EL PRESIDENTE.Señores delegados:vamos a dar comienzo a la 17a sesión Plenaria del lunes 23 de noviembre de 1981.
El primer punto de nuestro calendario es el examen del tercer informe del Comité General que ya ha sido distribuido la semana pasada con la referencia C 81/LIM/27. Espero que todos lo hayan visto y lo tengan en su poder. Voy a proceder sección por sección a su consideración.
El tercer informe del Comité General se refiere a la elección de los miembros del Consejo. El punto 1 dice:''La Conferencia ha establecido como plazo máximo para la presentación de candidaturas para la elección de miembros del Consejo las 18.00 horas del martes 17 de noviembre de 1981", plazo que ha sido ya superado.
El punto 2 dice: ''El Comité General ha examinado las candidaturas recibidas en dicha fecha y ha confirmado la validez de las mismas''.
El punto 3:''Las candidaturas recibidas son las siguientes:Por regiones, Africa: para el período noviembre de 1981 a 31 de diciembre de 1984, cuatro puestos. Los candidatos son: Cabo Verde, Etiopía, Lesotho y Alto Volta.
Para el período primero de enero de 1981 a noviembre de 1985, tres puestos. Los candidatos son: Ben ín, Malaw i, Rwanda.
En Asia, para el período noviembre de 1981 al 31 de diciembre de 1984, tres puestos. Los candidatos son: India, Pakistán y Filipinas.
Para el período primero de enero de 1983 a noviembre de. 1985, seis puestos. Los candidatos son: Bangladesh, China,Indonesia, Japón, Malasia y Tailandia.
Para la región de Europa, para el período noviembre de 1981 a 31 de diciembre de 1984, cuatro puestos. Los candidatos son:Francia, Italia, Noruega, Turquía y Reino Unido.
Para el período primero de enero de 1983 a noviembre de 1985, tres puestos. Los candidatos son: Chipre, República Federal de Alemania y España.
Para la región America Latina:Período de noviembre de 1981 a 31 de diciembre de 1984, un puesto;y los candidatos son:Ecuador y El Salvador,
Para el período primero de enero de 1983 a noviembre de 1985, tres puestos, y los candidatos son: Argentina, Chile, Nicaragua, Panamá y Venezuela.
Región del Cercano Oriente: para el período noviembre de 1981 a 31 de diciembre de 1984, tres puestos; y los candidatos son: Egipto, Arabia Saudita, Sudán y la República Arabe del Yemen.
Para el período primero de enero de 1983 a noviembre de 1985, un puesto, y el candidato es Iraq.
Para la región América del Norte no hay ninguna elección que realizar por estos períodos.
Para la región Pacífico Sudoccidental, para el período noviembre de 1981 a 31 de diciembre de 1984, un puesto. El candidato es Nueva Zelandia.
¿Hay alguna consideración que hacer sobre esta información?.
Muy bien;lo damos por aprobado.
El párrafo 4 del tercer informe del Comité General dice que "el Comité General señala oficialmente a la atención de la Conferencia los siguientes párrafos del artículo XXII del Reglamento General de la Organización:
Artículo XXII, párrafo 3: Al elegir los componentes del Consejo, la Conferencia prestará la debida consideración a la conveniencia de:
a) Que en dicho organismo haya una representación geográfica equilibrada de las naciones interesadas en la producción, distribución y consumo de alimentos y productos agrícolas;
b) lograr que en los trabajos del Consejo participen los Estados Miembros que contribuyan en gran medida al éxito de la Organización;
c) dar oportunidad de formar parte del Consejo al mayor número posible de Estados Miembros, por rotación de los puestos".
"Artículo XXII, párrafo 4: los Estados Miembros podrán ser reelegidos". ¿Alguna consideración?
Continuamos. Punto quinto."En el caso de tres de las regiones, es decir, Africa, Asia y el Pacífico Sudoccidental, el número de candidatos para cada período es el mismo que el número de vacantes. Una votación para cada período y cada una de esas regiones puede ser, por tanto, suficiente para que los candidatos obtengan la mayoría exigida de acuerdo con el artículo XII.3 (b) del Reglamento General de la Organización. Una situación similar existe en las regiones de Europa y el Cercano Oriente para el período primero de enero de 1983 a noviembre de 1985. A este propósito se señala a la atención de la Conferencia el artículo XII.9 (a) que especifica que la elección de los miembros del Consejo se decidirá por votación secreta, aun en los casos en que no haya más candidatos que puestos del Consejo que deban llenarse". ¿Alguna aclaración?
Párrafo 6.En el caso de lasregionesrestantes hay más candidatos que vacantes, como puede observarse. En Europa:(a) para el período de noviembre de 1981 a 31 de diciembre de 1984 hay cinco candidatos para cuatro puestos.
En América Latina,(a) para el período noviembre de 1981 a 31 de diciembre de 1984 hay dos candidatos para un puesto.(b) para el período primero de enero de 1983 a noviembre de 1985 hay cinco candidatos para tres puestos.
En el Cercano Oriente:(a) para el período noviembre de 1981 a 31 de diciembre de 1984 hay cuatro candidatos para tres puestos.
Esto quiere decir que en el caso de estasregionespueden ser necesarias varias votaciones para cubrir las vacantes correspondientes a cada uno de esos períodos. ¿Alguna aclaración sobre este párrafo?
Párrafo 7. De acuerdo con el artículo XXII.10 (g) del Reglamento General de la Organización, "los candidatos que no triunfen en la elección para llenar vacante o vacantes que se produzcan en el primer año civil se incluirán entre los que se presenten a la elección para la vacante o vacantes que se produzcan al final del segundo año civil, a menos que voluntariamente retiren su candidatura". ¿Alguna aclaración?
El último párrafo, el 8 dice: "El Comité General recomienda que en la primera fase se proceda a votar para elegir los miembros de las distintas regiones para el primer período, es decir, noviembre de 1981 a diciembre de 1984, repitiendo la votación todas las veces que sea necesario en relación con ese primer período. A continuación se procederá a elegir los miembros de las distintas regiones interesadas para el segundo período, es decir primero de enero de 1983 a noviembre de 1985".¿Alguna consideración sobre este párrafo? No habiendo ninguna consideración damos por aprobado el Documento C 81/LIM/27 y podemos pasar inmediatamente a considerar el Cuarto Informe del Comité General que ha sido también distribuido la semana pasada con la referencia C 81/LIM/28.

(C 81/LIM/28)Vamos a tomar este Documento sección por sección, pero quisiera llamar la atención de todos los señores delegados sobre el proyecto de resolución relativo a la jubilación del Doctor Phillips.Estoy seguro que muchos delegados querrán hablar en esta ocasión, y hemos acordado en el Comité General que los representantes de los varios Grupos Regionales hablen en nombre de los países de cada región y que, además, otras personas que conocen personalmente, desde hace años, al Dr. Phillips puedan también hacer uso de la palabra sin prolongar demasiado nuestro trabajo de la sesión de hoy.
Si ustedes están de acuerdo, propongo que todas estas intervenciones se hagan después de la votación para el Consejo, que es el tema siguiente de nuestro orden del día, aprovechando el tiempo en que estemos esperando el resultado de la votación.
Vamos por lo tanto a examinar sección por sección el Informe del Comité General que aparece en el Documento C 81/LIM/28.Si no hay comentarios, con posterioridad a la lectura lo vamos a considerar como aprobado.
El Cuarto Informe dice así: Derechos de voto:
1. El Comité General tomó nota de que el Chad había pagado ya la cantidad suficiente para recuperar su derecho de voto durante el resto de este período de sesiones de la Conferencia.
2. Sin embargo, en lo que respecta a los tres Estados Miembros restantes, no se han recibido propuestas acerca de la normalización de sus contribuciones atrasadas. A falta de resultados concretos, el Comité recomienda que la Conferencia no adopte medidas de conformidad con el Artículo III.4 de la Constirución.
¿Algún comentario sobre este párrafo? Muy bien. Jubilación del Doctor Ralph W. Phillips.
El Comité General recomienda la siguiente resolución para la aprobación de la Conferencia: Jubilación de Ralph W. Phillips.
La Conferencia, tomando nota de que Ralph W. Phillips se jubilará de la Organización a finales de diciembre de 1981, después de cuatro años de servicio como Director General Adjunto, consciente de sus servicios anteriores a la Organización, en particular como Director Adjunto de la que entonces era Dirección de Agricultura y, después, como miembro y Presidente del Comité de Programas, reconociendo sus prolongados e inestimables servicios y constante dedicación a los objetivos de la Organización, expresa a Ralph W. Phillips su profundo agradecimiento por su valiosa aportación a la labor de la FAO y le transmite su más fervoroso deseo de una prolongada vida activa, de bienestar y de felicidad.
Está considerado por la Conferencia este proyecto de resolución del Comité General.

Creo que no hace falta decir que está aprobado el Informe.
5. Otros asuntos. Respecto al párrafo 6 de su Segundo Informe (C 81/LIM/24) el Comité General tomó nota de una comunicación de la delegación de Afganistán, en la que se rechaza la afirmación de "ocupación militar" del Afganistán.
6. En vista de que la delegación de la República Islámica del Irán no tuvo la oportunidad de tomar la palabra cuando se celebró la elección de los Vicepresidentes de la Conferencia, el Comité tomó nota de que la citada delegación desea hacer constar su objeción a la candidatura del representante del Iraq para el cargo de Vicepresidente de la Conferencia.
El representante del Iraq en el Comité General hizo constar su objeción a la inclusión del citado párrafo 5 en el Informe del Comité.
7. El Comité General tomó nota de que al representante de la Costa de Marfil no le fue posible pronunciar su declaración en la Plenaria durante el debate general, y solícita que dicha declaración figure en las actas taquigráficas de la Conferencia.
Si no hay ningún comentario damos, por lo tanto, por aprobado el Cuarto Informe del Comité General de la Conferencia.

El Presidente: Tenemos también una solicitud de la delegación del Japón de incluir en el acta final del debate general el texto completo de la intervención de esa delegación, que en su oportunidad debió ser acortada para que quedara dentro del límite de los 15 minutos. Los agregados no son muy largos y, si no hay objeción, considero que la Conferencia puede aceptar esta solicitud.

El Presidente: Podemos pasar ahora al punto 22 de nuestro orden del día "Elección de miembros del Consejo". El Documento de referencia es el Documento C 81/LIM/27 que hemos aprobado hace unos minutos.
Voy a dar la palabra al señor Secretario General que nos explicará el procedimiento.
LE SECRETAIRE GENERAL:Le journal de la Conférence d'aujourd'hui contient en première page un modèle de bulletin de vote pour l'élection des membres du Conseil avec des noms fictifs de pays, indiquant la façon correcte de remplir ces bulletins qui vont vous être distribués.
Comme vous venez de le décider, nous allons procéder en deux étapes:tout d'abord à un scrutin portent sur les six régions intéressées pour la première période, c'est-à-dire de novembre 1981 au 31 décembre 1984. Nous procéderons à autant de tours de scrutin qui seront nécessaires pour cette période.
Une fois les élections pour cette première période achevées, nous passerons alors à la seconde période, c'est-à-dire du 1er janvier 1983 à novembre 1985, et procéderons également à des tours de scrutin pour toutes les régions intéressées.
Ces élections doivent être faites au scrutin secret, conformément au paragraphe 9 (a) de l'article XII du règlement général.Ceci s'applique même lorsqu'il y a autant de candidats que de postes à pourvoir. Chaque bulletin doit être rempli conformément aux instructions y figurant. La majorité requise est spécifiée au paragraphe 3(b) de l'article XII du règlement général.
J'attire votre attention sur le fait que le nombre de postes à pourvoir varie d'une région à l'autre. Lorsqu'il y a plus de candidats que de postes à pourvoir, une croix doit être marquée dans la case correspondant à chacun des pays que l'on désire voir élire (comme indiqué sur le bulletin même).
Conformément au paragraphe 11(a) de l'article XII du règlement général, chaque électeur, à moins qu'il ne s'abstienne, doit voter pour chaque poste à pourvoir. Chaque vote doit être émis pour un candidat différent. Tout bulletin qui ne se conformerait pas à ces indications sera déclaré nul. Le para graphe 4(c) de l'article XII du règlement général prévoit que tout bulletin blanc sera considéré comme une abstention. Le paragraphe 4 (d) du même article précise qu'aucune notation du signe autre que la croix indiquant le vote ne doivent figurer sur les bulletins.
Un bulletin indiquant plus de pays qu'il n'y a de postes à pourvoir sera considéré comme nul. De même, un bulletin indiquant moins de pays qu'il n'y a de vacances à pourvoir sera également considéré comme nul.Ceci veut dire que pour être valable, un bulletin doit porter autant de croix"X" qu'il y a de postes à pourvoir.
Ce premier scrutin sera suivi par autant d'autres que nécessaire pour conclure les élections pour la première période.Ensuite, nous procéderons de même pour la seconde période.
EL PRESIDENTE:Muchas gracias señor Secretario General.Quisiera llamar la atención de los señores delegados al párrafo 14 del Artículo XII del Reglamento General que especifica que "una vez comenzada una votación ningún delegado o representante podrá interrumpirla, salvo para plantear una cuestión de orden relacionada con la misma''.
También quisiera elegir cuatro escrutadores para acelerar el escrutinio de las papeletas de la votación. Me dicen que hay en este momento, en esta sala, 103 delegaciones presentes.Ouísiera recordar que el Artículo XII del Reglamento General establece que el quorum para estas elecciones es la mayoría de los Estados Miembros. EL PRESIDENTE:Señores delegados:recordarán ustedes que varios delegados han pedido la palabra con ocasión de la jubilación del doctor Phillips, Director General Adjunto, y por lo tanto voy a dar el uso de la palabra al señor Director General.
Director-General: Mr. Chairman, I am deeply satisfied that the General Committee has deemed it fit to submit the Resolution for adoption by this Conference paying tribute to my Deputy, my closest collaborator, my friend Dr. Ralph Phillips.
I should pay the first tribute to him.
As most of you may know, Ralph Phillips has had the longest association with FAO of perhaps any of us here today.
As far back as the summer of 1944 Ralph Phillips assisted the Technical Committee on Agriculture of the United Nations Interim Commission on Food and Agriculture, which prepared for the Quebec Conference, which gave birth to our Organization on 16 October 1945.
FAO's first agricultural study was authored by Ralph Phillips.
FAO's first Director-General invited him to join the staff of FAO in 1946 and as mentioned in the Resolution before you, he went on to become the Deputy Director of the then Agriculture Division.
In more recent years Ralph Phillips served the Organization as a member, and then as Chairman of our Programme Committee.
The history of FAO, which Dr. Phillip's has just completed, is only a symbol of the fact that Ralph Phillips represents the living history of our Organization and with his deep knowledge of this history, he has enriched his work with the broad understanding of issues and people, which only a historical perspective can give.
I speak on behalf of all Dr. Phillips' colleagues, at all levels and of all ages, when I express our gratitude to him for his guidance, helpfulness and unfailing kindness over the last 4 years.
I myself, of course, express a special debt of gratitude for his complete collaboration and friendship in serving the cause of the Organization to which we are so entirely committed.
I wish Ralph Phillips many years of active life and good health.
He is blessed with many friends and all his colleagues in this Organization, I know, will never let him forget this, even after he leaves Rome.

Ms. R. TIRONA (Philippines): Thank you very much for this opportunity to speak on the occasion of the retirement of Dr. Phillips, Deputy Director-General of FAO.
On behalf of the Asian members of FAO I should like to convey our deepest appreciation to Dr. Phillips for his invaluable and distinguished contribution to the work of the Organization in his capacity as Deputy Director-General and in various other capacities at the FAO, which he has performed so well.
As one of America's earliest delegates from the inception of the FAO he practically assisted in shaping the policies of this United Nations Specialized Agency and hence contributed significantly to its evolution into a dynamic world institution in the field of food and agriculture.
We are confident from Asia that his selfless and dedicated service will continue to be a shining example for FAO officials and other international civil servants to emulate.
We regret his retirement. As a fine and illustrious man, as he is, he will surely be missed by his colleagues and everybody else who had the pleasure of knowing him.
As we bid him arrivederci, however, we would like to convey our very best wishes for his continued good health and prosperity in the coming years.

BATAULT (France): Monsieur le Président, parce que je suis ici en qualité d'Ambassadeur représentant de la France depuis plus de trois ans et demi, et que, pendant cette période, je n'ai cessé de développer des liens d'amitié personnels avec Monsieur Phillips, les pays de la région européenne m'ont demandé, alors qu'il a décidé de prendre sa retraite, d'être leur porte-parole pour lui dire non pas adieu mais au revoir.
Spécialiste de la production animale, Monsieur Phillips a consacré une grande partie de sa vie à la FAO. Ainsi s'est-il dévoué à l'Organisation depuis 1944, d'abord comme délégué des Etats-Unis, ensuite dans l'Organisation elle-même.
Pour résumer très brièvement sa carrière, je dirais qu'il fut délégué des Etats-Unis dans beaucoup de circonstances, ensuite un remarquable vice-Président, puis président du Comité du programme; enfin Directeur général adjoint depuis le 1er janvier 1978.
Monsieur Phillips va nous quitter le 31 décembre prochain. Il laissera derrière lui le souvenir d'une oeuvre remarquable au service de la lutte contre la malnutrition et la faim, et aussi le souvenir d'un homme dont les qualités morales et la grande bonté intellectuelle-dont la probité-venaient accompagner une efficacité, une impartialité et un dévouement total à sa tâche auxquels nous tenons à rendre un fidèle hommage. Ainsi a-t-il rempli cette tâche à notre bénéfice à tous, au bénéfice de toutes les nations qui constituent la plus importe institution spécialisée des Nations Unies.
Frappé par un deuil que nous avons tous profondément ressenti, car l'admiration que nous portons è son mari s'étendait également à Madame Phillips, dont nous n'oublierons jamais la bonté et. la grâce souriante, Monsieur Phillips a poursuivi sa tâche avec le courage et l'abnégation qui le caractérisent.
L'Organisation et nous-mêmes représentants des pays membres, savons tous ce que nous lui devons. Et, au nom des pays de la région européenne, je voudrais demander à Monsieur Phillips d'emporter avec lui aux Etats-Unis, ce pays que je connais si bien moi-même et avec lequel j'ai tant de liens, notre admiration, et notre très fidèle amitié.
Monsieur Phillips, ce n'est pas un adieu que nous vous disons, c'est un au revoir.

J. MARCOS ISSA (México): En nombre del Grupo Latinoamericano quisiera extender un cálido reconocimiento al Doctor Phillips por su trayectoria como funcionario de la FAO, como hombre de ciencia y como ser humano dedicado a las mejores causas.
La carrera destacada del Doctor Phillips corre paralela al desarrollo de nuestra Organización desde su fundación. Pocos son hoy los que como él pueden, legítimamente, presumir de una asociación tan estrecha y productiva con la FAO. Como funcionario de su Gobierno representó a su país desde las reuniones preparatorias anteriores a la creación de esta institución, que con los años crece en importancia y, como funcionario de ésta, su participación ha sido siempre distinguida y plena de entendimiento hacia aquellos que sufren la tristeza que significa el hambre y la malnutrición. Su nombre quedará sin duda permanentemente ligado a la FAO y sus propósitos más nobles.
Ahora que está a punto de expirar su mandato y que ha expresado su intención de retirarse, me complace y enorgullece unirme, en nombre de la República hermana de América Latina, el homenaje que hoy, merecidamente, se le rinde. Muchas gracias señor Presidente.
B.E. PHIRI(Zambia): Mr. Chairman, we meet here once more again to say goodbye to a distinguished member of this Organization. We are once again doomed to part, but we hope that it is not forever that we say goodbye to Dr. Phillips. When friendship and association have been so long as we have had with Dr. Phillips, neither time nor tide can sever such friendships, and it is a sad goodbye, a sad adieu that makes the parting sadder still. However, as I say, we hope we are not saying adieu forever to Dr. Phillips. The hope that we are likely to meet him or to hear about him in future banishes the sorrow of departure. We are here saying goodbye to Dr. Phillips knowing that his association with FAO has been long and fruitful. The Group of 77 cherished the association with Dr. Phillips and the wisdom with which he guided the work of this Organization as Deputy Director-General and earlier on in various capacities as delegate of his country and as the Chairman of the Programme Committee.
Talking on a personal note, when I arrived in Rome to attend the first meeting of FAO, I found that Dr. Phillips was the Chairman of the Programme Committee. Little did I know then that he would eventually become the number two personage of this Organization. The thoroughness with which Dr. Phillips gave resumes to discussions in the Programme Committee, whether held on its own or jointly with the Finance Committee, was so impressive that I used to admire how he could have such an immense capacity for keeping details and being able to communicate those details to the Council and to the Conference in the manner he normally did.
He believed that for a man who has been associated with FAO for so long and so actively, a retirement from active involvement such as we are considering now will not smother his interests in the problems which this Organization is struggling to resolve. I am saying so because those of us here who know Mr. Shefrin of Canada, another FAO veteran, know that long association with this Organization develops into addiction, and we hope that Dr. Phillips is sufficiently addicted to the work he was doing in this Organization that his departure now will not immediately mean forgetting the ideals and his goals for which this Organization stands.
We hope that Dr. Phillips in his retirement will have moments to think about this Organization, to think about the friends he has left behind, to think about the immense problems the world still faces to resolve the problems of food and malnutrition, and that he will be able in one way or another to continue to make a contribution to making this world a better world in which to live, in which people have hope that they will have food, they will have good health, so as he goes back to his country, we extend to him our good wishes, our best wishes, both to him and his family, and as we stay here, his contribution is something we shall always look to.
Only a few days ago we were saying goodby to the Independent Chairman of the Council, and in his statement he said he had drawn a lot of inspiration from the work of Dr. Phillips. We said goodbye to him, and now we are saying goodbye to the man who had inspired him, both of them going at the same time, but we hope that, as we said to Dr. Bukar Shaib, we also say to Dr. Phillips, continue association with us; whenever you can make a contribution, do not hesitate to make that contribution.

A.A.EL-HURAIB (original language Arabic)(Yemen, People's Democratic Republic of): Mr. Chairman, allow me on behalf of the Near-East Region to express our gratitude and deep thanks to Dr. Ralph Phillips for his long and dedicated service to this Organization. It has been a positive and beneficial one. His services started with this Organization and have come down through history to this day. The best proof of our appreciation is the Draft Resolution that has been tabled here today and the words of gratitude and thanks being expressed now at this session.
We consider that Dr. Phillips' experience and services shall be a guideline for the activities of this Organization in the interests of all developing countries. Dr. Phillips' experience and its benefits today will also be of great use to us in the future and will help this Organization achieve its targets and aims, and finally, and despite the fact that Dr. Phillips is leaving us, some imprint and impact of his valuable services will remain to remind us of him forever. We wish him health, happiness and long life.

R.A. SORENSON (United States of America): It gives me special pleasure on behalf of the North American region to pay tribute to a personal friend, a distinguished American, a dedicated international civil servant, and Deputy Director of FAO, Dr. Ralph Phillips.
The illustrious position from which Dr. Phillips is retiring is the culmination of a long and distinguished career. He was born and grew up on a small farm in West Virginia, and his life has been dedicated to solving the problems of agriculture, malnutrition and world hunger.
His achievements are legion. Among other things, he is author and co-author of some 225 scientific papers and publications on aspects of animal psychology, genetics and production. At one time he was the Editor of the Journal of Animal Science in the United States, and he was the President of the American Genetic Association. More recently, as we all know, he has written the distinguished and definitive word on the history of FAO.
Among honours he has received are the United States Department of Agriculture Superior Service and Distinguished Service awards, and Order of Merit from the President of Italy, and the American Society, of Animal Sciences International Animal and Agricultural Award.
In 1976 he received the Silver Medal from FAO, commemorating 30 years of continued service, and if I understand correctly, Dr. Phillips has attended every session of the FAO Conference since the beginning of the FAO except one.
I can think of no better way, or more eloquent way, of summing up our feeling about our distinguished friend than by reading what our distinguished Director-General said about him at the time of his appointment: "He has been a friend of FAO for so long and he has actively followed so many aspects of its work that he has already, in a sense, become an integral part of the Organization."
In our view his work and his memory will always be an integral part of FAO.

E. J. STONYER (New Zealand): On behalf of the six South-West Pacific countries--Australia, Fiji, Papua and New Guinea, Conga, Western Somao, and New Zealand--we would like to add our respects to Dr. Ralph Phillips on his retirement from the Food and Agriculture Organization.
There is no more apt illustration, to my mind, of his long and illustrious association than his recently published History of the Organization, a clear example to me of his dedication and knowledge of the subject.
We shall always remember him as a man of enormous professional knowledge in which his knowledge of the problems of our Regions have made the work of FAO more relevant to the Member Nations -- in particular those four Member Nations in the south Pacific area. We wish in particular to emphasise our deep appreciation of the unfailing courtesy and kindness we have always had from him in all our dealings. In every sense of the word we shall remember him as a true gentleman.
We wish you Dr. Phillips, many years of health and happiness in your retirement, and we thank you most sincerely for the efforts you have put in.

Phillips, particularmente en el Comité del Programa y el consejo, dos órganos a los cuales ha estado vinculado el Doctor Ralph W. Phillips permanentemente, como delegado de su gran país, los Estados Unidos, y también como funcionario de esta Organización.
Durante más de 20 años Ralph Phillips y yo hemos estado asociados a unas comunes actividades en la FAO. He reconocido siempre en Ralph Phillips el hombre prudente, tranquilo, inteligente, preparado y capaz conocedor, como pocos, de la FAO, cuya historia ha consignado en una reciente publicación.
Ralph Phillips se distinguió por la profunda convicción con que sostuvo los principios y objetivos de su Govierno, ;así como por su deseo permanente de preservar la seriedad y la eficiencia en los trabajos de la Organización.Cuando asistimos con Ralph Phillips a muchas Conferencias Regionales, en diversos lugares del mundo, y también a muchas reuniones aquí, en Roma, frecuentemente él estaba acompañado por su noble esposa Mary Phillips, quien ejerció gran influencia en la vida y el trabajo de su marido. A la memoria de ella quiero hoy rendir mi respetuoso homenaje.
He compartido siempre, estrechamente, las normas de utilidad y discreción que deben regir una organización iternacional como la nuestra. Todos los delegados somos briznas de hierba en las manos de Dios, hoy somos nosotros los representantes de nuestros Gobiernos, mañana podrán serlo otros.De ahí que resulta imposible que de cada uno de nosotros quede un recuerdo físico en esta Organización.Sin embargo, el caso de Ralph Phillips es excepcional por las razones que han expuesto el Director General y los demás oradores. Los Directores Generales de la FAO dejan sus retratos en este tercer piso, los Presidentes del Consejo los dejamos en la Sala Roja, Ralph Phillips, aun con exceso de méritos y capacidades, no llegó a ocupar ninguna de esas dos posiciones.Como hombre de ciencia se preocupó siempre por la Biblioteca David Lubin y cabría pensar que en la Biblioteca de nuestra Organización se colocara un retrato de Ralph Phillips, en recuerdo de la vinculación de este hombre, que de manera tan constante ha servido a la FAO. Esta es solo una idea, señor Presidente, que con toda humildad y respeto dejo en su mano y someto a la consideración del señor Director.

L.HU JIA (China) (Original language Chinese): I would like to make my statement on behalf of the Chinese-Asian countries, and at the time when Dr. Ralph W. Phillips, Deputy Director-General, is retiring, the Chinese delegation would like to make a few remarks in expressing our sentiments of appreciation. We have a feeling of regret on this occasion.
In devoting his whole life to agriculture, Dr. Phillips has served for a long period and made contributions towards agriculture in the developing countries, for which the Chinese delegation wishes to register its sincere appreciation.
During his service in FAO we have always had relations of friendly cooperation with him. Dr. Phillips re-visited China early this year and made valuable suggestions on the development of Chinese agriculture. All this has left a deep impression on us. His dedication to agriculture is indeed worthy of our emulation.
Though Dr. Phillips is retiring from the Organization after serving as Deputy Director-General, we believe he will continue to show interest in the work of FAO as well as the problems of food and agriculture, which are of common concern the world over.
We wish him the best of health and good luck.

I. MOSKOVITS (Malta): It is very difficult for me to speak after so many illustrious-and eloquent speakers.
I would like to record my great regret that I have to speak on the retirement of Dr. Phillips, with whose work I have been associated for a very long period. I subscribe, of course, wholeheartedly to the Resolution which is before us, but I must remark that this Resolution, as are many of the documents, is much too cold.I wish the Resolution had contained more warmth and reflected the feelings which the people who are associated with this Organization have always had for Dr. Phillips. What is also lacking from this Resolution is the mention of the outstanding work of Dr. Phillips in the Preparatory Committee, which was established after the Hot Spring Conference, also that during a long period while he was Deputy Director of the Agriculture Division the post of Director was vacant and he was the man who, to all intents and purposes, built up and constructed the Agriculture Division-and not only the Agri culture Division, but through this work, also the FAO.
We are losing very much with the departure of Dr. Phillips who, in his outstanding work had two great supporters -- his strong faith, and his wonderful wife, Mrs. Phillips. When the Agriculture. Division had just been built up and the first officers were recruited, Mrs. Phillips was the mother of the whole Division and each of us admired her and her work very much.
I am sure, knowing Dr. Phillips, that even if he is formally retiring from FAO he will always be one of us and we will always remember him and his work in FAO, as well as the great sacrifice he made when he joined FAO, leaving his outstanding career as a scientist in order to work for mankind.

EL PRESIDENTE: Señores delegados: al considerar en el marco del Comité General el proyecto de
resolución relativo a la jubilación del doctor Phillips debimos enfrentarnos a la evidencia de que un gran numero de delegados seguramente querían hacer uso de la palabra para expresar su agradecimiento al doctor Phillips. El cálido, prolongado y espontáneo aplauso que acogió mi lectura del proyecto de resolución es una prueba más que elocuente del afecto que el doctor Phillips supo inspirar durante todo el transcurso de su actuación dentro de FAO.
Evidentemente muchos delegados deseaban intervenir para expresar su gratitud y amistad al doctor Phillips y destacar sus méritos comprobados tanto en el marco del Comité de Programa como en su calidad de Director Adjunto de la FAO. Ante esa situación decidióse fijar un cierto límite a la lista de oradores atendiendo básicamente a que todas las regiones pudieran rendirle justo y merecido homenaje.
A fin de no abusar de mi calidad de Presidente, yo quiero solamente pedir al doctor Phillips que considere los comentarios que se acaban de expresar por parte de los oradores que han hecho uso de la palabra como totalmente ratificados por mí a título personal, y apoyados por la adhesión sincera y cálida de todos los señores delegados que están aquí presentes. PHILLIPS (Deputy Director-General): Mr. Chairman, Mr. Director-General, Friends, it is indeed pleasant to hear how many kind and complimentary words there are in our respective languages.For all those kind words and the thoughts you have voiced, as well as for the Resolution which you adopted earlier this morning, I thank you all most sincerely.I have welcomed the opportunity of serving these last four years as Deputy Director-General because these years have provided a particularly welcome capsheaf to my career, much of which, as you have heard, I spent in the service of FAO.I am indebted to the Director-General for having selected me for the post and I am indebted to those members of the Council who four years ago approved the appointment.
There come times-often several times during our lives-when each of us come to a turning in the road. I now come to one of those turnings and I must say that, just as I welcomed the turning which brought me to Rome four years ago, I now welcome the opportunity to turn to a new phase in my career, a phase which I hope will continue to be productive in different ways, in the service of world agriculture.
My professional career actually began in June of 1930.Since that time it has been a rare working day when I have not been at my desk or on the move in the field by seven-thirty in the morning, often earlier.Now, while I expect to keep myself fully occupied, for there are many things I wish to do, I feel that a small change of pace is in order so that I may perhaps be permitted to sleep in for an extra half hour, at least on some mornings of the week.
My present situation is very much like that of Robert Frost who once stopped by a wood on a winter evening and was tempted to go walking in it, but he had to hurry on and he penned these lines:
The wood is lovely, dark and deep
But I have promises to keep
And miles to go before I sleep
And miles to go before I sleep.
There have some kind comments here regarding the publication on "FAO: its Origins, Formation and Evolution, 1945-1981". As in a way I am the last of the FAO Mohicans remaining from the early days, it occurred to me that if a history was to be written, including coverage of those early days, I would probably have to write it. Too, it seemed to me that if James Fennimore Cooper could write so convincingly about the Mohicans without ever having been in their territory, I should be able to write with some authority about the Organization in which I have spent a good portion of my working life, so the task was begun last year and the result was the volume which some of you have seen.
The history was by its very nature a look backwards, but looking ahead to FAO's yet unwritten history I would like to quote the final five words from that volume. They read: "FAO's work has just begun !" As you and your many associates in FAO and in the member countries undertake that work, I wish you the greatest of success in all your efforts.
To those who have kindly mentioned my good wife Mary, I can only say thank you very much, and add that among the many letters of condolence I received, there was one phrase which came through more often than any other: She was a great lady.
Now, Mr. Chairman, I am sure that all of you are much more interested in.hearing the results of the voting than you are in further words from me, so I will only say to you, as I approach the end of my sojourn in this Chair, and to the Director-General, to all my colleagues and to all those who represent FAO member countries here: thank you most sincerely for your help and support over the years, and again, thank you for your kind words here today.
