in a greater emphasis on policy advice to mainly developing countries. From these contacts I have the recollection of a balanced person who gives his opinion very well considered in a language that is understandable, although he has an American accent, even when the subject is complicated.
His task as Director of the Liaison Office for North America was, I guess, a difficult one. I do not know for sure, but it could be that the fact that we reached a consensus decision on the Programme of Work and Budget for the next biennium in the latest Conference was one of the results of his work in that post. If so, then we may consider that as a promising fact for his new post.
We very much welcome Mr Howard Hjort as Deputy Director-General, and we are sure that he will be of great assistance to Mr Saouma in his last two years. Our sincere congratulations to both of you.
The appointment of Mr Vikram Shah is the other pleasant surprise. I can be brief in this case after what my colleagues have said about his capabilities. All the members of our group are convinced, especially after his outstanding performance in the latest Conference, that he deserves his new position and that he will be a member of the new troika that will lead the Organization into the upcoming biennium.
Our sincere congratulatons to you, Mr Shah, on this honourable promotion.
Raphaël RABE (Madagascar): Son Excellence l'Ambassadeur du Cameroun, Président du Groupe africain s'était déjà exprimé en notre nom pour vous féliciter pour votre brillante réélection à la tête du Conseil, aussi me contenterais-je avec grand plaisir de vous réitérer nos vives félicitations et vous assurer de notre franche collaboration. Je félicite également notre vice-président.
Ma délégation voudrait aussi prononcer quelques mots, d'abord pour manifester son appréciation la plus sincère au Directeur général, Son Excellence Edouard Saouma pour avoir récompensé un collaborateur efficace et compétent, et pour le moins précieux pour l'Organisation donc pour nous sommes Etat Membre.
Ces jugements que ma délégation porte à l'endroit de Monsieur Shah ne sont pas prononcés dans le but de lui faire seulement plaisir mais en pleine connaissance de cause car nous avons eu l'occasion de travailler étroitement avec lui au sein du Comité financier et bien entendu pendant toutes les sessions du Conseil et des Comités. Monsieur Shah malgré sa grande compétence et sa forte personnalité a comme qualités exceptionnelles la patience et le dévouement, car il veut contenter tout le monde. Je n'en veux pour exemple que le PCT. L'on ne peut pas compter le nombre de documents clairs et pragmatiques que Monsieur Shah a remis aux délégations les plus crédules ainsi que les informations les plus détaillées qu'il leur a prodiguées pour qu'ils adoptent une attitude plus favorable vis-à-vis de ce programme. C'est à dessein que j'ai utilisé cet euphémisme pour ne pas nuire à l'ambiance agréable qui a prévalu durant la Conférence. Malheureusement certains persistent cependant dans cette attitude peu constructive et Monsieur Shah devra encore prouver d'autres arguments. Nous encourageons les récalcitrants à le rencontrer car Monsieur Shah est toujours disposé à les recevoir, il l'a déclaré à plusieurs occasions. Pour nous, Monsieur Shah est l'un des bras du Directeur général et il est tout à fait légitime et logique qu'il ait la même importance que l'autre bras. La décision du Directeur général sur ce point rentre donc bien dans l'ordre normal des choses et nous le soutenons sans réserve. Que Dieu donne la joie et le bonheur à Monsieur Shah et à sa famille et à tous ceux qui lui sont chers.
En ce qui concerne la nomination du Directeur général adjoint nous faisons entièrement confiance au Directeur général pour ce choix, car en fait c'est lui qui en premier lieu bénéficiera de ce choix. Le Directeur général adjoint est donc le second bras et devra donc posséder les qualités requises pour cette fonction. Nous sommes absolument confiants du choix du Directeur général. Le curriculum vitae du candidat nous est connu et répond parfaitement aux exigences des fonctions lui sont confiées.
Kuldip SAHDEV (India): I find that I come after a fairly long list of very eloquent speakers so that a lot I have to say has already been said before. I will try to be very brief but I hope you will not mind a few things I must put on record, especially as I have in the past tried to make very little demands on the time of the Council.
May I start by congratulating you as Independent Chairman for your second term. I would also like to welcome and congratulate the Vice-chairmen on their elections. May I also welcome and congratulate the new members of the Council.
We would like to welcome the statement of the Director-General and we support the steps he has taken to ensure the more efficient functioning of our Organization. This step was perhaps overdue but the wisdom of his choice has made the long wait worthwhile.
I have not had the opportunity, like many who spoke before me, of knowing Mr Hjort personally but we have full faith in the Director-General's judgement and have no doubt that Mr Hjort fully deserves the honour now being bestowed upon him. I would like to congratulate him on behalf of India.
I must confess that the main emphasis on my intervention is to congratulate Mr Shah. As you know, we in India have a special claim on him although through his dedicated service he has assured that he belongs to all Member Nations of this Organization. This is fully evidenced by the very laudatory statements that all those who have spoken before me have made of Mr Shah. I have a special personal regard for Mr Shah and for good reason, his father was a senior colleague of mine as a distinguished ambassador of India. During my stay here in Rome and my association with the FAO I have got to know Vikram personally and can say without hesitation that he is an outstanding son and representative of the country of his birth and India is proud of the promotion and the honour being done to him by the Director-General. During my stay of about a year in Rome and my association with the FAO I have not had the pleasure and honour of knowing Mrs Shah but I am happy she is present today to witness the bestowing on her husband of this very deserved promotion. I would like to congratulate her and I would like to congratulate Vikram Shah today.
HUANG YONG-NING (China) (Original language Chinese): Mr Chairman, please allow me on behalf of the Chinese delegation to congratulate you on your second election as the Chairman of the Council and also my congratulations go to the three Vice-chairmen.
The Director-General, Mr Saouma, has made a proposal to appoint Mr Hjort and Mr Shah to be Deputy Directors-General. He has also provided us with some information concerning the appointments. The Chinese delegation would like to give its support to these two important appointments.
Mr Hjort is an old friend of the Chinese people. Early in the 1970s when he worked in USDA he led a delegation to visit China and then in the 1980s he also went to China for a visit, so we know Mr Hjort very well. As for Mr Shah, he has long been involved in FAO's activities so we know him very well. They have good knowledge of FAO's work, they are very able and good at handling complicated issues. Their dedication and efficiency are well known. Furthermore both of them are polite and friendly and very modest. These are the two common characteristics of these two persons so they are well respected, therefore we think they both deserve this promotion. Today Mr Saouma's appointment of these two people is actually an appreciation and a compliment of what they have done so far. The Chinese delegation is very pleased with their promotion and we sincerely hope that under the leadership of the Director-General, Mr Saouma, they will continue to make their due contributions to FAO's work in the future and they will make better contributions to the Organization.
Earl W. WEYBRECHT (Canada): Mr Chairman, we wish to congratulate you on your re-election and to welcome the new members of the Council. It is a pleasure for the Canadian delegation to express its support for the appointments announced by the Director-General this morning of Mr Howard Hjort and Mr Vikram Shah to Deputy Director-General positions in this Organization.
Canada knows Mr Hjort and Mr Shah well. In his position as Director of the Regional Office of North America Mr Hjort visited our capital on several occasions and met with many of our officials involved in FAO matters. We indeed welcomed the close liaison we have had with him in his position as Regional Representative for the North America region and we know he is a very dedicated, experienced and capable person.
Similarly, in his position of Assistant Director-General, Programme, Budget and Evaluation and as the Assistant Director-General responsible for the Programme Committee, we also know Mr Shah very well, both professionally and on a personal basis. We have a great deal of admiration and respect for his extensive knowledge of all areas of the Organization, his experience and his exceptional capabilities. We would like to join with others in extending a special welcome to Mrs Tina Shah who is attending our session this morning. We know that both Mr Hjort and Mr Shah will carry out their tasks in their new positions with the same dedication that they have demonstrated in the past. My delegation warmly congratulates them on their appointments.
Thomas YANGA (Cameroun): Monsieur Le Président, permettez-moi, au nom du Groupe africain auprès de la FAO, de vous réitérer nos chaleureuses félicitations pour votre brillante réélection pour un deuxième mandat à la tête du Conseil. Nous saisissons aussi cette occasion pour féliciter les trois Vice-Présidents qui viennent d'être élus.
Les pays membres du Groupe africain présents dans cette salle viennent de prendre connaissance avec une heureuse surprise de l'importante décision du Directeur général de nommer MM. Hjort et Shah aux postes de Directeur général adjoint. Le Groupe africain se félicite tout particulièrement du choix judicieux du Directeur général sur ces deux personnalités. En effet, pour M. Hjort, certains d'entre nous, tout récemment encore, ont eu l'occasion de le rencontrer soit au sein du Comité financier soit dans les couloirs de la Conférence, et ont tous été frappés par l'expérience, la disponibilité ainsi que le respect et la grande confiance qu'il inspire à tout interlocuteur. Le Groupe africain est convaincu qu'il sera pleinement à la hauteur de ses nouvelles responsabilités.
Quant à M. Shah, les membres du Groupe africain, y compris ceux qui ne sont à Rome que depuis quelques jours, ont été fascinés et subjugués par les qualités exceptionnelles de l'homme, qui allie à la fois une compétence sans borne, un dévouement sans faille à l'Organisation, une grande courtoisie et une chaleur qui met à l'aise tous ceux qu'il approche. A toutes ces qualités, et pour avoir eu l'occasion et l'insigne honneur de travailler personnellement avec M. Shah, j'ajouterai la simplicité et la disponibilité que beaucoup d'entre nous ont appréciées et dont ils ont certainement abusé sans que ce dernier s'en plaigne.
Le Groupe africain adresse à ces deux personnalités ses sincères et chaleureuses félicitations et leur souhaite plein succès dans leurs nouvelles fonctions.
Mohammad Saleem KHAN (Pakistan): I take the floor on behalf of Pakistan but I have also been asked by my colleagues from Asia to speak on their behalf so my statement represents both the views of Pakistan as well as those of the other members of the Asian region.
I would like to start by expressing our deep pleasure at seeing you once again chairing this session. We had our opportunity of expressing our congratulations to you immediately after your election in the Conference. We are most happy to have you here and and look forward to working closely with you.
I would also like to extend our congratulations to our three Vice-chairmen, who we elected this morning, all of whom are very well known to us over here and welcome the new members on the Council and congratulate those who have been reelected.
We thank the Director-General for his annoucements regarding the apointment of Mr Hjort and Mr Shah. All the permanent representatives who are based in Rome and all those distinguished colleagues who frequently visit Rome to attend meetings in the FAO know Mr Shah very well and recognize the competence, dedication and hard work with which Mr Shah performs the many tasks which are assigned to him. This was clearly evident from all the statements made before we took the floor today.
In a personal capacity, unfortunately, I have not had a similar privilege to know Mr Hjort but nonetheless what we have heard today and what we have heard about him from other distinguished colleagues and staff members of the FAO certainly is most complimentary and instills confidence in his capabilities. We compliment Dr Saouma on his choice of these two persons and join the several distinguished colleagues who spoke before us with great eloquence in congratulating Mr Shah and Mr Hjort on their respective appointments. We also share all the compliments they expressed for Mr Shah and Mr Hjort.
We are happy to note the presence of Mrs Shah amongst us today, and join our other colleagues in offering our sincerest and heartiest congratulations to her on this occasion. As the Ambassador of India noted on behalf of his country, we in the ASEAN Region feel very pleased and proud to have an Asian by birth, such as Mr Shah, receiving such well-deserved compliments.
Daniel Konan YOMAN (Côte d'Ivoire): Monsieur le Président, je dois m'acquitter de deux devoirs: d'abord, vous féliciter pour votre réélection et féliciter les trois Vice-Présidents de leur élection; ensuite, m'associer à l'intervention de mon collègue et ami Yanga, du Cameroun, qui a parlé au nom de mon groupe.
Le choix personnel de fonctionnaires de rang très élevé que vient de nous proposer le Directeur général rencontre l'entière adhésion de mon pays. Comme vous le savez tous, nous allons assister, au cours du prochain biennium, à un redéploiement des activités de la FAO. Comme nous le disait hier matin M. Saouma lui-même, les activités opérationnelles de la FAO en aval vont certainement diminuer eu égard aux nouvelles dispositions du PNUD en matière de déboursement des dépenses d'appui. Ces activités vont diminuer au profit de celles en amont, c'est-à-dire surtout l'analyse des politiques et les conseils en matière de politique agricole.
Nul doute que nos pays en voie de développement en auront besoin. C'est pourquoi le choix du Directeur général en la personne de M. Hjort, de nationalité américaine, qui a déjà dirigé la Division de l'analyse des politiques à la FAO, rencontre notre approbation. Nul doute qu'à ce poste il saura accomplir ses fonctions avec beaucoup de compétence, cette compétence qu'il a déjà démontrée en s'acquittant de ses responsabilités.
Quant à M. Shah, je dois avouer que je suis très agréablement surpris et heureux d'en parler. Surpris parce que ce matin, à 9 h 20, j'ai rencontré M. Shah devant l'ascenseur du côté du bâtiment B, nous sommes entrés ensemble dans l'ascenseur, nous avons échangé nos idées sur les conclusions de la Conférence, nous avons cheminé ensemble jusqu'à la Salle rouge sans que, sur son visage comme dans ses propos, rien n'ait filtré de l'imminence d'une telle décision si importante dans sa vie professionnelle. C'est dire la simplicité de l'homme, son humilité, son "self control", même si, l'autre jour, à la Commission III, il a dû taper du poing sur la table. C'est l'exception qui confirme la règle. Sa compétence et sa très grande courtoisie, la facilité avec laquelle il sait suivre, pour nous autres francophones, nos débats en français, tout cela nous comble d'aise. C'est pourquoi je tiens très sincèrement à lui souhaiter un franc succès dans ses nouvelles et importantes responsabilités.
Je crois qu'il faut également rendre hommage au Directeur général car savoir choisir et bien choisir ses collaborateurs est une très grande qualité de "manager". Pendant quatre ans, je me suis demandé comment il avait pu s'organiser pour faire face à ses lourdes responsabilités. Cela n'a pas été de tout repos. Et voilà, aujourd'hui, ce vide comblé. Connaissant le Directeur général, nous savons qu'il continuera de choisir à ses côtés, aux postes vacants, d'autres brillantes individualités en se basant d'abord et avant tout sur leurs qualités professionnelles propres, sans la pression d'aucun gouvernement mais, autant que possible, en se fondant sur un équilibre régional que nous saurons toujours apprécier.
Waliur RAHMAN (Bangladesh): The distinguished Chairman of the ASEAN Group spoke a short while ago but I hope he will bear with me if I make a few personal remarks about the annoucement that the Director-General has just made.
First of all, allow me to congratulate Mr Howard Hjort on his appointment which has just been announced by the Director-General. Like many of my colleagues, I have not had the privilege of working with him but I know of him, and the Director-General's citation about Mr Hjort, which he made so eloquently, certainly says a great deal about his ability and his fitness to fill the post of Deputy Director-General. I wish him well.
As for Mr Vikram Shah, I wish to say something on a very personal note, as many of my colleagues have done in the last few minutes. I know Mr Shah well, having worked closely with him on various matters of common interest affecting us bilaterally and multilaterally vis-à-vis the FAO. What has struck me most is his professionalism, and his deep commitment to the cause of the FAO. I am proud to hear of his promotion which is well deserved. Above all, there is his unflinching loyalty - if I can use that word to the cause of the FAO, to the cause of those whom the FAO serves, that is the poor, the needy and the underprivileged of the world.
I particularly appreciate the wonderful words of my good friend Gonzalo Bula Hoyos of Colombia about Mrs Tina Shah whom I have the privilege of knowing personally. I share with him all the kind words he said, and I wish both Mr and Mrs Shah well and peace and harmony.
I have no doubt that both Mr Hjort and Mr Shah will serve Dr Edouard Saouma, the Director-General, well in carrying out the task that has been set before them by the Director-General himself. In his closing remarks at the Conference yesterday, the Director-General rightly foreshadowed some of the areas of global concern to which he wished the FAO to contribute. These two gentlemen, these two nominees, have come at the right moment.
Jacques WARIN (France): A son tour, ma délégation accueille avec une grande satisfaction les deux nominations qui viennent de nous être annoncées par le Directeur général. La place de Directeur général adjoint était vacante depuis plus de trois ans et il est naturel que le Directeur général, quelles que soient ses capacités de travail que nous connaissons tous, ait voulu combler un vide qu'il ressentait à côté de lui.
J'ajoute qu'il ne nous paraît pas inconvenant que M. Shah se voit donner, lui aussi, le grade de Directeur général adjoint - et à titre personnel - et qu'il y ait désormais provisoirement deux Directeurs généraux adjoints à la FAO puisqu'aussi bien d'autres grandes institutions spécialisées possèdent deux, trois et même cinq directeurs généraux adjoints; ce qui n'est d'ailleurs pas un exemple à suivre.
En ce qui concerne M. Hjort, je n'ai pas eu l'occasion de le connaître profondément. J'ai seulement été assis un jour à table, à côté de lui; j'ai apprécié ses qualités d'homme, sa conversation et ses compétences. Je sais surtout le rôle important qu'il a joué commme homme de liaison à la tête de son bureau régional auprès du Gouvernement et du Parlement de notre plus grand contributeur. Je suis sûr qu'il mettra ses qualités maintenant à l'épreuve dans un poste similaire auprès du Directeur général. Je lui adresse donc mes plus vives félicitations.
Sur M. Shah, Je m'arrêterai un tout petit peu plus longtemps.
Que dire de plus, quand on a entendu dans cette salle le concert de louanges qui s'est élevé à son adresse et qui s'adresse à un homme que nous avons vu très souvent au premier rang de cette tribune, à l'avant-garde de nos débats et même de nos combats, et dont la modestie naturelle l'incite aujourd'hui à se tenir au deuxième rang avec un flegme tout britannique comme un "back-bencher" au Parlement de Westminster?
Je voudrais seulement relever que M. Shah a été lié depuis trois ans, c'est-à-dire depuis l'époque où j'ai pris mes fonctions ici, à tout ce qui s'est fait d'important et même d'innovateur au sein de la FAO: les réformes de structure, l'examen de la FAO, le plan à moyen terme, c'est M. Shah qui était derrière toutes ces novations. En même temps, il a été, dans sa tâche très difficile de Sous-Directeur général chargé du Programme de travail et budget, l'apôtre de la rigueur budgétaire tout en recherchant avec beaucoup d'efficacité les ressources manquantes qui ont très souvent manqué. A ce titre, il est l'inventeur de mécanismes extrêmement ingénieux comme le taux d'abattement pour les vacances d'emplois, le Compte de réserve spéciale, le Fonds de roulement, qui a provoqué avec nous des discussions dont il s'est toujours tiré à son avantage grâce à sa courtoisie naturelle et grâce à la qualité de son argumentation sur le plan intellectuel.
J'ajouterai, cela a été mentionné par l'Ambassadeur du Congo mais c'est important pour nous, que M. Shah, ancien élève du lycée Chateaubriand à Rome, est également un parfait francophone et que cela compte comme étant l'un des critères importants qui permettent d'être élevé à un grade de premier plan dans le système des Nations Unies.
Voilà pourquoi je lui adresse en mon nom personnel, au nom de ma délégation et de mon Gouvernement ainsi qu'à M. Hjort, mes plus vives félicitations.
Ms Maria GALVOLGYI (Hungary): As a newly-elected member of the Council, may I welcome you, Mr Chairman, on your election. My delegation would also like to congratulate the three Vice-chairmen from Ghana, Cuba and the Lebanon on their election.
Ghana wishes to welcome the Director-General's decision on the appointment of the two Deputy Directors-General. My delegation has had no chance to know Mr Hjort personally so far, but we feel that in future activities we shall have the opportunity to work together. Once again we would like to congratulate him.
As regards Mr Shah's election to this new post, my delegation joins all our colleagues in the room in congratulating him wholeheartedly on his promotion and wishing him every success in his future activities.
My delegation believes firmly that a new leadership and a harmonious and a close cooperation at the top of the Organization will serve the interests of all Member States. It will also contribute to an increase in the efficiency of our Organization.
Yousef Ali Mahmoud HAMDI (Egypt) (Original language Arabic): Mr Chairman, it gives us great pleasure to see you once again chairing the Council and we would like to congratulate you on the trust displayed by the conference in your capabilities. We would like to welcome the new members to the Council and to congratulate the Vice-chairmen on their election to their respective posts.
It gives us great pleasure to welcome the decision taken by the Director-General in choosing two deputies. Allow us on this occasion to congratulate both of them and to wish them well in their work in the future. We take this opportunity to support this decision taken by the Director-General.
Allow me to extend my special greetings and congratulation to Mr Shah and to his wife, whom I have had the honour to know closely since 1981 through our work for this Organization. I have known in Mr Shah the modest person, an intelligent man with a very active and dynamic presence, a very serious person genuinely understanding of his tasks and functions. Once again, our greetings and sincere congratulations to Mr and Mrs Shah.
Hugo TRIVELLI FRANZOLINI (Chile): Permítame Sr. Presidente que la delegación de Chile le felicite por su reelección a la presidencia del Consejo. Nosotros, por lo menos yo personalmente, he estado muy cerca del Sr. Presidente desde mi llegada a la FAO, de manera que no puedo menos de sentir un grán agrado por esta elección. Quiero aprovechar también esta ocasión para felicitar y desear el mejor éxito en su trabajo a los tres Vicepresidentes elegidos por el Consejo, los representantes de Ghana, Cuba, y Líbano. También no puedo menos que felicitarme, y felicitar a nuestra delegación, por ser elegidos como nuevos Miembros del Consejo. En este sentido yo quiero especialmente agradecer a la Conferencia nuestra elección al Consejo de la FAO, donde esperamos colaborar con los demás miembros del Consejo y con Ud., Sr. Presidente, para el mejor éxito de nuestras funciones aquí en el Consejo.
Desde luego, no podríamos dejar de mencionar puntualmente la decisión del Sr. Director General de nombrar como directores generales adjuntos a los señores Hjort y Shah. No tengo demasiados antecedentes, por ser nuevo aquí en la FAO, sobre estos dos ilustres funcionarios, pero dado todo lo que aquí se ha dicho por todos los oradores en cuanto a su calidad profesional, a sus méritos y calidades personales y, junto a esto, a su conocimiento y experiencia dentro de la FAO, no nos cabe ninguna duda que la decisión del Sr. Director General ha sido muy acertada. Felicitamos a los señores Hjort y Shah por su designación y desde luego nos comprometemos a colaborar con ellos, lo mismo que lo hemos hecho con el Director General, en las tareas de la FAO.
Aquí se ha mencionado también a la señora Shah. No la conozco personalmente. Espero conocerla más adelante, pero quiero felicitarla también, y al Sr. Shah, por una razón muy simple: detrás de un hombre que se destaca, generalemente hay una mujer que lo apoya y lo ilumina.
Horacio M. CARANDANG (Philippines): I would like to join other delegations in congratulating Mr Hjort on his appointment as Deputy Director-General. The choice made by the Director-General could not have been better. Mr Hjort's capacity for work and his professional ability are well known. I have had the honour of knowing Mr Hjort as Director of the Economic and Social Policy Division. In that position he has given prominence to economic and policy analysis in accordance with the mandate of the governing bodies of FAO. I have also had occasions to meet Mr Hjort in his capacity as Director of the Liaison Office for North America, when he came to sessions of the Finance Committee, Council and Conference. The Philippines delegation wishes to congratulate Mr Hjort most cordially, and to wish him well.
I should also like to express the most sincere congratulations of the Philippine delegation to Mr Vikmam Shah on his appointment. Mr Shah's competence, dedication to the Organization, and his deep understanding of the complicated system of our Organization, and his ability to convey his thoughts with eloquence, clarity and calm, have never ceased to impress me. Despite the fact that I have had the pleasure of working with him on numerous occasions in the sessions of the Conference, Council and the Finance Committee, and in many drafting committees. The Philippine delegation joins other delegations in conveying its best wishes to Mr Shah and his family.
Tadeusz STROJWAS (Poland): Let me at the outset welcome new members of the Council, and offer you, Mr Chairman, on behalf of the delegation of Poland and on my own behalf sincere congratulations on your re-election to the post of Independent Chairman of the Council for this biennium.
Without repeating all the warm words already pronounced, permit me to join other speakers and express the satisfaction of the delegation of Poland on the just-announced nominations by the Director-General - Mr Hjort as the Deputy Director-General, and Mr Shah as the Deputy Director-General ad personam. While endorsing these nominations by the Director-General, and having great esteem for the professional and personal qualities of both nominees, already so eloquently expressed - far better than I could do - it is an honour for me to congratulate them most warmly and cordially on the announced promotions, and wish them the best on this occasion in their new posts and in their personal lives.
Gamal Mohamed AHMED (Sudan) (Original language Arabic): Allow me at the outset to join previous speakers, especially the Chairmen of the African Group and the Near East Group in extending to you on behalf of my delegation our appreciation and congratulations on your re-election as Independent Chairman of the Council. I would like also to congratulate our colleagues who have joined the Council in its present Session.
We have listened to the anouncement by the Director-General this morning, and are very pleased by his felicitous choice of collaborators, as is always the case. Although I have not had the honour and privilege of knowing Mr Hjort personally, I have heard a great deal about him and his capabilities. They make him the right man in the right place, because he has wide experience in his work. We are fully confident that he will be an excellent assistant to the Director-General in order to enhance the activities of the Organization in its service to our countries. We would like to extend our congratulations to him.
We are also very pleased with the long-overdue decision, namely, the promotion of Mr Shah to the post of Deputy Director-General. We have known Mr Shah for. a long time, and we are aware of his knowledge, experience and wisdom. I know that he is a wise person of high quality, who is really serious in his work and devoted to the Organization and to our countries. We are always happpy to find him amongst us, especialy during the financial crisis of the Organization, as if he was, as it were, the saviour who could steer the Organization through these troubled times. We wish him all success, and we ask the Almighty to grant happiness to him and to his family. I am duty-bound to also thank the Director-General for his choice, and for his strategy in the timing of his choice. I would like here to refer to his genuine interest in those who work seriously with him.
Juan NUIRY SANCHEZ (Cuba): Usted conoce, señor Presidente, la satisfacción que experimenta la delegación de Cuba después de su reelección en la 26º Conferencia, de verlo conducir estos debates por dos años más. Nuestra felicitación por lo acertado y lo justo.
En segundo lugar, señor Presidente, queremos agradecer, en particular a los fraternos Embajadores de Colombia y Chipre, por su propuesta y, en general, a todos los estimados colegas de este Consejo por esta honrosa elección de designarme para una de las vicepresidencias de este 101º Consejo. Nuestro reconocimiento y nuestra felicitación a las ilustres representaciones de Ghana y de Libia.
Muy brevemente, señor Presidente, pues creo es difícil decir algo nuevo de lo expresado hoy aquí, sobre lo anunciado por el Director General en las más altas designaciones de la dirección de la FAO. Sin conocer la noticia que hoy nos sorprendió sobre la designación del señor Shah, precisamente hemos comentado últimamente con otras delegaciones la manera brillante, inteligente y pragmática que cada vez era más destacada en cada evento en que estaba la presencia del señor Shah. Su serenidad y respeto hacia que cada vez se ganara más la confianza y a la vez la simpatía. Vemos muy justo y de gran reconocimiento este nombramiento, ya que tanto el señor Shah, como el señor Hjort, al que no tenemos el honor de conocer, pero hoy se han puesto de manifiesto sus grandes cualidades, hacerles llegar nuestra felicitación a ambos por esta designación que, sin duda, reforzará el equipo de dirección de la FAO. Al hacerle llegar nuestra satisfacción por su elección, les deseamos todo género de éxito en sus nobles funciones en nombre de nuestra delegación.
Mustapha-Menouar SINACEUR (Maroc): Nous avons écouté avec beaucoup d'attention la déclaration du Directeur général et les nominations soumises à notre appréciation.
Nous considérons la nomination de M. Hjort au poste de Directeur général adjoint comme étant une décision à la fois bienvenue et judicieuse. Bienvenue, parce que le poste de Directeur général adjoint est resté vacant pendant un certain temps; judicieuse, pour les qualités de compétence et de sérieux dont M. Hjort a fait preuve depuis qu'il travaille pour notre Organisation.
Nous n'avons pas encore eu le plaisir de connaître Monsieur Hjort personnellement mais nous pouvons l'assurer de notre soutien et de notre coopération. Nous vous félicitons pour votre promotion et nous vous souhaitons plein succès dans votre tâche. Nous devons exprimer toute notre reconnaissance à Monsieur Edouard Saouma pour sa décision d'accorder une promotion, ô combien méritée, à notre ami Monsieur Shah. Je me permets d'utiliser ce qualificatif car, bien que n'étant à Rome que depuis une année à peine, nous avons quand même pu développer, Monsieur Shah et moi-même, une coopération basée sur le respect, l'échange permanent et une bienveillante affection. Comment pourrions-nous qualifier un homme à qui nous ne connaissons aucun défaut, qui se dévoue corps et âme pour notre Organisation et dont la compétence et la rigueur forcent le respect de tous? Sinon que Monsieur Shah fait partie du club restreint des grandes administrations de la fonction publique internationale. A Monsieur Shah nous présentons nos vives félicitations et à sa fidèle compagne nous exprimons toute notre satisfaction.
Notre délégation approuve et entérine pleinement ces deux nominations. J'aimerais terminer en vous exprimant, s'il en était encore une fois besoin, toute notre satisfaction de vous voir présider nos travaux. Notre satisfaction s'étend aux trois vice-présidents à peine élus. Je ne voudrais pas entériner sur la suite des débats de ce matin et de ce que le Secrétariat propose de faire à la suite de cet hommage qui vient d'être rendu par tout le Conseil, mais la délégation du Maroc souhaiterait voir Monsieur Hjort et Monsieur Shah sur le podium.
George O. LAMPTEY (Ghana): Mr Chairman, I do not want to bore you with more words as many people have spoken, but on this pleasant, sunny morning we are happy to see you once again chairing our deliberations. I also have to express my gratitude to the delegates of the Philippines and Germany for proposing and seconding my nomination as Vice Chairman.
We are very happy that the appointments made by the Director-General have been endorsed by all. Though some of us do not know Mr Hjort we are sure the Director-General has not made a bad choice.
Mr Shah is a genius. My delegation is in support of all that has been said about Mr Shah. Although I have known him for only four years I personally have grown to like and to love him - with apologies to my wife! He is devoted to his work and has given invaluable advice and answers to every question. We are all aware that behind every successful man is a woman. I cannot but end my statement by expressing the gratitude of my delegation to Mrs Shah.
Finally, my delegation wishes them health and every success in all their endeavours.
CHAIRMAN: I am very glad to see Ghana in the Vice-Chairmanship of the Council.
Tommie SJÖBERG (Sweden): I think almost everything has been said already, so I will be brief.
On behalf of the Nordic countries I would like to express their support for the appointment of Mr Hjort and Mr Shah to be Deputy Directors-General. I join other speakers in extending our warmest congratulations on their appointment. The Nordic countries look forward to cooperating closely with them.
Aguinaldo LISBOA RAMOS (Cap-Vert): Etant le dernier à prendre la parole, je ne voudrais pas omettre de vous féliciter et vous présenter également mes chaleureuses félicitations pour votre réélection en tant que Président indépendant du Conseil. Nous félicitons vivement le Directeur général pour sa décision de nommer Monsieur Hjort et Monsieur Shah comme Directeurs généraux adjoints de la FAO. Je n'ai pas eu le privilège de connaître personnellement Monsieur Hjort mais les louanges qui viennent d'être prononcées sur son compte témoignent de la justesse et du bon choix du Directeur général. En ce qui concerne Monsieur Shah, j'ai déjà eu l'occasion de constater ses qualités d'homme, sa compétence, son sérieux et son dévouement à la cause de la FAO ainsi que son attitude vis-à-vis des déshérités et de ceux qui souffrent. Je leur souhaite à tous deux un plein succès dans l'accomplissement de leurs tâches.
Angel BARBERO MARTIN (España): Al hablar en nombre del grupo de países de la OCDE, deseo expresarle, Señor Presidente, nuestra satisfacción por verlo de nuevo en esa mesa presidiendo las tareas del Consejo. Felicitamos, igualmente, a los tres vicepresidentes y, muy especialmente, al Director General por la oportuna decisión que nos ha comunicado esta mañana.
Entendemos que el nombramiento como Directores Adjuntos, de los Señores Hjort y Shah significa la confirmación y el reconocimiento de sus altas cualidades.
La FAO, Señor Presidente, se enfrenta a un bienio pleno de expectativas generalmente buenas, pero también con múltiples problemas por resolver. La evolución natural de la FAO va a hacer surgir un número de actividades cada vez mayores que habrán de ser atendidas a los más altos niveles; pero con la asistencia de estas personas serán mucho más llevaderos los trabajos de nuestro Director General. Muchos de los problemas que sin duda van a surgir tendrán que ver con el presupuesto y con el programa de la Organización.
Cuando vemos en tantas ocasiones al Señor Shah en esa mesa de la Secretaria manejando las áridas cifras y los conceptos presupuestarios, explicando y contestando nuestras dudas, y llevando adelante los más espinosos asuntos de la intendencia de esta Organización, nos recuerda a esas artesanas encajeras que manejan los múltiples hilos de una trama y que terminan por tejer un encaje que al final resulta una auténtica obra de arte.
Por todo ello, Señor Presidente, les deseamos a ambos, al Señor Hjort, y al Señor Shah, mucha suerte y muchos éxitos en sus nuevas tareas.
LE PRESIDENT: Avant de passer la parole au Directeur général je voudrais remercier tous les intervenants pour les paroles aimables et bien méritées qui ont été prononcées malgré quelques petites discordances qui ne sont pas l'expression d'une entité qui a rejoint avant-hier notre Organisation. Je crois qu'en tant que Président je peux remercier les intervenants. La liste est longue, nous avons beaucoup de travail mais je voudrais avant de clôturer ce point passer la parole au Directeur général.
LE DIRECTEUR GENERAL: Je viens d'entendre les nombreuses marques d'estime destinées à Messieurs Hjort et Shah.
Cela me touche personnellement. Elles constituent certainement pour eux deux une source d'encouragement et de stimulation dans la poursuite de leurs importantes fonctions. Je voudrais remercier tous les membres du Conseil d'avoir bien voulu m'exprimer leur confiance en acceptant de confirmer la nomination de Monsieur Hjort comme Directeur général adjoint et la promotion de Monsieur Shah au grade de Directeur général adjoint.
Je suis convaincu que les Etats Membres n'auront pas à regretter cette importante décision.
Un délégué a tenu à parler de mon avenir à la FAO. Sa déclaration n'engage que lui-même. Je suis seul habilité à faire des déclarations publiques à propos de mon futur à la FAO.
Une autre remarque qui m'a semblé être un reproche à propos des conseils que j'ai pu demander à des anciens collègues Directeurs généraux adjoints dans l'accomplissement de ma tâche. Je me réserve le droit de continuer à utiliser toutes les compétences nécessaires pour un meilleur service de la FAO.
En tant que votre Directeur général, ici, je me vois lié à l'obligation de répondre à toutes les remarques qui me sont adressées directement. C'est ce que je viens de faire.

LE PRESIDENT: Je remercie le Directeur général de son intervention et de sa mise au point indispensable et nous déclarons le troisième point de notre ordre du jour. Si vous le permettez, je voudrais procéder à une modification de notre ordre du jour, notamment à la demande du Président du Groupe des 77. Comme vous le savez, le règlement général prévoit en son Article XII, point 9, que les autres élections autres que celle du Président du Conseil, du Directeur général adjoint, admission des nouveaux Etats Membres, membres associés et les élections des membres du Conseil, peuvent ne pas donner lieu à un scrutin secret s'il n'y a pas plus de candidats que de sièges à pourvoir. Je peux, en tant que Président, proposer au Conseil de procéder aux nominations par consentement général manifeste. Aussi je me propose de procéder aux élections quand il n'y a pas plus de candidatures que de postes à pourvoir et je voudrais, peut-être, avant de procéder à l'examen de ce point, passer la parole à Monsieur Hjort.
Howard HJORT (Deputy Director-General): Mr Chairman, thank you for giving me this opportunity to make a very brief statement.
First, Mr Director-General, I am extremely grateful for the opportunity to serve you and the Organization as Deputy Director-General. This is my highest honour. I am hopeful that I will be able to fulfil your expectations. God willing, I pledge today to perform the tasks you assign to me to the best of my ability.
Mr Chairman, Vice-chairmen, members of the Council, I appreciate the many expressions of support, including those which greatly exaggerated my attributes and mercifully ignored my faults. I wish to affirm to you that I firmly subscribe to the oath of office and that I am dedicated to the goals and objectives of this Organization. As an international civil servant I shall do my utmost to assist the Director-General in the difficult tasks of implementing the Programme of Work for the forthcoming biennium, which you and the Conference have endorsed with a firm consensus.
Finally, to my colleagues and to the entire FAO staff I look forward to returning to Headquarters and to helping you in any way that I may be able to in implementing your many tasks.

CHAIRMAN: Once again we would like to thank you and Mr Shah for your presence. We are sure that your cooperation in the important tasks of strengthening FAO will be very helpful.
V.J. SHAH (Deputy Director-General): Mr Chairman, I realize that the Council has a heavy order of business before it. I appreciate all the more, therefore, the few moments that you accord me to respond to the confirmation that has just been given to the decision of the Director-General, which included my promotion and the appointment of my colleague, Howard Hjort.
For those of you who have seen me get emotional about technical budgetary issues, it will come as no surprise that I feel quite emotional at this moment. There are only three points that I would like to make.
Firstly, I wish before you to express my gratitude to my Director-General, to our Director-General, for the confidence that he continues to repose in me. It is a privilege to be associated with him, to have the opportunity of working closely with him. His reputation for wisdom, for dynamism, for all the many other qualities that you Member Nations recognize in him, is legendary. It is all the greater privilege for us, his colleagues, to have the opportunity of working with him.
In this regard may I share with the Council, if I am not considered indiscreet, two aspects.
The qualities that we all admire in our Director-General make him a hard taskmaster, but I have consistently learned to respect that he is a greater taskmaster on himself than on any of his collaborators. This is the root, the basis, of the inspiration that he gives to us.
The second aspect is that, with all the demands that he makes on us, which I for one am joyful to respond to, it is a great deal of fun working with him. It is wonderful to be stimulated by him, wonderful to be encouraged to find solutions, to deal with problems, to help.
So my first point is that I pledge myself again to him. I value the opportunity to work with him, and I will do my best by him.
My second point is in regard to the Council. I am a greatly moved, as I am sure is my wife, by all the expressions and kind words that have been said in our regard. My relationship to the Council, as that of my colleagues, is through the Director-General. So long as the Director-General will ask me to represent him in the Council, you know that I will gladly do so, and all the more because of the warmth and friendship that the members of the Council have evidenced today.
In that regard, of all the statements that I will cherish, there are two that have a special meaning for me: Firstly, that of the distinguished Ambassador of India, my country of birth, the country of my heritage, of which I am proud to be accepted and considered an Indian; and the statement of the distinguished representative of the United Kingdom, my country, of which I am proud to be a citizen. I hope it will be well understood that my relationship to these two countries is not a matter of ambivalence, but a matter of pride to belong to both. I hope that in this way the Member Nations of this Council will realize that I serve their cause united.
The third point is to say that, while many eyes are presently on me, there is one pair of eyes of which I am more aware than others. Those are the eyes of the person who shares with me the joys of this world, who shares with me the compassion we feel for the sorrows of this world, and who gives me the courage by her own example to recognize the integrity of the human equation.
Mr Chairman, my gratitude to you and through you to all members of the Council.
