This Circular was prepared within the framework of the Regular Programme as part of on-going activities of the FAO International Institutions and Liaison Service (FIPL) aimed at providing information on activities of regional fishery bodies.

ABSTRACT

The present Circular provides summary information on the role of the international fishery bodies with regard to the conservation and management of living resources of the high seas. It describes 35 fisheries organizations throughout the world. For each body, information on the establishment, area of competence, species covered, membership and objectives and activities is given. Whenever possible, maps showing their area of competence are provided. In part one, a comprehensive account of the recent developments on high seas fisheries is included since these developments will have profound influence on the future role of these bodies. In addition, a brief review of the fisheries in each region, based on FAO Statistical Areas, is given to show the relation between the fisheries of various regions and the work of each regional fishery body.

FOREWORD

A number of recent developments in the world of fisheries namely the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil in June 1992, the Rome Consensus on World Fisheries adopted by the FAO Ministerial Conference on Fisheries held in Rome in March 1995 and the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks adopted in New York in December 1995 stressed the importance of cooperation for conservation and management of fish stocks through sub-regional and regional fisheries organizations and arrangements.

The present document provides a comprehensive amount of information on the recent developments concerning the high seas fisheries as well as on fisheries organizations, their role and general activities. This document has its origin in FAO Fisheries Circular No. 835 Rev.1 "Summary Information on the Role of International Fishery Bodies with Regard to the Conservation and Management of Living Resources of the High Seas" prepared by Mr M.J. Savini in 1991. Detailed description of the activities of fisheries organizations are periodically updated and published in FAO Fisheries Circular No. 807.
