EL PRESIDENTE: Una vez más estamos reconocidos a los señores Trkulja y Sole-Leris, Presidente y Secretario del Comité de Resoluciones, y a los miembros de ese Comité, por haber atendido de manera eficaz y oportuna la solicitud que les hicimos ayer sobre el Proyecto de Resolución presentado por algunas delegaciones africanas acerca de la Campaña Africana contra la Peste Bovina. Es el noveno informe del Comité de Resoluciones. Este Comité ha sugerido una ligera modificación al párrafo 3 de la parte dispositiva, modificación que entiendo es satisfactoria y reconocida como constructiva por parte de los proponentes y, sin embargo, declaro abierto el debate sobre este proyecto de resolución.
T.E.C. PALMER (Sierra Leone): I must also add my voice to your compliments and gratitude to the Resolutions Committee which considered, at a very late hour, the request from the African countries to tablea Resolution on this topic. As delegates will be aware, and in fact as they can see from the Resolution which is self-explanatory, what it aims to do is just to get the campaign rolling because the issue has gone through different fora, including the FAO Regional Conference for Africa last year, where it was thoroughly discussed and we were a little bit concerned that the desired action had not yet been initiated.
So we call upon all our colleagues to assist us in getting this campaign going and we hope that this Resolution will meet with favour and be adopted.
R.M. MUÑOZ (Namibia): La delegación de Namibia apoya la Campaña Panafricana contra la Peste Bovina y pide al Director General continúe prestando asistencia técnica y ayuda de urgencia a los países afectados y se dé oportunidad a los namibianos para la capacitación de su personal en el campo.
Efectivamente, se. debe dar vigor a la campaña con fondos de donantes múltiples a fin de controlar la peligrosa difusión de la terrible plaga.
M. MOMBOULI (Congo): Ressortissants du continent africain, nous sommes, vous l'imaginez bien, solidaires avec nos collègues qui ont bien voulu prendre l'initiative de proposer cette Résolution que nous appuyons pleinement. Nous avons cependant quelques commentaires à faire et peut-être une correction.
Avant l'ouverture de notre séance, j'ai discuté avec d'autres délégués anglophones et je voudrais faire remarquer qu'au 'deuxième paragraphe du préambule il y a un mot qui en fait n'existe pas en français c'est le mot "multidonateurs". 'Nous avons cependant convenu de l'accepter, puisque cela avait déjà été fait, comme néologisme. Le dictionnaire français est en train d'être revu et nous espérons qu'un meilleur mot sera trouvé.
Mais la modification majeure que nous voudrions faire porte sur le paragraphe 3 du Dispositif où il est dit tout au bas de la page: "de la manière prévue au Programme de la Campagne". Nous pensons que cela peut-être dit de façon plus élégante, et nous suggérons que cette dernière partie soit remplacée par ce qui suit: "tel que prévu par le Programme de lutte déjà approuvé". Cela veut dire la même chose, mais c'est dit de façon plus élégante. C'est la seule modification ,que nous souhaiterions apporter.
EL PRESIDENTE: Sobre la primera observación del colega del Congo no habrá dificultades en buscar los términos franceses y también las otras lenguas que reflejan mejor lo que se quiere decir. Esto no pasó por el Comité de Redacción, de manera que la Secretaría buscará los términos adecuados.
En cuanto a la segunda observación, como el mismo colega del Congo lo ha dicho, no creo que cambie mucho; sin embargo, está también a la consideración de ustedes. Se trataría al final del párrafo 3 de la parte dispositiva de decir "como lo prevé el Programa de Lucha ya aprobado". Creo que esto no cambia mucho lo que quiere decir actualmente el párrafo 3, pero en fin, ustedes tienen la palabra.
J. LADAN (Nigeria): Before I comment on the Draft Resolution itself, may I at this juncture say that my delegation is grateful to the FAO for keeping this subject alive as it is a long time since it was first brought to the attention of FAO. In fact, this subject matter did not start at the FAO Regional Conference for Africa in 1984. It started a little earlier than that and the matter was discussed both at Council level and also at Conference level and FAO was requested by Member Countries to assist Africa in eradicating this disease in Africa with the assistance of the multilateral donor agencies.
Unfortunately, up to now, this campaign at the continental level has not been launched so there is a need to launch it without further delay.
FAO, as we all know, had been assisting the African countries at a country level to stop the threat of the disease through the Technical Cooperation Programme. However, we feel that there is need to appeal to those donor agencies, particularly the EEC, to come forward with the promise which they have made in the past to assist in the launching of the Pan-African Rinderpest Campaign without further delay
So this Resolution has been brought at the right time and I hope, with the minor changes proposed, there will be no difficulty in accepting it, which we consider timely.
M.E. JIMENEZ (El Salvador): La Delegación de mi país desea manifestar su total apoyo al Proyecto de Resolución que se somete a nuestra consideración.
Tal como lo dijera el Sr. Palmer, de Sierra Leona, el día de ayer, al presentarnos esté proyecto y lo ratificara esta mañana, se pretende que se ponga en marcha la Campaña Panafricana contra la Peste Bovina, la cual ha sido ya aprobada.
Instamos al Director General y a los donantes a que así lo hagan.
Estamos completamente de acuerdo con la propuesta de modificación que ha sido presentada por el Congo; creemos que deja mucho mis claro el párrafo tercero dispositivo.
M. Balla SY (Sénégal): Je crois qu'il est inutile de dire que le Sénégal appuie cette Résolution, parce que cela est évident.
Je voudrais seulement, au quatrième paragraphe des considérants, vous soumettre une petite modification qui à mon sens a une importance capitale.
Au d). il est demandé d'apporter à l'OUA "un soutien lui permettant de tenir son rôle de chef de file dans la campagne". Je souhaiterais qu'on remplace le verbe "tenir" par celui de "conserver". On pourrait donc dire : " ... apporter à l'OUA un soutien lui permettant de conserver son rôle de chef de file dans la campagne".
Vous comprendrez que cette substitution a un sens profond, puisque l'OUA, à mon sens, tient bien son rôle de chef de file et qu'il s'agit en tout cas de consolider sa place dans cette campagne.
EL PRESIDENTE: Creo que según me han indicado los intérpretes, hay algunos matices de traducción respecto a este párrafo 4 del Preámbulo. Se toma nota de las observaciones del colega de Senegal y se procederá de conformidad.
S. DJELLOULI (Tunisie): Compte tenu de la gravité de ce fléau qui sévit en Afrique, ma délégation appuie fermenent ce Projet de Résolution qui est soumis à l'examen de notre Commission.
S. HUSEN (Indonesia): On behalf of the Indonesian Delegation, I would like to join the previous speaker first in commending the Director-General of FAO for his continued assistance to the Pan-African Rinderpest Campaign and in expressing appreciation for the work done by the Resolutions Committee.
Finally, my delegation fully supports this Draft Resolution.
E. MARTENS (Belgium): As the Resolution represents a particular interest to the European Community, I would like you to give the floor to the Representative of the EEC.
EL PRESIDENTE: Estoy seguro de que la Comisión no tiene inconveniente en oir al Sr. Desesquelles, Representante de la Comunidad Económica Europea.
G. DESESQUELLES (Communauté économique européenne): Comme nous l'avons indiqué lors du point concernant les relations entre les Organisations intergouvernementales et la FAO, la Communauté économique européenne est le plus important donateur en ce qui concerne la lutte contre la peste bovine, tout au moins pour les actions qui ont été déjà menées.
Pour ces raisons nous suggérons d'insérer un considérant qui prendrait place après le premier: "rappelant les délibérations qui ont été consacrées..." qui serait ainsi rédigé:
"Considérant les actions déjà menées par la FAO avec les organismes donateurs, notamment la CEE et la Banque mondiale pour lutter contre ce fléau"
Enfin, en ce qui concerne l'article 3 de notre Résolution, nous suggérons de supprimer la référence à la Conférence économique européenne. Je ne veux pas parler au nom de la Banque mondiale, mais je pense qu'il serait plus logique d'inviter tous les organismes donateurs pour la future Campagne qui doit être mise en place, et de ne pas cristalliser uniquement sur la CEE et la Banque mondiale, même si ce sont les principaux donateurs. Dans le Dispositif qui doit mettre en oeuvre la nouvelle campagne, ce sont tous les donateurs qui doivent y participer.
EL PRESIDENTE: Acaban ustedes de oir las propuestas del Representante de la Comunidad Económica Europea. Yo creo que están claras y les ruego que se pronuncien al respecto.
A. EL-SARKI (Egypt): (original language Arabic): My delegation also wishes to support this Draft Resolution on Pan-African Rinderpest Campaign. We hope that the Director-General and the donor countries will support this campaign to achieve the sought for goals.
J.F. NGUEMA-NZE (Gabon): La delegation gabonaise voudrait appuyer le Projet de Résolution soumis à notre approbation, d'autant plus que le Gabon fait partie d'une sous-région qui a un cheptel très important, dans le cadre de notre appartenance à l'Union douanière et économique des Etats de l'Afrique centrale dont mon pays assure la présidence. Donc, au nom du Gabon et des six pays membres de l'Union douanière économique des Etats de l'Afrique centrale, ma délégation appuie ce Projet de Résolution.
Vous vous souviendrez que moi-même lors de mes fonctions antérieures, j'avais effectué personnellement une mission auprès de la FAO pour demander une intervention rapide lorsque deux des pays membres de l'Union douanière économique des Etats de l'Afrique centrale avaient été sévèrement frappés par la peste bovine.
Je suis heureux de vous dire que la FAO avait répondu avec beaucoup de rapidité pour permettre aux pays atteints de mener les premières actions de lutte. C'est vous dire que ma délégation attache beaucoup d'importance à ce problème.
Je suis aussi, comme l'a dit le représentant de la CEE, que des actions ont été menées. Mais je crois qu'il y a également des pourparlers en cours entre la FAO et la CEE. Pour cela, nous aurions souhaité qu'un bref compte rendu nous soit fait à la Commission pour rendre compte des démarches en cours en vue d'aboutir au lancement effectif de cette campagne entre la FAO et la CEE.
Pour terminer, pour répondre à l'objection du représentant de la CEE, je pense qu'après le considérant qui a été ajouté, le paragraphe 3 tel qu'il est actuellement est justifié. Je serai donc pour le maintien de ce paragraphe 3. Je pense qu'il répond au chapeau qui a été ajouté.
A. RODRIGUES-PIRES (Cap-Vert): Nous félicitons la FAO pour sa coopération fructueuse avec l'Organisation panafricaine qui se préoccupe de la question de la peste bovine. Nous félicitons le Directeur général d'avoir, avec l'assistance du PCT, déclenché les actions catalysatrices très importantes et d'avoir promu la fabrication de vaccins contre la peste bovine en Afrique. Nous pensons que cela est très important.
Par ailleurs, nous voulons joindre notre voix à celle du représentant du Gabon. Nous pensons que le paragraphe 3 qui invite les organismes donateurs, notamment la CEE, est bien conçu. Nous voulons que ce paragraphe soit maintenu tel qu'il est.
L. M. INZAULGARAT GARCIA (Cuba): Considerando la importancia del tema, la Delegación de Cuba apoya plenamente el proyecto de Resolución en todas sus partes.
M. MOMBOULI (Congo): Nous voudrions saisir cette seconde occasion que vous nous donnez d'intervenir sur ce Projet de Résolution pour remercier tous les pays que se sont déclarés solidaires avec la région africaine, je parle précisément des pays ressortissants d'autres régions.
Nous voudrions également remercier, bien sûr, les principaux donateurs, notamment la Banque mondiale et la CEE qui dès le premier abord se sont annoncés pour financer cette campagne.
Ceci étant, vous me permettrez de m'exprimer sur les propositions faites par le représentant de la CEE.
En premier lieu, en ce qui concerne le préambule, je crois que la proposition faite par la CEE peut-être considérée comme recevable, dans la mesure où en effet le paragraphe 3 du Dispositif fait état de la chose.
Mais nous considérons pour notre part que le bon dispositif ne naît que lorsqu'un diagnostic est bien fait dans le préambule. Nous sommes donc prêts à accepter que l'on ajoute entre les deux anciens considérants, un nouveau considérant tel que celui qui nous a été lu par le représentant de la CEE.
En ce qui concerne le paragraphe trois du dispositif, nous avons dit bien sûr que la CEE est présente parmi nous, la Banque mondiale n'est pas présente. Nous aimerions que le représentant de la CEE soit compréhensif et qu'il comprenne que si nous avons pris soin dans le Dispositif qu'il vient de lire d'accepter qu'on fasse mention de la CEE et de la Banque mondiale il est tout à fait logique après ce dispositif, qu'il soit également fait mention de façon particulière de la CEE et de la Banque mondiale. Bien sûr nous ne pouvons pas forcer ces deux institutions à leur corps défendant à l'accepter, mais c'est une question de logique, si on les a citées dans le considérant, il faut que dans le dispositif on puisse en faire mention de façon particulière. Je suis partisan que le Dispositif 3 soit maintenu tel que je l'avais modifié légèrement en gardant toujours la mention faite de la CEE et de la Banque mondiale.
T.E.C. PALMER (Sierra Leone): I might agree with my colleague from the Congo and say that perhaps we are losing sight of what we from the African countries are driving at: we would like to see commitment translated into actions.
If we will recollect, when the idea was initiated, when the programmes were being drawn up, when the factors involved in such a campaign were being identified and spelled out, we took note of three basic issues: the political will of the recipient countries, the financial commitment, and the technical competence. I think without doubt you would agree with me, and I think that all delegates would agree with me that these three basic components at the time were given due regard. Political will was identified and, in fact, was confirmed by the recipient countries. With regard to the financial commitment, we had the help of the EEC, the World Bank and some of the donor agencies and governments as well. Of course, the repository of the technical competence is undoubtedly the FAO. That has been indicated and wè do see this in operation through the TCP Projects.
We are not quite sure that the EEC has actually translated its promised commitment into reality. It is not that we are pointing a finger at the EEC, in fact we are reconfirming our recognition of the position they offered at the time we were discussing the programme, that is, to provide some financial assistance. In fact, at the time it was something in the region of about 50 million ECUs I think, but I stand to be corrected on that. If we start at this time to say that we should delete the EEC from such a worthwhile venture for Africa, we might be diluting the importance of the EEC in African programmes. I am sure that the representative of the EEC would not like to be in a position to take back to his authorities this kind of recognition from such an august body. That is why we are acknowledging to the EEC that we took note of their commitment, and we tried to identify other areas where we could have some kind of joint collaboration with other agencies. If they were to pull out now we might lose the chance to get other donors interested.
That is why I agree with my colleague from the Congo that we might accept the inclusion of a preambular paragraph stating that we recognize that some activity has been going on jointly with the EEC and some other donors, but at the same time we do call on all donors, all agencies, in particular the EEC and the World Bank. Then the paragraph could be maintained as it is.
EL PRESIDENTE: Hay una larga lista de oradores y yo tengo la impresión que se puede lograr fácilmente un acuerdo sobre este tema, ya que es un tema que no debería encontrar dificultades. Les ruego por favor que sean breves y concretos.
L. GANSORE (Burkina Faso): Pour repondre à votre appel, je n'ai plus beaucoup à' dire suite à la déclaration des représentants du Gabon, du Congo et tout récemment de la Sierra Leone. J'appuie leurs déclarations.
H. AL-AHMAD (Syria) (original language Arabic): My delegation would like to second the Draft Resolution on the Pan-African Rinderpest Campaign.
Because of the seriousness, the severe effects and the severe impact of this disease on the livestock resources of Africa, let me appeal to the FAO to lend its technical support in carrying out this campaign while the African countries formulate the necessary plans to put an end to this disease. We appeal to all countries and donor organizations to support this effort. In doing so they support the humanitarian efforts being made to help Africa with its problems.
M. JUSOH (Malaysia): My delegation is pleased to associate ourselves with other delegations who have supported the Resolution. We believe that concerted effort is crucial in order to control this disease. Otherwise the efforts of FAO and the national governments of Africa to reach food sufficiency and to correct malnutrition may not be fully realized if this disease remains unchecked.
R. RABE (Madagascar) : Au même titre que les délégations qui l'ont précédée, ma délégation appuie très chaleureusement le Projet de Résolution soumis à notre examen en ce qui concerne la proposition du délégué de la CEE tendant à supprimer le membre de phrase: "notamment la CEE".
Nous pensons que le maintien de cette précision est utile dans la mesure où la CEE et la Banque mondiale pourraient jouer le role de catalyseurs dynamiques dans cette action.
Nous pensons qu'il est vraiment indispensable que cette précision figure dans ce paragraphe.
A. JEAN-LOUIS (Haïti) : La délégation haïtienne intervient pour donner son plein appui au Projet de résolution soumis à notre attention.
D.K. YOMAN (Côte-d'Ivoire): En tant que pays initiateur de cette résolution, vous comprendrez facilement que la délégation de la Côte-d'Ivoire se félicite que cette résolution soit acceptée par notre Commission car il s'agit d'une grave urgence.
S'agissant dès derniers amendements présentés jusqu'à maintenant nous sommes d'accord avec les propositions du Congo et du Sénégal pour ce qui est du rôle de l'OUA et des derniers mots du dispositif. .
Nous ne voyons pas d'inconvénient à ce qu'il soit inséré un considérant tel que suggéré par le représentant de la CEE, mais dans ce cas il conviendrait, selon le principe reconnu en droit administratif du parallélisme des formes et des procédures, s'agissant ici du parallélisme des formes, de mentionner à nouveau la CEE et la Banque mondiale au numéro 3 du dispositif.
Ceci dit la rédaction du "3" telle que proposée répond bien à notre avis au souci de chacun car il est fait appel à tous'les donateurs sans exclusive, notamment à la CEE et la Banque mondiale qui, jusqu'à présent, ont apporté leur aide pour combattre ce fléau en Afrique.
M. Balla SY (Sénégal) : S'agissant des propositions faites par le représentant de la Communauté, je dois d'abord me féliciter de son esprit constructif au point que le considérant proposé reçoit l'avis favorable de notre délégation à la seule condition d'ajouter à la CEE et à la Banque mondiale, l'OIE, l'Organisation internationale des épizooties, qui a toujours également apporté sa contribution dans les domaines relevant de sa compétence
Au troisième paragraphe, la proposition du représentant de la CEE, compte tenu de ces considérants, peut être envisagée mais d'une manière différente. On a dit qu'on invite les organismes donateurs, notamment la CEE et la Banque mondiale à se joindre... Nous devons considérer que ces donateurs ont déjà contribué à des actions, donc ils se sont déjà joints. Il faudrait peut être remplacer "se joindre" par "renforcer leur collaboration avec l'OUA ec la FAO pour lancer...",le reste sans modification.
Je pense que le représentant de la CEE reconnaîtra avec nous qu'ils ont fait déjà quelque chose, donc "se joindre" est dépassé. J'espère qu'il acceptera la formule que je propose pour que la résolution puisse être adoptée comme nous l'avons souhaité jusqu'ici.
EL PRESIDENTE: Gracias. Espero que hayan tomado nota de la propuesta, posiblemente conciliatoria del Senegal. Entiendo que consistiría en agregar en el segundo considerando propuesto el nombre de otra organización del que la Secretaría, naturalmente, no ha tomado nota por lo que el colega del Senegal nos lo transmitirá a nosotros. Luego propone al final, en el párrafo 3 dispositivo decir que se refuerce la colaboración de OUA y FAO en coherencia con el reconocimiento a que ya esas organizaciones según el considerando, estarían colaborando en ese sentido.
Señores tengo aún oradores en la lista, les ruego que, por favor, nos permitan concluir el debate y al final le daré la palabra al Observador de la CEE que estoy seguro nos va a permitir una conclusión satisfactoria para todos.
J. LADAN (Nigeria): I shall be very brief. My delegation welcomes the proposal to add a second preambular paragraph, proposed by the delegate of the EEC However, we appeal to the delegate of the EEC to withdraw his suggestion on paragraph 3. Before I called for the floor I had not thought about Senegal's proposal, but I think it is a good proposal and that it could be looked into to see that his suggestions are incorporated.
EL PRESIDENTE: Voy a cerrar la lista de oradores y conceder la palabra a aquéllos que la han pedido. Luego haremos la conclusión.
A.S. HUSSEIN (Somalia): On behalf of the Somalian delegation, we strongly support the Resolution, and we strongly support the Pan-African Rinderpest Campaign.
E. G. MOYO (Tanzania): The campaign is fully supported by my country. Currently, Tanzania is implementing this important campaign, supported by FAO. In that context, the Tanzanian delegation fully supports the Draft Resolution as it stands.
R. NGBONGUE (République Centrafricaine): La delegation de la République centrafricaine s'associe aux déclarations des délégations qui l'ont précédée et remercie à cette occasion la FAO d'avoir pris à coeur la lutte contre la peste bovine qui décime l'élevage en Afrique et particulièrement en République Centrafricaine.
La délégation de la République Centrafricaine appuie le Projet de Résolution qui nous est soumis et souhaite que les actions menées par les donateurs aboutissent pour l'éradication de ce fléau. La délégation de la République Centrafricaine soutient le maintien du paragraphe 3 comme l'ont souhaité la majorité des autres délégations.
M. LIZARRAGA SAUCEDO (México): Seremos muy breves. Nuestra delegación quiere dar todo su apoyo a esta Resolución en cuanto a las reflexiones realizadas para el llamamiento a los donantes. Queremos asociarnos a las declaraciones hechas por Congo y Sierra Leona y recientemente a la propuesta de resolución planteada por Senegal.
M. TRKULJA (Yugoslavia): First of all, Yugoslavia fully supports this resolution on the Pan-African Rinderpest Campaign. Secondly, we could agree with the insertion of a paragraph in the preamble along the lines suggested by the representative of the EEC Commission. Thirdly, in our view, the reference to the EEC and the World Bank is essential. One of the basic intentions is to speed up procedure both in the EEC and the World Bank. As we all know, the campaign has been launched in a limited number of countries. To be successful, it should be Pan-African; it should be continent-wide. The EEC has already promised its support to the campaign. The letter of understanding between OAU and the EEC is now in process. We are asking both the EEC and the World Bank to speed up the process and sign the letter of understanding as soon as possible and to provide the necessary support so that the real Pan-African campaign can be launched.
S. ONYAIT (Uganda): Uganda fully accepts what Senegal and Sierra Leone have suggested and that we include another paragraph in the preamble, as the EEC has suggested and that we retain paragraph 3 in the operative. Meanwhile, we should like to thank FAO for the assistance that it has always given to Uganda in keeping the disease situation under control.
M. MUKOLWE (Kenya): Like the other speakers, and particularly those from the region where Kenya is situated, I wish to support this particular resolution. We undertake disease control, particularly the Rinderpest, very effectively, and we should like others to join us so that the African continent can, if possible, be free of this disease.
A. YILALA (Ethiopia): We should also like to indicate our support for the inclusion of an additional paragraph, as was suggested by the representative of the EEC, in the preamble. We support the amendment by the representative of Senegal in the third paragraph of the operative, because we feel this would make some combined effort and also improve the quality of the Resolution. As to the content of the whole Resolution, though we have not indicated our support here at this session, we would indicate, having taken the floor, that we have given full support to it.
B. SAHADOU (Niger): A notre tour nous voulons appuyer le Projet de Résolution qui est mis à notre approbation; notamment nous soutenons la dernière proposition du Sénégal et par là-même nous faisons appel à la CEE pour qu'elle accepte cet amendement du Sénégal.
EL PRESIDENTE: Antes de conceder la palabra al observador de la CEE y al representante de Sierra Leona, quien fue el portavoz del grupo de países que presentaron esta Resolución, quisiera indicarles que, a juicio de la Presidencia, podría lograrse un acuerdo sobre las siguientes bases.
Habría un segundo considerando que diría: "Considerando las actividades llevadas a cabo por la FAO, con la "participación de organizaciones donantes, especialmente la CEE, el Banco Mundial y la OIE..." - ésta fue la Organización sugerida por Senegal - "... para luchar contra esta plaga ..." Este sería el segundo considerando.
Luego, el dispositivo 3 sería modificado a la luz de las declaraciones de ustedes, diciendo: "exhorta ..." - y esto es importante que los tenga en cuenta el observador de la CEE, se trata simplemente de un llamado - "Exhorta a los organismos donantes, en particular a la CEE y al Banco Mundial, a que refuercen su colaboración con la OUA y la FAO para emprender, sin más demora, como lo prevé el Programa de Lucha ya aprobado, la campaña Panafricana contra la Peste Bovina. Esto recogería, en la parte final, la propuesta de Congo que ha sido generalmente aceptada.
Sobre estas bases creo que podría haber un acuerdo y les ruego que colaboren con nosotros porque la Plenaria está pendiente de la asistencia de los miembros de esta Comisión para poder iniciar sus trabajos;

Mais, si vous le permettez, pour essayer véritablement de refléter ce qu'a dit le représentant du Sénégal - et j'espère que je ne vais pas déformer ses propos - je vous fais une suggestion (mais je dis bien que je peux accepter vos conclusions): nous dirions à l'Article 3 "Invite les organismes donateurs et encourage notamment la CEE et la Banque mondiale à renforcer leur collaboration avec l'OUA et la FAO pour ... etc."

T.E.C. PALMER (Sierra Leone): I am a little confused whether perhaps we could accommodate "invite" at this stage, because if I were to reflect how far we have come I do not think we are now inviting the EEC any more; we are, in fact, calling upon them to join the FAO and the OAU and other donors because they were a major factor in the entire programme. This is my point.
The whole thing has been spelled out, as Mr. Trkulja from Yugoslavia said. It is a matter of procedure. We are only asking in blunt terms that these procedural issues be speeded up and we assume our responsibilities to the Campaign; but all the fringes that we now see coming on are, frankly the innuendoes we are trying to avoid. That is why we put it bluntly to say we are calling upon the EEC, and in particular the World Bank, because the OAU has given its political commitment. The FAO has demonstrated its technical competence. It is a matter of financial commitment. This is exactly what we are trying for, so we are just saying in blunt terms that we are calling on all the donors, all the agencies, the EEC in particular and the World Bank to join the OAU and the FAO to launch the Campaign - simply that.

Noto que el colega Desesquelles, al fondo de la Sala, sonríe con satisfacción. También en ese texto han sido incorporadas, de manera fiel y exacta, las enmiendas que había introducido el pasado Consejo al texto final del Código. Espero que esto les satisfaga a todos ustedes.

Sin embargo, permítanme a mí decir que sinceramente tengo la impresión de que todos debemos estar satisfechos de la manera cómo se han adelantado las deliberaciones de esta Comisión.
Mil gracias a nuestros dos distinguidos Vicepresidentes, Embajador Qadir, de Pakistán, y Sr. Winkel, de la República Federal de Alemania. Como ustedes saben, ambos Vicepresidentes ocuparon este sitio y trabajaron de manera muy eficiente y fructífera.
También todos estamos muy agradecidos a nuestro colega y amigo Sr. Jennings, de la delegación de los Estados Unidos, quien presidió con eficacia el Comité de Redacción, así como a todos los demás miembros de ese Comité. Los proyectos de informe que fueron presentados después del trabajo serio y responsable cumplido por el Comité de Redacción, facilitaron la conclusión de nuestros trabajos.
En la Secretaría del Comité de Redacción, así como en la Secretaría del Pleno de esta Comisión, han actuado dos distinguidas damas, a mi izquierda: la Sra. Kay Killingsworth y la Sra. Claude Forthomme, cuya cooperación en la preparación de nuestros trabajos ha sido excepcional. Quiero destacarlas y reconocerlas plenamente en nombre de todos nosotros.
Igualmente estamos muy reconocidos al colega y amigo Sr. Trkulja, de Yugoslavia, todavía Presidente del Comité del Programa y, en esa condición, Presidente del Comité de Resoluciones. Al igual que al amigo Solé-Leris que ha actuado como Secretario del Comité de Resoluciones y quien en todo momento atendió nuestras solicitudes con eficacia y oportunidad.
Estoy seguro de interpretar el sentimiento de todos los miembros de esta Comisión al manifestar nuestro agradecimiento, por conducto particular del Dr. Bommer, a quien veo esta mañana con nosotros, y al Sr. Director General de la FAO por la valiosa asistencia que nos ofrecieron todos sus representan-tes en esta Comisión.
El Dr. Bommer merece un reconocimiento especial. Es un distinguido ciudadano de la República Federal de Alemania. Ha estado asociado a nuestra Organización durante once anos y todos reconocemos, una vez más, los méritos, el prestigio, la capacidad y la competencia que le han distinguido. Sabemos que en todo momento él continuará vinculado a nosotros y que su experiencia y sus conocimientos nos guiarán siempre en todo momento, particularmente en el futuro.
Todos estamos igualmente agradecidos al Sr. Ingram, Director Ejecutivo del Programa Mundial de Alimentos y a sus colaboradores, por la participación eficaz que tuvieron aquí en el seno de nuestra Comisión.

Generalmente, cuando presido un organismo, y esto es frecuente como lo han dicho algunos de ustedes, preparo algunas notas, pero casi nunca puedo pronunciarlas porque normalmente terminamos bajo la presión del tiempo. Este es el caso de hoy. De manera que voy a prescindir de lo que tenía escrito para decirles que al concluir nuestros gratísimos encuentros, casi diarios en esta Sala Roja, se aproxima una época próxima al final del año 1985.
Quiero concluir reiterando a todos ustedes la complacencia que me ha producido esta oportunidad de trabajar como 'Presidente de esta Comisión, agradeciéndoles su apoyo y cooperación permanente y deseando a aquellos colegas que regresan a sus países de origen que ojalá el Dios de todos los seres humanos protega a sus naciones y los mantenga en paz, prosperidad y progreso.
A los colegas y amigos con quienes seguiremos compartiendo en Roma nuestras comunes actividades, nos seguiremos viendo repetidamente aquí; y así todos, quienes quedamos aquí y quienes parten a sus países, en diversos lugares del mundo, esperaremos con fe y confianza que 1986 fortalezca la cooperación internacional y nos encuentre a todos unidos fraternalmente, sin distingos, en apoyo de la FAO, ésta nuestra Organización, a la cual todos tanto queremos.
M. AFZAL QADIR (Pakistan): I should like to thank you for giving me the floor. You are not only my Chairman but my mentor. You have introduced me for the first time to the complexities of multilateral diplomacy, and I am much wiser for that. As we conclude this Session, I think I can go back reflecting on what I have learned, and I can assure you that I have learned a great deal. I should like to thank you for putting your trust in me by asking me to Chair a number of Sessions. I am also grateful to you for what you have said just now about the way we conducted ourselves when we were chairing the Sessions. I am under the impression that our conduct as Chairmen has met with your approbation, and. that in chairing the Sessions which you called upon me to do from time to time I have lived up to the trust that you had put in me.
Now that you are about to bring down the curtain on the work of Commission II of the FAO General Conference, I should like to pay my sincere tribute to the sagacity and wisdom with which you have steered the deliberations of the Commission towards a successful end. Your abiding commitment to multilateralism arising from your deep conviction that the world is an indivisible entity and your great qualities of head and heart have all combined to make the deliberations the total success that they undoubtedly were.
My involvement with Commission II, as I indicated earlier, provided me with my first exposure to any multilateral conference on such a great scale. Your action in asking me to chair the Sessions on a number of occasions has helped me to acquire an experience which otherwise I would not have been able to have. My participation in the deliberations of the Commission has been a source of great education for me. It has rekindled my faith in the multilateral process and has reinforced my belief in the interdependence of the world in which we all have to play a constructive role in a spirit of give and take to structure an equitable world in which all of us could live untrammelled by the fear of hunger, disease and deprivation.
One thing I have noticed during the Conference, and the most noticeable feature of our meetings, was the ubiquitous spirit of cooperation that has animated the delegates, no matter whether they belonged to developed or developing countries. This was a highly moving experience for me. There might have been some differences in the positions of some countries, but even in these positions a subliminal concern was there as to how best all the delegates, both from the developed and the developing countries, could work together in creating a global environment in which we could all live in dignity and honour.
The most important lesson that I have learned during the deliberations of the Commission is that we must eschew confrontational posture, bearing in mind that we all are partners in our common endeavours towards human progress and development.
The spirit of cooperation which we have witnessed during the last few days from all the delegates augurs well for the future, as we all march shoulder to shoulder in a genuine spirit of cooperation, the quest for solutions to our problems, given the spirit of solidarity which existed during and is most likely to endure beyond the Conference, cannot be beyond our grasp.
JOACHIM WINKEL (Federal Republic of Germany) (original language German): During the discussions at this Conference I have learned to appreciate your vigorous and yet gentle way of leading discussions, and I saw that our Sessions proceeded smoothly and were kept as brief as possible. Therefore I will be very brief so as not to incur your reproof. I do not want to repeat what you have already said in thanking all those who guaranteed, through their work, the success of our work.
We worked in a spirit which, to roe as a newcomer to this international forum, is highly gratifying. The business-like and sober way of getting our minds to -converge in settling our differences by nipping them in the bud impressed me greatly. I will take this experience home with me. A very important factor to me was draft in all of its meanings. We drafted texts, we received .the excellent drafters' work and we sat in the draft so that one of my souvenirs will be a bad cold to take home with me.
After this short excursion, let me say that we do not want to pat our respective backs. Chairmen and their representatives can only be as good as the committee allows them to be, and I would like to thank our colleagues who made it possible for us and you in particular for doing such effective work. In order not to be too proud of ourselves we should remember whom we are working for here and once we get home. We are working for all the people of the world and especially for those in regions with lack of food in order to improve, together with the farmers, the situation of agriculture and nutrition. Let me quote once again what Mr Swaminathan said in a different context.
These verses symbolize the image of the farmer and when we go back to our offices, by thinking of him we shall modestly keep it in mind:
"From sunset I work
Till sunset when I retire;
I drink water from the well
That I have dug;
I eat the food from the field
That I have tilled;
Kings and emperors
What have they to do with me?"

OCTAVIO RAINHO da SILVA NEVES (Brazil): At the closure of our debates in Commission II, and on behalf of our Group, of my group and your group, the Latin American Agreement Group, I should like to express our deep appreciation for the way in which you have chaired this Commission during these last weeks. It is not merely a formal and somewhat traditional adknowledgement, as is the case sometimes. Mr Chairman, you chaired our meetings in an extremely efficient and productive way, and in a very impartial way, all through with a good sense of humour and high spirits. Therefore, you really deserve our thanks.
Our thanks go also to the vice chairmen, to Mr Jennings the chairman of the Drafting Committee, and to the Committee itself; to the Secretariat and Mr Shah; to the assistant secretary of the Commission; and to the many others.
VICTOR HJORT (Denmark): I think I can speak on behalf of all the OECD countries in expressing our great satisfaction with the way in which you have conducted this very important Commission. I think everybody will agree that your manner of conducting the meetings was a very friendly and very efficient one. For this we are extremely grateful. I think I can also say that through you, we have a confirmation of the possibilities of strengthening,good cooperation between the Member States of FAO.
I should also like to thank the bureau of this Commission for the excellent work which has been done.
Michel MOMBOULI (Congo): Au moment où nos travaux vont bientôt toucher à leur terme, vous me permettrez, Monsieur le Président, de vous adresser quelques mots.
Vous vous souvenez que lors de notre première séance nous avons saisi l'occasion pour vous féliciter de votre élection à la présidence de notre Commission, mais nous vous exprimions également le regret de ne plus vous retrouver à notre gauche, puisque vous étiez toujours notre voisin de gauche.
Notre Commission a eu à traiter plusieurs sujets que nous avons considérés au départ comme étant réputés des sujets de controverse. Malgré tout, grâce à votre diligence, à votre compétence, nous avons su nous tirer d'affaire et il a régné au cours de nos travaux un climat de travail appréciable. Il y a quelques instants vous avez remercié tous ceux qui ont contribué au succès de nos travaux en Commission, notamment le comité de rédaction et son président, les messengers, le Secrétariat, bref tous ceux qui de près ou de loin ont tout fait pour que nos travaux se déroulent dans un bon climat
et arrivent au résultat satisfaisant auquel nous sommes parvenus.
Vous avez donc donné là encore l'exemple d'un homme au service de la Commission mais surtout au service de notre Organisation.
Pour cette raison, étant donné que vous avez déjà remercié en notre nom toutes les personnes que j'ai citées, c'est pour nous un réel plaisir de vous remercier, Monsieur le Président. Nous tenons à ce qu'il soit mentionné dans le procès-verbal que, pour notre part, nous avons voulu officiellement vous féliciter pour la manière dont vous avez su diriger nos travaux.
Pour terminer, je suis personnellement très heureux de pouvoir espérer vous avoir à nouveau comme mon voisin de gauche, selon l'accoutumée.

MARTENS (Belgium) (on behalf of the Member States of the EEC): I should like to thank you and to congratulate you on the way in which you managed to preside over our Commission; in particular for bringing it to a successful end. Moreover we should like to join you in the gratitude that you expressed to all the persons involved in the organization of this Commission.
HORACIO M. CARANDANG (Philippines): The Philippine delegation would like to associate itself with the other delegates in thanking you, Mr Chairman, for a job well done. I believe I can say without fear of much contradicition that you have indeed conducted the deliberations of this Commission with fairness, tact and great finesse. In fact, I can say without exaggeration that I am still to see the man who has mastered the art of chairing international meetings better than you, Ambassador Bula Hoyos. That has helped us to expedite the work of this Commission. We have been able to reach consensus on the substantive programmes and activities of the Organization for the next two years. Thanks to the able guidance and spirit of give and take that has prevailed in the deliberations of this meeting we have been able to take decisions on the Code of Pesticides, the Plant Genetic Resources, and the World Food Programme targets. These are matters of great importance. The effects of these decisions will go on long after we have forgotten the details of the discussion on these issues.
I should also like to thank the vice Chairmen Mr Joachim Winkel, of the Federal Republic of Germany, and Mr Afzal Qadir of Pakistan. I should also like to thank Mr Jennings who chaired the interminable sessions of the Drafting Committee. I had the privilege - or perhaps the misfortune -of being a Member of this Drafting Committee which worked for a record total of sixty-five long hours. We worked daily to midnight, we worked Saturdays and Sundays, until finally we declared a strike on the last Sunday. However, Mr Jennings, with unruffled calm, guided the Committee through the Report which was accepted by the Commission almost without any changes. This I believe is a tribute to the work of the Drafting Committee, the thoroughness of its Chairman, and the patience of the members of that Drafting Committee.
I should also like to join others in thanking the Secretariat staff who have helped in our deliberations, those whom we see on the podium and those who worked behind the scenes, the interpreters, the verbatim reporters, the messengers and everybody else who has helped us to finish our work.
Finally, I should like to wish all the delegations who go back to their capitals a happy trip. May they reach their destinations safely to resume their work after finishing and accomplishing the work they have done in this Commission.
HARTFORD T. JENNINGS (United States of America): In response to your wishes, I shall attempt to be brief, but my delegation wishes to join others, Sir, in commending you on a job very well done. Your efforts have been instrumental in guiding this Commission to a successful conclusion of its work. It is always a pleasure for us in the United States to be able justly laud the efforts of a representative of one of our sister Republics of the Western Hemisphere.
It has also been a pleasure, although the hours have been long, for our delegation to have been able, under your guidance, to provide a, Chairman for the Drafting Committee. I would only repeat, Sir, the comment made by the Vice-Chairman of the Commission from the Federal Republic. of Germany, that a Chairman can only be as good as the Committee which he chairs permits him to be.
As a delegation, we wish to have it clearly understood that we associate ourselves with the thanks that you have already given to those many members of the Secretariat and staff who have assisted our labours.

Thanks to your experience, your wisdom and your constructive guidance, our Commission has reached very wise Resolutions. You were the kind and faithful friend and we wish you continued success in your future activities. We also wish to thank the Vice-Chairmen and all those who have given a helping hand and helped in the success of this Commission.

MAZLAN JUSOH (Malaysia): My delegation just wishes to express its sincerest appreciation and admiration to you, Mr Chairman, for your excellent chairing of this very important Commission. I say this not just as a member of this Commission but also as a friend. Despite the complexities of the subjects under consideration, you, as usual, have always shown the tranquillity and sense of direction which is the remarkable trait that you possess. As other delegates have already said, this Commission is an experience and you have taught me many nice things about diplomacy, courtesy, diligence and, most important of all, sincerity and continued commitment to the betterment of mankind.
E. MUYANGA (Zambia): My delegation would like to join others in congratulating you, Mr Chairman, for chairing this meeting. You guided the Commission with competence and diligence and because of that we were able to conclude the business of this Commission successfully.

At the same time I want to congratulate the two Vice-Chairmen, the Chairman of the Drafting Committee all its members, and all those who have contributed to it. May I add a personal word. Thank you very much for your nice words addressed to me. Certainly I will take this away in my memory and the Commission's work will certainly be in my memory when I continue to work in my own country. I wish you all success.

Algunos colegas me han transmitido dos pensamientos. Uno fue el de que el pasado martes, doce de noviembre, al asumir esta Presidencia, algunos de nuestros colegas tuvieron la impresión de que se había despegado de la parte izquierda de nuestra Sala la imagen de uno de los retratos para ocupar este sitio. Le respondí entonces que seguramente esa impresión debió corresponder a un hecho que yo considero muy importante en los buenos éxitos que todos hoy celebramos, y es la amistad, la simpatía y el compañerismo que me une a todos ustedes. Cada mañana o cada tarde, cuando ocupaba este sitio y miraba hacia la Sala esperando el quorum, sentía la gran satisfacción de saber que yo podía, en cualquier momento, llamar a la gran mayoría de todos ustedes por sus propios nombres. Creo que es un hecho de amistad, compañerismo y colegaje que ha sido definitivo para el buen éxito que todos celebramos.
Esta mañana, en este campo, se cierra con una nota gratísima: en el puesto de Malta está el colega Moskovits, más de 35 años de servicio como Representante de su país, Malta, en la FAO. Es nuestro Decano y a todos nosotros nos complace verle siempre en nuestra compañía.
Otra afirmación que hicieron los colegas fue la de que muchos de ellos me preferían como Presidente y no como Delegado de Colombia. Puedo asegurarles que he recibido esa manifestación con cariño y simpatía, ya que creo que demuestra la coherencia en mis actitudes. Es cierto que como Delegado de Colombia asumo ciertas actitudes un poco duras, pero la de ahora corresponde a lo que entiendo que es la función de Presidente, dirigida al objetivo común de que la FAO trabaje cada vez mejor y más eficazmente.
Distinguidos colegas y amigos, gracias a todos ustedes. Me siento orgulloso de haber trabajadocomo Presidente con todos los Miembros de esta Comisión. Les deseo todo lo mejor. Gracias de nuevo.
