D. FAO policy concerning relations with International Non-Governmental Organizations

In implementation of the provisions of the Resolutions on " Relationship with Non-Governmental Organizations " of the Fifth Session of this Conference, as amended by Resolution No. 74 of the Sixth Session of the Conference and Resolution No. 37 of the Seventh Session of the Conference, the arrangements for consultation, co-operation and liaison with international non-governmental organizations will be established and conducted as described below.

PURPOSES

Arrangements for consultation, co-operation, and liaison will be made, on the one hand, for the purpose of enabling FAO to secure expert information, advice, technical co-operation and assistance from international non-governmental organizations and, on the other hand, to enable organizations which represent important sections of public opinion and of professional and technical competence to express the views of their members.

Any arrangements made with such organizations shall be designed to advance the purpose of FAO by securing the maximum co-operation from international non-governmental organizations in the execution of its program

SECTION I - FORMS OF RELATIONSHIPS

FAO's relations with international non-governmental organizations can be organized according to the three forms established in accordance with the importance of the field of activity of the organization in relation to the activities of FAO whatever may be the degree of co-operation envisaged in the common field of activity. Relations with international non-governmental organizations may take the following forms:

1. Consultative Status
2. Specialized Consultative Status
3. Liaison arrangements

SECTION II - GENERAL ARRANGEMENTS

The Organization establishes relationships with certain international non-governmental organizations in order to secure their advice and to associate them effectively with the work of the Organization.

1. Organizations Eligible for Consultative Status

In order to be eligible for consultative status, an international non-governmental organization shall:

a. be international in its structure and scope of activity, be sufficiently representative of the field of interest in which it operates, and be of a recognized standing that renders its views on policy a matter of great interest to governments and to FAO;

b. be concerned with matters covering a substantial portion of FAO's field of activity;

c. have aims and purposes in conformity with the general principles embodied in the Constitution of FAO;

d. have a permanent directing body and authorized representatives, and systematic procedures and machinery for communicating with its membership in various countries

a) Important international non-governmental organizations, institutions of federations of recognized standing and with interests covering a substantial portion of FAO's field of activity shall be accorded consultative status.

2. Organizations Eligible for Specialized Consultative Status

In order to be eligible for specialized consultative status, an international nongovernmental organization shall:

a. be international in its structure and scope of activity, be representative of the specialized field of interest in which it operates;

b. be concerned with matters covering a particular portion of FAO's field of activity;

c. have aims and purposes in conformity with the general principles embodied in the Constitution of FAO;

d. have a permanent directing body and authorized representatives, and systematic procedures and machinery for communicating with it membership in various countries.

Resolution No. 74 of the Sixth Session of the Conference:

" International nongovernmental organizations having particular specialized interest in common with FAO shall be accorded specialized consultative status. "

3. Organizations eligible for Liaison Arrangements

In order to be eligible for liaison arrangements an international non-governmental organization shall:

a. be international in its structure and scope of activity, be sufficiently representative of the field of interest in which it operates, and be of such standing that it is to the interest of FAO that its members be well-informed about the purposes and program of FAO;

b. be concerned with matters covering a portion of FAO's field of activity;

c. have aims and purposes in conformity with the general principles embodied in the Constitution of FAO;

d. have a permanent directing body and authorized representatives, and systematic procedures and machinery for communicating with its membership in various countries.

SECTION III - PROCEDURE FOR SELECTING THE ORGANIZATIONS WITH WHICH FAO MAY ENTER INTO RELATIONSHIP

Before any kind of relationship is established with an international non-governmental organization, it will supply to the Organization the information required by the Director-General.

1. Consultative Status

a. The Conference shall, at each Session, examine and take a decision upon the proposals submitted by the Council concerning the organizations seeking admission for consultative status. Consultative status shall become effective upon approval by the Conference and upon acceptance by the organization of the conditions laid down under Section IN 1. In a year in which there is no Session of the Conference, the Council may examine and take a decision on applications for consultative status, subject to review by the Conference at its next Session.

b. In deciding upon the applications of international nongovernmental organizations for consultative status, the Conference will be guided by the following principles:

(i) An organization whose primary objectives are related to those of another Specialized Agency should not be admitted to consultative status by FAO except after consultation with the Specialized Agency concerned;

(ii) Consultative status should not normally be granted individually to organizations which are grouped together in a larger body which is authorized to represent them and, when such larger bodies are formed, the organizations represented in them shall cease to have consultative status.

2. Specialized Consultative Status

a. The Director-General may grant specialized consultative status to international non-governmental organizations at his discretion and upon acceptance by the organization of the conditions laid down under Section IV, 2. He will report thereon to the Committee and consult with the Committee when he considers it necessary.

b. In granting the applications of international nongovernmental organizations for specialized consultative status, the Director-General will be guided, as appropriate, by the same principles that apply to applications for consultative status.

c. When there is more than one international nongovernmental organization active in any one field of FAO's activity, in principle only one of them should be granted specialized consultative status and action should be deferred until the Division or Divisions concerned have ascertained which of these organizations is most likely to assist in promoting FAO's objectives. All opportunities will be taken to encourage such organizations to federate or combine together, if at all possible.

3. Liaison Arrangements

a. The Director-General may establish liaison arrangements with international non-governmental organizations at his discretion. He will report thereon to the Committee and consult with the Committee when he considers it necessary.

b. In establishing liaison arrangements with international non-governmental organizations, the Director-General will be guided, as appropriate by the same principles that apply to granting consultative status.

SECTION IV - SCOPE OF ARRANGEMENTS FOR CONSULTATION. CO-OPERATION AND LIAISON

The privileges of international non-governmental organizations, in participating in the Conference, Council, and other meetings, shall be those specified in paragraphs 3 and 4 of Rule 17 of the Rules of Procedure.

An invitation to attend a meeting of FAO and the fact of attending as an observer, shall not imply the granting to an international non-governmental organization of any type of status different from that already granted to it by FAO.

1. Organizations granted Consultative Status

Organizations granted consultative status:

a. shall be entitled to send observers (without the right to vote) to the Session of the Conference and Council, who may be accompanied by advisers, to receive from the Director-General, in advance of the session, all documents bearing on policy or technical questions; to circulate to the Conference the organizations' views in writing without abridgment; to speak before the Committee on Relations with International Organizations, to speak before technical committees of the Conference but not to participate in discussions unless requested by the chairman, and, upon request addressed to the Director-General and with the consent of the General Committee of the Conference, to speak before the Conference itself;

b. may be invited by the Director-General to participate in experts meetings, technical conferences or seminars on subjects which fall within their fields of interest; where participation does not occur, they may submit their views in writing to and such meeting or technical conference;

c. will receive non-confidential documentation and information about meetings planned on subjects agreed upon with the secretariat;

d. may submit, under the authority of their governing bodies, written statements on program matter), not exceeding 2.000 words, in one of the working languages of FAO to the Director-General, who may communicate these statements to the Council Committee on Relations with International Organizations.

". . . right of representation at the Conference by an observer (without the right to vote) who may be accompanied by advisers; the right to receive from the Director-General, in advance of the session, all documents bearing on policy, or technical questions, the right to circulate to the Conference the organizations views in writing, without abridgement, the right to speak before the Committee on Relations with International Organizations: the right to speak before technical committees of the Conference but not to participate in discussions unless requested by the chairman; and, upon request addressed to the Director General and with the consent of the General Committee of the Conference, to speak before the Conference itself: " Aspects of the FAO program of mutual specialized interest. "

Conversely, these organizations shall undertake to:

a) co-operate fully with FAO for the furtherance of the objectives of the Organization within their specialized fields;

b) in co-operation with the competent services of FAO, determine the ways and means of coordinating activities in these specialized fields, with a view to avoiding duplication and overlapping;

c) in order to achieve this aim, accord a representative of the Director-General invitations to attend and participate in the meetings of their governing bodies, general assemblies and appropriate technical meetings, and arrange for coordination on Secretariat level;

d) contribute. insofar as they can, and on request by the Director-General, to the promotion of better knowledge and understanding of FAO's program and activities through appropriate forms of publicity;

e) forward to FAO their reports and publications on an exchange basis;

f) keep FAO informed regularly of their programs of work, their planned meetings and of any changes in their constitution. membership and secretariat.

2. Organizations granted Specialized Consultative

Organizations granted specialized consultative status:

a. shall be entitled to send observers to appropriate technical meetings with the approval of the Director-General, to attend appropriate meetings of the Committee on Relations with International Organizations, to receive appropriate publications, and to submit memoranda to the Organization on technical aspects of the FAO program of mutual specialized interest: they shall be provisionally invited) subject to approval, as appropriate, by the Conference and Council, to send an observer to Conference Sessions and in appropriate cases to Council Sessions:

b. may be invited by the Director-General to participate in experts meetings. technical conferences or seminars on subjects which fall within their fields of interest, where participation does not occur, they may submit their views in writing to any such meeting or technical conference;

c. will receive non-confidential documentation and information about such meetings;

d. may submit to the Director-General, under the authority of their governing body, written statements on program matters coming within their specialized competence, not exceeding 2,000 words, in one of the working languages of FAO; the Director-General, may place these statements before the Council Committee on Relations with International Organizations.

Resolution No. 74 of the Sixth Session of the Conference:

" ... the privilege of sending observers to appropriate technical meetings with the approval of the D. G., appearing before the Committee on Relations with International Organizations, receiving appropriate publications and submitting memoranda to the Organization on technical as pacts of the FAO program of mutual specialized interest. "

Conversely, these organizations shall undertake to:

a) co-operate fully with FAO for the furtherance of the objectives of the Organization within their specialized fields;

b) in co-operation with the competent services of FAO, determine the ways and means of coordinating activities in these specialized fields, with a view to avoiding duplication and overlapping;

c) in order to achieve this akin, accord a representative of the Director-General invitations to attend and participate in the meetings of their governing bodies, general assemblies and appropriate technical meetings, and arrange for coordination on Secretariat level;

d) contribute, insofar as they can, and on request by the Director-General, to the promotion of better knowledge and understanding of FAO's program and activities through appropriate forms of publicity;

e) forward to FAO their reports and publications on an exchange basis;

f) keep FAO informed regularly of their programs of work, their planned meetings and of any changes in their constitution membership and secretariat.

3. Organizations with Liaison Arrangements

Liaison arrangements shall be established with international non-governmental organizations whose activities fall within the scope of FAO's work, and which are willing to promote the policy and technical objectives of FAO and, through their membership, to give publicity to FAO's program and activities. These organizations shall be listed in the official Records of the Organization. The Director-General shall take all necessary steps with a view to ensuring with these organizations an exchange of information and documentation on matters of mutual interest. The Director-General may invite some of these organizations to send observers to specialized meetings held under the auspices of FAO when he is satisfied that such participation may make a significant contribution to the meeting concerned. Subject to approval as appropriate, by the Conference. and Council, the Director-General may provisionally invite to the Conference and Council, as observers, those organizations which have made specially valuable contributions in stimulating public understanding of the aims purposes and program of FAO.

SECTION V - REVIEW OF RELATIONSHIPS

1. The Conference may terminate arrangements for consultative status which are no longer considered necessary or appropriate in the light of changing programs or other circumstances. In special cases which may arise between sessions of the Conference, and upon the recommendation of the Committee of Relations with International Organizations, the Council is empowered to terminate such arrangements, subject to review by the Conference,

2. The Director-General may terminate arrangements for specialized consultative status which are no longer considered necessary or appropriate in the light of changing program or other circumstances, and will report such action to the Council Committee.

3. Any organization having consultative status or specialized consultative status which has not shown any interest or has not attended any meetings during a period of two years may be deemed not to have sufficient interest to warrant the continuance of a consultative relationship.

4. The Director-General shall include in his annual report to the Conference information on the relations existing between FAO and international nongovernmental organizations under the present principles and procedures.

5. The Conference shall review at each Session the list of organizations approved for consultative status.

6. The Conference shall review biennially these principles and procedures and shall consider, as necessary, any amendments which may seem desirable.
