CHAIRMAN: The Chair wishes to apologize for the terrible tardiness of this morning's session. The reason for that is that we had a discussion of the General Committee that each one of the Member Countries of the General Committee felt was productive for the future activities here and that perhaps with the indulgence of the members the time you had to waste this morning waiting might be made up by a more orderly proceeding henceforth. At this point the chair recognizes the Secre-tary-General of the Conference who will submit to us a report of the General Committee.

SECRETARY-GENERAL: The fifth report of the General Committee reads as follows:

"At its fourth meeting on 19 November 1987 the General Committee reviewed the progress of the work of Commission II. Noting with concern that the discussion of the Draft Report on item 13, Programme of Work and Budget 1988-89 and Medium-Term Objectives, was taking more time than scheduled, the General Committee recommends that this Draft Report be approved en bloc by the Commission without further debate."

J'ajoute que suivant la pratique de la FAO, si la Commission décide de procéder de la sorte cela n'interdit nullement aux Délégations qui auraient des observations à formuler sur telle ou telle partie du projet de rapport, de le faire.

CHAIRMAN: What is the wish of the Member Countries? Are there any countries that object?
