Small experimental SEC activities were conducted in Zambia through project TCP/ZAM/6658 whose extension training expert was technically backstopped by ESHE. The campaign topics for which campaign materials were developed and produced included: (a) Horticulture Production, and (b) Cattle Management. However, the first major intensive effort in replicating the SEC process in Africa which included a comprehensive KAP survey and staff training was conducted in Liberia in 1987 by ESHE, supported by its Regular Programme funds. The topic selected for the campaign in Liberia was on Line Sowing Method of Rice Cultivation. An ESHE's staff member, Dr. R. Adhikarya, who initiated the SEC activities in Asia, conducted the first African SEC training programme in Liberia whose participants developed a campaign strategy plan and multi-media support materials. With the assistance of an FAO's extension project TCP/LIR/5754, these materials were later pretested and mass-produced for use by Liberia's extension workers. Most of the 30 participants of this SEC training were from the Liberia's Ministry of Agriculture but other participants included staff members of the West African Rice Development Association (WARDA), the University of Liberia, Radio Liberia and resident staff of GTZ and IIR/USAID. Another ESHE staff member, Mr. Jacques Jallade, a technical officer responsible for the extension component of most FAO's field projects in Francophone Africa, also participated in the SEC training in Liberia, and has since been very instrumental in spreading the "SEC-fever" and replicating SEC method through FAO field projects in French-speaking countries in Africa.
Since the first African SEC training (conducted in Liberia, in April 1987), a number of SEC activities have been undertaken in various parts of Africa, the Near East and the Caribbean. Under the active coordination and leadership of Mr. J. Jallade of FAO/ESHE, who subsequently also attended other SEC workshops in Thailand and Malaysia in 1988, the SEC process and method (called Campagne Intensive de Vulgarisation pour l'Introduction d'un Theme or CIVIT) have been replicated in French-speaking countries in Africa and the Near East. As of July 1994, many SEC-related activities have been undertaken through FAO projects and FAO's Regular programme (incl. TCP) activities in French-speaking countries such as: Burundi, Rwanda, Guinea, Burkina Faso, Tunisia, Morocco, and other SEC activities are also planned for Zaire and Mauritania.
One of the participants who attended the Liberia SEC workshop and who was involved in conducting the KAP Survey on Line Sowing in Liberia, Dr. Amoako-Atta from Ghana, served as an FAO consultant in Zambia in 1989 to conduct SEC activities for Department of Agriculture. He also served as a resource person in another SEC workshop held in 1989 by FAO/ESHE to support an FAO/UNFPA project in Malawi. This Malawi workshop, with population education as the topic, was conducted and coordinated by a Malaysian, Mr. A. Saffian Mohd. Noor, who participated in the SEC training in Malaysia and had assisted in SEC replications in Thailand, Sri Lanka and the Philippines. A participant (Mr. Muyaya) in the Malawi SEC activities, also later served as a member of a mission to evaluate an FAO's SEC activities on population education in Kenya. Another resource person, Dr. R. Mohamed who participated in SEC workshop/training activities in Malaysia, Thailand, and Sri Lanka, has assisted with SEC planning, multi-media materials development, and training activities for FAO projects in Zambia, Uganda and Jamaica. Figure 3.1 shows a list of SEC resource persons who have been involved in various FAO-sponsored extension and training activities.
