ASSISTANT SECRETARY-GENERAL: Thank you, Mr Chairman. The background document, as indicated, is CL 108/11 and I would like to focus the Council's attention on three matters in order to facilitate your discussion: Paragraphs 37 and 38 of the document which provides the draft decision that the Council might wish to take; Appendix A to that document which gives the Provisional Agenda of the Conference; and Appendix B which sets out a tentative timetable based on the Provisional Agenda.

Paragraph 37 suggests that the deadline for the receipt of nominations for the Independent Chairman of the Council be 12.00 hours on Friday 18 August and takes care of Sub-item 13.2. Paragraph 38 contains five recommendations that the Council might wish to pass on to the Conference in relation to the preparation and organization of its work. They are straightforward and take into consideration the proposals made by the 1993 Conference and the Council itself last November as well as past established practice, whenever applicable. They will be incorporated in a revised document on arrangements, which will be placed before the Conference.

Appendix A gives the Provisional Agenda, which only contains items that must be examined by the Conference. However, you will note that after the last item, Item 27, there is a list of subjects for which information documents will be tabled. This is an innovation meant to keep the Agenda as short as possible.

Finally, Appendix B shows the tentative timetable based on the Provisional Agenda. My colleagues in the Conference Division and I stand ready to provide any answer or clarification that the Council might require from this document.

Quisiera, pues, destacar las novedades en el borrador de decisiones párrafo 38, que son las siguientes. La fecha límite para presentación de candidaturas para el Consejo es el sábado 21 de octubre, que es el segundo día de la Conferencia. El documento con los formularios estará listo para su conclusión en esta sesión del Consejo, de manera que quien lo desee puede presentar su candidatura en los meses próximos antes

del 21 de octubre. Segundo, la concentración de todas las votaciones importantes en la Conferencia el viernes 27 de octubre, al final de la primera semana. Tercero, el límite sugerido es de 10 minutos para las declaraciones de los ministros, a fin de facilitar que todos los que quieran hacer uso de la palabra lo puedan hacer en el tiempo permitido, y a la vez asegurar que la Conferencia tenga una duración que no exceda de dos semanas. EL PRESIDENTE: Permítanme, pues, pasar al Tema 11 de nuestro programa, el Programa Mundial de Alimentos, que consta también de 3 puntos, el 11.1, vigésimo informe anual del Comité de Políticas y Programas de Ayuda Alimentaria del PMA, para decisión, documento CL 108/13 y suplemento 1, el 11.2, cuentas comprobadas de 1992 y 1993 del PMA, para decisión, documento C 95/7 y CL 108/14, y el punto 11.3, aplicación de las Resoluciones 48/162 y 47/199 de la Asamblea General de Naciones Unidas en lo relativo a la transformación del CPA en una junta ejecutiva y la revisión de las normas generales del PMA, esto también para decisión, documento CL 108/16, 108/16-Corr.1 y CL 108/16-Sup.1.

La forma en que debatiremos estos temas será uno por uno, y al tratar el primero les recuerdo que este informe se presenta para su aprobación por el Consejo, de conformidad con la norma general 12 del Programa Mundial de la Alimentación.

El Consejo tiene ante sí el objetivo de promesas del PMA para el período 1997-98, que asciende a 1 300 millones de dólares, y que fue aprobado por el Comité de Políticas y Programas de Ayuda Alimentaria en su trigésimo noveno período de sesiones celebrado el mes pasado. El CPA decidió recomendarlo al ECOSOC y al Consejo de la FAO para su aprobación y presentación subsiguiente a la aprobación por la Asamblea General de las Naciones Unidas y la Conferencia de la FAO. Se pide, por lo tanto, al Consejo, que apruebe el objetivo de promesas del Programa Mundial de la Alimentación para el 1997-98, que asciende a la cantidad, que ya había indicado, de 1 300 millones de dólares, a la vez que un proyecto de resolución de la Conferencia, y que transmita ambas, y dicho proyecto de resolución, al vigésimo octavo período de la Conferencia en octubre. Mr Chairman, distinguished delegates, the report before you is submitted for your approval in pursuance of Rule 12 of the General Regulations of the World Food Programme, in accordance with which the Committee on Food Aid Policy and Programmes is to report annually to the Economic and Social Council and the Council of FAO. The 28th Report of the CFA to ECOSOC and the FAO Council summarizes the major subjects discussed at the 37th and 38th Sessions of the Committee, which took place from 19 to 26 May and 12 to 16 May 1994, respectively.

During the reporting period, Mr Chairman, the Committee worked on several fundamental issues related to policy, operations and resources. The Programme's foundations were deeply analysed and the task of reviewing the Programme's overall policies, objectives and strategies culminated in the adoption of the World Food Programme's Mission Statement by the CFA at its 37th Session. In accordance with the Mission Statement, the core policies and strategies that govern WFP activities are to provide food aid to save lives in refugee and other emergency situations, to improve the nutrition and quality of life of the most vulnerable people at critical times in their lives, and to help build assets and promote self-reliance among poor people and communities, particularly through labour-intensive work programmes.

WFP's operations have been notably strengthened by the adoption by the Committee of principles and guidelines for a country-based programme approach, which includes resource levels and criteria for project approval. The adoption of a Programme approach based on country-specific strategies is fully consistent with UN General Assembly Resolution 47/199. It will contribute to a better integration of WFP's resources within the policies and priorities of recipient countries and will ensure closer coordination with other partners in development.

The total resources managed by WFP in 1994 remained at the level of more than 3 million tonnes per annum reached in the early nineties. However, WFP's development resources continued to decline significantly in both absolute and relative terms. About one third of WFP's resources contributed to development activities and two thirds were earmarked for emergency and protracted relief operations. The continued cut-back of resources for development therefore carries serious implications for future WFP assistance to poor people and communities.

The review of the resources policies of the Programme carried out by the Committee at its 37th and 38th Sessions will help to improve predictability, accountability and transparency. Furthermore, a Working Group on options for WFP's resources, policies and long-term financing was established by the 38th Session of the CFA. The Working Group will, inter alia, make proposals for bringing increased predictability of resource availability and flexibility in their use. The recommendation of the Working Group will be submitted to the 40th Session of the CFA next Autumn. It should also, we hope, lead to an increase in the level of resources.

Mr Chairman, the Committee also devoted a great amount of its Programme of Work to governance issues which follow from General Assembly Resolution 48/162. The recommendations made by the CFA at its 38th Session are before the Council as a separate agenda item.

Mr Chairman, in 1994 WFP faced major challenges in fulfilling its humanitarian missions. Dealing with these led to intensified collaboration with all of its partners.

With the tragic and dramatic increase in the number of internally displaced and refugees worldwide, concerted action by all of the United Nations family is a must. WFP has been a strong supporter of the United Nations Emergency Relief Coordinator. Indeed, the Under Secretary-General in charge of the Department of Humanitarian Affairs, Mr Peter Hansen, addressed the 28th Session of the CFA.

The same close relationship applies to the Office of the United Nations High Commissioner for Refugees. WFP and UNHCR have revised and updated their Memorandum of Understanding to further enhance and strengthen their effort to save lives. Similar efforts are being discussed with UNICEF.

Partnership with the NGO community has been strengthened by the signing of a Memorandum of Understanding with the Catholic Relief Services (CRS). I would hope to have such Memorandum of Understanding signed by many of the NGOs we are working with.

As you would expect, Mr Chairman, there has been strong collaboration between the three Rome-based food organizations. FAO, IFAD and WFP are working closely together in the preparatory work for major global initiatives such as the forthcoming Women's Conference in Beijing. The three are also working together in an ACC Working Group dealing with sustainable food for security in Africa. Significant progress was made in 1994 in collaboration with relief operations and joint assessment of emergency needs, with FAO, continued to be an essential part of the work of WFP. The two organizations prepared 11 food needs assessments in Africa. In addition, WFP, FAO, Save the Children Fund (UK) and USAID continued their work on vulnerability mapping.

WFP also works closely with IFAD. WFP-assisted development projects in 17 countries benefited in collaboration with IFAD; both Agencies are working together within the framework of JCGP to operationalize the continuance from relief to development.

Mr Chairman, allow me to bring an important matter for decision to the attention of the Council. The recently concluded 39th Session of CFA approved the WFP's pledging target for the biennium 1997-98. In approving the target the Committee recognized the difficult balance that needs to be reached in arriving at a realistic pledging target that adequately reflects the increasing development assistance needed in the context of declining global resources for development. Hence the decision to endorse a lower target of US$1.3 billion for the 1997-98 biennium. Draft resolutions from the Council to the Conference recommending approval of the US$1.3 billion target are submitted for your consideration, endorsement and transmission to the Conference for approval.

EL PRESIDENTE: Muchas gracias, amigo mío, señor Ngongi, veo además que si bien su español era excelente, ahora es mejor, y la próxima vez lo hablará mejor que yo. Distinguidos delegados, tienen ustedes a su consideración el tema 11.1 y les pregunto si hay alguna delegación que desee hacer uso de la palabra. No habiendo ninguna petición de palabra, el Consejo aprueba el Informe del vigésimo período de sesiones del Comité del Programa Alimentario, que fue enviado tanto a este Consejo como al ECOSOC; refrenda, en consecuencia, el Objetivo de Promesas del PMA para 1997-98, por 1 300 millones de dólares y decide también transmitir el proyecto de resolución de la Conferencia para su aprobación en el 28° período de sesiones de la Conferencia de la Organización en octubre. Así se decide.

Pasemos ahora al tema 11.2, cuentas comprobadas de 1992-93. Tenía primero la información de que el tema lo iba a presentar el asesor legal pero lo va a hacer el señor Ngongi.

A. Namanga NGONGI (WFP): In accordance with WFP Regulation 1, the Executive Director submitted to the 28th Session of the CFA the audited biennial accounts for 1992/93 for approval. In line with General Regulation 30 and Financial Regulation 9 the Executive Director also transmitted to the CFA the Report of the External Auditor and the reports of the Advisory Committee on administrative and budgetary questions issued at its 37th and 79th Session of the FAO Finance Committee on the 1992/93 accounts.

Also in accordance with WFP's Financial Regulation 11/10, the Reports of the External Auditor and the audited financial statements together with the comments therein, SAAVQ, the FAO Finance Committee and CFA itself will be forwarded to the United Nations General Assembly through the Economic and Social Council and the FAO Conference through this Council for adoption.

The CFA, having considered the accounts as transmitted by the Executive Director, and the Reports thereon made by the SAAVQ at the 79th Session of the FAO Finance Committee, approved the 1992/93 biennial accounts.

At the request of the FAO Finance Committee and as endorsed by the CFA, the programme was submitted to the 39th Session of the CFA, the Progress Report on the implementation of the recommendations of the External Auditor regarding the financial period 1 January 1992 to 31 December 1993, together with the comments of the FAO Finance Committee and the SAAVQ. The comments of the 1st Session of the FAO Finance Committee on the Progress Report on the implementation of External Auditor's recommendations have been submitted to this Council under document CL 108/14.

EL PRESIDENTE: Pasemos ahora al tema 11.3 de nuestra agenda, Aplicación de las Resoluciones 48/162 y 47/199 de la Asamblea General de las Naciones Unidas en lo relativo a la transformación del CPA en una Junta Ejecutiva y la revisión de las Normas Generales del PMA. Como este tema está relacionado con la aplicación de ambas resoluciones aprobadas en diciembre de 1993, por lo que se decidió transformar los órganos rectores de los programas y fondos de las Naciones Unidas encargados de las actividades operativas en el sector del desarrollo como el PNUD, el FPNU, el UNICEF, en juntas ejecutivas, y el fortalecimiento de la función política del ECOSOC con respecto a la dirección de esos programas y fondos, y como la decisión de la Asamblea General de las Naciones Unidas se aplica también al PMA, y teniendo en cuenta que las organizaciones matrices del PMA son las Naciones Unidas y la FAO, en el párrafo 30 de la resolución se pide que se celebren consultas al respecto entre las Naciones Unidas y la FAO, con miras a la adopción de resoluciones paralelas por la Asamblea General y por la Conferencia de la FAO.

El Consejo recordará que este asunto se presentó al último período de sesiones únicamente a título informativo. En ese período de sesiones se presentaron informes sobre las consultas entre las Secretarías de la Naciones Unidas y de la FAO y sobre el proceso iniciado por el Comité de Políticas y Programas y de Ayuda Alimentaria. Todo esto con miras a revisar las Normas Generales y preparar un primer proyecto de resoluciones paralelas para aplicar la Resolución 48/162 de la Asamblea General.

A este respecto se señala que el CPA estableció un grupo de trabajo abierto encargado de revisar las Normas Generales del PMA en aplicación de la Resolución 48/162 de la Asamblea General, así como de la Resolución 47/199 de la Asamblea General relativa a la introducción de un enfoque por programas.

El Grupo de trabajo contó con las asistencia de los asesores jurídicos de las Naciones Unidas y de la FAO. El informe y las recomendaciones del Grupo de trabajo se aprobaron en el trigésimo octavo período de sesiones del CPA, celebrado en diciembre de 1994, en el que se pidió que se presentaran a la Conferencia de la FAO y a la Asamblea General de las Naciones Unidas, por conducto del Consejo de la FAO y del Consejo Económico y Social de las Naciones Unidas, tanto el texto del proyecto de Normas Generales revisadas del Programa Mundial de la Alimentación por el que entraban en vigor las Resoluciones 48/162 y 47/199 de las Naciones Unidas, como los proyectos de resoluciones paralelas.

Bien, lo que se le pide al Consejo es que ratifique las Normas Generales revisadas del PMA y el Proyecto de Resolución de la Conferencia y que remita ambos documentos al vigésimo octavo período de sesiones de la Conferencia de la FAO con miras a que ésta lo apruebe.

Se ha presentado una resolución paralela al ECOSOC, a fin de que la ratifique y la remita a la Asamblea General de las Naciones Unidas. Sin embargo hay algunas novedades y, por ello, le voy a pedir al Asesor legal, doctor Moore, que las presente.

LEGAL COUNSEL: I would just like to draw the attention of the Council to the fact that since the 38th Session of the CFA in December 1994 a draft parallel resolution of the General Assembly has been discussed at ECOSOC. The results of these discussions are reported in document CL 108/16, Sup. 1. As you will note from that document, Mr Chairman, ECOSOC has approved the draft parallel resolution submitted to it subject to a number of amendments. Agreement on the content of these amendments was reached after lengthy negotiations in New York and, as I understand it, after consultation with the various groups in Rome.

In order to maintain the parallel nature of the General Assembly and Conference Resolutions, these amendments should now be considered and endorsed also by the FAO Council. The changes to the draft Conference Resolution required to bring it into line with the amendment adopted by ECOSOC in New York have been set out in the revised draft Conference Resolution which you will find annexed to CL 108/16, Sup. 1. The attention of the Council is drawn to those documents.

As Chairman of the Group of 77, I would like to say that the proposal agreed by ECOSOC and the one agreed in Rome is acceptable to us; so we support this proposal, and it should be adopted, and we would like to thank the Eastern European countries for their understanding and for accepting this compromise between the different groups.

Mme. Régine DE CLERCQ (Belgique): J'espère traduire la pensée des autres membres du groupe de l'OCDE en m'associant à l'intervention qui vient d'être faite par le Président du Groupe des 77, et en reitérant également les remerciements qu'il a exprimés à l'adresse des pays de l'Europe de l'Est qui, pour faciliter ce compromis, ont accepté à titre temporaire la proposition qui a été faite.

José ROBLES AGUILAR (México): Nos sumamos, como lo hicieran las distinguidas delegaciones de Egipto y de Bélgica, como representantes de los grupos de la OCD y del G-77 a este consenso alcanzado en Egipto.

Mi delegación quiere, señor Presidente, expresar su agradecimiento al papel clave que con esfuerzos hizo el señor Bailey a través de viajes a Nueva York, a través de una intensa cooperación tanto en Nueva York como aquí en Roma. Esta tarea creo que en gran medida es un gran mérito de él.

V. A. ZVEZDIN (Observer for Russian Federation): Thank you very much, Mr Chairman. I am not going to reopen discussion of this problem. Certainly, my country was not very happy when the Committee took the decision on this question, but still we join the consensus in New York, and we hope in due time we shall review that situation.

But as we are still discussing Item 11,1 should like very briefly to say that my delegation associates itself with very high evaluation of the activities of the World Food Programme received at the last session of CFA from the Secretary-General of the United Nations and member countries, and we should like also to express our sincere gratitude to the Executive-Director, Madame Catherine Bertine, and her able team for a very good job done in mobilizing and very effectively organizing emergency food assistance to the population suffered in connection with conflict in the Chechen Republic of the Russian Federation.

Gheorghe APOSTOIU (Observateur de la Roumanie): Je voudrais confirmer l'accord de la Roumanie sur le compromis annoncé concernant la répartition des places dans le Conseil d'administration du Programme alimentaire mondial. La volonté politique de la Roumanie est de voir concrétiser les décisions et les mesures prises dans le sens de la mise en application de la résolution de l'Assemblée générale de l'Organisation des Nations Unies.
