CHAIRMAN: Distinguished delegates, for those of you who were not present at our opening session yesterday, I would like to recall that in order to expedite our work the Chair asks for the goodwill of the Committee on three points: one, the Chairman considers himself as having been duly complimented by all participants and would, therefore, like the delegates to consider themselves released from this courtesy. Two, the fifteen minutes limit recommended for the speeches of heads of delegations in Plenary meetings is neither binding there nor in the Commiittees, but is a sensible and reasonable guideline that delegations should follow. Finally, the Chairman would like to emphasize the need for strictly observing our schedule.
