322. The Conference had before it applications for membership from Armenia, Bosnia and Herzegovina, Croatia, Czech Republic, Eritrea, Kyrgyz Republic, Slovakia, Slovenia, South Africa and The Former Yugoslav Republic of Macedonia. These applications had been submitted within the time limit prescribed by Rule XIX GRO. They contained, or were supplemented by, the formal instrument required under Article II of the Constitution, and were thus found in order.

323. After deciding that the vote on the re-admission of South Africa should take place on Tuesday 9 November 1993, the Conference held a secret ballot on the over nine applications at its Second Plenary Meeting on Saturday 6 November 1993, in accordance with Article II-2 of the Constitution and Rule XII-9 GRO. The results were as follows:

These new Member Nations were admitted to membership on 8 November 1993.

324. After a secret ballot on 9 November 1993, the Conference, bearing in mind the current status of South Africa within the United Nations Organization, decided to re-admit South Africa as a Member of the Organization, with full participation rights to take effect as from the date on which the Transitional Executive Council is instituted and commences functioning. In readmitting South Africa, the Conference decided that its Resolution No. 38/63 should no longer be operative as from the date on which its full participation in the Organization becomes effective. The results were as follows:

326. The Conference elected Slovakia to the Council seat vacated by the former Czechoslovakia in the Europe Region for the period November 1993 to November 1995.

327. The Conference also elected the following Member Nations as members of the Council:

Appointment of the Director-General

328. The Conference had before it eight nominations for the Office of Director-General.

329. The Conference, after a series of secret ballots, appointed Mr. Jacques Diouf (Senegal) to the Office of Director-General for a period of six years, from 1 January 1994 to 31 December 1999.

330. Pursuant to Rule XXXVI-1(c) GRO, on the recommendation of the General Committee, the Conference adopted the following Resolution:

Appointment of the director-general

The Conference,

Acting in accordance with Article VII of the Constitution,

Having proceeded to a secret ballot as laid down in Rule XII of the General Rules of the Organization,

1. Declares that Jacques Diouf is appointed to the office of Director-General, for a period of six years, from 1 January 1994, the term of office expiring on 31 December 1999; and

Having considered the recommendations regarding the conditions of appointment of the Director-General submitted by the General Committee in accordance with Rules X-2(j) and XXXVI-1(c) of the General Rules of the Organization,

2. Resolves that the Director-General shall receive a gross annual salary of US$183 158 corresponding to a net base annual salary of US$105 042 at the dependency rate, or US$93 322 at the single rate and an annual post adjustment corresponding to US$1 050.42 for each multiplier point at the dependency rate, or US$933.22 at the single rate, payable in accordance with the provisions of the Organization governing the salary to staff members; that he shall receive a representation allowance at the rate of US$50 000 net per annum; that in addition he shall receive on a monthly basis a housing allowance corresponding to the actual rent and related expense paid for his accommodation, in lieu of a rental subsidy; and that he shall be entitled to all other allowances and benefits accruing to staff members of the Organization in the Professional and higher categories; and

3. Further resolves that the Director-General shall not be a participant in the United Nations Joint Staff Pension Fund and that, in lieu thereof, he shall be entitled to receive, in monthly instalments, the equivalent of the Organization's contribution to the Fund that would have been payable had he been a participant, as a supplement to his monthly remuneration; and

4. Further resolves that the terms and conditions of service of the Director-General shall be governed by the relevant provisions of the Staff Regulations subject, however, to the provisions of the contract to be signed by the Chairman of the Conference on behalf of the Organization and by the Director-General elect, in accordance with Rule XXXVI-1(c).

Appointment of the Independent Chairman of the Councils

331. The Conference had before it two nominations for the office of Independent Chairman of the Council.

332. The Conference, after a secret ballot, appointed Lic. José Ramón López Portillo to the office of Independent Chairman of the Council for a period of two years up to the end of the regular session of the Conference to be held in 1995, and adopted the following Resolution:

Appointment of the Independent Chairman of the Council

The Conference,

Having proceeded to a secret ballot, in accordance with the provisions of Rule XII of the General Rules of the Organization:

  • 1. Declares that José Ramón López Portillo is appointed independent Chairman of the Council for a period of two years, that is, until the end of the regular session of the Conference to be held in 1995;

    2. Decides that the conditions of appointment, including the allowances attached to the office of the Independent Chairman of the Council, shall be as follows:

  • (a) An annual allowance of the equivalent of US$22 000 to cover the representation expenses and secretarial assistance in the Chairman's home station, on the understanding that the Director-General will provide secretarial assistance when the Chairman attends sessions of the Council or Conference; one-half of the allowance shall be payable in US dollars, the balance being payable, in whole or in part, in the currency of the home country of the Chairman, or in Italian fire, according to his desires;

    (b) A per diem allowance at a rate equivalent to that for the Deputy Directors-General, while the Chairman is absent from his home station on Council business;

    (c) Travel expenses, including the above per diem allowance, shall be defrayed by the Organization, in conformity with its regulations and existing practice, when the Chairman attends sessions of the Council, of the Programme and Finance Committees, of the Conference, or when he is invited by the Council or by the Director-General to travel for other purposes.

    Appointment of Representatives of the Conference to the Staff Pension Committees

    333. In accordance with Article 6(c) of the Regulations of the UN Joint Staff Pension Fund, the Conference appointed three members and three alternate members to the Staff Pension Commit tee and for the periods specified as follows:
