CHAIRMAN: The Secretary advises the Chair that we have a quorum. The Chair would point out that we have a quorum two hours and eleven minutes after we were supposed to start our proceedings today. We understand we are late because of the Plenary's necessity of conducting an uncontested election. We must caution that time is running out and everyone would do everyone else a favour it we tried to produce a quorum and commence business at some point in time reasonably close to the time when we are supposed to.
