EL PRESIDENTE: Tema 26.2: Nombramiento de representantes de la Conferencia de la FAO en el Comité de Pensiones del Personal. Espero que todos tengan el documento C 89/16 Rev.l. Para presentar este documento concedo la palabra al Señor Crowther.
Dean K. CROWTHER (Assistant Director-General, Administration and Finance Department): Members should have before them the document just referred to, C 89/16-Rev.l which has to do with the appointment of representatives of the FAO Conference to the Staff Pension Committee. I will give a brief background on this. The United Nations Joint Staff Pension Fund provides retirement, death, disability and related benefits for the staff of the United Nations and the other related organizations such as FAO that have been admitted to membership in the Fund. The Pension Fund is administered by the UN Joint Staff Pension Board and Staff Pension Committees in each of the member organizations. The Board's membership is drawn from these Committees, whose members and alternate members are chosen by the governing bodies, the executive heads of the organizations and the participating staff of each organization. In the case of FAO, the Conference appoints three of the nine members and three of the alternate members of the FAO Staff Pension Committee.
The Secretariat has been informed that the following candidates have been proposed to serve as members or alternate members representing the FAO Conference on the FAO Staff Pension Committee for a two-year term which would end on 31 December 1991. Those members would be, if approved by the Conference:
Mrs Astrid Bergquist from Sweden, who is the Counsellor for Agricultural Affairs and a Permanent Representative to FAO, from Sweden; Mr Waleed El Khereiji from Saudi Arabia, the Alternate Permanent Representative to FAO; Mr Antonio Garrido Acuña from Chile, who is First Secretary and Alternate Permanent Representative to FAO from Chile.
The members who are proposed above are to be approved by the Conference.
Secondly, we have three alternate members who have been proposed. They are: Mr John Lungu of Zambia who is the First Secretary and Alternate Permanent Representative to FAO from Zambia; Mr Bahar Munip of Malaysia who is the Agricultural Attaché and Alternate Permanent Representative to FAO from Malaysia; and Mr Steven Hill from the United States who is First Secretary and Alternate Permanent Representative to FAO from the United States.
You may wish, Mr Chairman, to ask the Conference to proceed with the election of the members and alternate members to serve on behalf of the Conference of the Joint Staff Pension Board from FAO.

Antes de que las delegaciones que asi lo deseen puedan referirse a cuestiones que correspondan a este tema 28, quiero decirles que como es tradición, en cada periodo de sesiones de nuestra Conferencia, se rinde homenaje a la memoria de los funcionarios de la Organización que han fallecido estando al servicio de la FAO desde la última Conferencia. Les ruego se pongan de pie para observar un minuto de silencio.
EL PRESIDENTE: Pasaremos ahora a adoptar el Informe de la Comisión II. El Informe de la Comisión II está contenido en los documentos REP/1 Sup.l y REP/1 Sup.2, asi como en los REP/7, 8, 11 y 12. Recordarán ustedes que el REP/1, más el Suplemento 1, fueron adoptados por esta Plenaria de la Conferencia el viernes pasado. De manera que ahora quedan pendientes los REP/1 Sup.2 y los REP/7, 8, 11 y 12.
Tengo el honor de contar aquíen el podium con la honrosa presencia de mi distinguido colega y amigo el Embajador Tchicaya, del Congo, Presidente de la Comisión II, y también con la competente Secretaria de esa Comisión, la Señora Killingsworth, quienes nos ayudarán en esta parte de nuestros trabajos.
Ruego al Presidente Tchicaya presente la parte restante del Informe de la Comisión II.
Joseph TCHICAYA (Président de la Commission II): Le rapport que nous vous soumettons au nom de la Commission II est le fruit d'un travail laborieux, faisant suite à des débats intenses mais courtois, que les membres ont abordé avec la pleine mesure des responsabilités qui leur incombaient. Il constitue, en réalité, le résultat d'un vaste compromis, résultat d'un dialogue constructif que j'ai encouragé, instauré et entretenu au sein de la Commission II qui, comme la Conférence le sait, avait la lourde mission non seulement d'examiner le Programme de travail et budget que nous avons déjà adopté, mais surtout de mener à son terme la réflexion sur l'Examen de certains aspects des buts et opérations de la FAO.
Ceci a été fait dans le strict respect des opinions de chacun, avec pour objectif final d'aboutir à des conclusions acceptables par tous les Etats Membres et compatibles avec les ressources potentielles de l'Organisation.
C'est donc avec optimisme que j'ai l'honneur de soumettre à votre attention un rapport équilibré à l'élaboration duquel pratiquement tous les Etats Membres ont activement participé. A cet égard, je n'oublie pas le rôle et le concours précieux que le Directeur général et les membres du Secrétariat m'ont apporté pour permettre le bon déroulement des travaux de la Commission.
Je me félicite aussi de l'appui inestimable que nous ont apporté les interprètes et les messagers qui ont facilité la communication entre nous.
Dans les conclusions de nos travaux, la Résolution sur l'Examen de la FAO est le résultat d'un travail achevé issu d'un dialogue serein au sein du groupe de travail, animé d'une volonté ferme d'offrir à la communauté des Etats Membres un modèle de concertation que la Commission II a salué et que la Conférence, j'en suis sûr, va consacrer en avalisant cet important travail que ce groupe a accompli sous ma direction personnelle. Je voudrais remercier ici solennellement ses membres, pour leur compétence, leur esprit de sacrifice et leur sens aigu du compromis, qualités grâce auxquelles on a pu parvenir à la résolution adoptée à la Commission II par consensus.
Je suis persuadé que les discussions qui ont précédé la mise au point de tout ce Rapport sont le signe évident d'un travail approfondi et fouillé.
Quoi qu'il en soit, je vous le soumets au nom de la Commission II, et me tiens à votre entière disposition pour répondre à d'éventuelles questions.

La phrase qu'elle remplace était une mauvaise traduction de l'anglais.

Gerald MONROE (United States of America): Mr Chairman, I am not certain as to the order of procedure, but with your kind permission my delegation would like to make a statement with respect to the consensus resolution on the review. I would be pleased to wait until you have completed the report of Commission II if that is what you would prefer. If you would advise me when I might make this statement I would be in your debt.

Gerald MONROE (United States of America): I should like to refer the group to the consensus resolution on the review, which is in REP/11. If I may, I should like to explain the reasons why the United States joined in that consensus resolution.
In so doing, we wish to compliment the Chairman of the Commission and the many delegates who have worked tirelessly over the past weeks to create the resolution on the review of the FAO which we have just adopted. My delegation and my Government consider this effort is promising evidence that the FAO membership can work together in common purpose, but we feel it is important that the Conference at this point make a realistic assessment of the extent of the consensus we have achieved.
We believe that we should not permit ourselves to overlook the important differences that remain to be resolved, because we feel a lasting and comprehensive consensus is not necessarily rhetorical; it is not created in late-night drafting committees.
I have to be quite frank. The review process was not as comprehensive as we would have hoped and as we envisaged, perhaps, when we began discussing the matter in 1987. However, we are encouraged by the real dialogue that appears to have begun during this Conference. We hope to continue this dialogue with all members because our objective is to seek to strengthen the FAO.
We believe that for all members, for all delegations, effective consensus will be achieved if we are able to convince our authorities and capitals, and ultimately the citizens to whom they are answerable, that the major issues of contention which remain within the reports upon which this consensus is based have been resolved or are on their way to being resolved. In the judgement of my delegation, we should not attempt to hide our problems behind words. They exist and must be faced.
I can make no secret of the fact that we were disappointed that the Conference again adopted a budget which in all likelihood cannot be financed. We have made our view clear that the FAO along with other UN agencies should find a means to operate within available resources during a protracted period of financial stringency. The improvements in the budget process are a helpful first step. However, the United States believes that there is always room for further improvement in the presentation process of any budget of FAO or any other public institution.
The recommendations of the experts, for example, point in a constructive direction. We believe that the early establishment of a budget level should become a permanent practice in the FAO, and we therefore hope that the outline process will be so accepted in the future.
On a related note, as indicated in the Special Joint Session report and in the resolution, we belong to those who believe that the FAO should emphasize those tasks where its specialized expertise equips it to function more effectively than other agencies. In our judgement, only on the basis of comparative advantage can the UN system as a whole function cost-effectively while optimizing services to the membership. Changes are taking place within the multilateral technical assistance community, changes which we believe will enhance efficiency. We also believe and are hopeful that the FAO will be prepared for those changes.
With respect to roles, we have agreed with and underscored in consultation with our colleagues the essential character of the three roles identified in the Special Joint Session report. We would like to underscore at this opportunity our sense that Regular Programme activities serve the interests of the entire membership, developed and developing countries alike. For example, the work of setting standards to assist international trade and agriculture, undertaken by FAO's participation in the Codex Alimentarius, will benefit all exporting countries and make a significant contribution to development.
To conclude, we interpret paragraph 10 of the Resolution above as establishing the implementation of this Review as a priority undertaking for the Organization. We believe that work on realizing the benefits of the Review can begin at once, and we expect and hope that the Director-General will take rapid and concrete steps to follow up the conclusions and recommendations within the existing resources.
Mr Chairman, thank you for giving my delegation the opportunity to state its views.

Se ha producido después de la adopción del Informe de la Comisión II. De manera que el texto de esa declaración, de acuerdo con los procedimientos habituales, constará en las actas taquigráficas.
Estamos al final de una Conferencia en la cual todos hemos trabajado con esprítu constructivo, y no creemos que sea el momento de abrir debates que puedan quebrantar este sentimiento general de unidad y cooperación que debe unirnos en estos momentos. ¿Si no hay ningún otro comentario?
Ian BUIST (United Kingdom): I did not want to follow the same line of discussion, nor to continue the debate, but I would like to say in my personal capacity how honoured and delighted I was to have been chosen part way through the procedure by our distinguished friend and colleague, Ambassador Tchicaya, to help him in that little, select group which did work for this extensive consensus Resolution. All right, so it does not meet the views of everybody or all of us, but it does establish where we have got to now. As the text of our Report says, we are going to continue to have a discussion on these other matters in the months and years to come.
However, I wanted - and I am sure Ambassador Tchicaya would not quarrel with this, nor any of our other collaborators - to put on record my special appreciation for the work of two members of that little group: Doña Margarita of Mexico and Mile Faouzia of Algeria. I think that, sitting side by side in the little group we had in that room, you would have been as astonished as I was not only to hear the flexibility and eloquence with which they spoke, but the fact that when one spoke the other was almost always ready to say, "Well, that is exactly what is on my mind and you took the words out of my mouth". They gave us a very practical demonstration of
the active impact of women on development; in fact, on the development, in this case, of our own Organization. I hope you will forgive me if I ask everyone to join in a personal applause for those two members of Ambassador Tchicaya's group.

Ian BUIST (United Kingdom): In the light of paragraph 10 of the Resolution which calls for "particular efforts" from all concerned. I can announce that the United Kingdom is ready in principle to consider the possibility of offering technical cooperation to the Organization in the form of management advice to the Director-General to help him examine all the issues necessary to fulfil paragraph 8 of the Resolution in the most efficient and effective way.
I hope that my government will confirm this offer to the Director-General in writing in due course.

Me honro de ser amigo del Embajador Tchicaya desde los primeros años, cuando él llegó a Roma - ya casi me alcanza en antigüedad en sus actividades ante esta Organización -, y por ello he tenido ocasión de conocer muy de cerca todas las actividades del Embajador Tchicaya, distinguido colega, quien representa un legítimo título de orgullo para su país, el Congo, para toda la región de Africa y también para el Tercer Mundo. Gracias, Embajador Tchicaya.
Estamos igualmente agradecidos a los dos Vicepresidentes de la misma Comisión, al Profesor Thomsen, de Dinamarca, y al colega y amigo Fazley Rabbi, de Bangladesh. EL PRESIDENTE: Distinguidos colegas y amigos, sé, por la frecuencia con que me mantengo en contacto con muchos de ustedes, que todos estamos ansiosos de saber cuándo va a terminar esta Conferencia y cuándo se va a reunir el Consejo. Creo que hoy me corresponde a mi, en cumplimiento de esta responsabilidad accidental, invocar el espíritu de cooperación y de entendimiento, sobre el cual insistió durante toda una semana el Presidente titular, el honorable J.C. Kerin, de Australia. Basado en ese espíritu, que todos hemos compartido - y, repito, todos, sin distinción, porque esa es mi propia convicción -, deseo informarles que, como ustedes saben, en la Comisión I, presidida por el Embajador de Médicis, del Brasil, se discutieron algunos asuntos que, por la naturaleza misma de los temas de que se ocupa esa Comisión I, tienen ciertos matices que podríamos llamar políticos y que han preocupado algunas Delegaciones.
Considero que es deber de todos nosotros tratar de que cualquier preocupación, cualquier controversia que subsista después de clausurada la Comisión I y antes de que el informe de esa Comisión pase a la Plenaria, bien vale la pena ensayar todos los medios posibles, hacer esfuerzos adicionales para que esta Conferencia concluya sus labores de la mejor manera posible y en el mayor entendimiento; que todos anhelamos.
Algunos distinguidos representantes de Gobiernos y de grupos regionales de países han manifestado su intención de celebrar consultas, a fin de que algunas de las resoluciones que fueron adoptadas en la Comisión I puedan experimentar algunas ligeras modificaciones, con objeto de que la Plenaria las pueda adoptar definitivamente, sin que a ningún Gobierno - por lo menos, esperamos - quede resentimiento o preocupación.
Estoy seguro de que todos ustedes comparten conmigo la necesidad de apoyar esas gestiones que están haciendo respetables representantes de Gobiernos. Y si así fuere, como lo deseo, podríamos levantar ahora esta sesión plenaria, conceder tiempo a los representantes de los Gobiernos para que prosigan sus consultas; nos reuniríamos de nuevo mañana, miércoles, en Plenaria, a las 9.30; adoptaríamos entonces el informe de la Comisión I y creo que otro breve REP de la plenaria, y de todas maneras confío en que la Conferencia podrá terminar mañana, miércoles, al final de la mañana.
Si este plan se cumpliere, la Secretaria necesita de algunas horas de respiro, después del intenso trabajo en que ha estado empeñada, para preparar la reunión del Consejo, que tendría lugar el jueves 30, en las horas de la mañana. Como ustedes saben, esa breve reunión del Consejo está dedicada general y casi exclusivamente a votaciones, que espero no ocuparán más de la mañana del jueves. Así, de todas maneras, habremos ganado por lo menos un día dentro del calendario previsto para la Conferencia y el Consejo. Espero que todos comprendan este plan de trabajo que les propongo y que me ofrezcan, una vez más, su apoyo y su cooperación.
Si no hay ningún comentario, declaro terminada esta sesión Plenaria y les invito de nuevo a que nos reunamos aquí mañana, a las 9.30. Mil gracias por su apoyo y cooperación.
