APPLICATIONS FOR MEMBERSHIP
IN THE ORGANIZATION

Republic of Kiribati
1. The Director-General wishes to inform the Conference that,
since the issue of document C 99/10 Sup. 1, he has received an application for membership
on 20 October 1999, in the form of a letter and a formal instrument of
acceptance of the relevant obligations of the Constitution of FAO, both signed by the
President of the Republic of Kiribati and dated 18 October 1999 (Appendix
F).
The Federated States of Micronesia
2. The Director-General has also received a communication from
the Acting Secretary of Foreign Affairs of the Federated States of Micronesia dated 4
November 1999 (Appendix G), advising that the internal
constitutional processes for FAO membership were still outstanding. It fully stated that
the Instrument of Acceptance of the FAO Constitution would be deposited by the Government
once Congressional approval is granted.
3. Accordingly, the application for membership will have to be
deferred until a subsequent session of the FAO Conference.

| Dear Director-General,
In accordance with the provisions of Rule XIX Paragraph 2 of the
General Rules of the Food and Agriculture Organization of the United Nations, I have the
honour, on behalf of the Government of the Republic of Kiribati and in my capacity as
Beretitenti (President) of the Republic of Kiribati, to request the admission of the
Republic of Kiribati as a Member of the Food an Agriculture Organization of the United
Nations.
I would accordingly be grateful if you would arrange for this
application to be placed before the Conference of the Organization for its consideration
at its next Session which I understand will be convened in Rome in November 1999.
For this purpose, the attached instrument of acceptance is made in
pursuance of the provisions laid down in the Constitution of the Organization. |

| INSTRUMENT OF ACCEPTANCE |
|
|
|
| In relation to the request for
admission of the Republic of Kiribati as a Member of the Food and Agriculture Organization
of the United Nations, I have the honour to declare, in the name of the Republic of
Kiribati and in my capacity as Head of Government of Kiribati, that the Republic of
Kiribati accepts the obligations set out in the Constitution of the Organization and
solemnly undertakes fully and faithfully to carry out these obligations as in force at the
time of admission. |

| Sir,
I wish to present my compliments and with reference to the
Department's letter of 27 August 1999, in which an expression of interest for
membership in the Food and Agriculture Organization (FAO) was made by the Federated States
of Micronesia, I regret to advise that the internal constitutional process of review by
the legislative branch is still outstanding. Consequently, the Government of the Federated
States of Micronesia will not be able to undertake the process for membership until after
approval by our Congress. The Instrument of Acceptance of the FAO Constitution will be
deposited by this government as soon as Congressional approval is granted.
I thank you for your assistance and we will endeavor to formalize
our membership before the convening of the next FAO Confedrence.
